Open-Source Science: The New Norm The discovery of the Higgs boson is of course a monumental achievement. But also noteworthy is how the physics community has evolved to get things done - and what this trajectory suggests for other scientific fields and fast-changing industries. Let's take a quick look at the history: supercomputers arrived in the 1970s, leading to an explosion of data and the ability to aggregate it with far greater ease. This, combined with the soaring costs of infrastructure like CERN's high-energy accelerator, contributed to new behaviors across the field. Researchers in particle physics and allied fields like cosmology began to see possibilities for working in bigger teams, beyond a single lab or host institution. Competition panel finds Springer guilty of unfair trade practices The Competition Commission of India has found publisher - Springer India - guilty of abusing its dominant position in the market for academic journals. While imposing a penalty of 5 per cent of the average turnover for the last three years, CCI warned Springer India against imposing unfair prices and sale conditions. It was also asked to lift the ban on experts from writing for other publications. Academic publication Acting on a complaint by Prints India, CCI said Springer India and other opposing parties - India Academy of Sciences; Indian Association for the Cultivation of Sciences; Indian National Science Academy; Operational Research Society of India; Department of Psychology (University of Delhi); Indian Statistical Institute; Association of Food Scientist and Technologist; IGCAR, Kalpakkam - had entered into anti-competitive agreements (co-publishing) thereby violating norms of fair trade practices. Academic publication is a small, specialised part of the bigger market of books and magazine publications. Largely present in the field of science, technology and medicines, these journals are usually called STM by the publishing industry. Unlike books, these have to be sourced from publishers through subscription and cannot be bought from bookshops. Print India had approached CCI in 2010 stating that Springer was imposing excessive pricing and unfair conditions in sale. Print India is engaged in the business of distribution and export of Indian journals for domestic and foreign clients. During its probe, CCI found Springer had about 31 per cent market share in terms of the number of STM journals and 64 per cent in terms of circulation. It also found that 47 journals that Springer India had acquired rights for were 'must have' titles for researchers. This made its position in the STM segment dominant. "Any library or institution or even individuals interested in research work being done in India cannot afford to ignore Springer's portfolio," CCI said, adding that its market position fortifies its dominant position. Springer publishes around 2,000 journals and over 6,500 new books a year and is present in 20 countries. CCI also found that Springer's portfolio of STM journals had co-publishing arrangements with 43 STM journals, in association with prominent scientific societies/institutes in India. Springer India's turnover for 2010-11 stood at Rs 30.03 crore with net profit at Rs 9.85 crore (which includes Rs 4.04 crore royalty paid to parent company). "The dominance in this case is acquired through the various agreements Springer had entered and not on the basis of its market share," CCI said. Dear Friends, We have to seriously think about the issue raised by Ratheesh. Librarians have no role in teaching activity in university. From academic community's view point, university library is a place like mere storage space of books. In the real sense, we can't blame them. Library professionals could not made a good image in front of academic community yet. Library authorities do not take initiative for organize information literacy programme and add on programmes for researchers, teachers and students. Such initiative can give opportunity for librarians to expose the teaching expertise. In my experience, most of the faculty members and research scholars are very poor in using WWW for retrieving relevant information for their learning purpose. Most of the teachers dont know how to move a mouse properly !! Library professionals has good expertise in retrieving information from online resources. But teachers and students think that librarians are non professionals and reluctant to approach for assistance. Once a teacher inquired (few years back) to one of my senior colleague "You get a promotion if you pass 10th standard examination?" Cold war between library professionals are another curse. Fierce fight (cold war) between library professionals (NET holders and others) in universities in Kerala. Development is stopped in university libraries for many years. We can compare situation in university libraries against "crabs in the bucket". They think that "if I can't have it, neither can you." Competition which prevents any from escaping and ensures their collective demise. In certain extent such experience in university libraries prevent professionals to get UGC pay scale and enhanced status. I know that my answer not reached the correct explanation to Ratheesh's question. I invite other professionals to fill the gap in my reply. -- Vimal Kumar V. subsidiaries of OUP in Africa have been debarred
by Mailing List Admin 06 Jul '12

06 Jul '12

---------- Forwarded message ---------- Date: Wed, 4 Jul 2012 08:55:42 -0700 (PDT) From: Subbiah Arunachalam <subbiah_a(a)yahoo.com> Two subsidiaries of OUP in Africa have been debarred for three years by the World Bank for misconduct, and earlier, Macmillan Publishers was fined and debarred in Sudan for six years for corrupt practices, says a report. But such practices, I am told, are common in India. Are you aware of such practices in India? Please write about them in this list. Subbiah Arunachalam http://www.egovmonitor.com/node/51899 The World Bank Group today announced the debarment of two wholly-owned subsidiaries of Oxford University Press (OUP), namely: Oxford University Press East Africa Limited (OUPEA) and Oxford University Press Tanzania Limited (OUPT) - for a period of three years following OUP’s acknowledgment of misconduct by its two subsidiaries in relation to two Bank-financed education projects in East Africa. The debarment is part of a Negotiated Resolution Agreement between OUP and the World Bank Group. In May 2011, investigators from the World Bank’s Integrity Vice Presidency (INT) approached OUP about potential misconduct in Africa. Following this, OUP conducted an internal investigation into its operations and reported its findings to INT. “This debarment is testimony to the Bank’s continued commitment to protecting the integrity of its projects. OUP’s acknowledgment of misconduct and the thoroughness of its investigation is evidence of how companies can address issues of fraud and corruption and change their corporate practices to foster integrity in the development business. In this case, working with the Serious Fraud Office also demonstrates the scope of collective action in deterring corruption impacting the progress of development,” said Leonard McCarthy, World Bank Integrity Vice President. The two companies made improper payments to government officials for two contracts to supply text books in relation to two World Bank-financed projects. As a result, OUPEA and OUPT will be debarred for three years and OUP will receive a conditional non-debarment. In addition, in order to remedy part of the harm done by the misconduct, OUP has agreed to make a payment of US$500,000 to the World Bank as part of the Negotiated Resolution. Under the Agreement, OUP and its related undertakings, including OUPEA and OUPT,commit to cooperate with the World Bank’s Integrity Vice Presidency and continue to improve their internal compliance program. The debarment of OUPEA and OUPT qualifies for cross-debarment by other MDBs under the Agreement of Mutual Recognition of Debarments that was signed on April 9, 2010. About The World Bank Integrity Vice Presidency (INT) The World Bank Integrity Vice Presidency (INT) is responsible for preventing, deterring and investigating allegations of fraud, collusion and corruption in World Bank projects, capitalizing on the experience of a multilingual and highly specialized team of investigators and forensic accountants. Key results of INT’s work include: 83 debarments of firms and individuals for engaging in wrongdoing during this fiscal year Following Alstom’s acknowledgment of misconduct in relation to a Bank-financed hydropower project in Zambia, the World Bank debarred Alstom Hydro France and Alstom Network Schweiz AG (Switzerland) - in addition to their affiliates - for a period of three years as part of a Negotiated Resolution Agreement between Alstom and the World Bank which also includes a restitution payment by the two companies totaling approximately $9.5 million. Based on an INT referral, UK authorities ordered Macmillan Publishers Limited to pay over £11 million. WBG debarred Macmillan for 6 years (2010), for bribery linked to an education project in Sudan. The Norwegian Authorities also took prosecutorial action against three former employees of “Norconsult,” based on an INT referral. The second meeting of the International Corruption Hunters Alliance brought together 175 senior enforcement and anticorruption officials from 6 regions, to inject momentum into global anti-corruption efforts. A functional cross-debarment agreement among the Multilateral Development Banks so that companies debarred by the Bank Group can no longer seek business from other multilateral development banks (MDBs), closing a loophole in multilateral development programs Cooperation agreements in support of parallel investigations, asset recovery and information sharing with the UK Serious Fraud Office, the European Anti-Fraud Office, Interpol, the International Criminal Court, USAID, the Australian Agency for International Development, the UN Office for Internal Oversight and several national authorities Enhanced preventive training and forensic audits designed to identify and address red flags and integrity controls in World Bank projects.
