---------- Forwarded message ---------- Date: Wed, 11 Jul 2012 15:45:02 +0200 From: Anand Pandey <meetanandpandey(a)gmail.com> My two cents: Librarians are on a point where they will need to be aware of newer technologies which can be used to enhance services in a library and that is not an avoidable thing. Older generations may keep themselves away (if they wish) but new blood will need to understand the demand of the changing times. They need to be passionate about the job they are doing and they need to love it rather taking it as a routine job just for salaries. I saw many librarians quite keen and eager to implement new things in their libraries. They took help of experts if they were not able to do by themselves but on the same point some of them keep remaining in the mood of technology resistance. Worst case is when staff of the library starts playing politics of themselves and the posts they are holding. I have an experience of a big library where the most eligible person for digitalization was kept for some other works (kept away) and most incompetent (technologically) was made in-charge to the whole project. He was even not able to solve a single problem when it came to any errors by the software. He just grabbed this opportunity to show off that he has done the digitalization. So, that is the dilemma of our times. Staffing of the librarians should be done totally on their competency and expertise. If a PhD guy is a slow or dumb, he can be put on the counters (no offence to anyone). Coming to PhD: Given the number of LIS Schools it has become quite easy to get PhD. Take a topic which is usually (not always) survey of something like user behavior during evening time and take the forms, compile the data. Write State-of-the-art, copy something from here and there and you are done. Gosh, what is happening? Professors who examine such theses should be always asking few fundamental questions which are usually asked if you are doing research in science and technologies and they are (more or less): 1. What is the uniqueness of your work? 2. What is the contribution of your work to the field (LIS) as a whole? 3. Does it solve some specific problem? 4. Does it extend/modify some existing theories? So on. Questions should be based the work in hand. Conclusion: research should be done with a clear vision which lack in many LIS researchers (my pragmatic experience). Some points to rejuvenate college and university libraries in Kerala
by Dr. A.T. Francis 13 Jul '12

13 Jul '12

Dear Joseph Zacharia and other professionals, Every profession has clearly defined the roles of Professionals, Semi-Professionals and non-professionals. But, in Kerala, most of the professions are effectively controlled and managed by clerks, including the libraries and librarians. Some library professionals (I do not know whether they are true professionals or not) are also in this line and supporting to create quarrels and court cases. School, College and University Teachers have assistants, named Lab Asst. and Farm Asst.; Doctors have Asst., named Physicians’ Assistant; Nurses have Assistant, named Nursing Asst.; and so on. But, in the case of librarians in Kerala, such a clear definition is not prevailing, which causes unscientific management of professionals and continuous quarrels and court cases. We, the professionals in Thrissur have discussed these issues in detail in two seminars led by the Kerala Agricultural University and Kerala Library Association and recommended the following: (1). UGC or similar Scheme should be implemented in all college and university libraries, including poly technique colleges, medical colleges, nursing colleges, engineering colleges, etc. in Kerala as was done for other subject teachers in these institutions. (2). While implementing the UGC Scheme, all the then Junior Lecturers in conventional colleges/universities and Junior Assistant Professors in Kerala Agricultural University have been upgraded to Lecturers/Asst. Professors and given UGC Scale by exempting from 55% marks and NET (3). Here after, only direct recruitment prevails to Lecturer/Asst. Professor. (4). In the case of librarians, all the then professionals (Library/ Technical/ Reference Assistants/ Librarian Grade I, II, III & IV) should have to be inducted to the UGC Cadre by exempting from 55% marks and NET. (5). A new cadre similar to Lab Assistants should be introduced in university/college libraries with CLISc as qualification; with clear cut rules for promotion and without entry to the UGC Cadre. (6). So, the only solution to rejuvenate our profession is the full implementation of the UGC Scheme as was done for other teachers. Automatically, all quarrels between NETians and Non-NETians will end; all library professionals in universities will demand to raise the retirement age to 60 or even upto 65; duties like issue, return, replacement, shelf rectification, etc. will be handled by CLISc holders or even experienced non-professionals; nobody will demand for the unnecessary increase/ creation of posts for promotion and so on. (this is happening in Govt. Secretariat and every body is trying to create posts of Chief Secretary, Additional Secretary, DGP, CFO, etc. for promotion and consequently multiplying red-tappism and power governance. Dr. A.T. Open Source Software Applications in Libraries
by Anil Kumar 13 Jul '12

13 Jul '12

Dear All, You would agree that there seems to be a growing use in OSS (Open Source Software) applications in all walks of life whether you are drafting a letter or using your mobile phone. Some of the common examples of OSS in our daily lives are Mozila, Linux, Open office, and so on. In this context we thought it pertinent to study OSS with specific reference to the library market. We believe that libraries have traditionally been open to adopting OSS and some examples could be Koha, Evergreen, Dspace, Eprints, Greenstone, etc. In line with this thinking we are conducting a brief survey on and their adoption in Indian libraries. The main objective of this study is to understand the status of IT applications in libraries in areas like Integrated Library Solutions, Digital library solutions, Website solutions, etc. in India and the potential of OSS in these areas of library functioning. We plan to identify factors that play a major role in, promoting and preventing, OSS implementation. The study also seeks to identify the preferred business models that may be appropriate in promoting the use of OSS in libraries. I invite you kindly respond to this survey https://www.surveymonkey.com/s/7RHWDN7 that has only 20 questions and the results of this study will be shared with all the respondents of the survey. This study is supported by OSS Labs and the researchers are grateful for the support. Regards H. Anil Kumar and Mallikarjun Dora Vikram Sarabhai Library Indian Institute of Management, Ahmedabad H.
