Why name is "Central Library"

Dear All, Perhaps i am asking very silly question but this question came in my mind so i would like to know some explanations on below: 1. Why we name any Institute/University main Library as central Library? and what is the meaning of Central Library? 2. If the name of Central library has been given name in honor of any person than why "Central" world is included like Mahatma Gandhi Central Library, Biju Patnaik Central Library etc. my view is why it is not only Mahatma Gandhi Library or Biju Patnaik Library? Please explain to me the differences between above? Unfair practices by institutionsIn the recent past, NAAC has been receiving complaints regarding unfair practices adopted by institutions in the preparation of the self-study report (plagiarism) and during peer team visits. The Executive Committee of NAAC has resolved that any institution indulging in any unfair practice will be debarred from applying for accreditation. Institutions are therefore requested to ensure that all claims made in the self-study report are validated prior to its submission to NAAC. I deeply condole the death of Kapoor Sab.I am fortunate to work with him as a colleague at Geological Survey of India and at IASLIC for many years. We together visited London in1978 to attend 1st International Conference on Geological Information. We visited together at Frankfurt and Rome. He was like my family member. He was very favourite to my late moth due his Polite and amicable behaviour. A soft spoken personality very helpful to the users of GSI.Though we were not student of geology We used to discuss the intecracy of the subject to understand it to provide proper services. His father was also a Librarian at ASI. He Considered me as a friend and brother. With his death I have lost a true well Wisher May his soul rest in peace. He contributed a good number of articles in professional journals, presented a number of papers in national and international seminars and conferences, and edited seminar/conference proceedings of IASLIC. Apart from library science he had immense interest in Astrology and his predictions regarding natural calamity like earthquake were resulted in reality many times. He used to write articles on such predictions using his pen-name 'Dhruba'. He had expertise in Homeopathy too and was popular in his locality as a homeopathy pratitioner.
