Dear Professional Colleagues, Congratulations to Department of Public Libraries, Govt. of Karnataka for having launched the Portal on Karnataka in Kannada entitled " Suvarna Karnataka Kannada Antarjala Vahini (Suvarna Karnataka Portal)" on the occasion of Golden Jubilee Celebration of the formation of Karnataka State. Dear LIS Friends, I would like to request your attention to my earlier mail "LIS Departments need Accreditation System and New Courses". We have a good news that Indian Engineering Degrees will soon be accredited in US and other developed countries. Read the news from Rediff.com [ http://www.rediff.com/money/2007/jul/05eng.htm ] National Board of Accreditation (NBA) of the All India Council for Technical Education (AICTE) is the accreditation agency for Engineering Education in India. They did a good job in getting a provisional signatory membership in Washington Accord, which recognises engineering degrees among the member countries. NBA is allowed 2 years to to bring its academic programmes, curricula and syllabus, examination and evaluation system to the international level and revise its accreditation system to make it fully outcome based, with credit system for flexibility and continuous evaluation for improved learning being the basis of such programmes.If NBA and our technical institutes are successful in achieving this goal, Indian engineering degrees will be internationaly recognised. Right to Information Act -Jobs should be given to Information Professionals

Dear Sir/Madam, The much awaited Right to Information Act has come into force in India.And already we have seen and heard that there is a great demand for information which are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed.But Govt Authorities have totally neglected the library and Information Professionals, most of the people who have appointed as public Information Officer have came from Journalism and mass communication." Public Information Officer" job is best suited for LIS professionals where the skills of storage , organise and dissemination of Information is highly required.Already there are instances that Public Information Officers have failed to provide right information to the right people at a right time.This is because of lack of skills to organise and storage of Information.This is the right time to Library Association and Universities to pressurize Govt. appoint library and Information professionals as " Public Information Officer" and this will definitely helps people to have information quickly whenever they need.This will not only helps govt to function smoothly and huge opportunities for LIS professionals as well. Supplying Journal Articles - Does it Violate Copyrights Laws

Dear Dr Shukla and LIS-Forum Members I feel it is an interesting topic, therefore I have changed the subject of the discussion. The question is whether a Librarian violates Copyrights Laws if he supplies an Article to his user for personal use and research? This is perhaps accepted because here he is only working on behalf of the user. Also, so far Inter-Library Loans are concerned, there should not be any problem because no "copies" are made. Original Book / Journal is borrowed and given to user. Copyright Laws restricts only making copies of literary works. However, what happens when a librarian makes a copy and transmits over internet to requesting Librarian? Requesting librarian takes that digital copy, makes a print copy and hands over to its user, hoping that it would be used by its user for personal and research work. To me, it appears, there is a violation by the initiating librarian as he is not acting on behalf of his user. What others feel about this? --Sukhdev Singh, NIC. LIS Departments need Accreditation System and New Courses

Dear Colleagues, It is good to see the ongoing discussion about integration of ICT technologies to LIS Courses in India. I agree that we need to incorporate ICT in LIS Syllabus, and most of the Departments have done that already. I doubt about the quantity practical orientation provided by them, it varies from one to another. A good IT lab with latest hardware and software is still a dream for many of the Departments. Few of them have collaboration with IT / Computer Science departments. This is the era or Globalisation and Specialisation. India is trying to become a developed nation, and we have to think from this background. In this regards, I have two points to discuss. 1. Our main problem is that, we do not have a "National Accreditation Process for Library Science Programmes" in India. NAAC accredits the Universities as a total. There are national library associations bearing this responsibility in developed nations, like ALA for USA, CILIP for UK etc. The accreditation process is carried out regularly and Departments will get accreditation for 5 /6 years. The course, syllabus, teaching methods, ability of faculty, facilities etc are standardised or regularised through this process. Departments failing in accreditation can not attract students, because the employers always prefer to appoint candidates with an accredited degree. If we implement this system in India, we can set standards for LIS Departments and its courses. We can approach associations from other countries to get our Courses recognised, may be in developed countries like USA and UK. Indian Library Association should take up this issue and find out the ways to start accreditation process in India. This will help us in making our candidates globally accepted. With my experience, I know that it is not simple as I wrote here, but we should start somewhere. 2. Second point is about starting new (specialised) courses. If you watch LIS Departments in developed countries, you can see atleast two or three master level courses are offered by them. Those are specialised courses, but clearly fits in our area of services, like Knowledge Management, Information Science, Medical/Helath librarianship, Information Systems, Electronic Information Management, Digital Libraries, School Librarianship etc apart from pure Library and Information Science. In India, our tendency is that, we compress all these subjects in to a 2 year course and call it as MLISc. Along with MLISc, why can't we think of starting few more Masters from any of the above mentioned areas. We also need specialisation in our Courses to supply specialised library professionals to the present vibrant job market. Market needs Knowledge Managers, Digital Librarians, Medical Librarians, Information Analysts etc. For this, along with the present faculty members, we may need new members or collaboration with other departments. VJCP is a new kind of scientific journal dedicated to archiving conference presentations and providing credit for their potential long-term impact. The basic VJCP article contains a title, a list of authors with their institutional affiliations, an abstract of no more than 500 words including references and conference information, and the conference presentation (a PowerPiont presentation synchronized with a mp3 file).
