Free access to British scientific research within two years
by G Mahesh 16 Jul '12

16 Jul '12

Free access to British scientific research within two years >From The Guardian, UK, Sunday 15 July 2012 The government is to unveil controversial plans to make publicly funded scientific research immediately available for anyone to read for free by 2014, in the most radical shakeup of academic publishing since the invention of the internet. Under the scheme, research papers that describe work paid for by the British taxpayer will be free online for universities, companies and individuals to use for any purpose, wherever they are in the world. In an interview with the Guardian before Monday's announcement David Willetts, the universities and science minister, said he expected a full transformation to the open approach over the next two years. The move reflects a groundswell of support for "open access" publishing among academics who have long protested that journal publishers make large profits by locking research behind online paywalls. "If the taxpayer has paid for this research to happen, that work shouldn't be put behind a paywall before a British citizen can read it," Willetts said. "This will take time to build up, but within a couple of years we should see this fully feeding through." He said he thought there would be "massive" economic benefits to making research open to everyone. Though many academics will welcome the announcement, some scientists contacted by the Guardian were dismayed that the cost of the transition, which could reach £50m a year, must be covered by the existing science budget and that no new money would be found to fund the process. That could lead to less research and fewer valuable papers being published. British universities now pay around £200m a year in subscription fees to journal publishers, but under the new scheme, authors will pay "article processing charges" (APCs) to have their papers peer reviewed, edited and made freely available online. The typical APC is around £2,000 per article. Tensions between academics and the larger publishing companies have risen steeply in recent months as researchers have baulked at journal subscription charges their libraries were asked to pay. More than 12,000 academics have boycotted the Dutch publisher Elsevier, in part of a broader campaign against the industry that has been called the "academic spring"........ SHODHGANGA, E-WAY TO ARCHIVE THESES

---------- Forwarded message ---------- Date: Mon, 16 Jul 2012 12:33:15 +0530 From: Ragaavendra R <Ragaavendra_R(a)jubilantbiosys.com> University of Mysore to take up digitisation of research work Access to the repository of theses could be a mouse click away in the near future. The University of Mysore has inked a memorandum of understanding with Inflibnet to digitise its repository of theses as part of the ‘Shodhganga’ project. Theses submitted to various universities are not available most of the time for reference due to various reasons. Comparing notes on research already done is a difficult proposition. And this has led to repetition of research on the same topics causing wastage of human resources, money and time. To provide an open and easy access to Indian theses and dissertations to the academic community worldwide and to avoid repetitions, the University Grants Commission in collaboration with Inflibnet (informationlibrary network) has come up with an innovative concept called ‘Shodhganga,’ a repository of Indian theses. The system The theses submitted by research scholars of Indian universities will be uploaded on the repository. One can go through the entire gamut of theses of choice and refer other theses too, with the help of Shodhganga. Digitisation is also part of the project wherein universities are given funds to digitise old theses. Plagiarism in research can be avoided to a great deal with Shodhganga. The universities will be provided softwares to detect plagiarism. Shodhganga will help avoid the repetition of research on the same topic and help research scholars to come up with findings of their own, said CP Ramesh, Librarian, University of Mysore. Shodhgangothri, another initiative, allows researchers to get to know of ongoing research in Indian universities. Under the project, the synopsis approved by the universities will be made available to researchers. [ELF] Evaluating Online Information
by Mailing List Admin 16 Jul '12

16 Jul '12

Date: Mon, 16 Jul 2012 06:43:05 +0000 From: Engg-Lib-Forum from India <krmulla(a)gmail.com> With the exponential growth of the world wide web, students need a more critical eye to sift through the bulk of information available online. While the Internet speeds up access to information, it also paves to the publication of anything, by anyone anywhere. Gone are the days when articles must be critiqued and evaluated before publication. Today, scholarly articles are not just buried in the bounty files of information. Their unscholarly counterparts also outnumber them. This reality reinforces the importance of critically evaluating online information. College students should learn the art of evaluating web-based information to make the most of them. The same reflections have been perceiving by our profession in the present day scenario. "DOOMSDAY" for Library Profession
by Niraj Barua 16 Jul '12

16 Jul '12

Thanks, to all the concerned professionals that the term "DOOMSDAY" had evoked such huge responses. I originally coined this in my message given below. Now all of us needs to think about it seriously and chalk out the remedies. 1. I think first of all we need to debate among ourselves whether Librarianship is a Profession or not. 2. Can't we spare one or two National Level Conferences to be devoted on this issue rather then concentrating on the issues relating to use of technology...bla bla. 3. Why are the National level LIS Professional bodies are mute to such important issues. 4. Isn't it the time that we should abandon "Chalta Hei" attitude and take up these matters seriously. 5. Can any one suggest name of a Fatherly figure like Ranganathan to whom we can look up proper guidance. Thanks. With Regards Dr. Niraj Barua Message: 1 Date: Tue, 26 Jun 2012 21:00:25 +0530 From: "Niraj Barua" <nbar(a)iitg.ernet.in> To: lis-forum(a)ncsi.iisc.ernet.in Subject: [LIS-Forum] !!DOOMSDAY!!! nearing for our Profession (if we sleep now) Message-ID: <4919f7c5272688e791512349cfc7aa08.squirrel(a)webmail.iitg.ernet.in> Content-Type: text/plain; charset="iso-8859-1" Dear fellow Professionals and respected one its a very sad development that the DOOMSDAY for the Library Professionals is nearing in general and in particular in our country. See the link below about vacancy for Library cum informatics Officer in a Central Govt autonomous institution. We should raise our voice unitedly against such unjustful strategies from the policy makers. Our professional qualification limits our job scope to only the Libraries, but Computer professionals have far more avenues to try for a job. Why are some of the people desperate to throttle our profession for benefit of some so called elites? Please raise your voice, share your concern otherwise the coming generation of our profession (if survives) will blame the present lot. http://www.nabi.res.in/Vacancies/Permanent/NABI3(2)2012-Rectt/DetailofAdvt.… ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Niraj Barua 9435346637(Mobile) niraj_barua(a)yahoo.co.in. -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Doomsday for librarians: A global phenomena
by Vasanth 15 Jul '12

15 Jul '12

Dear Sir/Madam, It was sad that a reputed institute like National Agri-Food Biotechnology Institute, an autonomous institute of the Department of Biotechnology, Ministry of Science and Technology, Government of India advertised for an IT expert for librarian post. This move was rightly questioned by LIS professionals through LIS forum and other means of communications. But the issue is, across the globe the situation is no different. This is not an isolated case. Library Schools are shutting down in US, Canada and other parts of the world (See: The closing of American library schools: Problems and opportunities by Larry J. Ostler, Therrin C. Dahlin, J. D. Willardson). Since 1990s many of LIS schools have closed down in US and other parts of the world. Dr. Vasumathi Sriganesh in her post (See LIS Forum dated: 29th June 2012) rightly pointed out at the decline of interest or people attending the Annual Conference of the Medical Library Association The prestigious LIS Schools such as Indiana University’s School of Library and Information Science (SLIS), Royal School of Library and Information Science (RSLIS) and many other LIS schools in the recent past have joined the iSchool Caucus or renamed themselves as Information Schools (iSchools) (See http://www.ischools.org) LIS courses are more and more have becoming multidisciplinary and interdisciplinary in nature. Ostler, Dahlin, & Willardson in their book “The closing of American library schools: Problems and opportunities” discusses about two fundamental reasons why LIS Schools are declining in numbers: the reasons are lack of leadership in LIS community (void left by S.R. Ranganathan in Indian LIS community is still unfilled) and lack of theoretical underpinnings in LIS teaching and research. The relevancy of bibliographic classification in light of rapid development in digital technologies has also been in discussion. The FID (Federation for Information and Documentation, dissolved in 2002) once known for path breaking research in knowledge organization (UDC) now dissolved or consists only few members. The complexity of bibliographic classification systems in the post-Internet era have in a way dragged user towards simple and easy to use information retrieval tools like Google (See very interesting article on this issue by Birger Hjørland entitled “Is classification necessary after Google?” appeared in Journal of Documentation). The OCLC User Survey on College Students perceptions of Libraries & information Resources (See http://www.oclc.org/reports/pdfs/studentperceptions.pdf) and other similar studies have established that users are happy to use search engine like Google for retrieving information rather relying on bibliographic classification systems. The real threat that now looming large for LIS community is through Google Book Search (GBS). If Google digitize all the books available in libraries which Google has a tie up for digitization, who would visit the library? There is need to decrease the monopoly of third party information service providers such as Google to survive and have to find ways to decrease the users inclination towards search engines like Google by initiating similar products by library professionals. Robert Darnton of Harvard University in his recent book “The case for books: Past, present and future” talks about the need of international digital library to counter the monopoly of GBS. The advancement in digital technologies and availability of information through the Internet is becoming more and more, libraries and LIS course have been sidelined all over the world. One example is how many central universities established very recently in India have courses in LIS? Why there is such reluctancy to start LIS schools in many of the newly established central and state universities? Is this because information is easily found through Google? ------------------------- With best wishes Vasantha Raju N -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
