Dear Member: All the responses to Mr. Goudar's initiation of debate on whether LIS-Forum should circulate messages that have only regional significance, have been very favourable. So, LIS-Forum will continue to circulate such messages as long as the messages carry some useful information. A suggestion from one of the members that the messages be categorized appropriately may not be a solution for such of those who would like to discard the messages based on the the subject line. Just providing correct subject line for the matter will greatly help such members. Categorization may not be needed. Couple of requests for the smooth functioning of the Forum: Quite a few members of this list receive their messages in 'digest' form. Invariably, when such a member replies to a message, the subject for such replies will be something like: LIS-Forum Digest, Vol 30, Issue 33 which is not the appropriate subject. Also, all the messages received for the day will be included in the replies, which is not required at all. Please ensure that your messages have relevant text as the subject and include only the relevant original message in the replies. Quite a few students, who seek help from the fellow members, seem to be using the forum as the first resort. It should not be so. They first need to make a sincere effort to get the required information themselves. When they approach the Forum, they should seek suggestions and clarifications rather than expecting the members to find information for them. As always, most of the postings are received as multipart, meaning they contain attachments. Please ensure that your postings to this forum are only in textual form. Thanks for your co-operation. Dear Sir, Please find below my submission for sharing with LIS-forum Members. -------------------------------------------------------------------------------------------------------------- Unjustified Qualification for Assistant Librarians Dear LIS-Forum Members, At present the essential qualification for the post of Lecturers in the pay scale of Rs.8000-13500/- in Library and Information Science in University and Colleges is Post Graduation in the concerned subject with at least 55% marks or its equivalent grade of B in the UGC seven point scales plus a consistently good academic record. Besides fulfilling the above qualifications, candidates should have cleared the National Eligibility Test (NET) for Lecturers conducted by the UGC/ CSIR. However, the candidates who have completed MPhil. Degree by 31 st December 1993 or have submitted Ph.D. thesis to the University in the concerned subject on or before 31 st December, 2002 are exempted from appearing in the NET examination. In case such candidates fail to obtain Ph.D. degree, they shall have to pass the NET examination. Whereas the qualification prescribed by the UGC for the Assistant Librarian in the pay scale of Rs.8,000-13,500/- is also same as of Lecturer. But, Lecturer having MPhil or PhD at the time of appointment will get two and four advance increments and their basic pay will start from Rs.9100/- and 8550/- respectively, then why Assistant Librarians having PhD/MPhil are not being given four/two increments. In addition to this, Lecturers are also getting the benefits of CAS (Career Advancement Scheme), which is not for Assistant Librarians. Here, I would like to discuss following points among LIS-forum members: 1. Assistant Librarians are being deprived from advance increments and CAS because UGC assumes that Librarianship is not an academic profession, than why NET is compulsory for Librarianship. UGC-NET is a National Eligibility Test for Lecturership only. It should not be mandatory for Librarianship. In number of universities in India, the Assistant Librarians are being appointed without having NET and some universities also give an option of either PhD or NET for Assistant Librarians. Even some universities are also giving advance increments benefit to library professionals. Why there are different rules for the same post? 2. For the post of Assistant Librarians in universities, UGC may prescribe MLISc with 55% and five years experience as Professional Assistant. This qualification is also justified because the qualification for the post of Deputy Librarian is MLISc with 55% and five years experience as College Librarian or Assistant Librarian in University. And also for Information Scientist in university library which is also equivalent to Assistant Librarians, the qualification is MLISc + PGDCA. By changing the qualifications, number of Professional Assistants can get promotional avenues those are stagnating on the same post since several years and Universities may also appoint experienced Assistant Librarians. 3. We are conducting number of conferences, seminars, workshops and training programmes for library and information professionals. These are organized for updating/refreshing the knowledge in the field of library computerization, Information and communication technologies and librarianship so that we can provide excellent service to the users. But, I think, until and unless library professionals are not satisfied with its profession (in respect to promotional avenues), they cannot provide excellent service to its users. Librarians have to update their knowledge in three fields i.e., LIS + Computer Science + in the field of institutional objectives in which they are serving. In spite of that Librarians have been neglected in respect to career advancement. Hence, CAS should be implemented for the Library staff. >From this platform, I would like to requests to all the Senior Library and Information Professionals in the country specially Professors and Heads of LIS Departments of Universities, University Librarians, Presidents and Secretaries of library associations, and Directors of all National Level Documentation Centres to take necessary measures to resolve these serious anomalies as they have been serving in various committees of UGC related to LIS profession. Here I would like to share my personal views how the forum is helpful to the people in general and Library professionals in particular. Local Association Postings on LIS-FORUM

This is in response to Dr. Goudar�s call for discussion on appropriateness of postings on activities of local associations. Local associations in their own way are contributing to the growth of the profession. Their activities is normally intended to benefit its members locally. This does not mean that the issues discussed in a local association do not worth national/international attention. �Think globally and act locally� is the motto of most of the local associations. My close association with one of the local associations has shown that whenever we post the activities of the association, invariably we get some suggestions/comments/criticisms/appreciation etc from some corner. We take these inputs seriously and discuss them in our meetings. We also receive request for a copy of the lecture/discussion that we had in our association. We normally oblige these requests. This proves the point that the postings about the happenings at local associations do act as a trigger for further discussion and research. I do not wonder if an activity in a local association sets the agenda for discussion at national/international levels. On 30 September, at the headquarters of the International Telecommunications Union (ITU) in Geneva, we are staging a Debate on the emerging agenda for the World Summit on the Information Society (WSIS). An invited audience of 50 ICT movers and shakers will fire questions at a distinguished panel. The Debate will be broadcast on BBC World Television on 22 October 2005, in advance of Phase II of WSIS, which will take place in Tunis, Tunisia, on 16-18 November 2005. Dear Dr. Kaiser, Your opinion given in the text is perfectly OK and I agree with you that we should avoid personal communication and festival/birtday greetings. Infact Lis-Forum is already following these norms. However a good personal experience having a relation to LIS or somebody's outstanding achievements in LIS, etc can go through forum. When somebody requests for an article or a book through forum (justified), but the response by resource library and in turn thanking mail by the requester be sent to the concerned person only, not through the forum. Elocution Competition at DLIS, University of Mysore, Mysore

MULISSA event � 4: Elocution Competition Mysore University Library and Information Science Students Association (MULISSA), Department of Library and Information Science (DLIS), University of Mysore, Mysore organized an elocution competition for the students of MLISc and MIM on Friday, September 23, 2005 at 3.30 pm. The elocution competition was arranged by MULISSA to encourage the students to improve upon their public speaking abilities, to overcome impediments such as stammer, stutter, general nerves, and to increase their confidence in their communication. Each participant was asked to speak for two minutes about any topic of their choice. The competition received an overwhelming response from the student community. Public speaking tops the list of phobias for most people. Public speaking anxiety is very common among student community. The anxiety of students in public speaking center around: being embarrassed; worries about mistakes; looking stupid; judged unattractive; no one being interested in what they have to say; and not wanting to be the centre of attention. Speaking on the occasion Prof. Shalini R Urs urged the students to participate actively. Oratory is a skill that needs to be cultivated consciously, as no one is a born orator. Proper preparation and practicing/rehearsing would help to communicate better. She said, even most successful speakers practice their speech. She cited the examples of Sir Winston Churchill � one of the most successful orators of the world - being confessed in that he was practising his speeches for important occasion before a huge mirror. There was an interesting range of topics that the students chose to speak on. They include: places; leaders � political and spiritual; institutions of learning � colleges, Departments and Universities; education; jokes; eye donation; technology; fundamental duties; personal traits � self respect, friendship etc. Events like Siachen and Katrina were also subjects of talk in the elocution competition. One student talked for entire two minutes on his futile effort to find a topic for the elocution competition!! A quick feed back collected showed that students enjoyed the programme and at the same they felt that the programme has helped them to overcome their inhibitions to some extent. Dr. Mallinath Kumbar, Reader, Department of Library and Information Science, University of Mysore, Mysore and Ms. Pushpa Joseph, Assistant Librarian, Mysore University Library, Mysore adjudged the student performance in the competition. Ms. M. Nagaveni and Ms. K. Savitha won the first and second prizes respectively. Giving his opinion on the competition, Dr. Kumbar said that these kinds of competition would help the students to improve their communication skill. He said apart from competition, the DLIS has been trying its best to improve the communication skills of students by way of compulsory seminars and assignments. It may be noted here that DLIS, Mysore has recently introduced one exclusive paper called �Personality Development and Communication Skills� in its MLISc curriculum. Dr. N.S. Dear Colleagues, I do agree that this LIS-Forum started by Late Dr. Rajashekar is the first of its kind in the country for library professionals. Over the year it has helped all of us in many ways. It is an example of a practical work done by Dr. TBR, and not just 'plain talk' given by many. However, I do not agree to Mr. Goudar's statement ".... Rather we need (not?) bother about the quality, importance and relevance of the of the content in the postings....". I think that the quality and relevance of the content is also very important in lis-forum. We are already aware that many of the postings on this forum are too immature and lack quality and sense of direction. If we need to keep this forum active and alive, we should definitely adhere to some standards. M. The term "Open Access" was used by Dr. S.R Ranganathan to describe a library system where a "reader" is permitted to go to the stack and browse through the collection. This is what the modern libraries now follow. However, in those days, libraries were not "open access" as the readers were required to give details of required book to the Library Staff. At the most, a reader was permitted to access the Library Catalogue. By advocating "Open Access" he wanted to provide the benefits of "browsing approach" to the readers. 2. The Works of Dr. S.R Ranganathan are wonderful. I happen read the Original Works "FIVE LAWS and PROLEGOMENA to Library Classification. Five Laws has been written in a very interesting format of "Animated Talks / Dialogues". I wish these should be available now in Open Access [as understood these days] Mode. 3. SRELS may stand to loose financially. But then, There are ways to compensate. They may put up their own web site which may be sponsored / Or Advertisement revenue could be generated. 4. Of course there are some other works like Prolegomena...etc. which are also often referred to but rarely seen in original, five laws being a small book can well be digitised.

Mainly, the CCC is much comfortably can be revised. unfortunately, many students and colleagues of Late Dr Ranganathan, take his name for their own purposes. they make use of SRR name for their selfishness. they never bothered to revise or sponsor intensive studies on his works. Every one takes pride in associating their names with SRR. I am one of the lucky persons to have taken a gift (CCC ) from SRELS in 1968, duly signed by the great man. there is every possibility of sponsoring studies on relevance of his theories. I agree with Mr Gouder. Lis-forum has already become (by virtue of heavy usage, members from diverse institutions, and the perceived utility by subscribers) number one among such forums for librarians and library science. It is necessary for the professional to keep abreast of happenings in the country. Therefore posts from other forums should be welcome. Only one minor problems needs to be addressed. As I am greedy, I subscribe to several mailing lists: Lis-forum, corp. librarians, Emala, IATLIS,Lis-net etc. When messages are cross-posted a lot of duplication at the subscriber's end occurs. As many messages contain replies to some first link in a thread, one has to read through a lot of messages before deleting duplicates. How can we avoid such duplication? Now the technology has allowed us to achieve what Dr.Ranganathan has propounded/dreamt of in a greater way. Let us take advantage of the technology and emerging trends in publishing. Dear All, Its nice to meet (virtually) such like-minded people. Like Nivedita says, it is not possible to attend the conferences and seminars which are taking place. Useful information which is generated is limited to the people who attend the conferences. The barriers that we face, of time, physical location, finance etc can be overcome by achiving the information generated in the seminars/conferences etc, on an open platform (like Aparajita has suggested). In this way, all of us Library Proessionals could be keeping abreast with what is happening in the field, and we could implement some of the useful suggestions made. Our field is now fast changing. E-Learning is growing at a very fast pace. For a long time, professionals in our field have been battling with technology. "Sink or Swim" has made us adapt as and when necessary. But is this enough? Compared to the development of Libraries in the western society, and the kind of services they provide, we in India are lagging far behind (believe me, not for the lack of talent). Not that we need to follow where they lead, but surely we can pick and choose what is best and implement it!! Information, useful information, proper use of the same, and how to implement it whenever and wherever necessary should be made available to all. All of us try to make a difference wherever we work. The innovative ideas that we use to "sell and/or market" our skills, the difference that we make when we interact with our clientele etc should not be limited to just one library. New developments and where and how we could use the same could be shared by us all. Our ideas that have made a difference could be shared, anything that we have pioneered or we are planning to implement could be shared and discussed. That way, we will not only be able to perform better in our spheres, but also we could interact with people who have, "been there-done that", share their experiences learn from them and avoid mistakes and pit-falls. Apply Open Access to Five Laws?

Dear Colleagues, I am replying to the recent post about the article, "India pioneered open access publishing system" at http://www.deccanherald.com/deccanherald/sep182005/state1942332005917.asp I believe S.R. Ranganathan's Five Laws of Library Science would have a greater impact on Open Access if the full text of the original edition of Five Laws was made freely available online for non-profit use by LIS professionals, scholars and students, and the general public worldwide. Although Five Laws is frequently cited as a seminal work in library and information science, the book itself does not appear to have ever been digitized or published in electronic format. Not even print copies of Five Laws are readily available for loan or sale, at least in the United States. According to OCLC's WorldCat, only about 50 libraries have copies of the first edition of Five Laws in their collections. While more libraries hold later editions and reprints, no editions of Five Laws appear to be in stock or currently available for sale from booksellers. A recent journal article estimates that between 4,000 and 5,000 students graduate from U.S. library schools each year. Since copies are not readily available, many of these students probably have not read Ranganathan's Five Laws, arguably the most important work in our field. The Sarada Ranganathan Endowment Laws for Library Science (SRELS) at Bangalore owns the copyright to the Five Laws of Library Science. Do any LIS-Forum subscribers have ideas about how SRELS might go about digitizing Five Laws? Are there any Indian libraries, universities, or non-profit organizations that would be able to donate technical expertise and equipment needed to adequately preserve and disseminate the text in digital format? Is any grant money available to help finance such a project? Would any librarians or students volunteer their time to help? Perhaps if we shared our ideas here and with SRELS at srels(a)vsnl.com, we could find a way to provide open access to the work identified as the origin of Open Access. Dear Friends, A public library in Alemelo,Holland , is lending out people in a new initiativeaimed at challenging stereotypes.Apart from books ,the users can borrow gay people ,gypsies and Muslims for an hour and talk to them about their lives.For instance teh public library visitors can borrow a muslim woman in ahead scarf and ask her questions they would not aother wise dare to find out if,they met her on the street.This is according to the public library director-Jan Krol. Th elibrary has contacted 10 people from differnet backgrounds who are willing to have a chat with its visitors in a nearby pub. How do u alll like this !!!!!!!!!
