One thing is certain that even in the age of Google, information is scattered and it is very difficult for researchers to track all work done on a particular topic through the various interfaces available in the country. This situation continues not only in India but in developed countries as well. Information professionals are working on digital libraries and open archive concepts worldwide. Hopefully this initiative will sort out many such problems. I agree that there is an urgent need for making all publicly funded research reports available for free online access. It is equally important for other private funded research reports to be made available, at least for reference work. This is very much essential for healthy research to continue in the country. V Srinivasan's initiative for hosting a web library may be a good platform for information seekers. However, there are already many web/internet libraries available on the net in the public domain. They have failed to integrate all the digital information available internationally. Recently, the government of India came out with a plan to create a national digital library. Here are some initial ideas about setting up a web library that ensures open access to publicly-funded social research output. V Srinivasan A large amount of social science research is carried out in the country, much of it with government, bilateral or multilateral funding, that is, public funding. Such research usually results in the production of reports, many of which contain useful data, analyses, ideas, and recommendations. But only a small portion of this output feeds into policy-making or public debate; the bulk of it is hardly circulated. Unfortunately, it is not an accepted view that data gathered and analysis carried out using public funds are a part of the public domain, and that their dis- semination is in the public interest. A scan of the websites of various government bodies illustrates this well. The ministry of social justice and empowerment and the ministry of rural development list some research reports on their sites but do not provide access to the listed reports or supporting studies. The reports of the National Sample Survey Organisation or the Commission for Agricultural Costs and Prices, to name just two important bodies, are not available via the internet. The government has commissioned 20 studies or reports on child labour but only two or three are available on the internet. The result is that a great deal of research work is duplicated, since there is no access to previous research in the same area. Today, even if the authors of these reports wished to disseminate them widely, they lack an effective mechanism for doing so. To address this problem, the innovation centre of a Mumbai-based non-governmental organisation, Society for Service to Voluntary Agencies (SOSVA), has proposed a strikingly simple solution: the creation of an internet library housing all economic, social and political studies and reports prepared with government, bilateral or multilateral aid. Such access to previous research would prevent duplication of research work in the same area and check plagiarism. The quality of research would be improved by public scrutiny. Discussion on the themes covered could also be advanced considerably. Finally, the disseminated work could feed into policy-making or public debate. SOSVA proposes that electronic copies of any study, report or document prepared using government or international funds be submitted to the web library. This proposal is along the lines of the practice followed in the US whereby a copy of any book published in the country must be deposited with the Library of Congress to receive a Library of Congress Control Number. Unless this is done, no public grant, foreign or Indian, would be deemed utilised; indeed, the comptroller and auditor general or other appropriate agency would report that the funds are deemed unutilised. Steps need to be taken to make this legally binding and administratively effective. These studies would then be posted on the web library, which would have a standard classification system and easy search tools. The advantages of such a library are the advantages of the internet: At no cost, a huge wealth of information would be available to the public. Moreover, users would not need to know of the existence of particular reports or other materials in advance; they could discover them while browsing through the library, as it were. Not only would duplication of labour be avoided, and the quality of research improved by subjecting it to public scrutiny, but the quality of debate on questions of public interest could be enhanced. That, in turn, ought to spur genuine development. The same library could also host many documents that are available today but only as hard copies, that is, in printed form, and therefore in effect accessible only to a few. The idea could be developed further and the web library need not be restricted to work undertaken by government and donor agencies. For example, the web library could include doctoral theses, documents of international non-governmental organisations, and so on. Linkages can be provided to other electronic libraries as well, to constitute a core bibliography to be available on the websites. This idea could be extended further. In a sense, it could be argued that providing such access is a legitimate extension of the current efforts under the Freedom of Information Act. Although the thrust of the act is towards transparency in decision-making by government, the fundamental principle of the act, that government must throw its books open, applies as much as to information dissemination and development benefits as to decision-making. When will the term "Key Words" be replaced by "tags"?

Friends, We know how Meta-data has replaced the term "Indexing" and"Cataloguing" in the last decade. Now it is turn of "Key Words" to bereplaced by a term called "tagging". The only difference in these twoterms is that "Key Words" are picked up from some standard vocabularylike MeSH by professionals; "tagging" is done by end users to bookmarkand categorize an internet resource without any rules or vocabulary.The intention is to retrieve the "tagged" resource in future. Butthere is a Method in this Madness of tagging. The user indirectlyregisters a "vote" in favor of the resource being tagged. Dear all Recently, I visited a website of the Digital Library of India [http://www.dli.ernet.in/]. It is a million book project - a collaborative effort between Indian Institute of Science and Carnegie Melon University with partners from Government, Academia and Religious Institutions. 54000 books have already been scanned and 29000 books are available for online access. It is one of the biggest digital library initiatives in India. The objective of this project is clearly mentioned in its mission statement given below: "The mission is to create a portal for the Digital Library of India which will foster creativity and free access to all human knowledge. As a first step in realizing this mission, it is proposed to create the Digital Library with a free-to-read, searchable collection of one million books, predominantly in Indian languages, available to everyone over the Internet. This portal will also become an aggregator of all the knowledge and digital contents created by other digital library initiatives in India. Very soon we expect that this portal would provide a gateway to Indian Digital Libraries in science, arts, culture, music, movies, traditional medicine, palm leaves and many more. The result will be a unique resource accessible to anyone in the world 24x7, without regard to socioeconomic background or nationality." Friends, Just revised Google Scholar < http://scholar.google.com > last week. Noticed that it has improved a lot. Just searched for "OpenMED@NIC" <http://snipurl.com/mz7n > It gave 925 hits. Not bad considering thatOpenMED@NIC < http://openmed.nic.in > has around 1015 documents. Whatfacinated me was that it presented link "Cited by" along with thehits. Clicking those showed all the articles citing an article inquestion in OpenMED@NIC. Just Enter the ISBN, the catalog entry is automatically fetched from LOC or Brtish library and added to your database. You scan the barcode / isbn or drag & drop data from web pages. You can create a list of ISBNs in a text file for automatic cataloging. Users seem to have added anywhere between 200 to 2000 titles in a couple of days. This is fantastic product for books that are already cataloged in some leading library whose opac can be searched online. Friends: The United States has many faces: Wars in far away places such as Vietnam and Iraq, denying visas to reputed scientists, the dominant power in a unuopolar word, and so on. But US is also home to youngsters like Gavin Baker. University students in India might wish to look at what he is doing right now. Please pass this message to doctoral and masters students you know. Best wishes. Arun OA as a campaign issue in a student government election Gavin Baker is running for the Student Senate at the University of Florida. Baker co-founded the Florida chapter of Free Culture and is making open access a campaign issue. His platform is offline at the moment (but the problem is probably temporary, so keep trying). He tells me in an email: I'll advocate for open access to university research and journals, work to expand library digitization projects, promote open source software and open file formats....As far as I know, I am the first student to make open access an electoral issue. He's the first as far as I know too. His candidacy and position could make a difference: At UF, the Student Senate controls an $11 million budget, the third largest in the US. Go, Gavin! Note to students elsewhere: learn about open access and what you and your university can do to promote it. Take your commitment into your research and future career. But in the meantime, take it into your student government!

Arun [Subbiah Arunachalam] -------------------------- Nancy Davenport on scholarly communication and OA Andy Carvin has blogged some notes on Nancy Davenport's keynote address at the University of Missouri conference, Open Access, Open Source, Open CourseWare: Sharing as a Solution to the Digital Divide (Columbia, February 22, 2006). Davenport is the president of Council on Library and Information Resources (CLIR). Excerpt: Scholarly Communications. What are the issues? What are the options? What are the leadership issues?...Scholars are the supply and the demand. Research has to be distributed, through print, e-format, open access, repositories, self-publishing, even blogs. Who is in the middle, mediating scholarly discussions? Societies, reviewers, publishers - for profit and nonprofit - aggregators, librarians, provosts, administrators, the Internet....Digital scholarship: only way to integrate disparate content, allows new research and scholarship, encourages using material in new ways, creates new fields and communities of practice, creates new knowledge. CLIR call to action: tells publishers that librarians want independent, third party preservation of your content. "The academic community is built upon a sham. More and more you don't own your content - you're paying rent." What impedes open access? The academic reward system. Tenure requires publishing in "the right journals." Scientists can put open access fee into their budgets. But in the humanities, you don't get that kind of funding. PloS.org won't work for most humanities scholars....Where are we now? We pay a lot of money. Most institutions are paying 24% for digital serial journals in their collections budget. Libraries each pay large fees to access the same material. Meanwhile, libraries are digitizing their own special, unique materials.

Excerpt: The rapidly evolving debate over free online scholarship drives right to the heart of some of the most fundamental questions about research....Worldwide, there are about 24,000 scholarly journals, but only three to seven percent of them are considered to be open access OA for short meaning that they make their research papers available for free on the Internet. But the rapidly evolving debate over open-access scholarship extends well beyond academic journals like the [new] one at www.econtheory.org, and drives right to the heart of some of the most fundamental questions about research: Do publicly funded universities and granting bodies have a democratic indeed a moral obligation to ensure that academic scholarship is available on the Internet? What kinds of public and institutional policies are needed to make such wide-ranging dissemination both possible and useful? And what are the implications for publishers, research libraries, copyright, and for scholarship itself? Few self-respecting researchers argue with the idea per se. Its easy to get people to sign off on a principle, says Stevan Harnad, who holds the Canada Research Chair in Cognitive Science at Université du Québec à Montréal. It becomes interesting and substantive when you take a practical policy. Since the mid-1990s, Dr. Harnad has been at the centre of an international campaign to promote open access. But its only in the last three or four years since the George Soros Open Society Institute orchestrated a 2002 summit of OA activists in Budapest that granting bodies and universities have begun to look hard at how to translate open access from a feel-good cyber principle into something entrenched in the way academics do business either by encouraging them to patronize open-access journals or urging them to routinely upload all their published research papers to a growing network of institutional repositories. The right to know is at the forefront [of OA], says John Willinsky, a language and literacy education professor at the University of British Columbia who heads the Public Knowledge Project, a research initiative that asks whether and how online technologies can improve the quality of academic research. The critical point were at now is mandated access. Were seeing a momentum build. The epistemological benefits are difficult to dispute. Dr. Harnad refers to studies showing that citations can more than double for articles that are freely available on the web. Accessible online papers benefit academics in poor countries where universities have few resources. And research libraries see institutional electronic repositories as one way of ensuring the preservation of digitized online material that is highly vulnerable to the problem of disappearing URLs....In the past few years, large research councils in the U.S. and U.K. have grappled with the mechanics of applying the OA principle to publicly funded research. In Canada, in late 2004, the board of the Social Sciences and Humanities Research Council approved OA in principle; council staff are preparing recommendations based on public consultations....But open-access advocates contend that universities must now step up to the plate and adopt policies that compel faculty to self-archive....Tim Mark, executive director of the Canadian Association of Research Libraries, describes...the absurd situation whereby academics working for publicly funded institutions give up their intellectual property rights to commercial journal publishers, who turn around and sell the fruits of their labour right back to those institutions in the form of costly journal subscriptions....The potential of the OA movement, [Harnad] argues, doesnt begin with policy conditions aimed at altering the operating conditions for a small subset of journal publishers [to make them convert to OA]. Rather, it needs a much broader-based effort to make institutional self-archiving a routine and unquestioned part of the work of scholarship as basic as including bibliographies and reference lists at the end of any paper. OA advocates say the pieces for such a cultural change are beginning to fall into place. There are now numerous open-source software and harvesting systems that allow institutions to create searchable, indexed and networked electronic repositories....But, as Dr. Harnad observes, the availability of user-friendly archiving software is necessary but not sufficient. Thats why, in 2005, OA activists approved the Berlin 3 institutional policy commitment. It calls on universities and research institutions to establish policies requiring academics to self-archive, as well as encouraging them to publish in open-access journals....So far 17 universities and research institutions including the University of Zurich, Portugals University of Minho, and the University of Southampton, where Dr. Harnad taught before joining UQAM have signed the 2005 Berlin commitment. No Canadian universities are signatories. How do academics feel about self-archiving? Authors havent picked it up, says Dr. Willinsky at UBC. It has a lot to do with the fact that the focus of [academics] work is getting published, not getting circulated. Indeed, a U.K. survey of scholars showed that about half of the respondents had self-archived at one point, mainly on personal websites, but many didnt do it routinely. Yet 95 percent said theyd be prepared to self-archive if their university required it as a condition of tenure or employment. Whats become increasingly apparent is that copyright issues arent a roadblock for the OA movement....While journal publishers, from giants like Elsevier to upstarts like Econtheory.org, will continue to work out a sustainable online business model, the OA policy ball has now landed squarely in the university sectors court.

From Peter Suber's blog "Open Access News" Arun [Subbiah Arunachalam] ---------------------- OA improves impact factors for journals Peng Dong, Marie Loh, and Adrian Mondry, The "impact factor" revisited, Biomedical Digital Libraries, December 2005. Abstract: The number of scientific journals has become so large that individuals, institutions and institutional libraries cannot completely store their physical content. In order to prioritize the choice of quality information sources, librarians and scientists are in need of reliable decision aids. The "impact factor" (IF) is the most commonly used assessment aid for deciding which journals should receive a scholarly submission or attention from research readership. It is also an often misunderstood tool. This narrative review explains how the IF is calculated, how bias is introduced into the calculation, which questions the IF can or cannot answer, and how different professional groups can benefit from IF use. Excerpt from the body of the text. Note the sentence Peter Suber has put in bold. Given the rapid growth of electronic publications, the online availability of articles has recently become an important factor to influence the IF. Murali et al. determined how the IF of medical journals is affected by their online availability. In that study, a document set obtained from MEDLINE was classified into three groups, namely FUTON (full text on the Net), abstracts only and NAA (no abstract available). Online availability clearly increased the IF. In the FUTON subcategory, there was an IF gradient favoring journals with freely available articles [PS: emphasis added]. This is exemplified by the success of several "open access" journals published by BioMed Central (BMC) and the Public Library of Science (PLoS). Open access journals publish full-text online papers free of subscription fees. BioMed Central (BMC) is an "open access" publisher in business since 2000. BMC hosts over 100 biomedical journals ranging from general interest to specialized research. More than twenty journals published by BMC are currently tracked by the ISI and over half of these have IFs available for the recent years. BMC Bioinformatics was assigned its first IF for 2004. At 5.4, it places the journal second in the field, only marginally below the traditional competitor Bioinformatics (IF = 5.7), which has a 20-years' publishing history and is connected to a major learned society within this field of research (International Society for Computational Biology). PLoS (Public Library of Science) is another example of a successful "open access" publishing strategy. It started publishing two open access journals in biology and medical research in 2003 and 2004 respectively. PLoS Biology was assigned its first IF of 13.9 for 2004. In the ISI subject category "biology", it is thus placed at the number 1 position of 64 in its first year of reporting an IF. FASEB journal at position 2 has an IF of 6.8, but has been in circulation since 1987. Similarly, in the other SCI subject category ("biochemistry and molecular biology")in which PLOS Biology is listed, it ranks at position 8 out of 261. Monitoring the development of such journals' IF will inform the determination of the online-availability bias in the future. This effect will increase in the future with the availability of new search engines with deep penetration such as Google Scholar, allowing researchers to find relevant articles in an instant, and then choose those with immediately and freely available content over those with barriers, economic and otherwise.

FOURTH INTERNATIONAL CONVENTION - CALIBER 2006 Gulbarga University Library in collaboration with INFLIBNET Centre, Ahmedabad (An Inter University Centre of University Grants Commission, New Delhi ) organized the Fourth International Convention CALIBER 2006 on the theme 'Dynamic Interoperable Web Based Information Systems" from February 2-4, 2006 to commemorate the Silver Jubilee Celebrations of the University. Pre-Convention tutorial `Building Digital Libraries using D-Space was also organized on February 2, 2006. It is the great honour for Gulbarga University Library to organize this International Convention for the first time in history of Libraries in Hyderabad Karnataka Region that too in Gulbarga city and also the CALIBER in Karnataka. The inaugural function commenced with Smiling, well attired, adorable invocation rendered by the well chosen Cultural Group, from V.G.Womens College, Gulbarga .. They invoked the Blessings of Goddess Saraswathi for the success of CALIBER 2006. Dr. Ravi Gaddagimath, Organising Secretary, CALIBER 2006 welcomed the Guests and Dignitaries in his own immaculate style and also briefed on the Convention. Dr. Arthur Smith, Director OCLC, Ohio , USA Inaugurated the Convention by lighting the Nanda Deepa. A brief prelude on CALIBER 2006 was given by Sri. K.Manoj Kumar, Scientist, D of INFLIBNET. The Convention volume by Dr. Rahul De, Hewlett-Packard Chair Professor, Indian Institute of Management, Bangalore and Mr. S. Rajanna, Registrar, Gulbarga University were released. Mr, Rajanna, thanked INFLIBNET for giving an opportunity to Gulbarga University , Gulbarga to host CALIBER- 2006. The apprehension that in a remote place like Gulbarga , the attendance would not reach even 150 numbers, but today it has crossed 500, he expressed. He extended a warm welcome to the delegates, wished them a very fruitful and eventful participation in the Conference deliberations. He requested all the delegates to carry with them the sweet and unforgettable memories of their stay in Gulbarga . On behalf of Vice Chancellor of Gulbarga University, he welcomed all the delegates to the culturally rich City GULBARGA . Dr, De made an excellent presentation on ICT for Development and Web-based Information Systems. Dr. Arthur Smith, Director OCLC , USA , the Chief Guest requested the University libraries to join OCLC network. Building Digital Libraries using Dspace; open source Digital Library software, the tutorial was conducted by Mr. Yatrik Patel of INFLIBNET which was attended by over 50 Delegates. The tutorial content explained the working of Dspace with practical aspects of creating Web-content for Digital Library of Books, Data Sheets, Computer Programs, Visuals, different types of files Text, Image, Audio and Video and so on. More than 500 delegates from India and abroad attended and deliberated on the theme and about 150 research papers were presented and interesting resolutions were endorsed. A lecture on IPR and E-resources was delivered by Dr. J.S. Patil, Dean, Faculty of Law, Gulbarga University , Gulbarga and has was most educative and informative presentation. AV Presentation on Dr. Eugene Garfield, President Emeritus, Thompson Scientific, USA . Dr. Garfield stands high on pedestal of Information Scientist, an information scientist of great eminence, who introduced Citation Indexing and today it stands as one of the methods of Information research and has discovered new areas of discourse. Cultural programs a dance recital by Omkar Nrutya Sadana and Classical music concert by Smt. Sangeeta Katti were also released. The valedictory session was held on Saturday, 4th February 2006 at 3.30 P.M and Mr. Justice S. R. Bannurmath, Honble Judge, High Court of Karnataka, Bangalore , the Chief Guest and delivered valedictory address. Prof. K. S. Deshpande (in absentia), Prof. S. R. Gunjal, former Librarians and Prof. Y. P. Dubey, Emeritus Professor, BHU were felicitated in the valedictory function, that was presided by Prof. V.B Coutinho, Vice Chancellor, Gulbarga University, Gulbarga. Sri S.B Policegoudar, Assistant Librarian and Sri D.V Biradar, Assistant Librarian, who retired from university library were felicitated. `Building Cyber Libraries a festschrift volume in honour of Dr M.Sankar Reddy, Hyderabad was released by Sri S. Rajanna, Registrar. Dr. R.B Gaddagimath, University Librarian, Gulbarga University , Gulbarga coordinated the International Convention as Organizing Secretary. Pre-Convention tutorial `Building Digital Libraries using D-Space was also organized on February 2, 2006. It is the great honour for Gulbarga University Library to organize this International Convention for the first time in history of Libraries in Hyderabad Karnataka Region that too in Gulbarga city and also the CALIBER in Karnataka. The inaugural function commenced with Smiling, well attired, adorable invocation rendered by the well chosen Cultural Group, from V.G.Womens College, Gulbarga.. They invoked the Blessings of Goddess Saraswathi for the success of CALIBER 2006. Dr. Ravi Gaddagimath, Organising Secretary, CALIBER 2006 welcomed the Guests and Dignitaries in his own immaculate style and also briefed on the Convention. Dr. Arthur Smith, Director OCLC, Ohio, USA Inaugurated the Convention by lighting the Nanda Deepa. A brief prelude on CALIBER 2006 was given by Sri. K.Manoj Kumar, Scientist, D of INFLIBNET. The Convention volume by Dr. Rahul De, Hewlett-Packard Chair Professor, Indian Institute of Management, Bangalore and Mr. S. Rajanna, Registrar, Gulbarga University were released. Mr, Rajanna, thanked INFLIBNET for giving an opportunity to Gulbarga University, Gulbarga to host CALIBER- 2006. The apprehension that in a remote place like Gulbarga, the attendance would not reach even 150 numbers, but today it has crossed 500, he expressed. He extended a warm welcome to the delegates, wished them a very fruitful and eventful participation in the Conference deliberations. He requested all the delegates to carry with them the sweet and unforgettable memories of their stay in Gulbarga. On behalf of Vice Chancellor of Gulbarga University, he welcomed all the delegates to the culturally rich City GULBARGA. Dr, De made an excellent presentation on ICT for Development and Web-based Information Systems. Recalling his entry to the information field, he elaborated on his new role as researcher in ICT for Sustainable Economic Development and said that it has many fascinating areas that have to be investigated. He placed many issues on the agenda of ICT for Development emphasizing what constitutes development a holistic approach which was visualized by the Nobel Laureate Dr. Amartya Sen. Dr. TAV Murhty, Director INFLIBNET in his Presidential address highlighted the major developments made during 2005-2006. He acknowledged the cooperation of Academic Libraries and encouragement received from UGC and the MHRD. He also pointed out the lead role played by the Government of Kerala in giving a new dimension to the journal consortia, INFONET Consortia byshowing their keen interest in adding the E-Books. Dr. Arthur Smith, Director OCLC, USA, the Chief Guest requested the University libraries to join OCLC network. Building Digital Libraries using Dspace; open source Digital Library software, the tutorial was conducted by Mr. Yatrik Patel of INFLIBNET which was attended by over 50 Delegates. The tutorial content explained the working of Dspace with practical aspects of creating Web-content for Digital Library of Books, Data Sheets, Computer Programs, Visuals, different types of files Text, Image, Audio and Video and so on. More than 500 delegates from India and abroad attended and deliberated on the theme and about 150 research papers were presented and interesting resolutions were endorsed. A lecture on IPR and E-resources was delivered by Dr. J.S. Patil, Dean, Faculty of Law, Gulbarga University, Gulbarga and has was most educative and informative presentation. AV Presentation on Dr. Eugene Garfield, President Emeritus, Thompson Scientific, USA. Dr. Garfield stands high on pedestal of Information Scientist, an information scientist of great eminence, who introduced Citation Indexing and today it stands as one of the methods of Information research and has discovered new areas of discourse. Cultural programs a dance recital by Omkar Nrutya Sadana and Classical music concert by Smt. Sangeeta Katti were also released. The valedictory session was held on Saturday, 4th February 2006 at 3.30 P.M and Mr. Justice S. R. Bannurmath, Honble Judge, High Court of Karnataka, Bangalore, the Chief Guest and delivered valedictory address. Prof. K. S. Deshpande (in absentia), Prof. S. R. Gunjal, former Librarians and Prof. Y. P. Dubey, Emeritus Professor, BHU were felicitated in the valedictory function, that was presided by Prof. V.B Coutinho, Vice Chancellor, Gulbarga University, Gulbarga. Sri S.B Policegoudar, Assistant Librarian and Sri D.V Biradar, Assistant Librarian, who retired from university library were felicitated. `Building Cyber Libraries a festschrift volume in honour of Dr M.Sankar Reddy, Hyderabad was released by Sri S. Evening Walks and Dinner Discussions - Open Access and Indian Style.

I am just back from the "National Workshop on Scientific JournalPublishing in India, 10th - 11th Feb. 2006. " <http://www.ncsi.iisc.ernet.in/ojs-workshop/schedule.html > to myoffice at Delhi. I would like to share some of my discussions with fellow participantsof the workshop during dinners at the place where we stayed. I thinkit is important to share it with you all because such informaldiscussions reveals facts that are otherwise difficult to reveal withformal discussions or "scientific surveys". Major concern of Editors was - if they go Open Access, theirsubscription numbers would go down. However this is in contradictionto my experience with Indian Biomedical Journals [http://medind.nic.in ] . Nobody has yet noticed drop in suscriptionnumbers. Rather, few of them were glad to share the fact that theirsubscription has increased. Whether, it is due to their onlinepresence?, is a matter to investigate. During our Dinner and Evening walks - One silly suggestion also cameup. This was to have Open Access within the country only. That is, letus make our journals Open Access but restrict their access to Indiaonly. I would classify this suggestion very "dangerous" to the wholemovement of OA. If other countries especially the West and Americansbuys this very argument - God only knows, with what we will be leftwith. Science should not be at the mercy of Geographical Bounderies.Moreover the very purpose of our OA movement should be to expose ourIndian output to the world community. I also perceive another threat to OA in India from emerging commericalinterests in making journals online. These commerical interests areselling the argument to professional associations / societies to stopthe hard-copy journal publication and save money. Instead they will puttheir journals in online - only mode after charging some annual feeper society member. Once in Online-Only mode, they can provide freeaccess to society members. For non-members they will be charging andsharing the revenue with society. I wonder, in what way that willbenefit the journals. Is online publishing that expensive? Or theworld is desparate to read Indian Journals after making subscriptioncharges. This would only defeating the cause of OA, atleast in India. --Sukhdev Singh, NIC.http://openmed.nic.in

Arun = [Subbiah Arunachalam] Public Access to the Internet=0D Subbiah Arunachalam=0D The advent of the Internet brought with it hitherto unheard of possibilitie= s for human creativity, information access, and global communication. When = did these possibilities actually translate into widespread public access to= the Internet? It is difficult to specify a date, but one can identify a fe= w key developments and the key actors behind those developments. =0D Long before the advent of the Internet, the counterculture movement - Vietn= am, alternative technologies, etc. - gave birth to the first community netw= ork, when the Community Memory system was developed in the early 1960s in S= an Francisco by a group of hackers. Then in 1986 the Cleveland Free-Net in = Ohio started a new generation of community networks. Free-Net soon drew tho= usands of new users, and new systems were established in dozens of cities, = mostly in Midwest USA. These free public-access computer networks enabled p= eople not only to exchange and access information but also empowered them. = =0D 1971 saw two key developments: Raymond Tomlinson's invention of a program f= or email[1] for ARPANET, the network of scientists working on Defense relat= ed research, permanently changed the way people viewed computers and human = communication[2], and Michael Hart's Gutenberg Project that made copyright-= free books electronically available[3] led to the creation of huge volumes = of electronic content for sharing world wide. Two more developments took pl= ace in 1973: Vinton Cerf and Robert Kahn presented basic Internet ideas bas= ed on ideas for Transmission Control Protocol (TCP, later to be called TCP/= IP) at a meeting at the University of Sussex[4], and ARPANET had its first = intercontinental connection - with the University College of London, Englan= d. The early 1980s saw many institutions not doing defense research accessi= ng the network. =0D By 1985, Internet was already well established as a technology supporting a= broad community of researchers and developers, and was beginning to attrac= t other communities. Electronic mail was being used broadly across several = communities, often with different systems. =0D The first commercial Internet services were offered by PSI and AlterNet in = early 1990. In August 1991, CERN released the World Wide Web, a major miles= tone in the history of the public access to the Internet. On 15 September 1= 993, the Clinton administration formally launched the National Information = Infrastructure initiative in the USA, thanks to the initiatives taken by Vi= ce President Al Gore. The Mosaic web browser version 1.0 was also released = in 1993, and by 1996 the word "Internet" was common public currency, but it= referred almost entirely to the World Wide Web. =0D Although the new development was compared to the highways which in an earli= er generation has transformed transportation, it soon became clear that the= Internet was far more than the 'information superhighway' and capable of p= roviding access to higher levels of intelligently ordered and functionally = enriched distributed information. That is where the Internet differs consid= erably from the traditional library, the place where people went to seek in= formation. =0D The growing popularity of computerized communication prompted discussion re= garding many fundamental aspects of social interaction, including questions= of privacy, community, cultural exchange, ownership of knowledge, and gove= rnmental control of information, all of which are related to public access.= =0D What is public access? =0D Public access includes access to the technology (the computer, connectivity= , bandwidth, etc.) and access to all the content stored in the world's grea= test artificial network, as Newsweek calls the Internet. Of the two, the se= cond is hierarchically above the first, as the technology is subordinate to= the content (knowledge) it can bring in. This is similar to bringing in wa= ter to a village through a pipeline, where clearly the water is more import= ant than the pipes. Both the technology access and the content access can e= ither be free or fee based. The content could be textual, audio, video or m= ultimedia. The connectivity can be through a variety of technologies rangin= g from dial-up using a landline telephone and modem to wi-fi and handheld d= evices (smartphones, game console, etc.). =0D The public can use Internet access to send and receive emails, take part in= listservs and discussion groups, and for searching information. Scientists= use it for collaborative research as well, and the common people use it fo= r talking to others either through chatting or through voice-over-IP. More = recent uses of Internet access include data exchange via P2P technologies, = music sharing, blogging, vlogging, citizen journalism, getting RSS feeds of= news from different sources, and podcasting. =0D Apart from their own homes and offices, the public can access the Internet = from public libraries and cybercafes, and to some extent from educational i= nstitutions and the ever-expanding telecentres as well as hotel lobbies and= airport lounges equipped for wi-fi access. =0D The vast quantities of information that can be accessed by anyone, anywhere= , any time at no cost can be referred to as the information commons. Public= access to the Internet is based on the idea that even in profit-dominated = market economies, communal ownership and control of information resources c= an be efficient and effective [5]. =0D Towards universal access at the world level =0D The major debate today revolves around "universalization" of access. Why is= universalization so important? Researchers like Ernest Wilson worry that, = in the absence of universal access, the rapid diffusion of the Internet int= o the organizations, cultures, and societies of industrialized nations may = widen the multidimensional gap separating them from developing nations, exa= cerbating an already significant moral and practical problem [6]. Larry Pre= ss believes that the Internet's flexible, low-cost communication may lead t= o improved economic productivity, education, health care, entertainment, aw= areness of the world, and quality of life in developing nations and pockets= of poverty within nations, thus reducing disparity [7]. There are a number= of barriers to universal access. While in most of North America and Wester= n Europe, Internet penetration is very high and very nearly every citizen w= ho wants to access the Net can do so, in many parts of the developing world= , and in particular Sub Saharan Africa, only a small percent of the populat= ion can have access, even if the bandwidth is abysmally low and the cost fo= rms a substantial fraction of one's income. The numbers of computers, telep= hones, etc. per thousand inhabitants and the bandwidth in most of these cou= ntries are very low compared to the advanced countries and they are unevenl= y distributed [8]. It is to overcome this "digital divide" developing count= ries are pleading for the setting up of a Digital Solidarity Fund [9]. =0D In many developing countries, efforts are being made to overcome the digita= l divide or the lack of technology by setting up community owned telecentre= s which gather and provide the information needed by the local people. =0D The development of telecentres =0D Telecentres, also known as public access points (France), digital community= centres (Mexico), and so on, differ from cybercaf=E9s in the way they work= . Cybercaf=E9s are mostly intended to provide the people who use them with = an Internet connection, and, where necessary, a very basic introduction to = the equipment. They operate along the lines of a self-service establishment= . Telecentres are intended to accompany community use of the Internet (educ= ation, health, micro-enterprises, and so on). They are generally opened in = neighbourhoods without cybercaf=E9s and are for communities that are a prio= ri excluded from the information society. In addition to making available e= quipment and connections, telecentres provide training and assistance for v= arious uses (helping local people develop community applications, for insta= nce). =0D In practice, the difference between telecentres and cybercaf=E9s is not alw= ays clear-cut, and the two can overlap according to the objectives of the p= eople running them and the development model selected. =0D In fact, there are three main models for the establishment of telecentres: = =0D - Telecentres supported by local or national public authorities. For exampl= e, a town like Brest [10] in France has systematically equipped itself so t= hat each inhabitant has a public access point less than 300 metres from hom= e. Between 1999 and 2001, Argentina implemented a wide-ranging infrastructu= re programme that involved setting up 1,350 Community Technology Centres (C= TCs) [11]. The Indian government took the same approach in the States of th= e North-East [12] and most national plans for the information society now i= nclude telecentre projects under the heading "social inclusion". =0D - Telecentres that are the initiative of a group of local people, a local v= oluntary group or a school. They often receive backing in the start-up phas= e from an NGO [13] or international aid agency. For instance, IDRC, a Canad= ian development agency, and IICD, a Netherlands agency, developed extensive= support plans for telecentres in the early 2000s. UNESCO has also supporte= d many Community Multimedia Centres (CMCs) to promote community empowerment= and address the digital divide by combining community broadcasting with th= e Internet and related technologies [14]. =0D - Telecentres that are designed as private enterprises with authentic busin= ess plans that can only exist in areas where basic needs can be met. Althou= gh their profitable activity brings them closer to cybercaf=E9s, they are n= evertheless dedicated to the needs of the community. =0D The first experiments date back to the late 1990s, and since many telecentr= es have closed down since then, it is possible to identify certain conditio= ns that are essential (although certainly not enough on their own) to the s= uccess of telecentres: =0D - The launch of a telecentre genuinely responding to the needs of local peo= ple, these needs varying considerably not only from one country to another = but from one village or neighbourhood to another; =0D - Funding for training trainers and not only for equipment; =0D - Provision of freeware enabling technological autonomy and avoiding regula= r reinvestment in applications and upgrades; =0D - Existence of the minimum infrastructure to allow technical functioning (e= nergy, viability of the premises, etc.); =0D - Presence in spaces that are already meeting the needs of local people oth= er than connectivity (health centres, social centres, libraries, and school= s); =0D - Construction of a development model that gradually enables financial inde= pendence from the original donors. Many failures were due to outside subsid= ies running out. =0D Public access points, or telecentres, have developed significantly in Latin= America and the Caribbean and many of them have joined forces in the excha= nge network. [15] =0D Africa is, of course, the continent where such centres have experienced the= most problems in keeping going. Low population density, low literacy level= s, oral culture and the poor quality of supply from operators mean that dev= eloping the telecentres is, on the whole, difficult. On top of these generi= c difficulties, telecentres have also come up against the structural imposs= ibility of finding independent income: in solvent areas, cybercaf=E9s have = sprung up at great speed, preventing the establishment of telecentres ; in = insolvent areas, international donors often became tired of funding project= s that were often over-ambitious from the outset (Africa is the continent w= here North-centred visions of the information society have been transposed = without really taking local needs into consideration, thereby condemning pr= ojects to fall into disuse). [16] =0D India, on the other hand multiplied the telecentre experiments by adopting = different models, including community owned, revenue model and government-s= upported centres. =0D A good example of the community-owned model is the village knowledge centre= s established by the M S Swaminathan Research Foundation (MSSRF) in several= villages in southern India. [17] [18] The most well-known use of the Inter= net in these centres is broadcasting, through a public address system advan= ce information on wave heights in the Pondicherry coast, downloaded from a = US Navy website so that fishermen in coastal villages can decide if it is s= afe for them to venture into the sea on a given day. Since this service was= begun in 1999, there has not been a single death in the sea in these villa= ges. In collaboration with OneWorld International, MSSRF set up the Open Kn= owledge Network (OKN), that connects rural communities in Asia and Africa f= or exchanging local content, indigenous knowledge, and traditional practice= s [19]. Besides Internet, OKN uses cell phones and radio for communication.= =0D The ITC's eChoupals are a good example of the revenue model [20]. The Natio= nal Informatics Centre of the Government of India has established many cent= res in the north-eastern states [21]. Thanks to the initiative taken by MSS= RF, a National Alliance, perhaps the largest multi-stakeholder partnership = in development, has been formed to take the knowledge revolution to each on= e of the 638,000 villages in India before the 60th anniversary of India's I= ndependence [22]. The Government of India has come forward to meet a large = part of the costs, to the tune of $1,500 million. =0D While in general technologies tend to exacerbate inequalities and favour th= e early adopters at the cost of those who come in late, thanks to the free = and unhindered flow of information it facilitates, the Internet is inherent= ly a democratizing technology and it can make access to information a level= playing field. How can we translate this inherent potential into reality? = It is here we recognize the great value of the "public commons" approach to= sharing information. =0D Public commons and information sharing =0D Let us see how the public commons approach to disseminating scientific know= ledge is affecting the way scientific research is performed around the worl= d. This example, which has reached maturity, shows the impact of the concep= t of public commons on the spread of global public access to information co= ntent. =0D About 15 years ago Paul Ginsparg, then at Los Alamos National Laboratory, t= hought of a central archive for physics research papers. Now arXiv is flour= ishing with its headquarters at Cornell and has more than 15 mirror sites (= a few of them in developing countries) [23]. Steve Lawrence, then at NEC Re= search, Princeton, started CiteSeer which does not wait for authors to subm= it/deposit their papers but crawls the Net and collects all papers in compu= ter science and related fields [24] . Stevan Harnad at Southampton created = Cogprint, an archive for cognitive sciences [25] . He also wrote a few prov= ocative papers on what he calls a "subvertive proposal" to expand "scholarl= y skywriting", the way scientists are able to write in the internet sky, fo= r everybody to read [26]. Following this impulsion, in the past few years s= cientists have started depositing their research papers - besides publishin= g them in refereed journals of their choice - in interoperable institutiona= l open access archives. The software for setting up these full text archive= s are absolutely free. The interoperability protocol (OAI-PMH [27]) and ass= ociated software that enable a user to trace all papers on a given subject = or by a given author from anyone of the archives (located anywhere in the w= orld) as if they are all in one single (universal) archive is also absolute= ly free.=0D Today there are more than 400 such interoperable institutional archives pro= viding access to the full texts of many thousands of research papers. This = is especially helpful to scientists in the developing countries. Peter Sube= r maintains a blog [Open Access News] and reports comprehensively on develo= pments of the open access movement around the world [28] . =0D Along with open access archives, there are also open access journals for wh= ich readers and their libraries do not have to pay a subscription. More tha= n 1,700 journals - including a few hundreds from developing countries - are= now OA journals [29]. =0D Access to knowledge all around the world =0D One can see a parallel between the telecenters and the open access archives= . Both of them are using advances in technology to include the excluded and= making available much needed information at a low cost through the "public= commons" approach. Both of them are overcoming a serious problem by intell= igently marrying technology and the public commons approach. Both of them a= re about sharing and caring. Both of them are eminently suited to increase = the overall productivity of the world as a whole and lead to greater collec= tive happiness. It sounds almost utopian. =0D But many publishers, including some scientific societies, are working to st= all the progress of the open access movement, as they see it as a potential= threat to their business interests. On the other hand many donor agencies,= such as the Wellcome Trust, who fund scientists to perform research are av= id supporters of the movement. =0D In the area of scientific data, as distinct from full texts of research pap= ers, organizations such as ICSU (and CODATA) are promoting the culture of o= pen access. Even Celera Genomics Corp., the for-profit company that sequenc= ed the human genome simultaneously with the public-funded Human Genome Proj= ect, has stopped selling subscriptions for access to its sequence/data and = would donate the data to the National Center for Biotechnology Information,= USA. As Francis Collins of the National Human Genome Research Institute pu= t it "data just wants to be public." =0D Scientists in developing countries need particular attention, says Bruce Al= berts, former President of the US National Academy of Sciences. In his 1999= presidential address [30] to the National Academy of Sciences, USA, he sug= gested "Connecting all scientists to the World Wide Web, where necessary by= providing subsidized Internet access through commercial satellite networks= ," and "taking responsibility for generating a rich array of scientifically= validated knowledge resources, made available free on the Web, in preparat= ion for a time when universal Internet access for scientists is achieved in= both developing and industrialized nations." =0D =46rom cyberspace to the real world =0D In the early days of the Net, there was a feeling that the Net had given us= the freedom to do things independently from the governments and the law of= the land. Indeed, back in February 1996, John Perry Barlow, an Internet ac= tivist, published a "Declaration of the Independence of Cyberspace". [31] "= Governments of the industrial world," Mr Barlow declared, "on behalf of the= future, I ask you of the past to leave us alone. You are not welcome among= us. You have no sovereignty where we gather. You have no moral right to ru= le us nor do you possess any methods of enforcement we have true reason to = fear. Cyberspace does not lie within your borders." And the Internet became= one of citizen advocacy's most important tools used for research, public e= ducation, organizing, political discussion, coordination, and much more. = =0D Unfortunately digital technology also has brought about new forms of inform= ation enclosure that undermines the public's right to use, share, and repro= duce information. Such enclosures threaten to undermine the political disco= urse, free speech, and creativity needed for a healthy democracy. And in re= ality governments can and do have considerable control over what is transac= ted on the Internet. As the Economist pointed out, "the Internet is part of= the real world. Like all frontiers, it was wild for a while, but policemen= always show up eventually." [32] =0D Both the democratic character of the Internet and its ability to reach out = to a 'near infinite' knowledge base have come under question. If the high c= ost, low quality and rarity of Internet access add up to make the first bar= rier to public access to Internet in poor countries, the policies and attit= udes of institutions and governments lead to a second kind of barrier. As t= he Carnegie Endowment for International Peace has found, governments can pr= event their citizens from visiting certain sites they consider harmful to n= ational interest, control access to overseas sites, monitor postings by the= ir citizens, and they can literally isolate their people from the rest of t= he network [33]. Schools and parents may use a filter to save children from= the ever-increasing presence of smut sites on the Net. How can we otherwis= e save ourselves and our children from the menace of the presence in the Ne= t of nudity, sex acts, drugs, alcohol, tobacco, violence and profanity, cul= ts, racist, extremist, and intolerant groups, illegal gambling and fraudule= nt business ventures? The challenge here is how we can balance our quest fo= r freedom and openness with the need to curb porn, obscenity, and intoleran= ce. =0D That is the greatest dilemma libraries offering public access to the Intern= et face. RFID Implementation

Dear members, We are checking the possibility of implementing RFID in our library. Documents to be covered in this implementation are Books and Bound Volumes, which are approximately 35,000 in numbers. We would like to know that how much will be the financial expenditure (approx) for implementation of RFID, right from tags, scanners etc. We are currently using LIBSYS Software for library management. Need to change present LIS Curriculum to meet the changing market requirements

Dear All, Its a very good practice that SHPT School of Library Science, SNDT Women's University, Mumbai has 3 days internship programme as a part of the BLISc course. I would like to suggest / recommend that all LIS schools should provide atleast "six month internship" in BLIS OR MLIS. If required LIS school can cutdown the few traditional subject(s). Let the student learn practically instead theory. By this students will get handson experience. Like other professional courses LIS also introduce the internship. What LIS schools shall do for improvement of Curriculum: 1. Work more towards marketing of our products/students. 2. Introduction of Communication skills to meet the MNCs requirements. 3. Introduce or Enhance the KM subject. 4. Teaching of office automation and Library softaware in depth. 5. Introduce the Long term internship (atleast 6 months) by that the students will more information about the field before joining the workforce. 6. Start inviting corporate sectors, Good B-schools, etc. for campus interview both for internship as well as placement. ALA acrediated MLIS Why not Indian MLISC considered worlwide

Dear Professionals, Why Our Indian MLISC degrees are not considered for a postion in US. Even though Many of the companies recruiting persons having Indian B.E,/M.B.A,/M.C.A.Why Indian MLISC degree holders are not recruited. Where our MLISC degree stands ? What kind of standards do they need in MLISC degree?To whom should we contact regarding this? Are there any initiatives taken to recognize Indian MLISC world wide.It is better to change the curriculum /Syllabus of Indian MLISC and standardize it to Uniquely if needed otherwise we should fight to recognize ourselves. why our senior Library professionals are not bothering regarding this.My sincere appeal to senior professionals is to resolve this problem. Can any body give list of colleges offering ALA accredited MLIS through out the world(that you know) or colleges you know those offering ALA accredited MLIS degrees Through ONLINE courses or DISTANCE learning courses.
