India fares better than China in the list of failed states

Pakistan among top 10 'failed states' [India rated better than China] Chidanand Rajghatta [Times of India] [ Wednesday, May 03, 2006 03:15:38 am TIMES NEWS NETWORK ] WASHINGTON: Nuclear-armed Pakistan has been ranked among the top 10 'failed states' in the world, ahead of Afghanistan and a host of crisis-ridden African countries, in a new world survey released Tuesday. Foreign Policy magazine's second annual index of failed states paints a grim picture of India's neighbourhood. Four other South Asian countries, Myanmar, Bangladesh, Nepal and Sri Lanka, are ranked 18th, 19th, 20th and 25th respectively. All of them are featured in the critical red zone of states most vulnerable to failure. According to the index, a failing state is one in which the government does not have effective control of its territory, is not perceived as legitimate by a significant portion of its population, and does not provide domestic security or basic public services to its citizens. The survey uses 12 indicators to measure failure, including criminalisation or delegitimisation of the state, security apparatus as "state within a state," rise of factionalised elites, intervention of other states or external actors, legacy of vengeance-seeking group grievance, chronic and sustained human flight, and uneven economic development. Pakistan scores heavily in all categories to chalk up a scary total of 103.1 out of 120, while other failing South Asian states are all score in the mid-90s. By contrast, 93th ranked India is rated the most stable country in the neighbourhood with a score of 70.4, well ahead of even China, which is ranked 57th with 82.5. The study debunks the notion that China's massive economic growth is making the country more stable. China lost ground from last year when it was ranked 75th, just ahead of India at 76, mainly on account of increasing inequity and corruption. Greater social mobility and increased decentralisation appears to have served India better and pulled it ahead of China in the stability sweepstakes. But the most startling slide, and a worrisome development for India, is nuclear-armed Pakistan's precipitous slide from 34th place last year to 9th place this year. Remarkably, Liberia, Burundi and Ethiopia are rated more stable than nuclear Pakistan. Only Sudan, which tops the list, and a handful of African countries such as Somalia and Congo, are ahead of Pakistan in the failure stakes. Iraq is ranked 4th and Afghanistan 10th. The survey said Pakistan's inability to police its tribal areas, where there is now an ongoing civil war, it's simmering ethnic tensions, and the devastating earthquake last year, has led to its sharp decline. Western European nations, along with Japan, Australia and New Zealand, are ranked among the most stable nations in the index.

The FRPAA mandates OA for federally funded research and imposes a firm six month deadline. The Top Stories section takes a brief look at the EC report calling for an OA mandate to publicly-funded research, the developing OA policy at the Canadian Institutes of Health Research, NIH-Director Elias Zerhouni's public admission that the NIH policy might need a mandate, two recent clues to the RCUK thinking about OA, a new call for OA to biodiversity data, an "email-eprints" button for Eprints and DSpace archiving software, and the beta of Microsoft Live Academic Search. ------------------- The Federal Research Public Access Act of 2006 Senators John Cornyn (R-TX) and Joe Lieberman (D-CT) introduced the Federal Research Public Access Act of 2006 (FRPAA) in the US Senate today. This is giant step forward for OA, even bigger than the CURES Act that Senator Lieberman introduced in December 2005. Like CURES, FRPAA will mandate OA and limit embargoes to six months. Unlike CURES, it will not be limited to medical research and will not mandate deposit in a central repository. It will apply to all federal funding agencies above a certain size --including the NIH, NSF, NASA, EPA, and eight Cabinet-level Departments. It instructs each agency to develop its own policy, under certain guidelines laid down in the bill. Some of those agencies might choose to launch central repositories but others might choose to mandate deposit (for example) in the author's institutional repository. But all must insure OA "as soon as practicable, but not later than 6 months after publication in peer-reviewed journals". BTW, Cornyn and Lieberman introduced the bill today because the NIH public access policy took effect one year ago today. For more deails, see Sen. Cornyn's press release: In an effort to increase taxpayers' access to federally funded research, U.S. Sen. John Cornyn (R-Texas) on Tuesday introduced the bipartisan Federal Research Public Access Act of 2006. The legislation is co-sponsored by U.S. Sen. Joe Lieberman (D-Conn.). The bill requires every federal agency with an annual research budget of more than $100 million to implement a public access policy. The policy must ensure that articles generated through research funded by that agency are made available online within six months of publication. Cornyn said: "This legislation is a common-sense approach to expand the public's access to research it funds. And it will help accelerate scientific innovation and discovery." Lieberman said: "Tax payer-funded research should be accessible to tax payers. Our bill will give researchers, medical professionals and patients in Connecticut and throughout the nation access to scientific discoveries and advancements that can help bring new treatments and cures to the public." I'll also have an article about the bill later today in the May issue of SOAN. Peter Suber's Comment. This is a superb bill: informed by the arguments for OA and the shortcomings of the NIH policy. It's one more sign that legislators are not treating the NIH policy as a precedent but taking every opportunity to improve upon it: going beyond a request to a requirement, beyond long or indefinite embargoes to firm deadlines, beyond biomedicine to all disciplines, beyond publisher consent to a federal purpose license that does not accommodate publisher resistance, and at least possibly, beyond central to distributed archiving. The FRPAA adds momentum to the CURES Act and the lesser but potent pressures on the NIH to convert its request to a requirement. It will give taxpayers access to the non-classified research they fund with their taxes. It will make a very large and useful body of research even more useful than it already is by sharing it with all who can apply or build upon it. In both respects it will increase the return on the taxpayers' enormous investment in this research.

Excerpt: For the research funder, here is yet another reason why the results of research should be openly accessible, as soon as possible: immediately on publication - or before: to leverage the research dollar. Why? The way science works is in a series of steps, or like a puzzle. The goals of research are broad: finding cures for cancer, learning how to prevent or treat heart disease. These kinds of goals are rarely reached through a single study. Rather, each piece of research brings us just one step closer to the goal....When we fund one step in this research, we achieve more when more researchers are able to get on with the next steps, and we achieve the most when the results are shared as openly and quickly as possible, so that as many researchers as possible can get on to the next steps as quickly as possible. How this relates to research dollars: because research occurs worldwide, the research dollars of one funder can be leveraged through the efforts of others, including researchers receiving funds from other agencies, and often researchers working without specific funding. This heralds a new era in both the evolution of scholarly communication and its agencies themselves, i.e. the libraries. Until now libraries and publishers have developed a digital variant of existing processes and products, i.e. catalogues posted on the Web, scanned copies of articles, e-mail notification about acquisitions or expired lending periods, or traditional journals in a digital jacket. However, the new OAI repositories and services based upon them have given rise to entirely new processes and products, libraries transforming themselves into partners in setting up virtual learning environments, building an institution's digital showcase, maintaining academics' personal websites, designing refereed portals and - further into the future - taking part in organising virtual research environments or collaboratories. Libraries are set to metamorphose into 'libratories', an imaginary word to express their combined functions of library, repository and collaboratory. In such environments scholarly communication will be liberated from its current copyright bridle while its coverage will be both broader - including primary data, audiovisuals and dynamic models - and deeper, with cross-disciplinary analyses of methodologies and applications of instruments. Universities will make it compulsory to store in their institutional repositories the results of research conducted within their walls for purposes of academic reporting, review committees, and other modes of clarification and explanation. Big search engines will provide access to this profusion of information and organise its mass customisation. PS: The same issue of LQ contains a report by Raf Dekeyser on The LIBER Workshops on the "Open Archives Initiative" at CERN, Geneva. But it doesn't even have a free abstract online, or not so far. PAU Library to digitise research publications

Date: Sat, 29 Apr 2006 07:26:59 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Ludhiana, April 27: Dr M S Randhawa Library of Punjab Agricultural University (PAU) has decided to digitize all the available data in dissertations abstracts, research reports and research articles on CD archives. The digital data will also be put online shortly for easy and quick access. PAU librarian Dr S S Chahal said that a new digitisation cell has been created in the library, and a high-end- flat-bed-scanner has been specially purchased for this purpose. The entire process of digitisation will be completed in six months, he addded. The library has the largest collection of agricultural books and periodicals in the region, numbering over three lakh. Sources say that the library already provides information services like CD-ROM databases, ICRISAT library database and J-gate online services, with access to 7,500 journals. Subsidised fast Internet services is also provided for researchers and students. Besides these, some new services like 'Agricultural Expressions' comprising newspaper clippings has also been started. The Vice Chancellor has allotted a special additional grant of Rs 15 lakh to sustain the continuity of periodicals, informed Dr Chahal. Arun

Arun [Subbiah Arunachalam] -------------------------------------- From Grid Today (SUN Microsystems), 28 April 2006 Breaking News: EU, China to Link Up High-Speed Electronic Networks Communication and collaboration among 45 million researchers and students across Europe and China will be greatly facilitated by a new Sino-European high-speed network connection. Co-funded by the European Union, China and European National Research and Education Networks, the ?4.15 million ($5.67 million)-ORIENT (Oriental Research Infrastructure to European NeTworks) project will benefit all Sino-European research, including radio astronomy, sustainable development, meteorology and Grid computing, by helping to step up the flow of information between Europe and China. The ORIENT project is supported by the EU's 6th Research Framework Programme. "ORIENT enables truly international research co-operation, by making geographic location almost irrelevant," commented Information Society media commissioner Viviane Reding. "Access to applications such as telemedicine, digital libraries and e-learning will help the general public, as well as the research community, to build academic and cultural links between Europe and China and an open exchange of opinions and expertise between Chinese and European researchers. And at the same time, ORIENT will bring together the world's best minds to tackle global challenges such as climate change and sustainable development." ORIENT will connect Europe's GÉANT2, the world's most advanced international research and education network and the Chinese research networks CERNET and CSTNET on an overland route via Siberia. Scheduled to go live later in 2006 it will link over 200 Chinese universities and research institutions, at speeds of up to 2.5 Gbps. It will be coordinated by research networking organisation DANTE in Europe and the CERNET network in China. The ORIENT launch follows Commissioner Reding's meeting with Xu Guanhua, Minister of Science and Technology of the People's Republic of China, in Beijing in January. At the meeting, both sides agreed that e-infrastructure (advanced networking and Grid technologies) and its applications would play a key role in economic and social development and acknowledged the high importance of bilateral cooperation. Commissioner Reding, during her visit in China, had emphasised the importance of cooperation among researchers and students for the development of open societies. The project began on March 1 and will run for three years. Funding of the link will come from three sources: 50 percent of the project cost will be provided by CERNET (from the Chinese Ministries of Education, and Science and Technology respectively); 25 percent from the European Commission; and the final 25 percent contributed by Europe's National Research and Education Networks (NRENs). Amy Page Christiansen has a short article about it in the current HPC Wire. Excerpt: Purdue Libraries and Information Technology at Purdue (ITaP) are collaborating on an initiative that includes innovative software developed on campus to help researchers store, sort, archive, retrieve and manage large-scale data and information. The Distributed Institutional Repository is a Web-based data portal that provides tools and systems to manipulate large data sets and to help users understand the origins of data and learn about additional research applications using the same data. "The DIR is an architecture Purdue Libraries developed which utilizes a unique approach to pulling access together from a number of distributed repositories," said Scott Brandt, professor of library science and associate dean for research for Purdue Libraries. Most institutional repositories use a single system within a single software environment. In addition to data repositories built by ITaP and the Libraries, the DIR will access a wide variety of information systems, including electronic dissertations e-prints and archival special collections...."The Libraries have always supported research through building and organizing collections," Brandt said. "With a distributed repository, we hope to enhance discovery and use of data across campus." An institutional repository is necessary to meet the growing need to house massive amounts of data and to make it usable for users across the academic environment, Brandt said....Purdue added its own twist through software developed by Michael Witt, senior research systems administrator for Purdue Libraries, that can interface between SRB [Storage Resource Broker] and standard OAI-PMH software (open archives initiative-protocol for metadata harvesting), which allows repositories to talk to each other...."We need to be able to access this data wherever it resides," Brandt said. "This gives us different ways to test that access and discovery." Part of the overall initiative is to work with Purdue's Cyber Center to address issues related to interoperability of data -- representing and combining data in new ways to generate knowledge. In addition to providing a home for researchers' massive data sets, the repository project also will spur decisions about data-rights management, sharing of intellectual property and length and format of data archival storage. From Peter Suber's blog: What form of OA should universities recommend to faculty? Jonathan Zittrain gave his inaugural lecture yesterday as Oxford's first Professor of Internet Governance and Regulation. His title: The future of the Internet - and how to stop it. A webcast is available. The Oxford press release contains this tidbit: Another issue explored during Professor Zittrain's lecture, was the potential of the Internet for scholars and students around the world. He argued: 'Universities should encourage or even require their faculties to publish in open access journals and to publish working papers ahead of final drafts, so that their work is not locked up by some journal copyrights which are increasingly testing the budgets of libraries who wish to subscribe.' Comment. I applaud Zittrain for endorsing OA in his inaugural lecture. However, universities should require deposit in OA repositories not publication in OA journals (although they should encourage publication OA journals). (1) There aren't enough OA journals today and there won't be for some time. OA journals can easily grow in size but cannot as easily grow in number or scope. (2) Even when there are enough OA journals and they cover every research niche, a requirement to publish in OA journals would limit the freedom of authors to publish in the journals of their choice. (3) If the goal is OA, then universities needn't steer faculty away from subscription journals, at least when these journals consent to the OA archiving of peer-reviewed postprints, as about 70% of them do today. By contrast, (4) OA repositories are available today; (5) they scale quickly and easily; (6) they are compatible with the survival of conventional journals; and (7) they are compatible with author freedom to submit their work wherever they like. These are the reasons why all the OA mandates by funding agencies (public and private) focus on OA repositories, not OA journals. Dear All The Central Library, IIT Bombay has planned to organize a 3-days Training Workshop on e-Resources and IPR Issues on 14-16 June 2006. The main objective of the workshop is to expose participants to the relevance of IPR issues vis-a-vis usage of e-resources. Thanks to the success of the Consortia model of acquisition, libraries have been able to provide access to several thousands e-books and journals to their users without the constraints of space and time. While application of Information and Communication Technologies and Consortia approach have benefited large number of libraries and their users, it has added responsibilities to ensure that the usage is made within the framework of Intellectual Property Rights and the interests of the creators of information/knowledge are protected. Library and information professionals providing e-resources-based information services have important role to play in this area and this workshop will provide them with a broader view of the implications of IPR while discharging their responsibilities and serving their users. The important topics to be covered in the workshop include : 1.Overview of the state of art information communication technologies in the libraries, 2.e-journals, e-books, e-databases 3.Intellectual Property rights vis-a-vis e-resources 4.Vendors presentations 5.RFID Only 30-35 participants, on first-come-first-served basis, will be taken for the course from IITs, IISc, NITs, other engineering colleges, scientific and technical institutions. Preference will be given to those from INDEST/AICTE Consortium participating institutions. Interested persons may forward their application in the enclosed proforma by email / fax at the earliest to the Librarian, IIT Bombay. Two participants from the consortium participating institutes will be provided free registration. excemption from NET SET exams for Librarians

We have to view this requirement in its totality. More librarians work in Insttiutes and Organisations who have not had any teaching experience nor do they aspire to become teachers without the experience. Hence while the NET SET requirement for teaching positions are relevant for doing PHD's for those who are working on their own or as part of a group should also be given the opportunity of doing a PHD without the NET SET requirement in all universities. Only some do not have that as a primary requirement. For a person with 15-20 years work ex and who wants to do PHD it is indeed very difficult to appear for the NET SET exams. hence while reconsidering the NET SET exams this aspect may be given some consideration. Dear all, Of course i have not cleared any of these exams.I feel exemption for NET/SLET is not required. Based on the previous poor perform in academics the UGC has made this system which can inculcate the high standards in higher education system in india.Yes, there is no need to underestimate the candidates who posses M.Phil/PhD degrees in exceptional cases. As i observed in seven years experience in most of the sectors there is no frankly good treatment for library professionals as equal grades as employee in there respective parent organization?. So, couple of months back i noticed a mail from maharastra regarding this in this forum. As all of us know there are several universities in india offering distance education from Certificate course to Ph.d level in Library info. sc. do's any body will expect efficient practical knowledge in them about the profession?. Will there be any value for talented candidates? What will be the fate of profession status then?. Let it be there M.Phil and Ph.D after clearing this sort of NET/SLET (Agni Pariksha) only. Dear Aman I think merit never think in this direction. If one can give five years for getting a Ph.D., six months for NET. Any one who is a sincere in his/her subject can finish the NET just within next six months time. OPLib acknowledges with grateful thanks the donation of Rs.1000 made by Prof N. Laxman Rao, Dept of Library & Information Science, Osmania University towards the purchase of books for GLIC. New Initiative We are happy to inform you that a village library is being started in Kolamasanapalli Village (Palamaner Mandal, Chittoor district, Andhra Pradesh) shortly. This project is being supported by the Organisation for the Protection of Libraries (OPLib), a library advocacy group based in Hyderabad as part of its 100 Village/School Libraries programme. NET Relief not fair

Dear members, This has reference to LIS Forum message on NET Relief mooted for M.Phil and Ph.D holders. Since I am one among the candidates cleared the UGC NET/SLET, I would like to bring the followings to all members of the LIS forum. Proposing expemtion of UGC NET/SLET for appoinment as Lecturer/A.L or Librarian as the case may be is unfair as thousands of UGC NET/SLET passed hands are awaiting for their chances or working in self support institutes along with others. Particularly, in Tamil Nadu there are more than 100 hands with UGC NET/SLET awaiting for advertisement but no adds are coming. Few institutions are unable to appoint suitable hands as there are stays. Every year more than 2500 candidates pass the UGC NET/SLET. The UGC's website is the crystal clear evident for this. Now a days M.Phil and Ph.D degrees can also be completed through distance mode and part-time respectively. Any one who has passed the M.L.I.S can get addmitted in to these degrees. Spot admission, admission on the door steps and admission through private study centres are done now a days. Not less than 5000 candates per year complete M.Phil degree through distance mode. It is surprising to note that the candidates who are capable of obtaining M.Phil and Ph.D degrees are unable to clear the UGC NET/SLET but want exmption from this. No doubt that only meritorious candates are clearing the UGC NET/SLET. As suggested by Mr. S. Chakraborty, Kolkata and Anup Kumar Das, New Delhi, the professional associations can work for producing more NET/SLET passed candidates besides requesting the apex body to produce more numbers of the NET/SLET qualifieds instead of exemption.
