May be we can form a pressure group to seek the following - Compulsory appointment of librarians in all educational Institutes ( as made mandatory by AICTE) -- Seeking for more funds and strengthening of public libraries in the country -- Re look at the present public library acts? -- Consolidation of experts and organizing the training programs at minimal charges at different locations. -- seeking funds from RRRLF for State Associations to run the programs for development of skills of library staff. --turn to be a pressure group to fill in the posts at library schools -- trying to implement in right spirit the acts in each State. and many more the above are only indicative and can be discussed by wider group of professionals and make it more specific. National Librarian's Day was celebrated today (12 August 2014) at ZIET Gwalior during the 21 Day Inservice Course for Librarians. Mr. S Vijaya Kumar, Deputy Commissioner and Course Director, ZIET Gwalior presided over the function and Prof. J.N Gautam, Department of Library and Information Science, Jiwaji University was the Chief Guest. After the morning assembly programme by Ranganathan Group and special programme on the life and contributions of Dr. Ranganathan by the group members, addressed the gathering and urged the participating librarians to acquire skills to provide better and efficient services according to the changing user needs and technological developments. Citing the contributions made by Dr. S. R Ranganathan, he encouraged the librarians to act as the information providers in their respective schools enhancing the teaching learning environment establishing their identity. Prof. Gautam, in his address expressed his happiness to be among the librarians from different parts of the country on such an auspicious day. Paying homage the Father of Library Science, he stressed the role played by the libraries and librarians and asked the participants to be proud of their chosen profession. He also delivered a lecture on Library Consortia and Resource Sharing after his address. amendments to A P Public Library Act 1960

DEAR FRIENDS TELANGANA has emerged as 29th State of India. On 9 th August 2014, New State level Association namely TELANGANA LIBRARY ASSOCIATION HAS been formed. This new Association would like to take up the activities relating to -- for development and strengthening of libraries and -- For strengthening and training of professionals in skill development as well as provide continuing education programs. Further. the Govt of Telangana will look for many changes including the acts. Automatically. the AP acts will come into force in this new state also. we found lot of lapses and gaps in the present Act. This Act need to be strengthened. The new state will not only change the name as Telangana Public Library Act But also some provisions that are capable of reviving the library development. In this connection, the newly formed TSLA want to take initiation and seek the advice and comments from all professionals. TSLA would like to collect the details and conduct a one day workshop and based on the recommendations of the workshop, we will present the same to Government of Telangana for their consideration. Dear Pavan, Your point is valid and I appreciate this ! While planning for the Kiosk we had the following things in our mind, hence we thought that Kiosk would be better than keeping a normal PC. · To make circulation activities library staff independent- Unmanned · To save the time of Library staff & users (waiting at the circulation counter). · To provide a solution which is cost effective or at least a reasonable one. · To avoid errors in the entries that may occur when done manually (Users/staff)- This Kiosk has RFID reader for reading user’s card and barcode reader for reading book barcode labels. · To provide the finest user experience-similar to what we can see with Bank ATMs or kiosks in shopping malls etc · To provide proof of issue/return of books: While users taking the book out of the library this Kiosk generates a small check-out slip similar to what we get in ATMs. Further users show/submit this to the security at the gate/exit as a proof of issue out book – Kiosk has POS printer. · To make the transactions at kiosk secure, especially for the books which are returned- If you don’t have a Kiosk with drop-in box, then there is a chance of missing of returned books. This also make users to feel confident that the book they returned is safe in the Kiosk till the library staff takes it out & confirms. Other advantages are: · Kiosk has two separate drop-in slots for books & CDs · This Kiosk has a touch screen monitor. · This Kiosk has a metallic trackball with keyboard and also has virtual Keypad. · This Kiosk also comes with the speaker for user’s instruction/information. · On this NewGenLib Touch application provides options like , check-out, check-in, renew, search OPAC, reserve etc. Also provide secure login either through user cards or with login ID & password. Though keeping a single computer helps but will not provide the same advantages/benefits and user experience what we get from the “User Self service Kiosk”. However I feel that this “Kiosk” is not an ultimate solution, it should be continuously improved/upgraded. We all (LIS community) need to work together, influence the manufacturers and software developers to make more useful and effective technologies or tools available at the low/affordable cost for all type of libraries. Now user themselves check-in & check-out the books, search OPAC on Kiosk and our team free from routine activities and is involving themselves in electronic newsletter designing, information/database search, e-books procurement and related activities. I agree with the views of Anil, Vinod and Rajesh. But it is not the LIS to be blamed alone. This is a practice in all fileds, especially in India. I would like to bring attention to a major issue that India is facing due to this kind of "publish anywhere" syndrome. Currently, the world of scientific research presents a different and ever-changing landscape. The scientific output of the nations is tracked based on the indexed publications. The concepts of “quality in research”, “reviewed research” and “reviewed publications” are discussed widely and we understand that only reviewed and indexed research pieces qualify for the ratings and rankings of Universities and Institutions worldwide. It becomes essential to bring a large number of ‘reviewed’ research papers from Indian institutions, not only just to keep a good "global ranking", but also to ensure a high level scholarly environment in the country. As a yardstick to measure the research contributions and research impact of individuals, research publications reflect the character of the innovative research, and it is critically looked by agencies and institutions in deciding funding, tenures, promotion and other related activities. In nutshell, the publications indexed in the databases such as Scopus and ISI Web of Science are considered in the global level, where a large number of Indian papers are not accepted in ranked journals and many researchers do not gain an understanding of producing better content. Publishing the papers in peer-reviewed and internationally indexed journals by Indians is increasingly important, which will increase researchers’ index and wide acceptance and academic profiling. This is also very important for the ranking of the institutions and the country at global level. According to Thomson Reuter’s analysts, the rise of China in the internationally influential journal literature indexed by Thomson Reuters ISI—in terms of share of world output—is the most significant event in the structure of scientific research in the past 30 years. In 1983, China produced just 6 percent of articles in the Science Citation Index (Web of Science). Now, China produces some 13 percent of the literature, second only to the United States at 29 percent. (Source: Research fronts 2013: 100 Top-Ranked Specialties in the Sciences and Social Sciences, Thomson Reuters, April 2013). This is also can be validated by from another Citation database, Elsevier’s Scopus Citation Database. Librarians have a major role in creating awareness among young faculty, researchers to address research publication process, global research network, optimization of research publication, structuring of research publications, review and indexing process, methods of generating good publications, demonstration of global indexing databases, research networks and other citation and evaluation metrics. Hope UGC will consider this important factor in their forthcoming reformation under Prof. Hari Gautham and include research and faculty evaluations based on quality of research and publications. Therefore, most of these journals started with "International Journal of ........" A new trend has also started to take the handling charges from the authors who want to publish their paper/article. It seems that authors are able to get anything published that is in type form without refereeing or revision. Here nobody will reject the paper. Such paid journals have become a booming business in India but this trend has tarnished the standard of research journals in LIS. An influential person can get his or her paper published easily, whether it has any novelty or not. People with little experience in a editing and reviewing become Chief Editor and Expert Referees. There are instances when heads of the department tend to insert their names in most of the papers, communicated from their department. Here, the main point is that if somebody publishes his/her paper in LIS journals like IASLIC Bulletin, SRELS Journal of Information Management, Annals of Library and Information Studies etc. and another person publishes in "International Journal of XYZ" published from India, then who will get more point as per the UGC rule. Can we compare the standard of above mentioned journals with any other so called International Journal published from India? Therefore, we should have a strict code for Academic and Research Journals and it may be prepared by ISSN giving agency i.e., NISCAIR. It is also necessary that, while evaluating the quality of publications, emphasis should be given to those publications which are indexed and cited by international databases like SCOPUS, Web of Knowledge etc. Feedback and comments are welcome. Apart from the structures or behind the screen technology of databases/search engines, I am trying to provide another dimension (purely user's so Librarian's too). For a user, which one is more important for literature review and for research institutions? Just an article index/database or a citation index/database? As we know, article databases usually allow us to search and find journal literature (now many of them includes book chapters, theses and many OA documents). These were introduced by aggregators or compiled by individual libraries, especially when we were in 100% print based. When the scenario changed to online, the records provide direct hyperlinks to articles. Then we have online indices/databases (Web of Science/Web of Knowledge, Scopus etc) and search engines (Google Scholar) that provide the citation details of articles, in addition to direct links, enabling us to gauge the influence and impact of that work, plus links to related articles and cross references. Citation indices/databases are used for a "comprehensive literature search/review", where the quality of your references is important for your assignment/paper/thesis. In addition to the literature search and the bibliometric/scientometric studies (individual performance analyses metrics carried out by using Citation index/database), recently Institutions started using them to measure the impact of their research and evaluating their programs/staff/funding etc. There are tools developed (Incites, Research-In-View, Scival, PURE etc) based on these databse/indexes. I also understand that these tools will also be utilizing new altmetrics components (like how many times articles downloaded, shared on social networking, news medias etc) . So my question is, having subscribed to just an article database (whatever the coverage be) is not going to serve the purpose of a researcher (literature review) or a new generation institution (research evaluation). As librarians, it is time to rethink, and do not miss the chance to get in to institutional wide efforts, with appropriate tools. We have to come out of the shadows of just "information retrieval" to a broader scope of "information analysis", "research impact analysis". Who else can do this for an organisation? Just my thought, many people will have different opinions. We have to move out of vendor defined tools, and look forward to user/institutions wanted tools....if we need to redefine ourselves. ---------- Dr. J. K.
