Dear everyone, This is a very well presented and user-friendly site for locating e-journals. It also tells us what are freely available and what are subscribtion based. Interestingly, links are also provided to archives of journals - to Gallica, to JSTOR etc. Please check it out. Email: library(a)rri.res.in ---------- Forwarded message ---------- Date: Mon, 19 May 2003 06:42:49 -0400 (EDT) From: Ann Okerson <ann.okerson(a)yale.edu> Reply-To: liblicense-l(a)lists.yale.edu To: liblicense-l(a)lists.yale.edu Subject: LOC cooperates with EZB (Elektronische Zeitschriftenbibliothek) Below follows a translation of a press release issued last week in German from the Regensburg University and their EZB project. Of great interest. ---------- Forwarded message ---------- RELEASE Developed five years ago as a new service in the Regensburg University Library for using electronic scientific and scholarly journals, the EZB (Electronic Journal Library/Elektronische Zeitschriftenbibliothek) has developed rapidly in the areas of scholarship and research. In that time, more than 200 research libraries and research institutes in Germany and others elsewhere in Europe have joined the service. Now the Library of Congress, the leading library in the United States and the largest library in the world, has joined as a new member. The EZB has in the process won a powerful international partner. Made aware of the impressive range and quality of the collection and the userfriendly presentation of over 14,000 electronic journals, the Library of Congress wanted to broaden its experience with this innovative library service. Their representatives were especially taken with the division of labor in the organization of the EZB. Specifically, the full text scholarly journals were gathered on a cooperative basis by all the members in a central database operated in Regensburg. The metadata needed for use of the journals was managed in common. Only through the collaboration of many partners can the quality and availability of the data be assured for the long term. The Regensburg University Library constructed the technical and management infrastructure required for the enterprise. Thanks to the support of the Deutsche Forschungsgemeinschaft and the German government's Ministry for Education and Research, the service can be continually adjusted and developed for new demands. The Library of Congress invited the Regensburg University Library to visit Washington in January of this year for a demonstration of the service onsite and to discussion the possibilities for cooperation. In April, the Library of Congress decided to employ the opportunities of cooperation with this service and to take part in the common effort. A common exchange of data will be carried out, which will bring appreciable advantages for both parties. The Library of Congress is able to offer its users improved and more expansive access to electronic journals and at the same time the EZB enriches itself with a considerable number of titles. Through the new partnerships we have a most promising opportunity to esbalish the EZB beyond Europe as the largest collection of scholarly online journals in the world. That should further increase the already intensive use - in the last year, 6.4 million requests for titles were logged - still further. Going forward, the Library of Congress and the Regensburg University Library (representing the EZB) have joined in other aspects of collaboration. One challenging aspect of the cooperation will be to develop common international standards for the development of this new form of publication and the technical experience that will allow for an efficiently automated data exchange. The goals include also a mutual exchange of know-how in the acquisition and licensing of electronic journals. We have made a beginning in a very promising international partnership. Sixth National Convention on Library and Information Networking NACLIN 2003 Theme: "Managing Knowledge Resources in the Digital Era" to be held at Jadavpur University, Kolkata October 14 - 17, 2003 DELNET Developing Library Network New Delhi - 110003 INDIA web: www.delnet.nic.in The revolution in Information Technology has given rise to massive resources of information. In order to have access to necessary and sufficient knowledge resources in printed and digital forms on a given subject, it is becoming difficult to do so day by day. The IT revolution has necessitated that there is going to be the growing need for Knowledge Technology to play a meaningful role as the application of knowledge can only transform societies in the world. The computer and communication technologies can help in networking knowledge and people in complex permutations and combinations and the necessary content can be rehashed, reshaped or rewritten to suit the needs of users. Knowledge technology will not only give access to knowledge resources but will also help users in taking decisions on global and futuristic perspectives. India has made a sizeable contribution to the IT field but much needs to be done in the modernisation and networking of libraries and information centres. The IT infrastructure in the libraries in the developing countries is out of date in most cases. With rapid changes taking place in the IT sector, the poor institutions are not able to replace the hardware and upgrade the software all the time. The communication links also need to be periodically upgraded. Most of the libraries do not have access to digital resources. It is only those libraries that can afford to buy new infrastructure and access the best digital resources that can make a mark and help the users in the best possible manner. It is therefore necessary to discuss how we can use knowledge technology for the modernisation and networking of libraries in the developing countries. The objective of NACLIN 2003 is to focus on various issues connected with the managing of knowledge resources in the digital era. The participants will get the best opportunity to share their ideas and learn new ideas by interacting with peers. DELNET - Developing Library Network DELNET was established in 1988 as a Metropolitan Area Network to serve the libraries in Delhi region. It has now become a major resource sharing Library Network in South Asia. It has about 600 libraries in all states in India and five countries outside India as its Institutional Members. Their number is expanding regularly. DELNET offers access to about three million books and other documents through a number of union catalogues, union lists and other databases that are accessible through the INTERNET. Membership of DELNET has been on the increase and the institutions are inspired by it as a major service centre for information resources. The Digital Information Resources are easy to access over the network. Any library with INTERNET access anywhere in the world can access DELNET resources. Jadavpur University Library Jadavpur University Library was started along with the establishment of the University in 1955 in order to cater to the academic and research needs of faculty research scholars, students, etc. The University is proud of its libraries which amount to 30 in number. Apart from the large Central Library (approximate total area of 36,000 sq. ft.) and the one at its Salt Lake Campus, the University has 28 Departmental Libraries under the Faculty of Arts, Science, Enginering and Technology. This is the third largest library in West Bengal. There are 10,858 members of the library. The total number of books in the Central Library, Salt Lake Campus and the Departmental Libraries have now gone up to 4,52,838. There are 87,026 back files of research journals, 6,224 theses and dissertations, 38,000 other reading material including reports, standards, maps, microfilms, etc. in the library. The library subscribes to nearly 816 journals. The Central Library has been taking the appropriate steps to computerise the library's housekeeping operations. The work related to retrospective conversion of the library collection is in progress and a considerable portion of the library catalogue is computerised. NACLIN 2003 The National Convention is scheduled for four days. The first two days are exclusively designed for conducting tutorials by experts on the following topics: Metadata & Dublin Core Building Subject Gateways UNICODE Applications MARC 21 The next two days will focus on the theme of the National Convention: "Managing Knowledge Resources in the Digital Era". "Overdue: How to create a modern public library service"
by Benny MD 30 May '03

30 May '03

Dear All I hope that the following information will be of interest to many of our professionals Benny "Overdue: How to create a modern public library service" http://www.demos.co.uk/overdue/ The UK's library service is in 'terminal decline'. A new libraries agency should step in to create a national network of 'hub' services, says key government advisor. A new library agency should be created to rescue a public service which is in terminal decline, according to a new report called "Overdue: How to create a modern public library service" http://www.demos.co.uk/overdue, published by Demos in partnership with the Laser Foundation. Charles Leadbeater, the report's author, was directly involved in producing the new framework document for the Department of Culture Media and Sport and has now delivered a hard-hitting analysis of the state of public libraries. 'The library service is sleepwalking to disaster and it needs to wake up to that fact,' says Leadbeater. 'Unless decisive action is taken now,the decline of our public libraries could become terminal by the end of the decade. If that was allowed to happen, Britain would be writing off vital social and cultural assets.' Overdue recommends the creation of a new national library development agency (NLDA)which would bring together all library stakeholders from national and local government. A crucial job of the new agency would be to create a national libraries network to tackle the fragmentation of the existing services. The new library agency would also be responsible for turning round the recruitment problem in the library service which is failing to attract new talent. Overdue argues that libraries have suffered from poor management development and a lack of young graduates becoming librarians. Having set out the current library crisis in stark terms, the report goes on to describe a 10-year strategy for transforming the service. It recommends the creation of 'library hubs', based in shopping centres, which combine learning and leisure. These library hubs would complement community outreach work. 'Public libraries used to be central to the life of many communities but they are now increasingly marginalised,' says Leadbeater. 'These days people can get books and information from other sources. Libraries need to respond by making themselves more attractive, while building on their traditional strengths.' Overdue was commissioned by the Laser Foundation, a grant-making body committed to library development, to raise the alarm about the impending crisis and start a debate about the future of public libraries. 'The government's framework document was a brave attempt but turned out to be short on vision, and even shorter on funding,' says Professor Fred Bullock, chairman of the Laser Foundation. 'Charles Leadbeater's report does not pull any punches and many librarians will be alarmed at his conclusions, but this should trigger a realistic debate about the challenges facing the service.' Key recommendations in the Demos/Laser report include: - Create a national library development service (NDLA) to coordinate the work of library stakeholders, including the DCMS, Department of Education and Skills (DfES), the Treasury and local authorities; - The new NDLA should form a close working alliance with the DfES to help achieve key education and learning goals; - Set up a 'transformation fund' to enable local authorities to devise strategies to meet public need and, in some cases, provide finance; - Broker agreements between the 149 library services for online content and access to databases. CALL FOR PARTICIPATION EIP 2003 at CHENNAI
by JK Vijayakumar 30 May '03

30 May '03

VISIT this site URL: http://www.dirf.org/eip2003 ------------------------------------------------ CALL FOR PARTICIPATION WORKSHOP ON EXPLOITING THE INTERNET/WEB POTENTIAL - EIP 2003 July 10-13, 2003 Organisers: INFLIBNET Centre- IUC of University Grants Commission, Ahmedabad Sri Venkateswara College of Engineering, Sriperumpudur Digital Information Research Foundation, Chennai. Venue: Sri Venkateswara College of Engineering, Sriperumpudur 602 105. Tamilnadu Participants: Library and Information Community, Academia and Industry Scope and theme: In developed nations, for many sections of society, the World Wide Web is becoming an essential part of everyday life. Whether being used for commerce, research, education or leisure, one of the key features of the web is the ease with which individuals can publish, access and use on-line information. Even in a short space of time, sophisticated and exciting results can be achieved with relative simplicity. In European countries Internet use is used as an indicator to know the progress of the society, like per-captia Income is used to measure the economic progress of a country. However in a country like India, Internet is not properly used and even not understood by the people. This makes the gap between developed and developing countries widen. The educational institutions and research organizations have a major role to play in making the citizens as netizens. The Internet is the single greatest source for information in human history. It is responsible for a revolution in how people inform themselves. While there are sources relevant to virtually any user's query, the morass of web resources presents a formidable hurdle to effectively accessing the information. The identification and retrieval of web information is determined by the efficiency of the searchers. To the common user of web, the searching is confined to the search engine by employing a typical key word search. The current searches result in retrieving a large number of sites and pages, where more than 95 % of the retrieval is irrelevant and the most relevant pages remain invisible to the search mechanism. The searching becomes an art as well as science. There are some inevitable facts: - Internet access is not expensive; rather it is affordable - Majority of Internet users do not know the absolute potential of it - Searching in the web is not confined to just search engines - Web is highly volatile, unstructured and unprocessed environment - The users are not good at expressing their information need - Interfaces are not good at representing the need - The indexes and spiders are poor at translating the document concepts into representational keywords - The Internet is a fast changing environment; resources and information that are available today may not be available tomorrow - Internet contains ephemeral, transitional and enduring information. Exploiting enduring information is an art This workshop seeks to bring and make known the underlying technologies required to navigate to the world of web. This workshop is not just confined to the searching of Internet but aims to make the participants well versed with the Internet World. Content: (Brief) WWW - Internet and Intranet Hypertext-Hyperlinks- Searching, browsing and navigation Search engines, classified directories - relevancy ranking Mailing lists, list servers File formats and Web supporting software Web resources, Subject information gateways and portals Web information processing Web archiving - personal file server- personalization of web Home pages - Online learning Search tips and techniques- search failures - new technology for smarter searching- And many more. Participants Level: Participants can be either novice or regular users of Internet. They can be at varied levels - novice, average or experienced. If participants are heterogeneous, they will be divided into two batches for training and hands on experience. Mode of Delivery: The content delivery would be in the form of theory classes with adequate illustrations, demonstrations, practical, interactions, discussions and hands-on exercises with opportunities for questions and discussion. Course materials contain workshop manual, presentation slides and other relevant materials. Benefits: By the end of the training module, the participants will have the following. Seen examples of Internet facilities such as file transfer and effective identification of resources Navigating the web world and exploring the invisible web, including those used for teaching and research Identify the characteristics of web information Exploring advanced searching techniques and strategies Identifying the hidden resources in Internet Independent web information searcher, self-publisher, information aggregator and user. Workshop Fees: Rs. 3000/- (sponsored from academic and research organizations) Rs. 2000/(personal participation) Rs. 5000/-(from industry) The fees include registration, course materials, food, accommodation and Internet access. impact factor
by afsar bukhari 22 May '03

22 May '03

Dear friends, It is an interesting feature published in Nature magazine. Scientific papers that are not widely read and that lack any great influence can end up being classed as high-impact, claim researchers in California the full text is as follows Copied citations give impact factors a boost TOM CLARKE Scientific papers that are not widely read and that lack any great influence can end up being classed as high-impact, claim researchers in California. The mistake occurs because citations are often just copied from the reference list of one paper to another. A largely unremarkable or unread paper can therefore end up becoming highly cited, the researchers suggest. "Simple mathematical probability, not genius, can explain why some papers are cited a lot more than others," says Vwani Roychowdhury, an electrical engineer at the University of California, Los Angeles. The assertion hinges on a previous analysis by Roychowdhury and his colleague Mikhail Simkin. Last year, they tracked identical errors in reference lists citing a seminal 1973 paper and concluded that almost 80% of authors had not read the paper in question before citing it (see Nature 420, 594; 2002). The pair have now built on that finding to generate a mathematical model to predict citation levels. They tested their prediction in an analysis of about 24,000 articles from the journal Physical Review D stored on SPIRES, a database of high-energy physics papers. The database sorts papers into six categories according to the number of citations that they receive those receiving 500 or more are classed as 'renowned'. Roychowdhury and Simkin's model closely matched the real distribution of citations. In results posted on the arXiv preprint server, they predicted that 40 papers would be cited 500 times or more. In reality, 44 articles in Physical Review D are renowned. "If people cite randomly, the citation distribution would be the same as in reality," says Roychowdhury. Given that citation patterns are similar in other sciences besides physics, the outcome of the model should be similar for biology or engineering papers, he argues. The idea is "fascinating, unorthodox and inspiring", says bibliometrics expert Anthony van Raan of Leiden University in the Netherlands. But although van Raan's research also suggests that copying is rife, he believes that citations levels generally reflect a paper's true impact. Researchers tend to copy references rationally, rather than randomly, and do so from papers that they have read, he says. Ben Martin, director of the Science Policy Research Unit at the University of Sussex in Brighton, UK, points out that the new model is important, even if it only partially reflects reality. "Citations are a surrogate for quality," he says. "Some departments look at these when making decisions in recruitment or tenure. Even if this is just a quirk, it's one that is worth airing." http://xxx.lanl.gov/abs/cond-mat/0305150 Happy reading warm regards Bukhari Librarian Shantha Biotechnics Pvt Ltd Medchal, Hyderabad. email:- bukhari_786(a)rediffmail.com quickinfo(a)rediffmail.com ___________________________________________________ Impress your clients! SCO attempts to kill Linux
by Saiful Amin 21 May '03

21 May '03

Could SCO Be the Death of Linux? Unix vendor SCO is suing IBM, claiming Linux stole its Unix, then gave it away to the world. The Open Source Initiative just fired back with a stinging rebuke, claiming that the suit could kill Linux off just as it's starting to gain traction. Anticipating a huge legal mess, the other big enterprise OS player, Microsoft, just licensed source code and software patents from SCO. So now Big Green's in Happyland, while IBM and Linux are in the doghouse -- at least according to SCO. What will the judge say? If you use Linux or open source anywhere in your organization, this may be the most important story of the year! XLRI on strategies for e-library
by Nivedita.Sharma＠fluor.com 21 May '03

21 May '03

Hello, May some of you would be interested to participate in this programme: Nivedita Sharma Sr. Technical Librarian Fluor Daniel India Pvt. Ltd. Gurgaon ----------------------------------------------------------------------------------------------------------------------------- Management Development Programme at XLRI Jamshedpur-July 2003 Topic Strategies for Electronic Libraries Dates July 28-Aug 1, 2003 Venue XLRI Jamshedpur Programme Dr. Sangayya S. Sirumath Coordinator Website http://www.xlri.ac.in/mdp For details Email at mdp(a)xlri.ac.in Some more information............................... Introduction and Objectives The electronic library is delivering information, whenever required, to the user's desktop, wherever that may be. Librarians therefore, will increasingly need to provide their services in some electronic form rather than face-to-face contact with their users. As academics become more willing and more accustomed to using electronic information on a regular basis, they will become increasingly dependent on technology for digital information access. In networked environment, information providers can supply their information directly to the end-user. Thus the move to an electronic information environment will radically alter the way in which a library operates and interacts with its users, and library professionals will need to consider their own future role as intermediaries. The electronic library will form a crucial part of an institution's information service provision and is likely to leave a much wider remit than that of the traditional library. This Programme addresses the Strategies for Electronic Libraries and library professionals who will undergo changes because of different ways which will be found to bring information from the creator to the end users. Methodology Experienced professors from library and information science area will conduct the sessions. The main instrument of learning will be case studies, exercises, presentations, discussions and practicals in computer lab. Expected Participants Professionals of Library and Information Science, working in corporate firms, Academic, Special and Public Library, will immensely benefit from this Programme. Offline web pages in IE
by VYASAMOORTHY /IKP/HYD 16 May '03

16 May '03

Dear Friends: You may be aware that Internet Explorer Version 5 and above provide for Offline web pages. If you would like to preserve a copy of a web page on your hard disk and want to view it without visiting (going online) the page again, you can use this facility. There are many other ways of achieving this). It is under favorites - make this page available offline. While making a Page available offline, you can schedule a job such that the page is visited automatically at desired intervals and your local file remains updated. There is also a provision to get yourself a mail message to tell that a certain Offline Page has been revised/updated! Now my question is: Can this Offline Viewing facility be used for dynamic web pages. I have found it works well for static web pages that are changed infrequently, manually. This does not seem to work for dynamic web pages coming as a result of, say, a search query. Is there a way to utilize "Make this favorite for offline Viewing' facility for dynamic web pages? If we can, then we have a very powerful tool for running SDI services. I hope all of you get what I mean! Any comments? regards Dr.P.Vyasamoorthy, Advisor, Virtual Information Centre, ICICI Knowledge Park, Turkapalli Village, Shameerpet Mandal, RR District, Hyderabad 500078 (Website: www.vic-ikp.info ) Ph: 2348 0053; Fax: 2348 0007; Ph.
