Sri Lanka Library Association National Conference on Library and Information Studies (NACLIS 2007) Colombo, Sri Lanka, 8-9 March 2007 Call for Papers/Participation General Theme: Information Management in the Digital Environment The Sri Lanka Library Association (SLLA) invites members, practitioners, academics and other interested parties to participate in the National Conference on Library and Information Studies to be held in Colombo, Sri Lanka, 8-9 March 2007. The main objective of this conference is to provide an ideal forum to the library professionals and information providers to come together and interact on subjects of mutual interest, leading to the professional development of the information community in the country. Although the SLLA is particularly interested in papers on the main theme, following sub themes will also be considered · Digital Library Initiatives: Concepts, Policies, Plans, Services, Achievements, Expectations, Lessons Learnt · Promoting the implementation of Open Access · Institutional Repositories: policies, implementation issues, technologies · Libraries and Life Long Learning · Community Information Services in the Digital Environment · Library Co-operation and Networking in the Digital Era The SLLA wishes to receive expressions of interest from potential presenters on the above themes and encourage submissions on practical rather than theoretical aspects of the themes. Sad Demise of Prof. N.B. Pangannaya

Here is my tribute to my beloved teacher Prof. N. Balakrishna Pangannaya who died due to multiple organ failure on October 1, 2006. He was quite active and had no sign of any illness. He attended to the professional work at his office at Karnataka State Open University (KSOU) even on the Friday, September 29, 2006. It is evident that he was contributing richly to the good cause of the profession till his last breath. NBP, as was called fondly by his students, was a teacher par-excellence. Like many of his students, his teachings have a great influence on my professional careers. What I like most in his teachings is his discussions on any topic based on logic and practical utility. He had excellent command over language and the subject. He had the ability to teach any difficult topic with great ease and make even the average students to understand the essence of the topic. His discourse on Information Processing and Retrieval (IPR) still rings in my ears. Prof. Pangannaya is one of the main pillars on which Department of Library and Information Science, University of Mysore, Mysore was built. He served the Department for more than three decades. He joined the Department as Lecturer in early 1970s and retired in 2000. For a brief term in-between he served Mangalore University as librarian. I had the fortune of associating myself with him in developing self instructional materials (SIM) for BLISc and MLISc programs of KSOU. He had undergone severe stress during the process of developing the course. In fact, SIM development of MLISc course is half through and he was trying his best to complete the assignment by December this year. It goes to his credit that he alone, single handedly, was able to coordinate the design and development of SIMs both in English and Kannada for BLISc in a record time of just one and half years. It may be noted here this achievement is a record of its kind in KSOU. No other Department was able to develop the SIMs in both the languages. His contributions were recognized and acknowledged by Prof. Sudha Rao, the present Vice Chancellor of KSOU in her key note address during the MLISc contact program held recently. The Department of Library and Information Science has organized a condolence meeting on Tuesday, October 3, 2006 at 4 PM. It will be attended by his students and colleagues in and around Mysore. If you want to send your condolences it may be sent to me before 3 PM. I will pass on your message to the concerned for reading them during the meeting. I pray the Almighty to rest Prof. N.B. Open access at CALTECH

Friends: Caltech, home to many Nobel laureates and one of the world's leading research and higher education centres, is moving forward with progressive open access policies. Indeed, Caltech Library has digitized all faculty and student papers from 1914 onwards. When will Indian universities and research institutions adopt such progressive OA policies? Best wishes. Excerpt: The Caltech Collection of Online Digital Archives (CODA) has been receiving a lot of publicity in the Open Access Authoring @ Caltech blog site.... When asked to give a brief description of CODA, George Porter, a Technical Reference Librarian in the Sherman Fairchild Library for the last 9 years, first responded that CODA is a number of things. It is primarily a digital collection of all Caltech authored technical reports, books, conference papers, and oral histories from the Caltech archives, as well as a repository for Caltech dissertations and electronic theses (ETDs). The repository was launched in 2000, and as of 9/5/06 we have 2,884 dissertations on file. It has been mandatory, since 2003, for all graduate students to submit their theses electronically....[PS: Reluctantly cutting a photo of George Porter here.] George further notes a major benefit of having [open] access to Caltech authored research information is the visibility and easy access by multiple users to this data. Prior to this 24-hour-a-day on-line availability, only one hard copy of a paper was available, and it was kept filed away in the Archives. Library staff is currently involved in scanning all pre-2003 theses into CODA. Papers typed over 50 years ago can be digitally enhanced to be clearer than the originals. Geological maps can be saved in high-quality color, with the ability to zoom in and out.... Papers from as far back as 1914 have been scanned and stored in CaltechAUTHORS.... The Caltech community is truly benefited by having such a rich body of work accessible on-line. CODA not only allows students, faculty, and staff to view research material, but, almost by default, we are also able to read about our shared cultural history. CALL FOR PAPERS Dr. Ravinder N. Sharma Felicitation Volume Dr. Ravindra N. Sharma, Dean of the Library at Monmouth University, West Long Branch, New Jersey (USA), is an outstanding Asian American library professional. Since last 30 years, he has worked in various capacities in a number of academic libraries in United States. Dr. Sharma earned a Masters in Arts (History) from the University of Delhi, India. He received his M.L.S. from North Texas State University, and was conferred Ph.D. in Information and Library Studies from the State University of New York at Buffalo. Since 1982, he has presented 25 papers at various conferences and has served on more than 30 committees of ACRL and ALA. Dr Sharma has sustained a distinguished record of writing books and journal articles as well as presentations which have made Americans and others more aware of global issues in librarianship. He has served ALA, ACRL and the International Federation of Library Associations admirably by chairing and serving on many committees dealing with international issues. It was a great honor for the Librarians of color in North America that for the first time in the history of ACRL, the award for the year 2005 was given to Dr. Ravindra Nath Sharma for his significant contributions to the profession of academic librarianship. Dr Sharma is the only librarian of color to achieve this distinction so far. (Deccan Herald, 29 Sep 2006) Bangalore, UNI: Knowledge Commission Chairman Sam Pitroda on Thursday called for more investments in research studies at the university level as India was at the top in terms of growth and position in the global economy. Mr Pitroda addressing aKnowledge Summit here, said that there was a need for students to take up research in human sciences but the latest trend showed that they opted for high salaried jobs just after completing their degree courses. Even the best brains are busy solving the problems of the rich and not of the poor, he said. They are interested in developing latest watches for the rich and solving the problems of high class banks, he added. "Our scientists with global knowledge should concentrate on solving the problems of the poor and the down trodden to improve the quality of their life," he said. Minister of State for Defence M M Pallam Raju in his inaugural address said India was well positioned to grab the opportunities and take up the challenges in the field of knowledge management. Dear Professionals and friends, SALIS(Society for the Advancement of Library and Information Science) is going to organise an UNESCO sponsored one week Sub-National Workshop on Information Literacy Competency Development for Special Educators and Library Professionals at Chennai from 6th-10th Nov 2006. Professor Taylor added: "In addition to being a valuable scientific resource, the journal archives are also a rich historical record documenting a time which is hard to imagine given the knowledge we have today." The digital archive contains papers documenting the discovery of new planets, the first descriptions of organisms through a microscope, and the first account of photography.
