Workshop on 'Six Sigma for LIS Professionals'- Report

Dear Members NCSI-Net Foundation in collaboration with Karnataka State Library Association (KALA) and Raman Research Institute (RRI) successfully organized a half-day workshop on 'Six Sigma for LIS Professionals' on Saturday, 28 June 2014 at the Raman Research Institute (RRI), CV Raman Avenue, Sadashivnagar, Bangalore- 560021. The workshop began with an Introduction to speakers by Mr. Madhuresh Singhal. It was a well-attended training workshop with more than 30 participants representing Academic, Corporate, and R & D libraries. The workshop was divided into two sessions. The first session focused on the detailed introduction to Six Sigma and the second was a case study on information services. Workshop started off with a detailed introduction to Six Sigma by Mr. Lakshmeesha S, who is a certified DFSS Master Black Belt and has mentored several Black and Green Belts, both in technology and services. He spoke about various concepts of Six Sigma, how it differs from other standards such as ISO 9000,Methodologies of Six sigma (DMAIC and DFSS),advantages, limitations, and various areas of its application. He explained DMAIC methodology in detail and correlated it with a few examples from the LIS domain. The speaker specifically asked all the participants about their expectations from the session and thereafter, tuned his extempore talk as per the expectations of the participants. Towards the end of the first session, Mr. Lakshmeesha, demonstrated as to how the DMAIC methodology can be applied in setting up a state-of-the-art Digital Library (DL). For this, the participants were divided into six groups and each group was instructed to identify a key component of a DL. The groups identified six components that are essential for setting up and sustaining a DL – Infrastructure (h/w and s/w), content, IP and access polices Network bandwidth, and administration and maintenance. The groups were then asked to come out with the best practices for each of the component that they had identified.The speaker then hypothetically applied DMAIC methodology in setting up a state-of-the-art digital library and showed how maximum efficiency can be achieved. In the second session, Mr. Ananda Byrappa, a certified Six Sigma Black Belt, presented a case study of implementing Six Sigma in the information services domain.He explained as to howone can apply Six Sigma for information services. He specifically highlighted importance, impact and the differences in various types of information service both in terms of efficiency and effectiveness before and after the implementation of Six Sigma. Participants appreciated Mr. Anand Byrappa and his group’s remarkable work in applying Six Sigma to various aspects of Information Domain. Overall, it was a highly interactive and a very good learning experience for the participants. Contribution of Senior Professionals to bring forward our Library Profession

Dear All, Change has been the rule of universe since inception.....and it is proved also by many great philosophers. Whatever we received from almighty has felt a change after a certain period of time....so there is compulsorily change required in every walk of our life. By creating this background, I want to draw the attention of all library professionals towards the current situation of our library profession at National & International Level. As per my observation based on comparative study with the scenario of libraries in developed countries, I found and observed that we also are equal to them in proper use of technology but not very sound in management of infrastructure already available with us. The libraries of these developed countries have been concentrating more about attracting the patrons to their libraries by implementing lucrative ideas. A few example which I witnessed during my visit to Singapore....like having separate cabin with all technical facility for 4 patrons, self photocopier with smart-card, media viewing room with large screen LCD TV, a floor only for reading purpose with all technical & common facilities etc. and these facilities are really more than enough to attract the patrons to the library to spend some time.....definitely if you are in the library, you will gain something. Don't you all think that they are more focused on sensing the feelings of the patrons and marketing of library services with lucrative ideas.....and no doubt, they are very successful in their planning. Don't we all think that we can also develop such environment which will bring lot of development for library and profession at National as well as International Level? But we can not change alone, there is need of involvement of our senior library professionals who have capacity to change the environment as well as reach the implementor for such type of change. I humbly request to all senior professionals to think on the development of our library as well as profession and involve all youngsters like us by assigning them task in different capacity to bring the level of our profession up and high. Kroes is in office until 31 October, as the European Commission is undergoing its five-year transition. In particular, Kroes suggested that copyright needs to be reformed to ensure it does not interfere with access to knowledge in education. On the surface, this might appear inconsistent with views taken by the EU in negotiations at the World Intellectual Property Organization, where it has shown steadfast resistance to strengthening limitations and exceptions for libraries and archives (*IPW*, WIPO, 5 May 2014 <http://www.ip-watch.org/2014/05/05/hopes-dampened-for-copyright-exceptions-…>). But in the WIPO committee, discussions on exceptions for education are separate. “It’s a crime when teachers are prevented from freely sharing open educational resources,” Kroes said in prepared remark. “There’s so much we can achieve by making every classroom digital. Education that is not off the peg: but made to measure, for every child. That is what we want to achieve through open education.” “That shows how copyright rules need to change: but it’s just one example,” she said. “Those rules were designed for a different age, more about limitation and control than creativity and freedom. Holding back ideas from open education to data mining: copyright needs urgent reform.” She also insisted that public information from any EU government must be publicly available to citizens “without complex licensing restrictions” or high costs. EU member states have one more year to pass laws on the right to reuse public information, she said. On open science, Kroes said the Horizon 2020 research and development campaign “will offer 80 billion euros for research and innovation. Our biggest ever investment. And every resulting publication will be openly and freely available.” But she noted that national level research is up to national governments’ discretion. With SDN gaining more popularity, there is a shift towards centralization of control plane wherein the core forwarding intelligence which includes the awareness of topology and policy infrastructure is moved away from each of the independent network switches to a centralized controller. This shift towards centralization of control plane intelligence along with many open source initiatives like Open Stack, Open Network install environment, Open Daylight and Open compute projects puts the network switch industry at an inflexion point that could change the data center network industry. While there are obvious advantages to embracing such an open networking model, it is also important to look at key problems in networking that could benefit through centralization of resources.
