The second wave of the Covid-19 Pandemic has already spread to the community level in all cities and rural India. Unfortunately, the second wave of Covid-19 is taking the precious Lives of LIS professionals in a more significant number across the country. In this situation, a group of like-minded LIS Professional Associations and some of the Publishing Firms joined together and have decided to assist the Covid-19 affected Professionals and the diseased professionals' families. A meeting of leading office bearers of different LIS Professionals met virtually on May 15, 2021, and have decided to start a Mission to support the Covid-19 affected Professionals and their families in case of their deaths. The meeting decided to name this mission "HelpLIS-Mission." The Mission Group of Help LIS Mission met in several meetings and has developed a portal to help the Covid-19 affected LIS Professionals and the families of the deceased professionals due to covid-19. Tribute to Late M N Seetharaman

Please publish following text in LIS-Forum---------------------------------------------------------------------------------------------------------------------------------------- I felt sorry to read the demise of Shri M.N.Seettharaman. I worked under him at NAL Library during 1975-76 and also came in to contact with on several occasions - during ILA conference at IIT, Madras, his lecture at KALA, etc. Initially he was working in "Information & Coordination" dept of NAL. When the position of Librarian at NAL fell vacant in early 1970s, he volunteered to undergo training at INSDOC, New Delhi, and became Office-In-Charge (ICA-NAL). He was also lucky to get training in Library automation at Luxemberg. Library profession is greatly benifitted by his entry. He was a dynamic and knowledge oriented personality. With his skills in collection development, resource sharing and interaction with fellow librarians NAL became centre of professional activities. After his retirement from NAL I learnt that he became consultant to Govt. of Afghanistan for a short period and then joined IIT, Madras as Librarian. ILA annual conference was organised at IIT, Madras in 1991, during his tenure which I attended.It was a well organised event. I am greatly influenced and befitted by his dynamic personality. The shocking demise of Sri. M N Seetharaman, popular as MNS, has left the LIS community devoid of a dynamic n great visionary.. MNS , a personality with many accomplishments n credits to the L&IS profession built an Art of the Center Information Center @ NAL of International repute starting with 3 almirahs of documents to the 2nd biggest n exhaustive Library in the country, perhaps next only to IISc... A great visionary, he implemented IT applications in day to day service functions way back in 70s..ESA Online retrieval databases , Italy; DIALOG databases, USA, etc.. He initiated SDI based profile construction services, a highly popular one with the NAL scientists...Thanks to his rapport and camaraderie with the Management Council at NAL, he could achieve to take it to great heights @ the center... He was a voracious reader n kept himself updated in all spheres of knowledge...He was a spontaneous extempore person on any given topic at any time.. Besides his professional reputation, on the personal front he was a very lively n joyful person by nature, very active always on his toes..Seldom he used to get angry although he was a hard taskmaster.. A very pious n religious person with proficiency in Sanskrit ( he was editing articles in a Sanskrit journal), he kept himself engaged till the last day .. One can write an encyclopedia depicting all his achievements n accomplishments..Such was the personality n LEGEND Sir MNS was... *Sub:* Informatics Studies: Invitation to Contribute Papers on Cultural Heritage Information Systems Dear all Cultural heritage connects people to social and cultural values, customs, beliefs, religions, and the knowledge generated by our forefathers in different spheres of activity including science and technology; accumulated through centuries which we are responsible to sustain and transfer to the next generation. Informatics can provide necessary new digital tools, technologies, and advanced interactive information retrieval techniques to conserve heritage assets and document them and the knowledge embedded in them for dissemination in society. But there are also various issues and challenges in developing and maintaining heritage assets as well as building up reliable efficient cultural heritage information systems. Informatics Studies proposes to bring out a special volume on Cultural Heritage Information System (CHIS) in October 2021. The volume will give stress on various aspects of cultural heritage information such as digitization tools and technologies, policy issues, standards and guidelines, metadata and indexing, access and management, issues and challenges, usability and sustainability, architectural designs, semantic and ontological frameworks and the best practices and case studies pertaining to CHIS. The journal Informatics Studies is in its eighth year of publication and select issues are accessible at: informaticsstudies.org. Sad demise of M N Seetharaman, Ex Head, ICAST, NAL

Dear Professionals, I am very sorry to inform you all that Mr. M. N. Seetharaman (MNS), Ex. Head, Information Centre, NAL, Bangalore around 1.00 pm yesterday, 22nd May due to Covid 19. He was 94. He was admitted to Sakra Hospital, Marathhalli Ring Road 15 days back. He was very active and bold being in the hospital too. Infact he spoke to me 6 days back from hospital and kept on sending messages. In between his covid test was negative. But again got infected including secondary infection along with low BP. MNS worked with Both Dr Neelakantan foudar Director, NAL and Dr. Valluri very closely. He played very imporyamt role in setting up of 4'X4' wind tunnel most important milestone of NAL. He took information centre to the highest level and served as its Head, since the setting up Library in 1960s till 1987. He had set up NICDROM at NAL, under NISSAT. MNS was dreamer and was person who used to put staircase to sky. Once Dr. Valluri told openly and I quote "If I were to allow MNS he would have made NAL as subsidiary of ICAST". Among many firsts to his credit he experimented in collaboration with TIFR and introduced satellite based Online Information service through European Space Agency at NAL in 1980s itself. He built exhaustive collection of Technical Reports. Most of thec ISRO, DRDO, IISc, IIT and other Aerosoace related institutes were depending upon ICAST sources and services. Leave alone LIS, he would talk hours together on any topic under the sun and even beyond. He recruited and trained many colleagues at ICAST. After retirement from NAL, he served as Special Officer at Library of IIT, Chennai. He brought ocean changes there to such an extent that IIT Senate gave him a standing ovation. He hosted 39th ILA Conference at IIT. He boosted image of Librarianship at IIT. Infact I worked under his guidance and supervision at IIT. He only recommenced my name to Prof. Narasimha, then Director, NAL who offered me the post of Head, ICAST. Then onwards he guided me to provide quality and state-of-the-art information services. Till the last hour of getting admitted to hospital he was using Internet profusely and inform us about new developments. I lost a friend, philosopher, guide and above all a great human being. With deep regret I note the demise of Mr MNS of Ex ICAST and IITM with whom I had very intimate association for several years through different forums regarding online databases, tech literature and building collections. Sad demise Veteran Library Scientist Sri M.N. Seetharaman

To All LIS Professionals, We feel highly painful to hear the sad demise of Sri M.N. Seetharaman, former Head NAL, Bangalore. One of the pioneering library and information scientist of our country at the formative years of the development of library and information systems in our country. I had earliest privilege of visiting the NAL Library in late 1965 as student of library science and on study tour since then I have been in contact with Mr. Seetharaman who was very courteous to and would welcome all young professionals with his fair guidance and help. After I moved to Bangalore my contact with him become closure and I would often visit NAL Library for help and guidance. Mr. Seetharaman's all achievements have been narrated by Dr. IRN Goudar in another post on this forum. But one incident I remember always is the Online Information Retrieval Service he had organised( as a Pilot Project) in 1984 as one of the participant. It was an uphill task and the most notable achievement of Mr. Seetharaman apart from his organisation and professional skills. The NAL got connected to Frescati, Rome via European Space Agency and that to at a time when the Telecommunication technology was in it infancy in India then. Myself and with my IIMB Colleagure Smt. Shailaja participated actively in the project and we could also search several databases online. It was one of the most fascinating experience to reminisce. Mr. Seetharaman was Life Member of KALA and would participate in its activities very enthusiastically and also would extend his cooperation in its professional pursuits. Even at the older age he was very active and would offer his valuable consultancies to the need. Very noble, soft spoken and above all very friendly with all. I have personally known his many achievements communicated through the NAL Newsletter to enlighten the professionals. On behalf of Governing Council, on behalf all members of KALA and on my personal behalf condole the passing away of Mr. M.N.Seetharaman, pray Al Mighty May his Soul Rest in Peace. Sad Demise of Mr. S.Thammaiah,

To All LIS Professionals, It is very sad to know that Mr. S.Thammaiah, former Director, Dept. of Public Libraries, Karnataka expired on Thursday, 13th May 2021 at his home in Nandini Layout. Though a very active professionals but in recent years he almost had lost contact with his fraternity. Mr. Thammaiah completed his B.Lib.Sc. from Karnatak University, Dharwad, in 1966. He was one of the earliest to serve the Department, as the Public Libraries Act came in being in 1966. He was one among the few from the Department who had a thorough knowledge of the Karnataka State Public Libraries Act, 1965. Mr. Thammaiah served the department in various capacities, from Technical Assistant to Director of the Department, and had also served as Chief Librarian (Now Dy Director) in Mangalore, Gulbarga and Bangalore Jayanagar City Central Library. His unique achievement in the Department was to undertake a computerised Stock Verification of 20 Lakh books the entire collection under the City Central Library Jayanagar and its Branches, then using the dBASE-IV DBMS progrmming. On behalf of Karnataka State Library Association, and on behalf of its members I offer my heartfelt condolences at the sad demise of Mr. Thammaiah. and to his bereaved family to bear the loss. Dear Friends, I am deeply saddened to hear the passing away of Mr. Dandapani, the former Librarian of the British Library, Bangalore. He was a dynamic, enterprising, and indeed a very popular librarian in Bangalore during his tenure as a Librarian. He had made the British Library almost like a "Talk of the Town". When I was working with the British Council Library, Mumbai in the 1980s, I used to meet him frequently and could notice his leadership qualities and remember his ever smiling face and caring attitude. With his demise, the LIS profession has lost one of the admired librarians. I pray God to give his family members enough strength and courage to bear this loss. May the noble soul rest in peace. Great Human being, a model Librarian, in 1989-90 when I was working in the British Library was renovated and inaugurated by Prince Charles and Diana under his leadership. He was a great administrator, leader and founding member of the Association of British Scholars, Bangalore, where I was worked under his leadership as Secretary- Finance for the association. He had close associate with bureaucrats like Mr Mr Raghuram, former Home Secretary, Mr Bhattacharya, Former Chief Secretary, Mr Nijamuddin Former DGP, Govt of Karnataka and we use to go to drink coffee at Koshys restaurant. He was recognized with an MBE ( Member of British Empire,)for his outstanding & exemplary service to the community by the British Monarchy. I had long association with Dhandapani, who has been a hearted human being always helpful. I express my deep sense of condolences to his family. We sincerely convey our grief on the sad demise of the great person. We all wish the almighty god to rest his soul in peace. It's a huge loss to Library & Information Science Profession. Dear Professional Friends, l With deep regret sense of loss when I heard of Mr Dhandapani, former librarian , The British Library , Bangalore. Mr Dhandapani was served 35 years at British Library at various position. Mysore University Information and Library Science Alumni Network (MILAN - http://www.milan-mysore.org/ ) organized an invited talk (Virtual Mode) on "How to get it published in reputed publications" by MILANer Dr. Manju Naika, Chief Library Officer, Indian Institute of Technology Bombay (IIT Bombay) on Saturday, May 1, 2021. *Sharing the summary of the talk for your kind information. * Dr. Manju Naika began his presentation with the role of Librarians in helping users and discussed India's current global position in terms of research publications. The speaker emphasised the need to assist users by offering training programs in best publishing practices, such as author seminars, centralized language editing, and familiarising new generations of users with current research resources and global research practices. Dr. Naika opined that it is the librarian's responsibility to create awareness about how to avoid plagiarism and publishing in predatory journals amongst their users. Sharing his experience, the speaker said the next emerging field in scholarly communication is scholarly content in multimedia format like video journals, video articles etc. Dr. Manju Naika emphasized the need to establish contact with users which is critical to librarians' success in the modern era. Data visualization, Data analytics services are in demand, and librarian's should use the opportunity to provide such assistance. The speaker opined that libraries are notorious for having diminishing budgets, but now, due to the real estate boom, there is a demand for library space from others, so unless librarians take the required measures, retaining library space would be the next obstacle. To contend with, Dr. Manju suggested that librarians should work proactively to increase library resource utilisation and user footfalls. After the presentation, a lively discussion took place with the participants, and the speaker answered all the questions raised by the users with suitable examples. It is with great sadness that the Mysore University Information and Library Science Alumni Network (MILAN) share the sad news of the death of our MILANer Aruna P.R., on Saturday, May 1, 2021 in Bengaluru. Smt. Aruna P.R. was the Executive Committee Member of MILAN during 2014-2015. Her active involvement in the Golden Jubilee Celebration of MyDLIS (Department of Library and Information Science, University of Mysore, Mysore) and establishing MILAN is always remembered. Smt. Aruna P.R. did her Bachelors in Library Science in 1975-76 and Master Program in 1976-77 at MyDLIS. Her professional journey started at Indian Institute of Management Bangalore and moved to Delhi joining Eicher Tractors serving till 1995. Her long and dedicated service at Library of Congress Delhi Center as Acquisitions Head during 1996 to 2011 has earned much appreciation. Recently, MILAN lost its member and Smt. Aruna's husband Sri.G. Sundar Singh. MILAN conveys our deepest condolences to the family and friends. May God Bless peace to the departed soul and courage to the bereaved family to bear the irreplaceable loss. Our thoughts and prayers will always be with the family. Perception survey on Sci-Hub

Dear Sir/Madam, The recent court case against sci-hub and Libgen by Elsevier, Wiley, and ACS (American Chemical Society) in India has triggered much academic discussion on the academic freedom and ethics on accessing scholarly resources. The Sci-Hub is a service that allows researchers to access all the scholarly papers which are behind a paywall. Alexandra Elbakyan, a young computer programmer from Kazakhstan, founded Sci-Hub to fill the gap in accessibility for quality journal articles. From its genesis, the sci-hub faces many challenges from the major publishers as the site makes a free database of all the articles which are behind a paywall that costs a lot to the publisher who generates this content. There are already court cases in the USA and many other countries. Coming to India, many Indian researchers who don't have access to scholarly content are quite dependent on the sci-hub for their research needs, the 2017 usage data of sci-hub shows, 8.7% of the request came from India which is 13 million downloads of research papers. On one side there is an ethics issue and on another side, there is an increase in the price of scholarly resources which is hindering the people who don't have access but want to contribute to scholarly research. The researcher and scholar are divided on the sci-hub issues, where those who believe that knowledge should be free to all and those affirm that there is a price for everything including knowledge. In view of this, the present survey is being conducted to know the perception of the teaching faculty/ researchers/ librarian/ scientists towards Sci-Hub vis-a-vis commodification of scholarly communications. A centenarian, he was 104 when he took his last breath on our mother earth. He lived a fulfilling life and engagingly enjoyed every minute of his life. Raghavan ksragav(a)hotmail.com The members of the Boards of Trustees of the Sarada Ranganathan Endowment for Library Science and the Ranganathan Centre for Information Studies (Chennai) regret to announce the passing of Prof. S. Parthasarathy, Former Head of INSDOC (CSIR). The end came on 12th April 2021, just a few months before his 104th birthday. A direct disciple and a close associate of Dr. S. R. Ranganathan, Prof. Srirangapattanam Parthasarathy was born on 23rd August 1917. He had his higher education at the University of Madras and University of Chicago. Before joining CSIR, Prof. Parthasarathy worked in the Delhi University Library and also taught as a Lecturer in the Department of Library Science of the University of Delhi. At INSDOC he was responsible for several innovative services and programmes including the INSDOC List and the Union Catalogue of Scientific Serials. He was also closely associated with the training programme of INSDOC leading to Associateship in Documentation. Prof. Parthasarathy was one of the key persons in organizing the FID / CR 3rd International Conference on Classification Research (held at BARC, Mumbai) in January 1975. He was also instrumental in setting up the documentation subcommittee of the Indian Standards Institution (now, Bureau of Indian Standards) and served as a member of the committee for many years. Several library / documentation related standards have been prepared by the committee. Prof. Parthasarathy was also a member of the UGC Review Committee on library science education in India (The report of the committee published under the title ‘Library Science in Indian Universities’ served as a model and framework for LIS education programmes in the country for several years). He was also a member of the UGC Committee on University libraries, which suggested standards for university libraries. Prof. Parthasarathy was active in several committees of the FID. He served as a member of the FID Committee on Developing Countries and also as a FID Council Member (1970-75). He also served as an expert / consultant in Africa to international organizations including UNIDO. He was an expert member in Documentation at the Industrial Development Centre for Arab States, Cairo. Prof. Parthasarathy was also one of the members of the Advisory Committee set up by the Department of Science & Technology (DST) of the Government of India for preparing the blueprint for NISSAT. After his retirement from INSDOC. Prof. Parthasarathy served as an Honorary professor at DRTC, Indian Statistical Institute, Bangalore for some time. He moved to Chennai in 1977 and remained active till the very end. He was an active member of the Madras Library Association and was the guiding force in organizing several programmes under its banner including the All India Library Conference of ILA (1991) held in Chennai in the birth centenary year of Dr. Ranganathan of which he was the Director. He was also one of the key persons in the organization of the 2nd International ISKO Conference held in Chennai in 1992. He played an important role in the creation of the documentary on S. R. Ranganathan (brought out by the Madras Library Association in 1992 as part of the birth centenary celebrations of Dr. Ranganathan). He was one of the founder trustee of the Ranganathan Centre for Information Studies (Founded by Bharat Ratna Sri C. Subramanian in association with Prof. M. S. Swaminathan, Prof. M. Anandakrishnan, Prof. A. Neelameghan and others). Prof. Parthasarathy had also been a long-time trustee of the Sarada Ranganathan Endowment for Library Science and has been instrumental in organizing many of its activities including the ISKO International Conference held in the University of Mysore in 2012 and SRR@125: Revisiting Ranganathan: An International Conference held at the Indian Institute of Technology Madras in 2017. Prof Parthasarathy was actively involved in planning and implementing higher education programmes. He was one of the members of the Board of Management of the MOP Vaishnav College for Women, Chennai and took keen interest in planning the programmes and activities of the College. Even at age 100, he was an avid reader and would regularly visit the American Library, the British Council Library, and the Madras University Library. He was a regular at the conferences of the Indian Library Association and IASLIC. To honour this legend, a festschrift was brought out in 2009 (Library and Information Systems: From Alexandrian Heritage to Social Networking). In his passing the profession has lost a tall leader, a visionary, and a great human being. K. S. Dear All Professionals, It is very sad news, to know that Prof.S. Parthasarthy, former Head,INSDOC is no more. Probably that was the last link connecting Dr. SRR with the entire professional chain of veterans who worked closely with the father of library science. I am fortunate of being studied at INSDOC and I had the first meeting with him in Delhi and posed me a very warm welcome. Since then he has had lasting memory about our first meeting and that was his legacy. Even with that age he was agile professionally and actively participated in the meetings which attended. Never used spects, his hearing was not much diminished and one would recall Sir MV whenever we met him. Thank you Prof.K.S.Raghavan, by giving us Prof. Parthasarthy's key achievements and prestigious positions he held in the profession. Sri S Parthasarathi -- The most loved LIS professional is no more

The Grand Old Man of Library Sciences by far the best seen in India in the last century Sri S Parthasarathi of Triplicane Chennai, aged 104 years attained his Acharyan Thiruvadi at Hydrabad this morning. Even at a 100++ age he would travel by MTS-Bus and train. He has been a role model to many LIS Professional and IT Professionals like me. He used to keep himself updated with all developments and share with his contacts. He is an excellent motivator and used to encourage people. He has supported and reviewed many library, indexing, special publication initiatives in which I was involved at The Hindu. I miss him very badly. I pray HIS ALMIGHTY to shower HIS blessings on the departed soul to rest in peace. Sad demise of D R Kulkarni, Ex-Manager, British Council Library (BCL), Ahmedabad

Dattatreya R Kulkarni started his career with INFLIBNET Centre in 1994 as Library Professional on a temporary assignment. I also became his colleague, at a later stage. Later, he joined ABB Ltd, Baroda as Library Officer and worked for a brief period. He joined British Council Library, Ahmedabad as Assistant Librarian, later he becomes Deputy Manager and Manager contributed significantly to developing BCL, Ahmedabad. Along with Satish Deshpande, the BCL was a very active and happening place for many years with so many activities such as Book clubs, Movies, Writer groups, etc. It was also the dominant UK education hub. He served British Council Library as Manager till it was closed (2019). He was working as Deputy Librarian (2020-) for SVKM's Narsee Monjee Institute of Management Studies (NMIMS) Developing a Public Library for the city of Shirpur on the lines of BCL. He did M.L.I.Sc. from Karnatak University, Dharwad in the year 1992. He was a very humble, efficient, helpful professional. He was also helpful in making many young professionals as BCL Trainees. D R Kulkarni became a victim of Covid19 and he breathed last on 8th April 2021 at about 8.30 pm. It is very unfortunate that at the prime age the Library profession has lost him. What do Indian Researchers download from Sci-Hub Recently three foreign academic publishers filed a case of copyright infringement against Sci-Hub and LibGen before the Delhi High Court and prayed for complete blocking these websites in India. In this context, this paper attempted to assess the impact that blocking of Sci-Hub may have on Indian research community. Dear Dr.Sunil, It is a terrible and a very painful news to me when I heard of Prof. Nagappa's sad demise. I was one of the admirers and always cherished his teaching and writing. One of the most humble and yet versatile thinker and I have maintained very high respect for his knowledge and scholarship, yet he never exhibited it. I had many opportunities to interact with him and I have had a very enjoyable discussion. He wrote a wonderful article in Kannada on bibliographic control which I still posses and one can imagine the value his writing. I had an opportunity to visit his house long ago and I still remember his warm hospitality and treatment with dignity. I cannot sustain his loss for years to come. Pray Almighty to lay his soul rest in peace.
