The perception is that a computer and Wi-Fi are all students need for their informational and recreational needs. Meanwhile, the number of school librarians in the U.S. has dropped about 20% over the past decade, according to a July 2021 study funded by the Institute of Museum and Library Services. Many states, including Arizona, Texas and Pennsylvania, do not fund or mandate school librarian positions. And an analysis from the National Center for Education Statistics revealed that Hispanic, nonwhite and nonnative English speakers are the students most affected by the decline in librarian positions. “Access to school librarians has become a major educational equity issue,” says Keith Curry Lance, who with Debra Kachel led the IMLS study. In a recent email he told me, “School districts losing librarians tend to be ones that can least afford the loss in a society characterized by increasing economic inequality.” As a former school librarian who researches school library issues and trains future school librarians, I know that decades of research demonstrate that K-12 school librarians have a significant impact on student achievement. At a meeting convened in Budapest by the Open Society Institute in December of 2001, a small but diverse group met to explore ways to accelerate progress in the international effort to make research articles freely available on the internet. They explored the most effective and affordable strategies for serving the interests of the researchers and the institutions that support research, examined ways to make the transition to open access and economically self-sustaining, and discussed how separate initiatives could best work together to achieve broader success. The result was the Budapest Open Access Initiative (BOAI), which offered the first definition of open access. The BOAI is a statement of principle, a statement of strategy, and a statement of commitment. Two decades later, while much progress has been made, significant work remains to be done. This talk will explore the key challenges facing the Open Access movement and propose areas of concentration to ensure that global research enterprise is one that is truly open by default, and equitable by design. Opening Sciences from Below: Mainstream discourses have tended to frame Open Science as a set of neutral standards, tools, and practices to be followed, often with the objective of pursuing utilitarian or market-driven outcomes. In this talk, I reflect on some of these framings and propose other ways of conceiving open science, considering both the benefits and the potential harms to communities affected by the research. Drawing from lessons learned from OCSDNet and the Open Science and Decolonization of Knowledge project, we suggest that an inclusive open science involves a highly dynamic process of negotiating and challenging power relations within highly situated socio-political contexts, and involving actors, institutions, and communities with varying claims for knowledge legitimacy. Science policy making needs to take these power imbalances into account so as not to perpetuate and exacerbate existing inequities. -- Madhan, M

Eligibility criteria for IATLIS – Prof. Jagindar Singh Ramdev Lifetime Achievement Award: A very senior/retired LIS teacher/professional/researcher who has made profound contribution to library education, research, training, literature, and practice. Claims must be supported with documentary proof. Award can be given to a deserving person even if not applied. Award won't be given if no one is found suitable. *D. *IATLIS – Mrs. Ratna Laxman Rao Best Woman LIS Teacher / Professional Award The nominee should have at least 10 years of teaching experience at the post-graduate level or 10 years professional experience at a senior level, and should be in service. A person can receive the award only once and one person can nominate only one LIS teacher / professional at a time. Nominations on plain paper should be accompanied by bio-data, list of publications, details of professional activities, and contribution to IATLIS activities. The recipient LIS teacher/researcher will be given at the XXXVII IATLIS CONFERENCE 2021, hosted Online by Department of Library and Information Science, University of Calcutta on 25-27 November 2021. The nominations will be considered by an Awards Committee constituted by the IATLIS Executive Committee. An award will not be given in case majority of the Committee Members feel that no one has been found suitable for that award. His contributions to Scientometrics and bibliometric indicators are numerous. Henk has worked at the CWTS Leiden University, and later moved to Elsevier. After his retirement at Elsevier, he worked in Sapienza Univ Rome, Italy, until his death two days ago. He received De Solla Price Award in 1999 and has published hundreds of high-impact papers in almost all top journals in Scientometrics. He offered the keynote during the STMet 2020. The STMet 2021 conference will pay homage to Henk, the eminent scholar in Scientometrics. Preprint ban in grant applications deemed ‘plain ludicrous’ Australia’s major research funder has ruled more than 20 fellowship applications ineligible because they mentioned preprints and other non-peer reviewed materials. The decision sparked an outcry from scientists, who say the move is a blow to open science and will stymie careers. At a time when the COVID-19 pandemic has brought the use of preprints to the fore, researchers say the Australian Research Council’s stance is out of step with modern publishing practices and at odds with that of other funding agencies. Metric is not confined to drawing numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we have witnessed the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2020) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in the Science and Technology System. The goal of the tutorials is to enable the participants to familiarize themselves with theoretical as well as practical aspects and the application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops, and discussions. The STMet has tracks on specialized topics. The STMet addresses the below themes, not limited. Citation-based metrics Ranking of Journals, Institutions, and Countries Discipline and Domain Analysis Economic factors Databases and datasets for evaluation Evaluation Tools and Indicators Web-based metrics Visibility and impact Internationalization Text-based Metrics Innovation indicators Wearable Devices Open data Scientific Collaboration and cooperation analysis National Evaluation Systems Open access and open publishing New indices for evaluation Altmetrics Web-based metrics Data Science and Digital Repositories Scientific Visualization e-Science in the Cloud Scientific Journalism Scientific Publications All submitted papers will be reviewed by a double-blind and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Paper review and publication process The committee will classify the papers as Theory, Methodological, Experimental, Seminal, review, replicability, reproducibility and repeatability. Repeatability papers will be rejected. The papers even after acceptance will be completely edited to ensure fair presentation. Barbara Lison: I have always been especially committed to library policy and library advocacy, marketing and governance issues. Therefore I started my in involvement in these associations – both those bringing together institutions and library staff - quite early in my professional career. I participated in that Congress as volunteer and as First-Timer and since then I was indeed “infected” by the IFLA spirit. PLOS Pathogens to offer authors seamless data deposition to Dryad

Respected All, The Public Library of Science (PLOS) today announced that *PLOS Pathogens* is introducing a new technology solution that makes depositing data simpler and more accessible for our authors. As part of a one-year trial beginning October 5, 2021, *PLOS Pathogens *authors now have the option to upload their data files directly to Dryad Digital Repository <https://datadryad.org/stash/> (https://datadryad.org/stash/) during manuscript submission or revision—without even leaving our submission system.* PLOS Pathogens* is among the first journals in our field to offer this new service. Thanks to a grant from the Wellcome Trust <https://theplosblog.plos.org/2021/09/wellcome-trust-awards-plos-a-grant-to-…> (https://plos.io/3oAOeiu), datasets that are part of the trial will be hosted in perpetuity at no cost to authors. Researchers rely on access to scientific data to enhance their understanding of published research, for purposes of verification, replication and reanalysis, to guide future investigations, and to inform systematic reviews or meta-analyses. Depositing data in a repository (as opposed to offering it upon request or publishing as Supporting Information) further prevents data loss, improves discoverability, and removes barriers to replication and reuse. This new integrated solution means that it takes just minutes to upload a dataset and receive a unique, citable Dryad DOI. If a manuscript is accepted for publication, the associated dataset will undergo Dryad’s screening and curatorial process and become public on the site, with links to and from the published research article. “Dryad has long supported the PLOS Data Policy and author communities in publishing curated research data, and we are thrilled to continue working closer with PLOS,” said Daniella Lowenberg, Dryad Product Manager. “This integration and pilot with *PLOS Pathogens* will allow for researchers to more seamlessly ensure that they are complying with the policy, making data available for review, and publishing higher quality data in a long-term citable home.” Data repositories like Dryad offer important advantages <https://plos.org/open-science/open-data/#dryad>, including data preservation and tracking, facilitating reproducibility, demonstrating rigor, and attracting citations. This integration offers a simple, intuitive interface that makes depositing data with Dryad a part of our authors' normal submission workflow. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. Prof. Subbaiah Arunachalam at 80!

Dear friends of LIS Community Prof. Subbaiah Arunachalam, who is well known to this forum through his regular writings and messages, is stepping into the club of octogenarians today as he completes 80 years of his life. MANY, MANY HAPPY RETURNS OF THE DAY ARUN! Arunachalam, a scientist and science journalist by profession, has a long and passionate association with the LIS profession. He was a close associate of Dr. Eugene Garfield and served in the editorial board of the print edition of the famous Current Contents for several years. He is an early pioneer in India’s scientometrics based research studies. He has been a forceful advocate of and contributor to the open access movement in India and the world. I consider him a bold and profound thinker, writer, and speaker of our times. I remember one of his highly provoking articles of his youthful days as science journalist in CSIR, published in Science Today magazine in the 1970s – “Why is Indian science mediocre?” – which was quoted extensively in a New York Times article, drawing the attention of the science policy makers for corrective actions. Friends, as a token of our respect for and recognition of Arun’s contribution to the LIS world, please join me in greeting him and wishing him good health on this very special day of his accomplished life.
