In this email interview for Open Interview, *Toby Green* shares his ideas and thoughts with Gopakumar V and Siddu Huded, on collecting and facilitating grey literature for the scholarly community. He discusses how grey literature is becoming a feature, rather than being a bug in scholarly communication and how the Policy Commons initiative has been active in different regions of the world in the grey literature domain. He also talks on why Coherent Digital is seeking relationships with Google Scholar, EBSCO and Clarivate and libraries to reach out to the mainstream users so they can discover a new world of informally published content. -- Toby Green is a Cofounder of Coherent Digital. Before Policy Commons initiative became a reality, it was a dream of Toby for over a decade. As Head of Publishing for Organisation for Economic Co-operation and Development (OECD), Toby led the development and launch of the organization’s online repository, iLibrary. After twenty years, Toby left OECD in 2019 to cofound Coherent Digital. Every librarian he consulted spoke of the challenges of finding, cataloguing, and preserving policy grey literature. OJS now in Marathi

Dear LIS Members, As you are all aware, there exists an open source software for an online journal publication called Open Journal Systems (OJS). While this has been translated in many European languages, it was only available in Hindi as far as Indian Regional languages are concerned. With the last few month's effort, this has now been translated into Marathi. About 1350 strings from OJS and 4250 strings from PKP (Public Knowledge Project - it revealed that OJS picks up some strings from PKP as well) have been translated. This is likely to help the journals in the Marathi language to have an Internet presence. I appeal to Marathi-speaking community members whose institutions are publishing a journal (this is useful for even a newsletter) to give a try in using OJS in Marathi. OJS has several options (e.g. open access journal, paywalled journal, journal with or without review process, obtaining DoI for every article, engaging with archival agencies such as LOCKSS, CLOCKSS, etc. - all basic to most advanced ways of running a journal. Please give it a try. Setting up a journal is not my cup of tea. So if you/your institution has an opportunity, please give a try and let me know in case if I need to do any more translations. Also, I don't understand why Indian government and government-aided institutions who use taxpayers' money to subscribe to journals and databases meekly and *unethically* accept the non-disclosure agreements dictated by the publishers. About a year ago, Dr Abel Packer (SciELO and PAHO) requested me to contribute an account of my journey in (the advocacy and promotion of) Open Access for a book to be brought out as part of celebrating the 25th anniversary of SciELO, by far the most successful initiative from the global South in community-led STEM journal publishing. Together with Redalyc and CLACSO, SciELO has made a significant impact in the dissemination of knowledge in science and scholarship, especially in Ibero-America, playing, as it were, the role of a valiant David against the Goliath represented by the publishing oligarchy from the Global North and its an insatiable thirst for making publishing a perpetual moneymaking machine. Remuneration: A consolidated remuneration of Rs. 31,000 per month will be paid to the selected candidate. Essential Qualifications: The candidate must have a regular Master of Library and Information Science (MLISc) and a Bachelor’s Degree in any discipline from a recognized university. The candidate should have secured a minimum of 60% or equivalent in both degrees. Only those who have completed MLISc in 2023 and 2024 are eligible to apply. Desirable: The candidate should have excellent technical and communication skills. Upper Age Limit: The upper limit is 30 years as on the last date for closing of applications. At that time, I was volunteering with M S Swaminathan Research Institute, Chennai, essentially working in the area of ICT4D. The only other speaker at the ASIST event I knew was Dr Paul Uhlir, who was with the US National Academy of Sciences, Washington DC. *Subbiah Arunachalam:* *Ethical, Social, Political, Legal, and Economic Issues and Impacts of the Shrinking Public Domain for Developing Countries* We are moving into a knowledge economy in which information is becoming a major source of power. Having and knowing how to use information effectively make all the difference, be it in making a kill in the stock market, producing drugs and pharmaceuticals, weapons that can rake in huge profits, or even acquiring superpower status and dominating the world. One of the most distressing developments of the modern world is the privatization of research by companies small and big at the cost of public good research. Every conceivable development – be it a new drug or new ways of communicating – is now patented and kept away from free and open access. In many conferences held in the USA, members and fellows who are foreign citizens are not allowed to attend certain sessions. The most widespread discrimination is in the matter of access to published information by pricing it out of reach of the developing world. In crucial areas like food and nutrition (agriculture), health care, and computing, privatization of public knowledge is exacerbating the divide between the rich and the poor, which, if it continues for long and crosses a threshold, might lead to undesirable consequences. *** I want the full text of the paper. Friends, Here is an interesting article from BBC that deserves to be shared widely among Indian librarians, esp. academic and research librarians. https://www.bbc.com/news/articles/cevj80gld7do Ms Ananya Vajpayee, currently with CSDS, Delhi, was a Ph D student at the University of Chicago, where the great A K Ramanujan was heading the Centre for South Asian Studies and Mr James Nye was heading the South Asia Collection in the library, in 1996. In an interview she gave a few days ago to Mr Soutik Biswas, BBC's India correspondent, and author of this essay, she says, "At the Regenstein Library, I never failed to find the books I needed or get them quickly if they weren't already there." "The books are safe, valued, accessible and used. I've visited libraries, archives and institutions in every part of India and the story in our country is universally dismal. Here they were lost or destroyed or neglected or very often made inaccessible." Shouldn't we, members of the LIS profession, act immediately and make our libraries as user friendly and welcoming as the Regenstein Library in Chicago and other academic libraries in the West? Friends, Greetings from Chennai, India. The future of knowledge exchange in STEM, social sciences and other areas of scholarship is through preprints supported by post public peer review.* The journal, as we know it, has served us well for over 300 years till men like Robert Maxwell came on the scene and greed of the publishers became the dominant feature and the interest of science and scientists were sacrificed at the altar of their greed. Recall that Maxwell openly said that publishing journals had become a perpetual money making machine. In the past the imperialists came as traders to countries of the Global South and colonized them and plundered their wealth. The case of the British rule of the subcontinent was the best (or should we say the worst) example. This is exactly what is happening now. What is worse, we are willingly inviting the publishers and surrendering to them. At least when the British wanted to subjugate India, there was some, even if only sporadic, resistance, witness the heroic battles waged by Rani Velu Nachiar, Rani Jhansi, Tipu Sultan, and several others. Now we are giving a red carpet welcome to commercial publishers of the West and taking them on a 'bus tour' to our best academic and other research institutes (including IISc!) so they could teach the faculty and doctoral students how to write and submit research papers that would be acceptable to them for publication if one also accepts to pay APC and surrender copyright to one's own intellectual creation, often facilitated by taxpayers' money. I often wonder how a nation which ranks close to the top in inequality can decide to spend its scarce resources on paying APC to publish research papers (which could jolly well be published in other journals which do not charge APC or better still placed in a respectable global archive at no cost). Why can't we follow the example of the US NIH and insist that all research papers resulting from public funding be made publicly available at the same time they appear in a journal? Why can't we have an equivalent of OSTP's Nelson memo? At the least, why can't we implement the CSIR's plan and the DBT-DST mandate of open access through institutional and national level repositories such as Science Central and CSIR Central? Makiing Indian research immediate non-APC OA

Friends, Season's greetings and a Happy and productive New Year. [I have sent the following to many senior indian scientists and librarians]. Many funders of scientific research have either mandated or insist on research funded by them being made open access immediately on publication. Please see: https://claude.ai/chat/87d94ddf-169c-4dfe-af4a-d4f68e365384. Why can't all Indian Govt agencies that fund research mandate immediate open access for all research they fund? Also, they may stop immediately the practice of underwriting Indian researcher's paying APC for publishing their papers. In my view using taxpayers' money to pay APC (and thus enriching publishers some of whom declare profit margins upwards of 25% year after year is unethical and immoral, especially in a country which ranks close to the top in the inequality index). The money we pay as APC (the new ONOS plan has earmarked Rs 1,500 milliion for APC payment every year) can be put to better use - if not for povrty alleviation and improving elementary education, at least for attracting bright students, esp. girls, to science education and research with attractive scholarships or providing researchers with travel grants to attend conferences or visit laboratories other than their own to pursue collaborative research.
