Massive win for free speech online: India's Supreme Court strikes down #Sec66A

Massive win for free speech online: India's Supreme Court strikes down #Sec66A Governments come and go, but the law persists: SC said. Reported at : The News Minute| March 24, 2015 | 10.45 pm IST Striking down any attempt at curbing the freedom of expression online, the Supreme Court today ruled that Section 66A of the IT Act is "unconstitutional". In a strongly-worded judgment, the court said that the provision could not be saved if even if the government says it would not abuse the law Medianama reported. The landmark judgment will have wide-ranging effects on the freedom of speech in India, as the Supreme Court said that Section 66A of the IT Act was inherently "unconstitutional" as it was vague. The government had argued that the provision could not be struck down just because the definition of what constituted "grossly offensive" content was ambiguous. The Times of Indiareported that Additional Solicitor-General Tushar Mehta said: "There are institutions which are working in other media whether it is paper, television or cinema. There is an institutional approach and there are checks like pre-censorship for TV and films. But in internet there is individual approach and there is no checks and balances or license."\ To read the full story pl. visit http://www.thenewsminute.com/news_sections/3358 With regards HR Mohan -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

OA at USDA

OA Policy at USDA Meanwhile, Over At The Department Of Agriculture Posted on March 20, 2015 <https://pascophronesis.wordpress.com/2015/03/20/meanwhile-over-at-the-depar…> by David Bruggeman <https://pascophronesis.wordpress.com/author/dbruggeman/> I missed the announcement when the Agriculture Department (USDA) released its open access policy <http://www.usda.gov/documents/USDA-Public-Access-Implementation-Plan.pdf> for research results and digital data. I chalk it up to the tunnel vision of many science policy analysts – The Agriculture Department is often an afterthought. But starting January 1, 2016, USDA grantees cannot make public access an afterthought. The Department’s policy takes advantage of existing information infrastructure for its public access repository system. Research articles funded by the Department will have to be submitted to this repository within 12 months of publication. USDA has developed a research search engine, PubAg <http://pubag.nal.usda.gov/pubag/home.xhtml>, that already contains research articles published by USDA scientists. The Department is still working through how it will address digital scientific data. This portion of the current plan describes how the agency will manage and organize the development of this policy, with specific requirements to come later. Three repository options are currently under consideration (page 16) – a USDA data repository for all federally supported research data; contribution to a single federal wide data repository; and encouragement of a highly interoperable federal, academic, private hybrid system. Most agencies’ plans that I have read are, if the address accessing research data sets, approach a hybrid approach, linking to research data sets, but not necessarily storing them within the agency. It’s too early to tell what choice will be made, but the USDA might have sufficient research history and resources to develop its own data repository. We should find out sometime in 2016. -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

COPYRIGHT CLEARANCE CENTER'S GET IT NOW INTEGRATES WITH OCLC'S WORLDSHARE INTERLIBRARY LOAN SERVICE Copyright Clearance Center, Inc. (CCC), a global licensing and content solutions organization, announced its award-winning Get It Now academic solution is integrated with OCLC's WorldShare Interlibrary Loan (ILL) service, the largest ILL network in the world. Get It Now, adopted by nearly 300 institutions of higher education, is a cost-effective service that gives library patrons and staff instant access to valuable journal content from over 130 publishers. It increases operational efficiencies, streamlines article ordering and invoicing processes, and includes a comprehensive Librarian Dashboard to manage and track Get It Now article purchases and create real-time usage reports. Tightly integrated within article search and ILL workflows, Get It Now can be implemented as a librarian-mediated version, a link resolver-based unmediated version, or a hybrid of both. "We have been approached by many WorldShare ILL libraries wanting to use Get It Now, and we listened," said Tim Bowen, CCC's Director, Academic Products & Services. "Through another successful joint development effort with OCLC, we are pleased to offer Get It Now as a fast and convenient way for WorldShare ILL libraries to obtain documents their users need, and give librarians the options they need to meet patron demand." "WorldShare ILL automates workflows to save time for library staff, resulting in timely delivery of items to the people who need them," said Katie Birch, OCLC Portfolio Director, Global Product Management. "The integration simplifies Get It Now document purchases for WorldShare ILL users, and reduces the time needed to respond to user requests." This integration with OCLC is based on the librarian-mediated version of Get It Now and supports payment of Get It Now article purchases through OCLC's Interlibrary Loan Fee Management service. Get It Now was recently selected as a Top Product by readers of University Business magazine for the second consecutive year.
