Public access to scientific knowledge
by Subbiah Arunachalam 27 Mar '15

27 Mar '15

Friends: Here is an example of what is happening in the US on the open access front. Will all the science departments, universities and research laboratories adopt open access soon? What can we, the LIS professionals, do to see that kind of transformation? Arun From the Electronic frontier foundation MARCH 25, 2015 | BY PARKER HIGGINS <https://www.eff.org/about/staff/parker-higgins> Locking In Public Access to Scientific Knowledgeby Unlocking Scholarly Research Promising public access legislation FASTR (Fair Access to Science & Technology Research Act) has been re-introduced <http://yoder.house.gov/media-center/press-releases/bipartisan-coalition-int…> by a bipartisan coalition in Congress. Lawmakers now have an important opportunity to strengthen and expand rules that allow taxpayers to freely read articles resulting from research their tax dollars support. EFF continues to encourage legislators to pass this bill as an important step forward—though there are still some measures to improve. <https://act.eff.org/action/secure-open-access-to-taxpayer-funded-research>*Take action to support FASTR* <https://act.eff.org/action/secure-open-access-to-taxpayer-funded-research>* right now.* Shortly after FASTR was initially introduced <https://www.eff.org/deeplinks/2013/02/new-bill-helps-expand-public-access-s…> in 2013, the White House released a directive requiring the results of research <https://www.eff.org/deeplinks/2013/02/white-house-open-access-memo-strong-c…>funded by major federal government entities to be made freely available to the public. In the two years since, eight agencies and departments have begun complying with that directive by releasing plans for putting research online. Those steps have been successful and effective, and make a strong case for FASTR. The White House Directive is good, but codifying it through Congressional legislation would create a more stable rule, guaranteeing that the public's access is placed beyond the reach of any future presidential administration with different priorities. Further, FASTR would strengthen the public access provisions in the Directive by reducing the embargo period—the length of time after research is published before it must be made freely available to the public—from 12 months down to six. One major drawback of both the White House Directive and the FASTR legislation is the lack of an open licensing requirement. Public access is an important first step, but without open licensing, valuable secondary uses—like data mining, major cross-discipline analysis projects, and redistribution efforts—could be caught under a cloud of copyright uncertainty. In order to make the upgrade from “public access” to real “Open Access,” future rules should include a requirement for the products of research to be released under a free license, like the Creative Commons Attribution <http://creativecommons.org/licenses/by/4.0/> (CC BY) license EFF uses <https://www.eff.org/copyright> for its publications. *Tell your lawmakers to support FASTR* <https://act.eff.org/action/secure-open-access-to-taxpayer-funded-research> * today.* FASTR's reintroduction comes at an exciting time for the open access movement: the movement has now been building steam for over a decade, and has chalked up some major successes. Also last week, the Wikimedia Foundation released a thorough Open Access policy <https://blog.wikimedia.org/2015/03/18/wikimedia-open-access-policy/>that sets a strong example for non-governmental organizations. Under that policy, the results of research that Wikimedia supports through grants or collaboration must be released under a free license. -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

NET, SLET MUST FOR TEACHING IN COLLEGES, UNIVERSITIES: SC
by Nitin S. Joshi Joshi 27 Mar '15

NET, SLET must for teaching in colleges, universities: SC 24 Mar 2015 The Supreme Court has overruled the Ministry of Human Resource Development and UGC's exemption on appointment of lecturers and mandates clearing the entrance exam to be eligible for teaching at colleges and varsitiesIn what comes as a major jolt for MPhil and PhD degree holders and teachers in colleges or universities, who were appointed after the NET-SET exemption was made in 2010, the Supreme Court has not upheld the regulations made by the University Grants Commission (UGC), prescribing a minimum qualification of national (NET) and state-level (SET) entrance tests for the appointment of teachers and assistant professors.Following an HC order, the UGC had extended the exemption to MPhil holders (on or before July 10, 2009) and PhD holders (on or before December 2009). Many candidates, who had not cleared the SET or NET, had then joined institutions as teachers. However, dismissing a batch of appeals filed by those degree holders and challenging the regulations set by the MHRD, a bench of justices T S Thakur and Rohinton Nariman mandated that these individuals will now have to clear either exams.Arun Nigavekar, ex-chairperson of UGC, pointed out that while representation from the HRD ministry has always been mandatory at UGC meetings, no UGC decision can be made without a dialogue with the ministry. "MHRD is always involved in UGC decisions. However, this once, a unilateral decision may have been taken. The MHRD representative might not have been present. However, it's only an assumption,” reported Pune Mirror. Open textbooks and open monographs
by Subbiah Arunachalam 27 Mar '15

27 Mar '15

Frieds: I have a suggestion. On the World Book Day members of this Forum who work in research labs and academic institutions can organize an event in their institutions when apart from talking about books, you may mobilize the support of your users to pass a resolution to the effect that we support open textbooks (for higher education) and open research monographs. This could be done throughout India. Best wishes. Arun -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Felicitation to Dr K.P.Vijayakumar, HoD, DLIS, Univ. of Kerala
by Jayaraj 27 Mar '15

27 Mar '15

Dr. K. P. Vijayakumar , Associate Professor and Head, Department of Library and Information Science is retiring from the fruitful service of University of Kerala on 31st March 2015. I am lucky to be him as my teacher for all four semesters of the Integrated MLISc Programme (2006-2008). On the occasion of his paradigm shift, let me share a few words about his magnificent lectures. He presented the lectures in a lively manner. His picturesque description on various aspects of Library and Information Science inspired students to think globally in every sense. His lectures are the innovative blend of expertise, wisdom and humour in every sense. It enlightened the mind of LIS students in a great way. He always advised the students and working professionals to develop excellent attitude towards LIS profession. He posed many inquisitive questions to make his students vibrant and also to develop a sense towards LIS profession. When the students follows those questions, an arena of succeeding thoughts invoke them to experiment with the existing and emerging facets of 'subject-content' in his lectures. He enriched our functionality to appreciate the present working scenario of LIS sector on a global level. In the light of the 'Theory of Relativity' his students never felt the passage of time. He is gifted with the capability to deliver lectures for several hours continuously leading the mind of students towards expertise and close familiarity with the topic. He has got the enormous intellectual energy to navigate the students towards the unseen arena of Library and Information Science. Dr. K. P. Vijayakumar has been a model and highly resourceful teacher, not only a teacher, but a great 'Guru' who could foresee the future of young LIS aspirants, and advocating them what they have to do and how they have to function in order to properly fit in for the success in their professional endeavour. HIs cordial treatment treatment towards LIS professionals equipped them to face any sort of challenging situations successfully. He has ability to see the emotional intelligence level of the professionals and students and helped them to apply 'fixes' whenever and wherever necessary. His father like approach enabled many students to thrive in their most difficult situations. All of his students consider it a previlage to say that they are his student, and they are fortunate to be his student. These words are not suffient to reflect his personality as a great teacher in a justifiable way. He has been the most sought after resource person not only in LIS but also in areas like management, information literacy and influential communication. His motivational skills are superb and it made those who interacted with him feel that they have made a real visit to a great personality. His retirement from the service of the University of Kerala is going be a great loss for all LIS fraternity which cannot be compensated in any way. I expect his wisdom to be reflected in the form of authorship and pray God to shower blessings for his Good Health and for all his future endeavours. We are proud to say that we are Indian and I am previlaged to say that I am a student of a great teacher. HARVARD LIBRARIAN ROBERT DARNTON TO SPEAK ON THE FUTURE OF THE BOOK
by Ragaavendra R 26 Mar '15

26 Mar '15

HARVARD LIBRARIAN ROBERT DARNTON TO SPEAK ON THE FUTURE OF THE BOOK Robert Darnton, director of the Harvard University Library, will speak on "Books, Libraries, and the Digital Future" on Wednesday, April 1, 3:30 p.m. in the Lindsay Young Auditorium of the John C. Hodges Library. "Despite a lot of loose talk about the death of the book and the obsolescence of libraries, books and libraries are more important than ever in the current digital environment," Darnton has argued, "and their importance will increase as we design the digital future-if only we can get it right." Darnton has spoken and written extensively on the history and future of books, pointing out the need to find an equilibrium between democratization and commercialization in the book trade. He is a scholar of 18th-century France, book history, and cultural history in general. Darnton was educated at Harvard University (A.B., 1960) and Oxford University, where he was a Rhodes Scholar. After a brief stint as a reporter for The New York Times, he became a junior fellow in the Society of Fellows at Harvard. He taught at Princeton from 1968 until 2007, when he became Carl H. Pforzheimer University Professor and Director of the University Library at Harvard. He has been a visiting professor or fellow at many universities and institutes for advanced study, and his outside activities include service as a trustee of the New York Public Library and the Oxford University Press (USA) and terms as president of the American Historical Association and the International Society of Eighteenth-Century Studies. Among his honors are a MacArthur Prize Fellowship, a National Book Critics Circle Award, election to the French Legion of Honor, the National Humanities Medal conferred by President Obama in February 2012, and the Del Duca World Prize in the Humanities awarded by the Institut de France in 2013. Darnton's talk is sponsored by the UT Humanities Center with support from the Haines-Morris Endowment, Ready for the World, the John C. Hodges Humanities Endowment, and the Office of Research and Engagement.
