The program is aimed at building strong ties with other institutions through research at IITGN. He was the first person to apply the concept of CSR to libraries and proved that public libraries can also derive support from corporate firms and PSUs under the CSR mandate. The Award is the brain-child of Rusen Kumar, who is the Founder and Editor of India CSR Network and is supported by the Society for Promotion of Public Libraries (SPPL), Visakhapatnam; Iyyanki-Velaga Puraskar Endowment, Guntur (AP); and Intellectuals Society for Socio-Techno Welfare (ISST),Gaziabad.
