Professor designation to university librarian-parity with the teachers- implications

dear friends, Recently, Govt of Andhra Pradesh had issued GO Ms. No 35 dated 16-06-2003. sub: Universities- Uniform designation of Librarians, Deputy Librarians, assistant Librarians and Documentation Officers working in all Universities. The Govt had isssued GO and the crux of the GO is "After careful examination of the proposal of the Secretary, AP Stae Council of Higher Education, Govt have decided to adopt the uniform o designations by re-designating the posts of the University Library Professionals, who are drqwing UGC Scales. i.e. University Librarian, deputy Librarain, assistant Librarian and Documentation Officer to that of Professor in LIS, Associate Professor in LIS and Assistant Professor in LIS respectively" subject to there is no financial commitment on the part of the Governement and also the following conditions. 1. Asst Librarians working in the Universities possess the same qualifications like the Librarains earlier working in Govt Degree Colleges and later designated as Lecturers in Library Science vide GOMas No. 91. 2. The Asst Librarians have the duties separately identified and as and when necessary they may be asked to teach classes and they are not regular teaching staff of the Dept of LIS. 3. The Asst Librarains are non-vacation academic staff charged with the responsibility of offering academic services to various depts. in the Universities. THE IMPLICATIONS OF THE GO : 1. Till now the library staff were retiring by the age 58, now it gives a clear guidance TO THE Universities for retiring them at 60 (in AP the teachers retire at 60). This is advantage to the libraraians. Thanks to the Govt of AP. 2. Recently, the UGC had given a clarification that the Deputy Librarains are not eligible for CAS to enable them to be promoted as Librarians (Professor scale). Now the implication of this GO is Deputy Librarians are eligible under CAS and can get the Professor or Librarians scale.- thanks. 3. There was a contradiction in UGC norms for CAS to Asst Librarians. They were to be governed by OLD NORMS for CAS, and several universities were giving the promotion after 16 years (with out Ph.D. But this GO's implication is they also need to be considered selection grade after 11 years (with out Ph.D.). 4.The third condition of the GO is the Asst Librarians are non-vacation staff. It implies that others that is both Deputy Librarians and Librarians could be considered as vacation staff. 5. The ASST Librarians possess the same qualifications mentioned in GO no 91. That means, the present UGC qualifications are not necessary. Old qualifications stand good? 6. Unfortunately, the GO specifies, that only Asst Librarians are to be associated with teaching as and when asked to teach classes. How about seniors, (both Deputy Librarians and Librarians)? They should have also been considered for the same status. The professionals and Professiona Associations thank the Government of AP for considering favourably the problems of University Library Staff. The present GO has solved problems of University library staff of the State. NLM Proposes New Journal Standards by Robin Peek June 23, 2003 — The National Library of Medicine (NLM) has announced a new set of standards for publishing online journal articles. The Journal Archiving and Interchange Document Type Definition (JAIDTD) is freely available for public use and creates a standard that, if broadly adopted, could signal a significant sea change in the future of scholarly journals. Since the mid-1990s, scholarly journals have been striving to make their content available on the Web for greater distribution, ease of searching and retrieval, or just to have a Web presence. “These electronic files are created to meet the needs of the Internet—usually without much thought given to long-term archiving of the content,” says Dr. David Lipman, director of the Library's National Center for Biotechnology Information (NCBI). “Today we release two Document Type Definitions (DTDs) that will simplify journal publishing and increase the accuracy of the archiving and exchange of scholarly journal articles.” To put this in context, the JAIDTD could be to journals what HTML was to the Web. The Journal Archiving and Interchange DTD Suite provides a set of XML modules that define elements and attributes for describing the textual and graphical content of journal articles, as well as some non-article material, such as letters, editorials, and book and product reviews. “We didn't start out to create a standardized archiving format for articles,” says NCBI’s Jeff Beck. “We were starting a major revision to our DTD at the same time that a company—Inera, Inc., of Newton, Mass.—was working on the 'E-Journal Archival DTD Feasibility Study' for the Harvard University E-Journal Archiving Project. That study concluded that a common format for archiving was possible, but that it hadn't been defined yet. We shared our revised DTD with Inera, and it seemed like we almost had it.” The new DTD and the Tagset are in XML and they are in the public domain. Complete information and documentation can be found at http://dtd.nlm.nih.gov. Of course no one knows how readily the publishing community will accept the JAIDTD. The NLM will naturally be encouraging journals that submit to PubMed Central (http://www.pubmed.org) to use the JAIDTD. But while the JAIDTD has been created for PubMed Central, and NCBI will manage the updates, adherence to the JAIDTD is not mandatory, as journals may have already established their own XML models. In the proverbial best case scenario, the journals not yet committed to an XML standard will embrace JAIDTD and its promise of a brand new (and better day) of publishing, transferring, and archiving journals. Sister disciplines will see the advantages of JAIDTD for their journals and proceed to adopt it themselves. This, in turn, will cause a snowball effect, and journals throughout the lands and the disciplines will take up the standard. For this to happen, there must be a considerable effort to promote JAIDTD so that journals do not become too deeply entrenched in their own ways of doing things. To date, no other organization has offered up an XML standard for journals and one hopes that there are not a multitude of such standards under development. In theory, at least, such a standard for journals would not really have a vast range of differences from journal to journal. But commercial publishers have a long history of creating their own ways of doing things with the notion of “sharing” perhaps not first and foremost on their agendas. But, of course, there is the possibility of a less positive outcome. Like PubMed Central, JAIDTD could be a really good idea that doesn’t get much traction. While not exactly fallow, with just over 100 journals in PubMed Central, this represents only a small fraction of the thousands of journal titles in the biomedical sciences. Hopefully other standard setting organizations will take a good long look at this new proposed standard and will elect to partner with NLM to make it a standard that matters. Arun 17 June 2003 UK research, accessible for free, for everyone UK leads world in publishing revolution to provide open access to scientific research More than 80,000 biology and medical researchers working at UK universities can now share their research findings freely with fellow researchers, funding bodies, students, journalists, and the general public worldwide. Making the results of science and medical research openly available will aid the global advancement of science and healthcare. Publishing in freely accessible online journals will also make the UK higher education system more cost-effective, by reducing the amount of money spent on journal subscriptions. The landmark deal announced today by The Joint Information Systems Committee (JISC), a joint committee of HEFCE and other UK further and higher education funding bodies, and open access publisher BioMed Central places the UK at the forefront of the drive to make scientific research freely available on the Internet. The BioMed Central membership agreement commences on the 1 July. From this date article-processing charges will be waived - for all UK higher education staff - when publishing in any of BioMed Central's 90+ peer-reviewed journals in which all research content is freely accessible. Dr Alicia Wise, Head of Development at JISC, explains the commitment by JISC to fund open access publishing for the entire UK Higher Education community: "This ground-breaking deal represents a major shift in the way that research is undertaken and its outputs published and shared. The implications for research and for our educational institutions beyond the health and medical field are immense." This is the first step of many that funding bodies are taking to ensure the success of open access. For the academic and clinical research communities working in UK Higher Education institutions, one of the biggest hurdles to publishing in open access journals - cost - has been removed. Funding bodies are now moving to acknowledge that authors who publish in open access journals are providing a service to the scientific community. The JISC deal means that 180 universities in the UK will now become BioMed Central members. Together with the recent NHS England membership agreement1, the vast majority of research produced in the UK could be published in open access journals at no cost to the individual author. Publisher Jan Velterop explains why this is so exciting for BioMed Central: "JISC's support is of huge significance. The UK is taking the fastest and the largest steps to become a completely open access environment for the sharing of biology and medical research results. Unrestricted access to the majority of UK biomedical research output is now a very real possibility. This represents our largest deal to date, and is a sure sign that the tide has turned to embrace open access." BioMed Central now has more members in the UK than in any other country. The UK is a major contributor to the global advance of knowledge. With just 1% of the world's population, Britain funds 4.5% of all scientific research, and produces 8.5% of the research articles that are published worldwide.2 BioMed Central and JISC look forward to seeing a fast-increasing proportion of these articles published with open access, for the benefit of science and society at large. ###
