Dear Mr. Rama Thanks for your email and I appreciate your research capability and curiosity, actually not only some but many people in India are having the same misunderstanding and unfortunately, they have made some rules also without even spending at least a few minutes to check this practically in Turnitin. The claim of limit by consecutive words in Turnitin is so strong and dominating by many senior peoples that my mind is puzzled. I hope your reply will be viewed by many such people and they will re-think it and respond to their views again. Thanks, Mr. Tapan I guess you are talking about below option "Exclude sources that are less than" ......... (words) .......... (%) Don't exclude by size Can you please clarify where Turnitin has written consecutive words? I guess its not consecutive words but the total count of words matched in any similar documents. Say if you put 14 words as per UGC rule of consecutive words then actually it will exclude all the matching documents bearing less than 14 similar words. Dear Members, Just wanted to bring to your attention one of Dr. Sridhar's (Head (Retd.), Library & Documentation Centre, ISRO Satellite Centre, Bangalore) latest research articles, Future Libraries: Romance of LIS with Futurology, published in SRELS Journal of Information Management, Vol 56(5), October 2019, p.240-245. Here is the abstract of the article: The paper examines the past ‘romance’ of LIS with futurology, traces the flaws of disintermediation threat and the resultant repositioning options of LIS, stressing the need for imagination coupled with reason to turn experience into foresight; identifies the importance of physical space, content, and ambience of libraries to move from ‘Transactional library’ to ‘Relational library’ and from a ‘Center of information’ to a ‘Center of culture’, enumerates a number of non-ICT innovations that have already taken place in libraries, mentions technologies that can be considered for their appropriateness and adoption to enhance value of services. In conclusion, highlights how libraries are marginalized in the digital era by putting ‘access’ before ‘selection’ (avoiding filtering at the input stage) and giving away control over organization of information to users, how ‘access to excess’ and speed over-ride the validity and the quality of content leading to distracted and dissatisfied users; finally cautions about equating ‘provision for access’ to utility and need for greater understanding of user-behaviour in the digital domain. The Indian Association of Teachers of Library and Information Science (IATLIS) invites nominations from LIS teachers /professionals /researchers for the following awards: A. IATLIS – Motiwale Best LIS Teacher Award 2019 B. IATLIS - Prof. S.P. Narang Research Promotion Award 2017 (For Researcher) C. IATLIS - Prof. Jagindar Singh Ramdev Lifetime Achievement Award 2017 A. Eligibility for IATLIS – Motiwale Best LIS Teacher Award The nominee should have at least 10 years of teaching experience at the post-graduate level or 10 years professional experience at a senior level, and should be in service. A person can receive the award only once and one person can nominate only one LIS teacher / professional for each award at a time. B. Eligibility criteria for IATLIS - Prof. S.P. Narang Research Promotion Award to be given every alternate year to an LIS Researcher Nominations only of students registered for Ph.D. in a recognized university would be considered. The nominee should not be a full-time employee. Nominations should be sent on a plain paper along with bio-data, progress report of research work, and research papers (published/accepted for publication), if any. C. Eligibility criteria for IATLIS – Prof. Jagindar Singh Ramdev Lifetime Achievement Award: A very senior/retired LIS teacher/professional/researcher who has made profound contribution to library education, research, training, literature, and practice. Claims must be supported with documentary proof. Award can be given to a deserving person even if not applied. Award won't be given if no one is found suitable. The recipient LIS teacher/researcher will be given a citation and a memento/shawl at the XXXV IATLIS NATIONAL CONFERENCE 2019, hosted by Pondicherry University, Puducherry on 19-20 December 2019. The nominations will be considered by an Awards Committee constituted by the IATLIS Executive Committee. An award will not be given in case majority of the Committee Members feel that no one has been found suitable for that award. Executive Council Members of IATLIS are not eligible to be nominated for these awards. Self-nominations will not be considered. The nominee should be a member of the IATLIS. Talk stresses the need for imagination coupled with reason to turn experience into foresight, identifies the continued importance of physical space, content, ambience of libraries to move from ‘Transactional library’ to ‘Relational library’ and from a ‘Center of information’ to a ‘Center of culture’. LIS predictions have not only ignored non-ICT innovations, but also focused exclusively on future technologies as if ‘future libraries’ equals ‘future technologies’. Technologies need to be considered as general, short-term and long-term for their relevance, appropriateness and adoption to enhance value of library services. It is strongly believed that libraries are marginalized in digital era. Unfortunately, new era has put the ‘access’ before ‘selection’ (avoiding filtering at the input stage and ignoring the traditional value addition of libraries, namely ‘selection’. ‘Access to excess’ and ‘speed’ of digital era are over-riding the validity and the quality of content, which is leading to distraction and dissatisfaction of users. The era is wrongly equating the ‘provision for access’ to ‘utility’ and lacks better understanding of user-behaviour in digital domain. Sridhar, Head (Retd.), Library & Documentation Centre, ISRO Satellite Centre, Bengaluru Title: Future Libraries: Romance of LIS with Futurology Date & Time: Friday, 15 November 2019 @ 6.00 PM Venue: Seminar Hall, JRD Tata Memorial Library, IISc Synopsis of Dr. Sridhar's talk: Talk is focusing on the topical area of ‘Future of Libraries’ including the long history of excessive indulgence of LIS on its future including the implicit doubt about the existence of libraries and librarians in future. Many past predictions were only technology-based and either hyped (fictitious) or strongly negative (or both) like the flaw of ‘disintermediation’ threat, the resultant ‘repositioning options’ of LIS till the latest indulgence in whether robots will replace librarians. Talk stresses the need for imagination coupled with reason to turn experience into foresight, identifies the continued importance of physical space, content, ambience of libraries to move from ‘Transactional library’ to ‘Relational library’ and from a ‘Center of information’ to a ‘Center of culture’. LIS predictions have not only ignored non-ICT innovations, but also focused exclusively on future technologies as if ‘future libraries’ equals ‘future technologies’. Technologies need to be considered as general, short-term and long-term for their relevance, appropriateness and adoption to enhance value of library services. It is strongly believed that libraries are marginalized in digital era. Unfortunately, new era has put the ‘access’ before ‘selection’ (avoiding filtering at the input stage and ignoring the traditional value addition of libraries, namely ‘selection’. ‘Access to excess’ and ‘speed’ of digital era are over-riding the validity and the quality of content, which is leading to distraction and dissatisfaction of users. The era is wrongly equating the ‘provision for access’ to ‘utility’ and lacks better understanding of user-behaviour in digital domain. IIT Delhi Library system is the early adapter of new and emerging technologies. Many of the libraries and library professionals of the country are taking advantage of our expertise and practices. The Central Library is fully computerized using state of the art Integrated Library Management System and successfully running the RFID system from the last ten years. Users have the freedom to self-Check-In or Check-Out round the clock using its RFID system as it remains open round the clock. We have our own DSpace based Institutional Repository, and all our theses have been digitized and made accessible through IR or NDLI or WebOPAC platform. OPEN ACCESS TO LEGAL KNOWLEDGE - WORKSHOP IN INDIA When 2 – 3 December 2019 Where Delhi, India (Exact location will be provided to the selected applicants) Workshop organized by the International Federation of Library Associations (IFLA) Law Libraries Section. Sponsored by IFLA. The workshop provides an opportunity to develop professional skills, share knowledge and practices, discuss practical issues, and increase regional capacity and leadership amongst law librarians. More specifically, the workshop aims to: 1. Increase opportunities to access legal information at a regional level through collaboration, open access, databases, repositories, digital publications etc. 2. Encourage the development of national and regional legal information and collection development policies. 3. Promote educational and professional opportunities for legal information professionals. 4. Develop legal research skills. 5. Encourage public access to legal information These goals will be achieved through five thematic presentations: *Open Access* Provide an overview of open access to legal sources worldwide and the practical skills required to benefit from them. Present and discuss the potential and limitations of open access of legal sources in legal research. *Legal Research Skills* Provide practical tools to improve legal research skills such as the gathering of facts, identification of legal issues, and consultation of print and electronic sources. *Collection Development* Provide practical information on collection development, both print and electronic, such as policy, selection, evaluation, and promotion. Discuss challenges (policy and budget), digitization initiatives, institutional approaches, and benefits of sharing and collaboration. *Public Access to Legal Information* Demonstrate the importance of public access to legal information and its challenges. Introduce the concept of legal capability, and provide an awareness of major public legal education and information initiatives and their impact. *Professional Development and Networking* Provide information on professional development opportunities for law librarians through hosting exchanges, conferences, collaboration with foreign institutions, and law library associations. *APPLICATION INFORMATION:* There is no registration fee, but participants must cover their own costs for transport, food and accommodation. Selected applicants are expected to attend all sessions on both days of the workshop and make a 5-minute presentation on a topic relating to law or law librarianship during the workshop. The first issue of SLAI SCOOP, the newsletter published by the School Library Association(India) was released by Ms. Madhu Bhargava, President, SLAIndia on 22Oct. 2019. Download the Newsletter The newsletter carries a message from Ms. Katy Manck, President, International Association of School Librarianship (IASL) in which she wrote that “to be sure, the long road ahead will have highs and lows, so keep the grand goals of SLA India in mind as you persevere, uplifting one another in every circumstance”. Prof. P. B. Mangala, one of the doyens of Indian Librarianship briefly reviewed, in his write-up, the status of school or children’s libraries in India and congratulated the pioneering efforts being taken up by the Association. Prof. C. R. Karisiddappa, Prof. B. D. Kumbar, Prof. (Dr.) Sewa Singh and Dr. B. S. Kademani have also written their congratulatory messages. Messages from Dr. NVR Nathan (Educationist), Jyothy Ramachandran (Principal, Mahapragya Public School, Mumbai), Dr. Radhakrishnan Pillai (Deputy Director-Chanakya Internation-al Institute of Leadership Studies (CIILS), Shobha Viswanath (Publishing Director, Karadi Tales) and Khyrunnisa A. (author of children’s fiction, speaker, academic and a columnist) were also published in the newsletter. BOOK PURCHASE THROUGH ONLINE PORTALS? SOME POINTS TO PONDER

Dear Sir/Madam Online e-commerce platforms are the best platforms to purchase books and other goods easily from any parts of the country or even from abroad. However, it has its own limitations when it comes to purchasing of large number of books and other materials in bulk to the institutions such as libraries. Some of them have been briefly discussed here. 1. E-Commerce Portals not Vendors or Book Suppliers Amazon or Flipkart and other many platforms as we know are online e-commerce platforms where an individual based on his/her interest purchase books and other materials which are on sale on these platforms. However, for purchasing books in large numbers has its own limitations. These platforms are neither the book suppliers nor the book vendors/publishers. They provide platforms to purchase books through various suppliers. There is no single window to purchase books in large numbers. For instance, if we order ten books from Amazon or Flipkart, ten books will be supplied/sold by ten different vendors through these platforms. 2. Good For Immediate Purchase of Smaller Copies of Books Online e-commerce platforms are good for purchasing in-demand books. If the academics or students are in need of books urgently these platforms can be used to purchase the books quickly and easily. For bulk purchase and for specialized scholarly materials these platforms may not be the best means. 3. Predatory Pricing of Books and Other Materials This is the important issue not only for librarians but for general public. We exactly don’t know how these platforms provide so much of discounts and still make profits. The predatory pricing is the biggest drawbacks of online e-commerce platforms. Based on our interest in certain products or books the algorithms these platforms used for collecting users data manipulate the pricing of books or other materials automatically. Predatory pricing may also create kind of monopoly and keep other vendors out of the business. So there will be very fewer choices for negotiating discounts or selecting books from wide variety of sources. 4. Chances of Supplying Used/Duplicate Copies/Books/Fake Publishers There is always a chance of supplying duplicate books or used copies. Online e-commerce platforms have no control over kind of materials that their vendors or sellers supply right materials to the purchaser. There is no guarantee also that the books ordered through these e-commerce platforms comes from right publishers. There were lot of issues in this aspect and many purchasers and publishers have narrated their ordeal on duplicate books and fake publishers active on these e-commerce platforms. 5. Uneven Discount Rates for Different Books There will be no standard discount rates for books purchased on these digital platforms. As mentioned elsewhere in this piece, if one were to purchase ten books through e-commerce platform all the ten books will be supplied by different sellers no standard discount will be given. Some books may get up to sixty percent discount some may attract only five percent discount. This will be problematic for librarians to manage and also auditing committee may not agree for this kind of uneven discounting prices. 6. Difficulty in Returning/Replacement of Large Number of Books Returning and replacement of books through online e-commerce platforms is somewhat very difficult. If we purchase large number of books from different third party sellers it takes long time to replace materials through e-commerce platforms. The more chances will be of not finding right books for replacement. The ordeal takes lot of time and also refunding will be cumbersome because different sellers refund in different point of time. How do one solve such problems? Do the purchasing committee accept such long process of replacement or refunding? 7. No Proper Catalogue or Book List Another important aspects is difficulty in identifying proper catalog or book lists. Except literature related and competitive exam oriented books it is difficult to find books on specialized subjects on e-commerce platforms. Unless proper book catalog it is difficult for academia or librarians to select right or appropriate books.
