A news story on NALLAVADU

Friends: Mr Vijayakumar (in the following news story) was a former volunteer of the Nallavadu knowledge centre. Nalladu is one of a dozen infomation villages in Pondicherry where MSSRF has set up knowledge centres. There is a marked difference in the way coastal villages coped with the recent tsunami disaster - In Nagapattinam and Karaikal there was very little coordination and considerable chaos, whereas the four coastal knowledge centre villages presented a picture of orderliness. The villagers used the databases stored in the knowledge centre computers in organizing relief measures and for distributing aid and material received from government and other sources. In two villages, Nallavadu and Veerampattinam, the local people used the public address system not only to warn people about the disastrous vents but also to announce relief measures. Often people criticise these knowledge centres as donor-supported and unlikely to be sustainable. On the tragic 26th of December, the knowledge centres proved their great value. Especially, newspaper after newspaper criticised the government for not having an early warning system as some of the Pacific rim countries have. December 2004 The tsunami that struck the coastal communities of several Asian countries on 26 December has been made even more tragic as news begin to break of how a small number of technicians, monitoring the progress of the waves across the seas using the latest ICT systems, had found themselves unable to warn communities standing in harms way. This was not the case with Vijayakumar Gunasekaran, a 27-year old son of a fisherman from Nallavadu village, Pondicherry on the eastern coast of India, who works in Singapore. He had access only to a radio and television on the morning of 26 December. Vijayakumar followed the news of the earthquake in Aceh, Indonesia as it unfolded over the radio and television in Singapore. As the seriousness of the disaster in Aceh sank in he began to worry about the safety of his family living along the Indian coastline facing Aceh. He decided to phone home. Muphazhaqi, his sister answered the phone. She told him that seawater was seeping into their home when he asked what was happening in Nallavadu. Vijayakumar realised at once that his worst fears were rapidly materialising. He asked his sister to quickly leave their home and to also tell other villagers to evacuate the village. I said to her: "Run out and shout the warning to others" he told the Digital Review of Asia Pacific over the telephone from his apartment in Singapore. Her warning reached a couple of quick-thinking villagers who broke down the doors of the community centre set up by the M S Swaminathan Research Foundation (MSSRF) where a public address system used routinely to announce sea conditions to the fishermen was housed. The warning from Vijayakumar, collaborated at this time by a second overseas telephone call from Gopu, another villager working abroad, was broadcasted across the village using the loud-speaker system. The village's siren was sounded immediately afterwards for the people to evacuate. No one was killed in this village as a result of the timely warnings. Nallavadu is home to 500 families and about 3,630 people. While all lives were saved, the tsunami destroyed 150 houses and 200 fishing boats in the village according to MSSRF. WikiBibliography Now Available Colleagues/ I am pleased to announce the inauguration of a new Web bibliography titled _WikiBibliography_ . _WikiBibliography_ is devoted to significant articles, presentations, reports, as well as audio and video programs, Web sites, and other key "publications" about Wikis in general and their select applications and uses. As defined by the Wikipedia, a 'wiki' is "a website (or other hypertext document collection) that allows a user to add content, * but also allows that content to be edited by anyone. The term Wiki can also refer to the collaborative software used to create such a site * Wiki (with a capital 'W') and WikiWikiWeb are sometimes used to refer specifically to the Portland Pattern Repository, the first-ever wiki. Proponents of this usage suggest using a lower-case 'w' for wikis in general. Knowledge Processing Outsourcing: The next biz area

KPO: The next big opportunity Shyamal Majumdar | BS | December 31, 2004 | 12:01 IST Knowledge process outsourcing is widely predicted to be the buzzword in the New Year; here's why. According to a recent study by Evalueserve, the global KPO market is expected to grow at a cumulative annual growth rate (CAGR) of 46 per cent, from $1.2 billion in 2003 to $17 billion in 2010. Compare this with the prediction for the low-end outsourcing services market. This is expected to have a CAGR of 26 per cent, from $ 7.7 billion to $39.8 billion in the same period. Evalueserve says India provided $3.5 billion of BPO and KPO (but non-IT) services in 2003 and is expected to grow at a CAGR of 36 per cent during 2004 to 2010. Hence, it is likely to earn $30 billion in 2010 by providing these services. The high-end KPO opportunities are immense for Indian firms. For instance, look at some of the figures pertaining to intellectual property research. Drafting and filing of patent applications in the US is quite expensive. A typical application costs about $10,000 to $15,000 to draft and file with the United States Patent and Trademark Office. Cost savings from offshoring even a portion of the patent drafting process can easily save up to 50 per cent of the cost for the end client, according to Alok Aggarwal, chairman of Evalueserve. Quite predictably, law firms such as Patent Metrix, Cantor-Colburn and Schwegman, Lundberg, and Woessner & Kluth, have already set up offices in India, and quite a few others are joining hands with Indian companies to cash in on the emerging opportunity. Offshoring R&D in pharmaceuticals and biotechnology is another area where there is enormous potential for KPO. Aggarwal says destinations such as India offer significant cost advantages (as much as 40 to 60 per cent) in the areas of contract research and clinical trials. Companies such as AstraZeneca and GlaxoSmithKline have recently set up drug discovery centres at low-cost destinations to offshore R&D activities. Chip design and embedded systems is another critical area. A paper presented by Aggarwal says the reason why all major integrated design manufacturers such as Motorola, Intel, Analog Devices, National Semiconductor, IBM, Cisco, Cypress Semiconductor, Nokia and Philips have set up offshore design centres is simple. The compensation for a chip design engineer with a master's degree and five years' experience is about $7,000 a month in the US. An engineer with the same qualification and experience in India gets about $1,200 a month. Naturally, the cost savings in KPO is enormous. For example, data-mining services companies can save as much as 60 to 70 per cent on analytics and inventory management costs by off-shoring them. The cost differential between PhDs/engineers in the US and India is almost $60,000 to $80,000. Companies like Evalueserve, GE Caps, MarketRx have set up centres at low-cost destinations to provide these services. And more are expected to follow soon. A major reason why companies in India will have no option but to move up the value chain from BPO to KPO is quite simple. By 2010, India may have become too costly to provide low-end services at competitive costs. For example, Evalueserve says Indian salaries have increased at an average of 14 per cent a year. If this trend continues, they are expected to increase 2.5 times the current salaries (in constant dollars) by FY 2010, thereby reducing the cost-arbitrage benefit from the present 40 to 25 per cent. This, the low-end work may move to relatively cheaper countries like Ukraine, the Czech Republic and Malaysia. Moreover, commoditisation of BPO services will further boost the transition of present low-end destinations to the higher end of the value chain. The better margins expected at the higher end of the value chain might act as a deterrent for companies in accepting low-end work. The number of professionals working in the offshore industry is expected to increase as more and more companies decide to become involved in BPO and KPO. This will further drive the trend towards the migration of low-end services to high-end services, especially as offshore service vendors (as well as professionals working in this sector) gain experience and capabilities to provide high-value services. During 2000 to 2003, the US offshored 2,38,000 IT service jobs. Evalueserve predicts that this is likely to increase to 7,75,000 jobs by FY 2010. Further, by the end of March 2004, the US had offshored about 1,36,000 BPO (non-IT) jobs, mostly in the call centre segment. This is the reply of Mr. Prafulla's mail. Well, the images will be there in the book. Actually books are being scanned and stored in TIFF format and also OCR is being done to create the text. You may like to see at http://www.dli.ernet.in/ where you can find the TIFF, HTML and Text version of the book. I am not sure why it is being called as Text-based. The reason may be that they are creating the text format also and allowing the search inside the book using the index created by OCR software. However there is little ambiguity. Project document says that keyword search is allowed but document will be delivered only in image format. Text will be used only for creating the index and searching. But Digital Library of India website is not allowing the keyword search (only Title and Author search with some browse options) and giving the full document in image as well as text format. I saw this scanning work almost 2 and half year back in Digital Library of IISc and there they were using Minolta overhead Book Scanner, which can scan 10,000 pages in a day in 3 shifts. Also this is overhead book scanner so there is no need to open the binding of the book. Also, after that they were doing OCR (probably using Abby FineReader s/w). Someone related to project may throw more light on this. Internet Archive to build alternative to Google

Dear Friends, This announcement didn't get much attention in comparison to Google's announcement. Internet Archive is hosting the digitized book collections of 10 International libraries including the library of Indian Institute of Science, Bangalore. See below news item taken from http://www.iwr.co.uk/IWR/1160176 Internet Archive to build alternative to Google Ten international libraries agree to add digitised book collections to not-for-profit Internet Archive's new Text Archive project By Mark Chillingworth [21-12-2004] Ten major international libraries have agreed to combine their digitised book collections into a free text-based archive hosted online by the not-for-profit Internet Archive. All content digitised and held in the text archive will be freely available to online users. Two major US libraries have agreed to join the scheme: Carnegie Mellon University library and The Library of Congress have committed their Million Book Project and American Memory Projects, respectively, to the text archive. The projects both provide access to digitised collections. The Canadian universities of Toronto, Ottawa and McMaster have agreed to add their collections, as have China's Zhejiang University, the Indian Institute of Science, the European Archives and Bibliotheca Alexandrina in Egypt. In a statement, the Internet Archive describes the Text Archive as an Open Access archive that will "ensure permanent and public access to our published heritage". Over a million books have been committed to the Text Archive by the member institutes, with 50,000 available in the first quarter of 2005. The San Francisco-based Internet Archive was founded in 1996 to build a library for the internet that offered access to historical collections. It's most well-known online project is the Wayback Machine, which harvests snapshots of freely-available websites. Announced 24 hours after Google's tie-up with the university libraries of Oxford, Stanford, Michigan and Harvard, and the New York Public Library, the Internet Archive project is likely to be seen as the first of many alternatives to the Google Print library. Internet Archive said: "Commercial companies are currently working with libraries to digitise materials as well. We are encouraging these efforts and hope most of these materials will also be available through Text Archives." Google Designs an Engine for Eggheads With its Scholar research software, the Web giant hopes to tap into a new source of traffic -- and revenue. By Chris Gaither Times Staff Writer December 27, 2004 After raking in billions of dollars helping the masses search the Web, Google Inc. is targeting academics like Daniel Branton. The Harvard University biology professor has used Google for years to locate sensors and other laboratory equipment. But it wasn't very good at finding peer-reviewed research papers and other academic publications. That changed with the recent release of Google Scholar. The specialized search engine uncovers papers better than Google.com, Branton said, and is simpler to use than the expensive databases in Harvard's vaunted libraries. "I found that I could find, in a much more rapid fashion, what I was looking for by just putting in a few keywords," he said. "Even if it had a bit of advertising, I wouldn't mind." That's exactly what Google was hoping the professor would say. Google Scholar doesn't feature ads, but one day it just might. Along with rivals Yahoo Inc. and Amazon.com Inc., Google is in hot pursuit of the egghead crowd as a new source of traffic — and revenue. They all see opportunity in scholarly information, a $12-billion business long dominated by publishers such as Reed Elsevier and Thomson Corp. The Web companies are aiming to snag scholars before they head to subscription services to do research. To do that, the companies have to equip their search engines to scour some of the billions of pages locked away in subscription sites, hidden corners of the Web and books. "The search engine market is very competitive," said Ed Pentz, executive director of CrossRef, a nonprofit organization in Lynnfield, Mass., that works to make scholarly papers available to the public. "This is the next stage, and it's prestigious, high-quality content. It expands the range of what they can offer users." It also gives search engine companies more pages on which to place ads. Google generates nearly $3 billion a year serving up targeted ads tied to keywords, and the Mountain View, Calif., company says it could sell even more if it could just find relevant pages to put them on. If it does, advertisers will probably pay extra to deliver their highly targeted messages directly to potential customers such as Branton, said Chuck Richard, a vice president with market research firm Outsell Inc. When the Harvard professor uses Google Scholar to find papers on his specialty, nanotube biology, companies that sell the $6,000 humidity sensors he favors might be willing to pay a pretty penny to have their ads appear on his computer screen. "They're not trying to get the average person," Richard said. "One of the strengths is it calls the right people to it." Google Scholar relies on the same index of websites as Google's mainstream search engine but ranks those websites differently. The regular search engine uses a system called PageRank, which turns the Internet into a huge popularity contest. When a user enters a query into Google, Web pages are ranked in large part according to the number of times they are linked to by other websites. That approach presents problems when it comes to specialized research, because the most relevant papers may not be the most popular. Studies that would be useful to scientists may live in obscurity on the Web, buried beneath hundreds of sites that command more links. So Google Scholar doesn't rely on how many websites link to a particular paper or book. Instead, it examines who wrote it, who published it and how many other scholarly works cited it. Based on those sorts of criteria, dissertations, peer-reviewed papers and other scholarly literature can float to the top of search results. The newest Google search engine has received mixed reviews. Branton and others complain that, unlike nearly all other scholarly databases, Google won't disclose what sources it draws from, so academics can't know what they're missing. It also appears to be incomplete. In an online review, Peter Jacso of the University of Hawaii at Manoa's library and information science program wrote that a search for all records from the medical research database PubMed returned only 879,000. The database actually contains 15 million records. "Like its popular counterpart, searching Google Scholar is easy," he wrote. "Finding the gems is difficult." Anurag Acharya, a former computer science professor at UC Santa Barbara who created Google Scholar, said the 1-month-old program would improve as Google got feedback from users. Google is working to collect more scholarly information by expanding its Google Print program to digitize some or all of the books in five research libraries, including those at Harvard. The task will take years. But when it's finished, Google says, millions of books will be available for academics — and others — to search. That mirrors efforts at other big Internet companies. Amazon has scanned more than 200,000 books in the last year as part of its Search Inside the Book program. Last month the Seattle-based online retailer capitalized on that investment by quietly introducing Amazon.com Citations to help drive sales of scholarly texts. Now, when Amazon provides descriptive information about a book, it includes a list of other books that are mentioned in the text, footnotes or bibliography. If the book is cited in other texts, those are mentioned as well. "It's yet another way for people to find related books," said Bill Carr, Amazon's director of digital media. Carr declined to say whether sales have grown as a result. As for Yahoo, it's enlarging its searchable index to include more Web pages from sources such as the National Science Foundation and the Smithsonian Institution. Among other items, the Sunnyvale, Calif., company's 9-month-old Content Acquisition Program has netted nearly 100,000 digital documents about ancient Babylon from UCLA's Cuneiform Digital Library Initiative. "There's no question that we are getting much wider publicity as a result of it," said Bob Englund, a professor of Assyriology and director of the cuneiform library. In addition, Yahoo has recalibrated its system for gauging the importance of a website to raise the visibility of academic papers and documents. Because they tend to deal with esoteric subjects, few other sites link to them — a situation that would normally relegate an online document to obscurity. Instead, Yahoo relies on publishers like Englund to identify the keywords and other descriptors that will boost their obscure material in search results. Google, analysts say, has been the most aggressive in its efforts to tap into the academic market. "It's very shrewd," said John Tinker, an analyst with ThinkEquity Partners. "It keeps differentiating them from Microsoft, and it keeps them intellectually ahead of Yahoo." Both Google and Yahoo were founded by computer science graduate students from Stanford University. While Yahoo has evolved into an online media company — its chief executive, Terry Semel, ran the Warner Bros. studio before going to Silicon Valley — Google has stuck close to its roots. Its fevered courtship of engineers, scientists and mathematicians has made for a workforce attuned to the needs of the academic market. "This is one way we give back to the community," said Acharya, the professor-turned-Google engineer. The scholarly search engine could pave the way for similar services targeting other research-heavy professions, analysts say. Logical candidates include Google Doctor and Google Lawyer. "I see it as an opening that can be further developed," said David Garrity, an analyst with investment firm Caris & Co. Tsunami

Dear Friends: Christmas and the New Year are occasions for joy and happiness. But unfortunately the earthquake (which did not cause much damage in my city) and the tsunami that followed it, which had devastated the lives of tens of thousands of people in my home state and neighbouring states in India as well as millions in South and South East Asia have rudely interrupted the season of joy and merriment. 14,000 people have lost their lives according to BBC. The figure may go up. Millions have lost their homes and possessions. Chennai is coming back to normal. The government has started to deal with the situation with some seriousness. But the Met office has issued a warning that there may be another tsunami attack any time. What have we done to deserve Nature's fury of such intensity, I wonder. The earthquake at 0640 yesterday and the tsunami that followed after a couple of hours have devastaed the state of Tamil Nadu and Pondicherry. There has been heavy loss of property and possessions in many coastal villages (including Veerampattinam and Nallavadu). One of our villages, Moorthikuppam, is completly inundated and there could be a few deaths. Many fishermen who went into the sea at Veerampattinam, Nallavadu, Thankatchimadam, etc. are yet to return. We are constantly monitoring the situation through all communication channels. Fortunately, all our knowledge centres are safe although some of them are surrounded by water. Our staff and volunteers in the field stations are also safe. Arun

‘First reports’: The importance of being certain

Dear Friends There is a good editorial on the issue of False "First-Reported Cases" It has been published in ENT Journal, May 2004 and is available from the following link : http://www.entjournal.com/Past_Issues.htm?ID=3133 The editorial stresses the need for authors as well as journal reviews/editors to be cafeful while making a claim of a first report. They need to do a comprehensive literature search to be certain. Although most cases of false "firstedness" are inadvertent. Such false claims have at least a few undesirable consequences. For instance, the earlier work of others is not given proper credit. Additionally, the chronology of the medical record becomes confusing with the presence of multiple "first-reported cases" on the same topic. Such errors may be particularly embarrassing to authors making false claims. And journal editors' credibility takes a beating. Furthermore, for literature searches should not be limited solely MEDLINE/PubMed. These needs to comprehensive spanning to multiple databases and sources. Dr. Summers and Dr. Kaminski, has also highlighted a case where IndMED produced a more contemporary result than PubMed. Google: We've fixed desktop search tool flaw December 21, 2004 By Dan Ilett and Graeme Wearden Special to CNET News.com Google says it has fixed a flaw that could have allowed hackers to search the contents of PCs running the company's desktop search tool. According to a statement issued Monday by the Web search company, it has rolled out a fix for the vulnerability. The flaw in the tool was discovered in late November by a Rice University computer scientist and two of his students. A Google representative said, "We were made aware of this vulnerability with the Google Desktop Search software and have since fixed the problem so that all current and future users are secure." Dan Wallach, an assistant professor of computer science at Rice University, discovered the vulnerability while working with graduate students Seth Fogarty and Seth Nielson. Wallach describes it as a composition flaw--where a security weakness is caused by the interaction of several separate components. According to The New York Times, which first reported the discovery of the flaw, Wallach, Fogarty and Nielson found that the Google desktop tool looks for traffic that appears to be going to Google.com and then inserts results from a user's hard disk for a particular search. They managed to trick the Google desktop search program into inserting those results into other Web pages where an attacker could read them. This would only work after a user had visited an attacker's Web site, upon which a Java program (as created by the Rice group) would be able to fool the Google desktop software into providing the user's search information. The program was able to do anything with the results, including transmitting them back to the attacking site. The disclosure of this flaw comes just days after research company Gartner warned businesses to steer clear of Google's desktop search tool until a more robust, enterprise-ready version is released. Security experts have also warned that virus writers could use desktop search tools to make their malware more efficient. It is composed and edited entirely by volunteer netizens; as of November 2004, there were some 29,000 Wikipedians writing for it in 109 different languages. The sites massive archive, including 380,000 articles in English alone, puts even Britannica to shame. If you dont see an article addressing your passion for miniature-teapot collecting, dont fret. Just write one. Among Wikipedias many unusual aspects is that its cocreator, Larry Sanger, is a professional epistemologista philosopher who explores the very nature and sources of knowledge and who, like many before him, once questioned the possibility of knowing anything with certainty. Sanger says that as a bookish teenager growing up in Anchorage, AK, he decided to model himself after Descartes and become a devout doubter, believing only the things that he could directly perceive or that could be logically derived from what he perceived. These were the thoughts of a 17-year-old, smiles Sanger, whos now 36. But eventually, he says, he began to realize that some truths cannot be observed: If the very project of seeking the truth required that I assumed something, then I would assume that. This more pragmatic view sustained him through his college and graduate years as a philosophy student and even became the focus of his dissertation. But by that time, Sanger says, he was also becoming intrigued by the Internet and its possibilities as a publishing medium. And this convergence of interests helped him to realize that a newly invented type of website called a wikia forum that allows a user to add content...but also allows that content to be edited by any other user, to quote the Wikipedia definitioncould be used to assemble the contributions of thousands of amateurs into a reasonably truthful online encyclopedia. How? The subject of an encyclopedia is received knowledge, Sanger says, not absolute knowledge. The former, he says, consists of the sort of claims one can make in the form It is generally known that.... It could be false, but it could still be generally known, in the sense that people thought it was true. This idea underlay the nonbias policy that Sanger instituted for Nupedia, the expert-written online encyclopedia he was hired to edit in 2000. The policy says that contentious subjects should be described in a way that fairly represents every partys point of view. Wikipedia kept the policy when it spun off of Nupedia, and Sanger cites it as a main reason for the new sites success. Nonbias is a difficult ideal to live up to. Indeed, the most common complaint against Wikipedia is that it is unreliable; since anyone can publish or edit any article instantly, theres nothing except the diligence of other contributors to keep favoritism, misinformation, vandalism, or sheer stupidity out of the encyclopedias pages. But Wikipedias staff of volunteers is better than any full-time staff you could imagine, because there are so many people involved, Sanger says. Any malicious or mistaken entry is going to be instantly noticed and corrected. But theres a second complaint against Wikipedia that bothers Sanger more deeplythe fractiousness among Wikipedians themselves. Sanger says participants often become embroiled in revert wars in which overprotective authors undo the changes others try to make to their articles. He says hes afraid that this kind of behavior drives away academics and other experts whose contributions would otherwise raise Wikipedias quality. Sanger may be speaking from the heart. He left Wikipedia in 2002 when funding for his position ran out and no longer contributes, in part because of the lingering sting of some particularly nasty revert wars. How? The subject of an encyclopedia is received knowledge, Sanger says, not absolute knowledge. The former, he says, consists of the sort of claims one can make in the form It is generally known that.... It could be false, but it could still be generally known, in the sense that people thought it was true. This idea underlay the nonbias policy that Sanger instituted for Nupedia, the expert-written online encyclopedia he was hired to edit in 2000. The policy says that contentious subjects should be described in a way that fairly represents every partys point of view. Wikipedia kept the policy when it spun off of Nupedia, and Sanger cites it as a main reason for the new sites success. Nonbias is a difficult ideal to live up to. Indeed, the most common complaint against Wikipedia is that it is unreliable; since anyone can publish or edit any article instantly, theres nothing except the diligence of other contributors to keep favoritism, misinformation, vandalism, or sheer stupidity out of the encyclopedias pages. But Wikipedias staff of volunteers is better than any full-time staff you could imagine, because there are so many people involved, Sanger says. Any malicious or mistaken entry is going to be instantly noticed and corrected. But theres a second complaint against Wikipedia that bothers Sanger more deeplythe fractiousness among Wikipedians themselves. Sanger says participants often become embroiled in revert wars in which overprotective authors undo the changes others try to make to their articles. He says hes afraid that this kind of behavior drives away academics and other experts whose contributions would otherwise raise Wikipedias quality. Sanger may be speaking from the heart. He left Wikipedia in 2002 when funding for his position ran out and no longer contributes, in part because of the lingering sting of some particularly nasty revert wars. Friends: The recent Forrester reporter on PC growth has made some interesting observations, especially relevant to those of us who are working with the rural poor. We need to pay attention to wireless technologies, Linux and other open source software, and low-cost rugged computers and communication devices. "The personal computer market in India will see a massive boom by 2010, according to a new report by Forrester Research. India, says the report, will add 80 million (8 crore) new PC users by 2010. Despite gaining prominence as a center for outsourcing, India today has one of the lowest adoption rates in the world. However, PC adoption will grow at a 37 per cent annual rate through the end of the decade." "Rural mass market -- It'll be a long-term challenge for the PC industry to attract this segment to the PC platform; they are likely to choose PC alternatives, such as smartphones. This group is rural, low-income, and very price-sensitive. They lack community infrastructure, funding, communications, and reliable power sources to support PC platforms." "The other important factor is the Windows versus Linux battle. The advantage goes to Linux, says Forrester. Establishing the Windows platform in these new markets will be an uphill battle. No Windows legacy in these markets means that local manufacturers can drive down prices by installing Linux instead." "The third factor is the battle between the wired and the wireless providers. Forrester says the advantage goes to wireless. In fact, of Americans with Internet access, more have used the Web to answer health-related queries (66 percent) than to check sports scores (43 percent), hunt for a job (42 percent), or find a date (9 percent), according to the Pew Internet and American Life Project. There is clearly no shortage of medical and pseudomedical information available online. But some physicians and members of Congress have pointed out that much of the best literature, published in prestigious, peer-reviewed journals such as the Journal of the American Medical Association and the New England Journal of Medicine, is not immediately available for free to the public-and they have begun to argue that it should be. To the consternation of journal publishers-many of them not-for-profit associations that rely heavily on journal subscription fees for their revenue-the National Institutes of Health has thrown its considerable weight behind the notion of free access to biomedical research. In September, NIH Director Elias Zerhouni proposed that all NIH-funded scientists provide full-text copies of their research papers to PubMed Central, an online government archive, once these papers have been accepted (and thus vetted) by peer-reviewed journals; PubMed Central would then post the work, citing both the author and the journal where it first appeared, six months after publication. (The original plan called for immediate access but was mitigated in response to publishers' outcry.) The initiative is expected to cost roughly $2 million to $4 million per year, a small fraction of the NIH's total budget. As the NIH considers final guidelines, a vitriolic debate has erupted in the scientific community: How best to balance the needs of journal publishers against those of scientists, students, and members of the general public who would benefit from unfettered access? Increased access is a worthwhile enterprise. Highly accessible, electronic archives are simply too valuable to scientists-and, by extension, to the public who may eventually benefit from their work-not to establish and support as a matter of public policy. Scientists at large research universities have access to many journals, but increasingly there are gaps in library collections, and not all publications are easily searchable. The problem is of course even worse outside of major institutions and in countries other than the United States. The public would also benefit directly from greater access. True, not every hair-splitting research paper in, say, cell biology or biochemistry will be of interest to the populace at large. But for patients who have rare diseases or are considering controversial therapies, access to cutting-edge medical research may be vital-especially since new work is accruing so quickly that even the most assiduous general practitioners may have a hard time keeping abreast of it all. In addition, it doesn't make sense for journals to charge fees for access to primary research articles when that research is supported largely by public funding. Academic scientists, some backed by hundreds of thousands of dollars of public moneys, provide their findings and articles to most journals for free. Peer-reviewers, who perform the crucial quality-control work, also offer comments on research papers for no charge. In other words, journals receive what are in effect large subsidies from the rest of the scientific community, which in turn receives significant funding from taxpayers, through organizations such as the NIH. As a matter of basic fairness, members of the public who wish to read about this research should be able to do so without paying further charges. The movement for free online access to science research dates back as far as 1991, before most of us had even heard of the Internet. (Click here to read more.) In 2000, Harold Varmus, then director the NIH, established PubMed Central; later that year, Varmus, along with biologists Patrick Brown and Michael Eisen, also founded the Public Library of Science, or PLoS, an advocacy organization dedicated to promoting open access. In an early effort to sway existing journals, Varmus and other key players tried to convince scientists not to publish in-or even to subscribe to-journals that did not provide articles to PubMed Central; over 30,000 scientists signed a letter in which they made this pledge. Not surprisingly, few adhered to it: With so much of a scientist's career resting on his or her publication in prestigious forums, few could afford to displease, let alone categorically abandon, the highly respected traditional journals. So, in an attempt to establish a competing venue-one that would attract the best scientists and demonstrate that open access could be compatible with very high quality-PLoS members decided to launch their own peer-reviewed journals. PLoS Biology appeared in October 2003, followed by PLoS Medicine in October 2004. PLoS Biology and PLoS Medicine exemplify the philosophy of open access and thus differ from traditional forums such as JAMA, NEJM, and Science in several ways: 1) In addition to providing its content for immediate unrestricted use, PLoS allows authors to retain their copyrights-most magazines control copyrights and profit from any reprints-but requires them to sign a broad licensing agreement that allows their work to be reproduced as long as they are given proper credit through citation. (Scientists do not receive payments or royalties from article publications in either old-style or open-access journals.) 2) PLoS provides all content to PubMed Central. 3) PLoS relies on an alternate business model-instead of earning money through subscriptions and online access fees (a "subscriber-pays" model), PLoS charges authors or their funding agencies a publication fee of $1,500 (an "author-pays" model). Varmus argues that such payments can be folded into laboratory research budgets, and several major funding institutions, such as the Howard Hughes Medical Institute, have agreed to supplement publication costs for their researchers. PLoS has also promised to waive fees for authors who are unable to pay. In theory at least, "author-pays" seems a viable economic model, according to a recent analysis by the Wellcome Trust. How have the PloS publications fared thus far? It's still hard to say, since the PLoS journals have had so little time to establish a track record of important or highly cited articles. Some researchers may doubt that work offered to the public for free will command the same respect as content people pay for. But if any journal is well-positioned for success, the PLoS vehicles are: Both have received plenty of media buzz, and Nobel Prize winners and other rock star scientists populate the PLoS board of directors. There are a few other publishers and journals that have adopted some elements of open access. But most traditional journals have resisted calls to post articles in PubMed Central, even with delays of six months. The report contains several observations and recommendations made by the panel, based on its assessment of current and emerging scenario in scientific data and information. A key recommendation is that ICSU should develop a long-term strategic framework for scientific data and information (policies, practices and infrastructure). An essential component of this framework is to establish an international Scientific Data and Information Forum (SCiDIF) involving all the key stakeholders. Though the report is directly addressed to ICSU in facilitating its future planning and policy making, I believe the report content will be of interest to much wider audience at different levels, including policy makers, planners, managers of scientific data and information systems, and also teachers, professionals and students in this area. I Used to work in ICMR 10 years back . At that time MRC does not have a professional librarian . ICMR's P & I division had done lot of scientometric studies on malaria reserach and are still doing . You may contact the following scientist at ICMR to get what all areas have covered by them . Dear Professionals, I have come accross to many advt for different post of librarian in US . The eligibility is MLISC. But they consider only ALA accredited MLISC. I would like to know why they dont consider the Indian University (any other) Awarded MLISC Degree, is it not standard according to thier syllabus or is it same for all subjects.
