Dear LIS-FORUM Members, Documentation research and Training Centre (DRTC), Indian Statistical Institute (ISI), is pleased to announce that Dr.David Kohl, Emeritus, University of Cincinnati and Senior Fulbright Specialist will be visiting faculty. Dr.Kohl is an expert in the area of Library and Information Consortia and has architected the OHIOLINK, which is one of the biggest and successful consortium. He has worked as a consultant to several projects internationally including national projects of Greece and Turkey. Dr.Kohl is presently Senior Fulbright Specialist and has offered consultancy to working, startup and proposed consortia during his stay here in India. We propose to hold a series of clinics to help trash out issues such as planning, design, implementation and negotiations through discussions and exchange of thought. MLA and JISC in the UK join DCMI Affiliate Program DUBLIN, Ohio, USA, August 26, 2004The DCMI Directorate has announced that the Museums, Libraries and Archives Council (MLA) and Joint Information Systems Committee (JISC) of the further and higher education funding bodies in the UK have signed an Affiliate Agreement with the Dublin Core Metadata Initiative (DCMI) enabling the UK to become formally involved in the continued development of the Dublin Core metadata standards. MLA and JISC are the UK's official representatives, presenting the views of all UK public sector institutions at an international level. The Dublin Core was developed for use on the Web and in other information networks across a wide variety of subject areas, languages and economic sectors. Dublin Core has been adopted by several national governments, of which the United Kingdom is the largest. DC has been translated into 25 languages, and has participants from more than 50 countries. DCMI is the maintenance agency for the Dublin Core standard (ISO 15836) and is responsible for its further development, maintenance, standardization and promotion. OCLC serves as the Host for DCMI, and manages its Web site. The signing of the UK Affiliate marks an important step forward for DCMI, and reminds us, as well, that the UK has been a leading contributor to global metadata since 1995. The Hamdard Library Organises an inaugral function of its automated library system on september 18, 2004 at 4.00 p.m. at the Hamdard Convention Centre Hall No. 1, inaugrated by Mr. Mohd. Ali Ashraf Fatmi, Honble Union State Minister, HRD. Late Hakim Abdul Hameed Saheb, a renowned physician and humanist, eastablished Jamia Hamdard in 1989. The central bibliographic Resource Centre, Hakim Mohd. Said Central Library boast of more than 1.5 lakh bibliographic records including a marvellous collection of manuscripts in veriety of languges and subjects. To make the collection of library available to the academic community in accordance with the demand of modern automated environment, the university library has undertaken a project of computerising its various activities. To this end we are using the LIBSYS library application software. It is Worth mentioning with a degree of pride that the Jamia Hamdard Library has the unique distinction of achieving a satisfactory level of computerization of all its activities from the book acquisition to its cataloguing, classification and issue to return. It will not be out of place to appreciate our quickest implementation of the intricate processes of automation. 140-year-old Antique Library floor Tiles on Sale in Rajkot

The 140-year-old library, which has a vast collection of over one lakh books, many of them rare, has put on sale old clay floor tiles used when the building was built. About 1,000 antique tiles, used in the main room of the historic library, are on sale with the structure undergoing renovation. Librarian Bipin Mehta says, "The tiles have been carefully removed. Of all the tiles, only 1,000 perfect pieces have been selected for sale." Each tile has the manufacturing company's name and year engraved on it. Within four days of placing an advertisement, the Lang Trust which runs the library, has been flooded with enquiries from as far as US and UK besides parts of the State. While some want to add the tiles to their antique collection, many plan to make decorative pieces of them. An official of the Parswanath Co-operative Bank says, "We want some pieces to decorate the bank's garden. Their antique value would add to the beauty." But buyers will have to wait for a month. "We have given prospective buyers a month's time and will fix the rates only after looking at the response," says Mehta. The library has been named after a British general, W Lang who served in Saurashtra from 1856 to 1858. Library officials say Lang started a small library called 'Victoria' for women in a room of the Kothi Compound building. Victoria, with books from Lang's personal collection, soon became popular among women who were not allowed to go to school then. The library was later shifted to Jubilee Baug and thrown open to all. Many books still bear the stamp of Victoria library. The main reading room has been closed since May for renovation. White marble has replaced the old tiles, the wooden ceiling and staircase have received a fresh coat of paint and more lights have been installed in the reading hall. A special study room for university students has been built on the first floor. The monthly fees, however, remains Rs 5, says Mehta. The library owns rare books dating back to the 1800s like the Chambers Encyclopaedia (1888), Exploring and Adventure in Equatorial Africa (1861) besides the oldest Gujarati dictionary. The library is all set computerise its operations. Two computers will be installed to provide readers with information on availability of books and new arrivals, says Mehta. Mehta says plans are also afoot to post the books on internet. "To begin with, English and Gujarati books which are over 100 years old have been selected for the project. Digital library for medical college : Kerala

Ramachandran, will inaugurate the state-of-the-art digital library with high speed Internet connection at the Kozhikode Medical College library here on September 17. Talking to reporters here on Tuesday, the Medical College vice-principal, K. Parvathi, said the digital library would cost Rs. 50 lakhs with facilities of high speed Internet connection and 16 computers. The libraray is funded by the Association of Kerala Medical Graduates (AKMG), an organisation of alumni of the Medical College in the U.S. and Canada. Online medical journal subscriptions and CDs of medical textbooks will be provided. The new digital library is being set by C-DAC, Thiruvananthapuram. C-DAC will run the library for two years, after which the responsibility will be entrusted with the college. Though Internet facility is available in the library from 2001, there are only six computers set up with the assistance from the National Medical Library, New Delhi. Once the library gets 16 computers as part of its digitalisation programme, the library is likely to extend its working hours from the present 12 hours to 16 hours or even round-the-clock. Proposals for additional staff required for this purpose has been send to the Government. The students will be charged a nominal rate of Rs. 5 per hour. Smart cards will be issued to students at a charge which they can use for accessing the Internet. M.P. Veerendrakumar, MP, will distribute the first smart card at the function. "NIH Open-Access Plan: Frequently Asked Questions" (2004) (http://www.earlham.edu/~peters/fos/nihfaq.htm). - Peter Suber has written a helpful FAQ about the U.S. House Appropriations Committee's recommendation regarding open access to journal articles that result from NIH grant-funded research. To recap the main points of the recommendation, such articles would be deposited in PubMed Central upon acceptance for publication. If NIH funds were used to support any publication costs, the articles would be made immediately available. Otherwise, they would be made available six months after publication. NIH would develop a plan by 12/1/04 to implement the recommendation in FY 2005. What's different about this one is that it's a resource centre for organisations and individuals involved - either professionally or personally - with sexual minorities. The Calcutta chapter of Saathii, an NGO working in the field, has started the library on its Salt Lake premises. Be it homosexuality, transsexuality or HIV/AIDS, people have free access to either educate, spread awareness or do research. The reference catalogue lists all the material available. When complete, it will also be available online. Partly funded by the Elton John AIDS Foundation - the proposal was sent last year and the funding is for a year, from March 2004 to February 2005 - it has a collection of anything that the Saathii team can lay its hands on. "I used to work in another NGO, where there was a library. People would constantly want books to check that there is a history of homosexuality, that it's not a sin, nor is it illegal in many countries," says Anupam Hazra, one of the two in charge of the library. "So we decided to have one here, for our partner organisations in Calcutta, as well as in Orissa and Manipur, who have far less to work with. Even though they can't access the library, if there is any specific information they want, we will supply it from the support centre," he adds. There are the latest reports from organisations like UNAID, as also journals like Pukaar by the Naz Foundation for South Asian sexual minorities in the UK, and Trikone, published by a similar NGO by the same name in San Francisco. There is fiction and non-fiction work, Indian and otherwise, dealing with historical to personal points of view. Plus, there are the self-help books and information guides, as well as a directory of NGOs in West Bengal connected to HIV/AIDS, Saathii Red Ribbon Pages. The library is not a lending one, but the bonus is a section on multimedia material (videos and VCDs). There are documentaries and docu-features, including Piku Bhalo Aachey by Saathii, Many People Many Desires by a Bangalore-based NGO and Gulabi Aina, which ran into censor trouble in India. A fun feature is the Saap Seedi game, a snakes-and-ladders replica by the Mumbai-based Humsafar Foundation to educate people about the safety factor. "Some of the books are bought, others are donated. Excerpt: There is growing dissatisfaction with the established scholarly communication system. This dissatisfaction is the result of a variety of factors including rapidly rising subscription prices, concerns about copyright, latency between results and their actual publication, and restrictions on what can be published and how it can be disseminated. The result is a global debate on how to remedy the system's deficiencies, and that debate has inspired concrete initiatives aimed at reforming the process. These are concerned mainly with access issues and seek to alleviate two longstanding problems. The first, known as the "serials crisis," addresses the often prohibitive prices of journal publications that impede access to scholarly materials. The second, known as the "permissions crisis," addresses the restrictions on use of publications once access has been obtained. The "Open Access" movement focuses primarily on these two problems with two different strategies. The self-archiving school strives for a scholar's right to make traditional journal publications freely available in an open repository. The journal-reform school promotes the emergence of new types of journals that are free at the point of use. While the open availability of the results of scholarly endeavors is indeed of fundamental importance to the future of scholarship, it is only one dimension of how the scholarly communication process can be transformed. As Geneva Henry has observed, opportunities abound in the world of 21st century publishing and the discussion on transforming scholarly communication must move beyond the debate of subscription-based vs. open access publication. [...] Our vision is based on our belief that the future scholarly communication system should closely resembleand be intertwined withthe scholarly endeavor itself, rather than being its after-thought or annex. We consider in this article the aspects of the established system that constrain the scholarly endeavor. Based on those considerations, we describe the desired technological characteristics of a future system of scholarly communication. We argue for a scholarly communication system composed of an interoperability substrate allowing flexible composition of the value-adding services that up to now have been vertically locked in the journal publication milieu. OCLC/ALISE Library & Information Science Research Grant Program (LISRGP) 2005 Call for proposals OCLC Online Computer Library Center, Incorporated and OCLC Research, in collaboration with the Association for Library and Information Science Education (ALISE), announce the Library and Information Science Research Grant (LISRG) program for 2005 and invite research proposals. Program description In recognition of the importance of research to the advancement of librarianship and information science, OCLC and ALISE promote independent research that helps librarians integrate new technologies into areas of traditional competence and contributes to a better understanding of the library environment. Project funding The LISRG program provides grant awards of up to $15,000. Monies may be applied to the following costs: * Release time from teaching for the principal investigator * Research assistants * Project-related travel * Equipment, if integral to the research * Other research expenses Staff training, general operating or overhead expenses, and other indirect costs are not funded. Guarantees of cost sharing are not required, although institutional support of projects is anticipated. All costs must be clearly defined in the budget portion of the proposal. Capital equipment cost should be prorated if the useful life of the equipment extends beyond the end of the project. Project duration LISRG program-supported projects are expected to be conducted within approximately one year from the date of the award. Projects should be planned to begin in January 2005. Publication of findings As a condition of the grant, researchers must furnish OCLC a final project report promptly following the completion of the project. OCLC and ALISE may elect to publish and distribute all or portions of the report without restriction. Researchers must include, or cause to be included, recognition of the OCLC/ALISE LISRG grant in all publications of research results of the LISRG project. The results of the research must be nonproprietary and in the public domain. Eligibility Full-time academic faculty, or equivalent, in schools of library and information science are eligible to apply. OCLC and ALISE encourage international proposals and collaborative projects under this program. Proposals must be signed by the principal investigator, by the dean/director (or equivalent) of the school, and by an authorized official of the university. Proposal review procedures Proposals are evaluated by a panel selected by OCLC and ALISE. World Bank Rolls Out ICT Project For India

Dear Friends, Some of you might be interested in the following news item published in Financial Express. Internet will finally start benefitting the common man, particularly villagers, in a big way, as part of a government-private sector partnership to promote information and communication technologies (ICT). India Development Gateway (InDG), as the project is known, will facilitate effective use of ICT in the areas of health, primary education, agriculture, among other sectors. Addressing a press conference on the launch of implementation phase of the project here, chairman of governing council of InDG Prof MS Swaminathan, announced the setting up of the Development Gateway Foundation (DGF) research and training (R&T) centre at the Centre for Development of Advanced Computing (C-DAC), Bangalore. According to Prof Swaminathan, the DGF R&T Centre will address the major technology domains of Internet technologies, language technologies and speech technologies to address requirements in the application sectors of healthcare, education and agriculture. InDG is a joint initiative of the department of information technology, ministry of communications, World Bank, and DGF, Washington. It has received an initial funding of Rs 2 crore for its implementation phase. InDG plans to operate through its strategic partners in the area of both content development and services. `The Best Librarian in India'

Practising what he preaches - Hindu, August 22, 2004 "We cannot sustain ourselves, unless we contribute to the society in someway or the other. I strongly feel if even one person does his bit towards social good, there will be some change." A will to serve combined with a sense of social justice has been the guiding principle of P. Kalyanasundaram, who has spent over 45 years in social service. A gold medallist in library science, he is also an MA in literature and history. During his 35-year-career as a librarian at the Kumarkurupara Arts College at Srivaikuntam in Tuticorin district, he gave away all his salary for charity and did odd jobs to meet his daily needs. He has also come forward to donate his body and eyes to the Tirunelveli Medical College. The Union Government has acclaimed him as `The Best Librarian in India'. He has also been chosen as `one of the top ten librarians of the world'. The International Biographical Centre, Cambridge, has honoured him as `one of the noblest of the world', while the United Nations Organisation adjudged him as one of the Outstanding People of the 20th Century'. An American organisation has also selected him as the `Man of the Millennium.' Mr. Kalyanasundaram, who has founded a social welfare organisation, `Paalam', shares his experiences in a chat with Prathiba Parameswaran. SIMPLICITY IN life and exemplariness in practice has been the hallmark of Mr. Kalyanasundaram. Born in August 1953 at Melakarivelamkulam in Tirunelveli district, he lost his father at a very young age. It was his mother, who inspired him to serve the poor. When he was at college, the Indo-China war broke out, and he contributed his gold chain to the then Chief Minister, Kamaraj, for the war fund. At this time around, he went to meet Balasubramanian, Editor, Ananda Vikatan. "He sent me away, saying he would write about me the day I donated something I had earned myself. I did not speak a word to anyone about what I had done. I took it as a challenge," Mr. Kalyanasundaram recalls. Ever since he got a job as a librarian in Tuticorin, he has contributed all his salary, pension benefits and ancestral property to social welfare. It was not until 1990, when he received his pension arrears and contributed it to the Collector's Fund, that the then Tiruneveli Collector felicitated him, despite his protests. The `Paalam' serves as a bridge between donors and beneficiaries: it collects money and materials from those willing to donate and distribute them among the weaker sections. It has also contributed to the cyclone relief funds in Tami! l Nadu, Andhra Pradesh and Orissa, and has helped the earthquake victims in Maharashtra and Gujarat. His contribution to library science is immense. A thesis he submitted as part of his post-graduate course to the Madurai Kamaraj University fetched him distinction. He has also hit upon an easy way of tracing and accessing books in libraries. His ability to strike a rapport even with youngsters is remarkable. He cites the instance when he started wearing khadi. At college, he was required to take classes on Gandhianism. "I had to speak about simplicity and everything Gandhi stood for, but I was clad in expensive clothes. That was when I decided to switch over to khadi," he relates. Since then he had always practised what he stood for, making himself a role model for many youths. He was popular among college and school students, and many of them have joined his organisation. He has long-term plans for his organisation. One is the setting up of a nationalised digital library with modern equipment, which could be accessed by people from all walks of life. He also wants to set up an international children's university in Tamil Nadu, with foreign aid. However, he says, a mission has a meaning only when the right people are involved in it. The Directorate of Public Libraries should recruit people with a library science background to be librarians, he says. "And good librarians should have a broad knowledge of everything." Dear Friends, This is with reference to Rajeev's mail regarding CD Stand. There are some adjustable CD Rack called CD Sorter in which we can insert CDs in-between the existing CDs. Hi, I would like to get the phone numbers of vendors who deals with CD - Rack (For keeping the CD's in the shelf.). If you know any vendors in Bangalore, please send me the phone numbers. Thanks, Sathya. LOCKSS(Lot of Copies Keeps Stuff Safe)is an interesting project. But it apprars to me that, the scope of the project is limited to crawling, preserving and providing access to digital content. I did not see anything about converting "print" to "digital". Please let me know if my understanding is not correct. You need to take written permission from the publisher/copyright holder to digitize any book. Its unlikely that you get a permission from them. As an alternative, you may want to consider online books like knovel, netlibrary, e-brary, 24/7 etc for subscription. Again they may not fill your requirements as these e-book models are still evolving (slowly!) There are security methods to control accessing digital documents. For example, British Library(BL), London is recently started using 'secured document delivery' method for their electronic document delivery service.
