UK seeks views on 'science for development' strategy David Dickson 29 June 2005 Source: SciDev.Net The British government has launched an online consultation to seek guidance on how it should support science and innovation as part of its international aid programme. The consultation was launched this week by Gordon Conway, the former president of the Rockefeller Foundation, who was appointed chief scientist at the Department for International Development (DFID) earlier this year and is currently drawing up a science and innovation strategy for the department. According to Conway, developing the new strategy is one of his "highest priorities". It is intended not only to describe the current activities of the UK government in this area, but also provide a "scientific lens" for DFID thinking, and for its future policy development (see Six components for science in poor nations). "I am keen to seek views on the strategy, and learn from the wealth of knowledge, experience and new and exciting thinking that exists, not only in the international community and in DFID itself but particularly among our partners in developing countries," Conway said in a statement issued on Tuesday (28 June). The Science and Innovation Strategy is expected to be published by the end of 2005. In addition to influencing DFID's own thinking, it will also contribute to the delivery of the UK's ten-year investment framework for science and development, launched by finance minister Gordon Brown last year. Earlier this year, DFID was criticised by a UK parliamentary committee for not making a greater contribution to the initial design of this ten-year framework, which lays out a plan for significantly increasing government support for science and technology in Britain but has relatively little to say about how much of this should be aimed at helping developing countries. DFID officials say that the consultation is intended to pose a range of questions about how the department engages with science and innovation, whether internally, as part of the international community, or in developing countries. "By 'science' we refer to the full spectrum of natural and social sciences, engineering and technology. 'Innovation' refers to the successful application of new ideas, from cutting edge research to the application of established technologies to meet the challenges faced by the very poorest," says a statement issued by the department. Officials say that the online consultation is intended to help the department increase its effectiveness, and to establish future priorities for supporting science and innovation for development. However, they add that although the strategy will be used "to inform and influence resource allocation processes", the consultation "is not an opportunity to bid directly for DFID funds". Padma 1 July 2005 Source: SciDev.Net [NEW DELHI] The Indian government has announced it will create 1,000 new positions for researchers at its universities and set up centres in them to promote collaborative research. The moves are among recommendations made by a committee set up in March to suggest ways of improving research in basic sciences in India. The government said on 15 June that it would implement all the committee's recommendations, whose projected cost is six billion rupees (US$138 million) per year. Two 'networking centres' each, housed in Indian universities, will be set up for physics, chemistry, biology, material sciences and mathematics. The centres will promote collaborative research, and provide both training and access to advanced research facilities. The government has agreed to support the centres on a long-term basis to help them become internationally competitive. The committee also stressed the need for India to fill the large number of faculty positions that have been vacant in its universities for many years, and to create 1,000 additional research posts including lecturers and professors. Although there are no official figures for the number of vacancies in science faculties, Arun Nigavekar, chair of the University Grants Commission told SciDev.Net that across all disciplines, an average of 25 per cent of faculty positions in India are lying vacant. The government plans to phase in the new positions over the next five years, but, according to Nigavekar, has yet to decide whether the posts new as well as existing vacant ones would be filled on a permanent or on a tenure basis. The committee also set a target of increasing five-fold the number of science doctorates awarded in India by 2015. In the 2001-2002 academic year, just over 4,000 PhDs in science subjects were awarded, according to the latest figures from the University Grants Commission. The committee suggested the minimum qualification for a lecturer in the university science departments should be a PhD, except for departments in engineering and medicine where a lecturer could initially be appointed with an M.Tech/MD or MSc, but must acquire a PhD within seven years of appointment. Another key recommendation included promoting formal links between universities and national science institutes through joint research projects and training programmes, as well as encouraging collaboration with industries and user organisations for technologies. Women scientists should be encouraged to take up careers in basic science by removing age barriers currently 28 years for a junior research fellowship and introducing flexible time management at work to help them balance their personal and professional responsibilities. The government's latest move comes in the wake of concern voiced repeatedly by senior scientists, science policymakers and even Indian prime ministers, on the decline of science education and research in basic sciences in Indian universities. "Pure sciences are definitely some of the disciplines we need to pay attention to urgently," says Nigavekar. To address some of these issues, the University Grants Commission has initiated steps to increase funds to upgrade science laboratories, improve Internet connectivity to universities and colleges and improve the quality of teaching and distance education. Primary and Secondary Education Minister R Ramalinga Reddy said on Monday at a programme organised by Karnataka State Public Libraries Department Employees Association that one Lakh kannada books will made available online within a year. Here is the News One lakh Kannada books, including short stories and novels will be made available online within a year, Primary and Secondary Education Minister R Ramalinga Reddy said on Monday. The Carnegie Mellon University of the US has been entrusted with the project of hosting the books on the website, he said at a programme organised by Karnataka State Public Libraries Department Employees Association to felicitate Mr F S Durgannavar, former chief librarian, City Central Library, Malleswaram, and the launch of library kiosk (at Malleswaram library) and release of e-granthalaya (public library), a users manual of the Department of Public Libraries. Mr Reddy said that libraries will be established in 250 Gram Panchayats at a cost of Rs 10 crore this year. The government has planned to establish three hi-tech libraries in Shravanabelagola, Gulbarga and Bagalkot, besides two in Bangalore, he said. Law and Parliamentary Affairs Minister H K Patil, who inaugurated the library kiosk said that more libraries should be opened in rural areas and the concept of e-library should be extended to them. Mr Patil also commended Mr F S Durgannavar, former chief librarian, City Central Library, Malleswaram for designing the library kiosk. The kiosk is developed by Saral Solutions. President of India to Launch AMRITA-ISRO VRC Network on July 6, 2005 at AMRITA University Campus in Coimbatore Amrita Vishwa Vidyapeetham, a multi-campus, multi-disciplinary University is collaborating with ISRO, India's foremost agency for space technology and research, to launch the AMRITA-ISRO VRC Satellite Network, a comprehensive Satellite-based Rural Transformation Initiative. Book lover in Orissa village runs a free library of 30,000 books Madanapur(Orissa): A book lover in Madanapur village of Balasore district in Orissa shares his passion for knowledge and is taking on the fight against ignorance by running a free library of over 30,000 books at his home. In his quest and thirst for knowledge, Bikash Satpathy started 'Loknath' library in 1990.The library, was first set up in a room at his father's residence with as few as 50 books, but this collection has gradually increased over the years to some 30,000 books of different genres, ranging from 300-year-old, palm leaf manuscripts to biographies of famous people. "Human life is very precious but people in villages are ignorant and illiterate and so through my library I want to help these villagers gain knowledge and develop their mental faculties," claims Bikash. The collection includes books in Oriya, English, Hindi, Bengali and Telugu and genre such as fiction, poetry, biography, reference, magazines and periodicals. The library, which is open to all, free of cost, is a "house of knowledge" for many of the villagers. "We get all kinds of books here which are either not available outside or which we cannot afford. The best thing about this library is that we don't have to pay anything to read the books," said Gopal Behera, a villager. Works of eminent authors like Fakir Mohan, Senapati, Gangadhar Meher and Laxmikanta Mohapatra are part of the Oriya collection. Besides, many books that the library houses, there are also a number of interesting bric-a-bracs such as caps of navy, police and army officials, a vast collection of stamps, foreign currency and coins which are on display for curious visitors. "We can call this library a museum because we find a lot of things which we've only heard of before for instance here we have foreign currencies which we never thought we would be able to see in this small village," said Jasabanta Jena, another villager. And the English collection of over 1500 includes the works Leo Tolstoy, Rabindranath Tagore, the autobiography of Jawaharlal Nehru and some periodicals published between 1925 and 1936. For the residents of Madanapur village where the literacy rate is around 40 per cent, the library is its soul and pride. Hi, So far the Wikipedias in Indian languages have seen very slow progress. These are among the lowest ratio "number of articles / number of speakers". There a number of technical and other reasons. Some people from the Wikimedia Foundation think that a financial help may boost these languages. They are willing to sponsor students who might contribute writing articles in Indian languages on different subjects for Wikipedia. Yahoo has enhanced its My Web personal search service to enable users to share their personal Web index of pages and links. Here is a message from Prof. Peter Suber on a new directory of OA journals. Arun A new, larger list of OA journals Jan Szczepanski, a librarian at Sweden's Goteborg University, has been collecting links and information on OA journals for years. While the DOAJ lists 1,625 OA journals (today), Jan's collection lists 3,759 current OA journals and 608 historic, retrodigitized OA journals (today). Until now, his collection was not available online. But with his permission, I've posted Jan's files to my site for all to use or download. It was not possible to convert them to HTML, but they should be usable in their present forms. If your browser will not display the files, you should be able to download them. Jan's list is larger than the DOAJ list in part because the DOAJ is working through a backlog, in part because Jan has focused especially on the humanities, and in part because Jan is willing to list journals that are not peer reviewed. Google on Tuesday rolled out personalized search to users who have opted to forego privacy concerns and have the company save records of their search history. With the new tool, Google will filter searches to predict which results might be most relevant to the user. In addition to increased personalization, Google made other significant steps toward becoming a portal like competitors Yahoo and MSN by expanding its mapping and multimedia offerings. Google Earth, a mapping application now available free of charge, has three-dimensional models of major U.S. cities. It also identifies local businesses and points of interest from Google Local. A satellite zoom function takes users from planet to street level. For $20, Google Earth Plus has GPS integration, higher resolution printing, and annotation. For $400, professional users can get further customization. All three products are based on technology that originated at Keyhole, a startup that Google bought last October for an undisclosed amount. The latest releases followed Monday’s announcement of Google’s own video player, based on the open-source cross-platform media player VLC. The player includes an attempt at keyword search in video. The move was praised by open-source advocates, including the Participatory Culture Foundation (PCF), which also uses VLC. “Internet TV has been held back by proprietary battles over codecs [video compression formatting] and delivery,” said Tiffiniy Cheng of the PCF, who predicted that Google’s clout in the space would rapidly ramp up improvement to video players. Indeed, on Tuesday, a day after Google Video Viewer made its debut, it was widely reported that 21-year-old Norwegian hacker Jon Lech Johansen had modified the Google code to make it possible to watch any video, regardless of origin. New education tools from Microsoft

Microsoft announced a bouquet of software products targeting schools. The offerings include a beta version of the Microsoft Shared Computer Toolkit for Windows XP, designed for computers being used in school computer labs, public libraries, Internet cafes or other shared locations. The software allows administrators to add safety features to those types of systems, which are often more vulnerable to spyware and viruses. For example, new Windows Disk Protection technology tracks changes made by users and restores the computer to its original state after people log off, discarding their changes. Also, a restrictions tool on Shared Computer Toolkit lets administrators decide what people can do on a PC. Access to drives and system utilities such as the control panel, command prompt and registry editor can be blocked, for example. Although this software is not designed for IT pros, it likely will help them as well, according to Microsoft. Another product, Learning Essentials for Microsoft Office, available in July, runs atop Microsoft's XP or Office 2003, and includes project and tutorial assistance from a number of education publishers. Among its features: templates for MS Office Word and Excel and PowerPoint. The software will be available for free to schools that subscribe to a Microsoft Academic Volume Licensing program for Microsoft Office. A third product, Microsoft Student 2006, includes the Learning Essentials package, along with a graphing calculator and curriculum-based templates and tutorials for a range of school subjects including history, languages and science. Friends: I see many postings in this (eGovIndia) list on open source software, but hardly any on open access to scientific and scholarly literature. As you may be aware, most research in India, be it in universities and other higher educational institutions or in research laboratories, is funded by the Government. It is only logical that publicly funded research should be made available to everyone. Unfortunately, most Indian researchers WANT to publish in journals published by COMMERCIAL publishers operating out of the western countries. And many of them succeed in getting their papers accepted by these foreign (commercial) journals. What is more, Indian authors surrender their copyright to these journals. Effectively our government (and Indian taxpayers) are funding research whose results are under copyright of commercial publishers in the West! These publishers sell their journals at enormous subscription prices, of the order of 2-20 thousand dollars a year. And Indian libraries, at least some of them, subscribe to these expensive journals. Of course there is an alternative. The government and funding agencies can adopt a policy whereby results of all publicly funded research would be required to be published in open access journals (no subscription for the electronic version) and be deposited in interoperable open access archives. There are a few thousand such open access journals and about 500 such archives around the world (as of now). All the journals published by the Indian Academy of Sciences, Indian National Science Academy and Current Science Association are open access journals. MedKnow Publications of Bombay also publishes several open access journals (in the area of medicine). There are also a few Indian archives. The most well known is the Eprints archive at the Indian Institute of Science, Bangalore. A good example of an Indian central archive (where any researcher can deposit his/her paper) is OpenMED of NIC. Members of this list should lend their support to the setting up of many more interoperable institutional archives in India and to persuade journal publishers in India, both in the government and in the private sector, to make their journals OA journals. SUMMARY OF RCUK POSITION STATEMENT ON ACCESS TO RESEARCH OUTPUTS This document summarises the RCUK position on the dissemination of and access to research outputs in the form of journal articles or conference proceedings. A fuller statement of the position is available at http://www.rcuk.ac.uk. The position is founded on four fundamental principles: . Ideas and knowledge derived from publicly-funded research must be made available and accessible for public use, interrogation, and scrutiny, as widely, rapidly and effectively as practicable. . Effective mechanisms are in place to ensure that published research outputs must be subject to rigorous quality assurance, through peer review. . The models and mechanisms for publication and access to research results must be both efficient and cost-effective in the use of public funds. . The outputs from current and future research must be preserved and remain accessible not only for the next few years but for future generations. Communication, Access, and Availability The development of Internet technologies providing access to a range of distributed information resources has enabled new possibilities for the delivery of information as an output of research. E-print repositories and open access journals have both developed as part of this change in technology, and RCUK considers that both can help improve access to the results of publicly funded research. RCUK believes that e-print repositories provide an opportunity to enhance access to research publications. Research Councils will work with partners to set out a strategy for developing in particular the network of institutional e-print repositories, and promoting their role. But promotion in itself is not sufficient. Therefore, Research Councils will require for all grants awarded from 1 October 2005 that, subject to copyright and licensing arrangements, a copy of any resultant published journal articles or conference proceedings should be deposited in an appropriate e-print repository (either institutional or subject-based) wherever such a repository is available to the award-holder. Deposit should take place at the earliest opportunity, wherever possible at or around the time of publication. There will be no obligation to set up a repository where none exists at present. Although RCUK sees advantages in the deposit of material in institutional repositories, Research Councils will leave to authors the choice of which is the most appropriate repository for their publications. Research Councils will also encourage, but not formally oblige, award-holders to deposit articles arising from grants awarded before 1 October 2005. By the end of 2008, RCUK will review the development of e-print repositories and the requirement to deposit. Full implementation of the above requirements depends upon copyright and licensing practice, and RCUK will engage the publishing industry and other partners to develop effective policy and practice in this area. Quality Assurance Rigorous, high-quality peer review remains the guarantor of quality whatever the medium of publication, and must be the norm as new models develop. There is no reason in principle why emerging publication and dissemination models should adversely affect either the key processes or the quality of peer review. E-print repositories that carry published material must make a clear distinction between articles that have been peer-reviewed and those that have not - and also between different pre-print versions. RCUK will work with the managers of e-print repositories to develop a standard for making clear to all users the distinction between pre-prints and post-prints. Cost-effectiveness The costs of communication and dissemination are an integral part of the costs of research itself, however they are met. Research Councils are interested in ensuring that the mechanisms of communication, and the financial models that support them, are as efficient and effective as possible. Councils recognise that, although e-print repositories provide clear benefits, they also impose costs on institutions and on the bodies that provide the necessary co-ordination and support for networking, interoperability and preservation. Adoption of an "author-pays" publication model is also likely to lead to some shift in costs, small initially, but probably larger in the longer-term. Councils will ensure that applicants for grants are allowed, subject to justification of cost-effectiveness, to include in the costing of their projects the predicted costs of any publication in author-pays journals. Such charges will be one of the elements of Full Economic Costs. VAT is payable on electronic publications at the standard rate of 17.5 per cent, whereas printed publications are zero-rated. The Government's conclusion that relief from this burden is not possible is disappointing. RCUK is concerned that VAT makes for an unfair distortion of the research publications market, and undermines the Government's intention to ensure a level playing field in that market. Long-term preservation As we move to new models of publication and dissemination, a key challenge is to ensure that digital media remain as durable as printed material has been in the past, and that the costs of long-term archiving are manageable. This applies also to the preservation of the data underpinning what is published. RCUK draws a distinction between two overlapping purposes: (a) making published material quickly and easily available, free of charge to users at the point of use, and (b) long-term preservation and curation. The British Library, and the other Legal Deposit Libraries, have a critical role to play in the preservation of digital publications. The Research Councils need to engage in a dialogue with the British Library and other stakeholders about issues of long-term preservation and access, including the potential for them to extend their roles in preserving and making accessible research publications and related data in digital formats. Learned Societies RCUK views the Learned Societies as key members of the research community whose work the Research Councils support. Following the popularity of CDs containing Tamil Language versions of open source software, the Indian government is giving away millions of Hindi Language CDs. Last month, ZDNet UK reported that the Indian government would distribute 3.5m free CDs containing Tamil Language versions of open source applications, including the Firefox browser and the OpenOffice.org productivity suite. Within a month the project had received requests for 85,000 CDs, thousands of downloads from its Web site, and had attracted the attention of the President of India, APJ Abdul Kalam. This week the government started distributing CDs in Hindi, according to R.K.V.S. Raman, a researcher at the Centre for Development of Advanced Computing, an organisation involved in the production of the CD. The initiative has been funded by the Indian government, which hopes to encourage the use of computers. It plans to distribute 3.5 million copies of the Hindi Language CDs. The Hindi CDs were officially launched by Sonia Gandhi, the president of the Indian Congress party, in a ceremony that was also attended by the Indian IT Minister and local journalists. The CDs are available for both the Windows and Linux operating systems. This is important as Windows is the most popular desktop operating system in India, said Raman. The project hopes that once people are used to the open source software, they will find it easier to migrate to Linux. "While packaging the CD we kept in mind that most of the current end users are hooked on to Windows and would need to be acclimatised to same set of tools on both platforms," said Raman in a mailing list posting. "In [the] future when the transition occurs to Linux, people [will] have [the] same set tools thus making [the] transition smooth." While many of the applications available on the CD were released under the GNU General Public License (GPL), the fonts were not released under this license. Raman explained to ZDNet UK that this was to protect the intellectual property of the companies that had donated the fonts. The CD can be freely copied and redistributed, but the fonts cannot be packaged with other software, according to Raman. The next stage of the project is to distribute CDs containing applications in Punjabi, a popular Indian language. This launch is due to happen in August and as Punjabi is also spoken in Pakistan, the project hopes to hold launch events in both countries.

OCLC will begin a pilot project later this month designed to make it easier library staff and patrons to find and use full-text electronic journals in library collections. The pilot will involve 20 libraries and four partners--TDNet, EBSCO, Serials Solutions and Ex Libris. The pilot will make e-serials as visible as print materials in WorldCat and will expose those records to searchers on the open Web through the Open WorldCat program. During the pilot, OCLC will receive monthly holdings statements representing the eserials collections of participating libraries from partners in the pilot or, in some cases, directly from the libraries. OCLC will automatically set and maintain those holdings in WorldCat, the OCLC online union catalog, on behalf of the participating libraries. This collaboration will allow pilot libraries to efficiently contribute their e-serials collections to WorldCat and ensure that these holdings are current and accurate. Google officially launched video.google.com. Alongside the new site comes a new browser plug-in based on VLC, the open source video player. With the plug-in installed, users can search and view videos marked with a play button (example). Google describe the service as part of their mission to "organize the world's information, and that includes the thousands of programs that play on our TVs every day". The search technology examines transcript and meta-data associated with the video to provide relevant results for the user. The service also offers information like when the next edition of the program will be screened. "Just type in your search term (for instance, ipod or Napa Valley) or do a more advanced search (for instance, title:nightline) and Google Video will search the closed captioning and text descriptions of all the videos in our archive for relevant results. Click on a video title on your results page and you can view still images from the video and, where a transcript is available, short snippets of transcript text." News from the University of Southampton Ref: 05/117 23 June 2005 New international study demonstrates worldwide readiness for Open Access mandate ---------------------------------------------------------------------------- A wide-ranging new international study across all disciplines has found that over 80 per cent of academic researchers the world over would willingly comply with a mandate to deposit copies of their articles in an institutional repository. The findings of the study, carried out by Key Perspectives Ltd, for the Joint Information Systems Committee (JISC) in the UK, have been greeted by Southampton's Professor Stevan Harnad as 'a historic turning point in the worldwide research community's progress towards 100 per cent Open Access'. The new results are being reported this week at the International Conference on Policies and Strategies for Open Access to Scientific Information in Beijing, China (22-24 June 2005) by Dr Alma Swan of Key Perspectives, along with new findings from Dr Les Carr, of the School of Electronics and Computer Science at the University of Southampton, the only UK university that already has a self-archiving mandate. Southampton is a leader in the worldwide Open Access movement. The international, cross-disciplinary study on Open Access had 1296 respondents. The main findings are: * The vast majority of authors (81 per cent) would comply willingly with a mandate from their employer or research funder to deposit copies of their articles in an institutional or subject-based repository; a further 14 per cent would comply reluctantly, and only 5 per cent would not comply (highest willingness, US: 88 per cent; UK: 83 per cent; lowest, China: 58 per cent). * 49 per cent of respondents had already self-archived at least one article in the previous three years * 31 per cent of respondents were not yet aware of the possibilities of self-archiving * Use of institutional repositories for self-archiving had doubled since the first survey (2004) ; the University of Southampton has the highest rate of self-archiving in the UK * Only 20 per cent of authors who self-archived reported any degree of difficulty in self-archiving, and this dropped to 9 per cent with subsequent experience. Les Carr's analyses of Southampton web-logs show that it takes 10 minutes for the first paper, and even less for subsequent papers. * Self-archiving is done the most by those researchers who publish the most papers * Researchers' primary purpose in publishing is to have an impact on their fields (i.e., to be read, used, built upon, and cited) In a separate exercise the American Physical Society (APS) and the Institute of Physics Publishing Ltd (IOPP) were asked about their experiences over the last 14 years of existence of arXiv (the open e-print archive which has over 300,000 physics papers deposited). Both publishers said that they could not identify any loss of subscriptions due to arXiv, did not view it as a threat to their own publishing activities and indeed encouraged it. 'These results are hugely important,' said Stevan Harnad, 'and will be highly influential. Currently only 15 per cent of articles are being self-archived worldwide, but we can see from the survey that the overwhelming majority of academic authors everywhere would willingly self-archive if they were asked to do so. On the critical question of whether the optimal route for self-archiving is the central one (as favoured by the US National Institutes of Health) or the distributed institutional model (favoured by the UK), Professor Harnad says that the JISC/Key Perspectives reports provide strong support for the UK Parliamentary Select Committee, which specifically proposed distributed institutional self-archiving. Hindi software tools and fonts

In a drive to take computers to the masses through local language interfaces, the IT Department today released free Hindi software tools and fonts, and said such software would made available in 22 Indian languages within the next six months. Releasing the software in the Capital, the National Advisory Council (NAC) Chairperson, Ms Sonia Gandhi, said, "With this launch, we have taken one more progressive step. Mr Rajiv Gandhi would have been happy to see the rapid strides that our country is taking in the IT sector, as this was his dream." The software can either be downloaded from the Web site www.ildc.gov.in or ordered in a CD format. The CD contains tools developed by the Centre for Development of Advanced Computing (C-DAC), IIIT, Hyderabad, and private companies such as Modular Infotech, Cyberscape Multimedia Ltd, Priya Informatics, Cadgraf Digital System Ltd, C K Technologies, Prologix and Softview.
