Interacting with mediapersons on the sidelines of `Information Technology, Information Technology-Enabled Services Industry-Academia Meet 2005' at Bannari Amman Institute of Technology here on Wednesday, Karnik said, "This Special Education Zone can be carried out on an experimental basis at four to five places and, if the model proves successful, it can be extended to all corners of the country." The constraints imposed by governments "make it difficult" for professional colleges to function, he pointed out. Karnik said those wanting to set up institutions in those zones should be able to do so with minimum hassles and run the institution with "complete autonomy." Tomas Allen IFLA / OCLC Early Career Development Fellowship 2007 Program Guidelines Contents Program Overview Selection Process and Award Notification Key Dates Provisions of Award Eligibility Limitations and Liabilities Application Procedures Qualifying Countries Program Overview The IFLA / OCLC Early Career Development Fellowship Program provides early career development and continuing education for library and information science professionals from countries with developing economies. The program is jointly sponsored by the International Federation of Library Associations and Institutions (IFLA), OCLC Online Computer Library Center and the American Theological Library Association (ATLA). On an annual basis program sponsors select up to five individuals, including a theological librarian, to come to OCLCs headquarters in Dublin, Ohio, USA, for a four-week intensive program of lectures, seminars and mentoring. Topics and issues include information technologies and their impact on libraries, library operations and management, and global cooperative librarianship. During their visit to the United States, Fellows participate in seminars and workshops, visit selected North American libraries and cultural heritage institutions, and observe portions of an OCLC Members Council meeting. Key services and activities of program sponsors IFLA, OCLC and ATLA are highlighted. Visits to selected North American libraries, including the Library of Congress, and cultural heritage institutions provide an opportunity for Fellows to meet leading practitioners and discuss real-world solutions to the challenges facing libraries today. By observing a Members Council meeting, the Fellows gain insight into issues affecting global library cooperation and are exposed to the governance of a global library cooperative. Fellows translate their learning and experiences into specific professional development plans that guide their continued growth as well as their personal contributions to their home institutions and country of origin. Key Dates 2007 Program Applications Accepted September 2005 March 17, 2006 2007 Application Deadline March 17, 2006 2007 Applicant Selection Process April - July 2006 2007 Award Announcement August 2006 2007 Program. April - May 2007 (actual program dates to be determined) Eligibility Promising library and information science professionals who are in early stages of career development and who meet all of the qualifications are encouraged to apply. Applicants must: Have a qualifying degree in library or information science (qualifying degree may vary depending upon country of origin) Have obtained the qualifying degree between 2001 and 2005 Have at least two years, but no more than ten years, of library or information science experience Be a legal national from a qualifying country (see list of Qualifying Countries) and be working as a librarian or information science professional in that country Read and speak English proficiently Have a valid passport Be able to obtain an appropriate visa permitting legal entry into the United States Application Procedures For consideration, qualified applicants must prepare and submit an application. The application must follow the content outline and format described in the document Application 2007. The completed application PLUS three letters of recommendation must be received by OCLC no later than Friday, March 17, 2006. Selection Process and Award Notification All applications and letters of recommendation received by the deadline will be reviewed for completeness and responsiveness to the application criteria. Materials received after March 17, 2006 will not be considered. Notification acknowledging receipt of materials will be sent to applicants and to persons providing letters of recommendation. Due to high volume, committee members will not respond to inquiries about application status. A specially appointed Selection Committee, comprised of representatives from the three sponsoring organizations, will evaluate and score the applications and propose award winners to the Vice President, OCLC Member Services, who shall have final selection authority. Award recipients will be contacted to confirm their participation. Award recipients will be announced at the World Library and Information Congress: 72nd IFLA General Conference and Council in Seoul, Republic of Korea, August 2006. Names of award recipients will be posted on the OCLC website after the announcement is made at the IFLA General Conference. Provisions of Award For each Fellow, the award provides: Round-trip airfare, coach class, to the United States from the recipients home country (transportation to and from the airport in the recipients home country is the responsibility of the award recipient) Lodging while in the United States (arranged by OCLC) Transportation within the United States or Canada related to library visits (arranged by OCLC) Per diem while in the United States (amount determined by OCLC) Book allowance (amount determined by OCLC) The award does not provide for (and award recipient is responsible for): Any costs associated with preparing and submitting an application Any costs associated with obtaining a valid passport, passport photos, document processing, or other costs associated with entering the United States legally except as noted, above Any costs associated with travel unrelated to Fellowship activities, insurance, entertainment, personal affects, meals, clothing, toiletries, souvenirs, or other incidental expenses incurred by the award recipient. (The per diem amount included in the award is intended to be applied toward these types of costs.) Any costs other than those specifically enumerated, above Limitations and Liabilities Participation in the program is contingent upon the award recipient being able to legally enter the United States and participate in the program. By accepting the award, the award recipient assumes all risk for illness, injury (including death) or other mishap that he or she may suffer during his or her presence in the United States and during travel to, from, or within the United States or any other country. OCLC, IFLA and ATLA shall have no liability of any type for any such occurrence. Dear members, I would like to know the eligibility norms for UGC funded major and minor reseach projects for LIS professinals in academic settings. One of my friend's application for minor reasearch project has been rejected by the UGC on the pretext that she is a librarian in a college (and not a Library Science teacher probably). When the appointment criteria (Qualifications, NET/SET), Payscale, Career advancement scheme, etc is similar between college librarians and LIS teachers, is it fair that librarians be denied research oppurtunities. Seeking more information on the issue. Some of the measures we take in our library are outlined below 1. To do complete stock checking of a huge library (above 50,000 volumes) is not an easy task. In this connection please find a copy of Good offices committee rules which sounds appropriate.We are in the process of acquiring Autodata capturing device to do stock verification without closing the library as far as possible. 2. Loss of books by students/faculty needs to be replaced by the person who is instrumental for such an act. These can not be written off. Remarks must be made in the accession register as to who has lost and what number is assigned for the replaced book. 3. The library staff are considered responsible for collection,use, preservation, protection & maintenance of books .The librarian is expected to report to the library committee/director and find out ways and means to plug in abuse of literature, theft etc. and motivate the users in correct use of books. Alert staff is an asset to the library.However, it is unethical to penalise the library staff for the mischief played by the users of the library. Our library for instance, is open to readers from 8.30 A.M. to 8.30 P.M. and staff work on shifts.It is of utmost importance to give more attention to security measures & ensure that the losses are minimal. 4. Long overdue books , fine etc. are features in every library. For this we give regular reminders and try to recover the books before the person leaves. We also see that soon after verification period the users are stopped from taking further books until they clear their dues. In spite of deterrents we still have very few cases for which we find a solution at the library committee meeting . 5. So far we have not weeded out books of value, which are exhaustively used. Books like directories, yearbooks,annual reports which have temporary value are being listed and approval for withdrawal is sought from the senate. Being an Academic/Research library generally students have their own textbooks and multiple copies of books of temporary value are therefore not purchased.We have formulated ordinance for withdrawal of books and is yet to get a nod from the new senate 6. It is necessary to avoid obtaining books of unused nature. Healthy collection development policies like purchasing / accepting and accessioning books of value, analysing gift books before adding to library collection, would reduce this problem. Books that are old & need to be preserved ,but are not in a position to withstand the environmental conditions do exist in our library. They are being separated and we are converting them into CD-ROM. This process has to be done judiciously taking into consideration the copyright rules. Best wishes, Shantha Venkatesan. Dear All, At the outset I would like to comment on Mr. Sudhir's observations (see the extract at the end of this mail) in this thread at the Forum. 1.The topic for discussion presented is a general trend in India and isn't an issue only to a State or at an Institutional level. There may be exceptions in this context. 2. But it is a fact that there is a decrease in the number of candidates clearing the exam for the last three or four years, even with a steady increase of NET aspirants. In the past there certainly had the candidates qualifying 2 or 3 times. But things changed now. 3.There is no question of diluting NET exam for getting more aspirants. Since LIS education is widespread in India, the profession demands more competent young professionals having NET. In other words we can't wind up LIS courses for 'concentrating' LIS manpower/UGC NET qualifiers. As pointed out by Mr. Prakash (Inflibnet), it is the right time to present our views before the committee constituted to review NET. LIS teachers may be the competent authority to embark, along with professional bodies at the national/regional levels. There must be consensus distilled out from various Email Discussion Fora on things revolving around NET in LIS. Among other things, the following may be the matters of concern. (i). Quality of LIS education in India: (ii). Revision of syllabi: Every year UGC has a same set of syllabus (may be years old) even with the some obsolete concepts. (iii). Conduct of exams: I think UGC could think for exams three times a year. Question booklets should be retained by the candidates (at least for the first paper) and answer keys for various versions can be published. Similarly the questions for other two papers should be made available at the site. (iv). Declaration of results: The results of NET exam at one session should be published before the advertisement for the next session OR at least before the last date of submission of applications. (v). Consider the right of candidates: -UGC is liable to convey the cut off marks, especially for the first two papers and if there is diferent cut offs for different subjects, that thing also. -If all the papers are valued, then the marks earned in each paper etc. -In cases, where candidates couldn't qualify, then marks obtained at the first/second or both papers should be informed. -Statistics regarding the total number of candidates appeared and cleared the test in each subject, including university wise statistics. I have qualified it in two different times in Lb. & Inf. Science itself! Recently in an interview for the post of I st gade Libraraian at the Kottayam based college, there were more than 15 candidates applied. There are enough number of NET qualified library professionals are available in the state. Of course, there should be periodic changes in the exam pattern, and in the syllabi .It is ecouraging that UGC itself has constituted a committee in this regards. Upset over Google's plan to scan books from university library shelves, publisher Rowman & Littlefield has pulled out of the Google print for Publishers program and refused a meeting with Google. In an email exchange, Jed Lyons, president and CEO of the Rowman & Littlefield Publishing group, Inc., and the National book Network, called the Google Print Library project "an outrageous rip-off". Rowman & Littlefield is the only publisher to withdraw from the publisher program because of the Library Project. So, why object to the permission based program, Google asked. Lyons said the library project is"flagrantly violating U.S. copyright law", so his company won't participate in any Google program "until you stop this illegal activity". Lyons pointed to the difficulties the plan has caused for one prolific author, Bard College theologian Jacob Neusner, who has authored or edited as many as 900 volumes, cited a burdensome "opt-out" process, in which Google asked him to check for proper rights clearance, which is typically the responsibility of the party doing the copying or its agent. Excerpt from the executive summary: In just a handful of years, an enormous amount of richly detailed and flexible digital material has been amassed in the UK as technology has expanded to make it possible: a conservative estimate suggests �130 million of public money has been spent on the creation of digital content since the mid-1990s. Nevertheless, this growth has been as unstructured as it has been phenomenal, and the material has accumulated in the absence of a UK framework for digitisation to advise on content, standards and sustainability, rather than in response to one....Moreover, digital projects have tended to be driven by supply rather than demand, spurred by opportunity instead of actual need. A wealth of material in museums, libraries, archives and journals remains undigitised, despite the pressing need to sustain the momentum, to continue to create resources of increasing value and comprehensiveness for the end user. The very existence of powerful search facilities is changing users' behaviour and expectations. Future digitisation programmes must respond to this and need to be more clearly informed by researchers' needs....In 2005, JISC and the Consortium of University Research Libraries (CURL) commissioned Loughborough University to undertake an in-depth investigation into the current state of digitisation in the UK, and this document draws on its findings....Loughborough's research uncovered deep fragmentation in all components of the digitisation infrastructure: the records of available material, the provision of e-resources for different disciplines, the metadata and standards used, the advisory and support services, the availability of funding, the differing priorities of funders, and variable hosting, delivery and authentication methods. Yet the very interconnectedness of the elements of the digitisation process, where each impacts on the other, makes it both easier and more essential to place them within a framework which can make formal links that resonate across all operations. All shortcomings identified in Loughborough's study can therefore begin to be addressed, from inadequate metadata to lack of collaboration, by uniting the various sectors through a UK framework for digitisation. A UKwide strategy would assist in filling gaps in provision, cut across the efforts of individual funders and digitising organisations, reduce overlaps between support services and assist in the provision, take up and use of resources. Fears that any such 'nationalisation' might stifle local innovation can be allayed by emphasising the flexible nature of the framework we envisage; one which would issue clear guidelines rather than prescriptive demands, which would draw up 'gold standards' to be regularly reviewed. Such a framework, then, should be coordinated and distributed, rather than centralised, and ensure effective networking of expertise across different sectors. Sir, In recent years there is a sharp decline in the number of students qualifying UGC-NET exam from univty. of Kerala. At the same time the numbers are high in Calict and MG univties.It does'nt mean that the quality of students of our univty is not upto the mark! Many have qualified NET earlier, ie from 1991 onwards. I have qualified it in two different times in Lb. & Inf. Science itself! Recently in an interview for the post of I st gade Libraraian at the Kottayam based college, there were more than 15 candidates applied. There are enough number of NET qualified library professionals are available in the state. Of course, there should be periodic changes in the exam pattern, and in the syllabi .It is ecouraging that UGC itself has constituted a committee in this regards. The question raised by Mr.Nair is of concern to all the students and I very much appreciate if some one can make the following recommendations to the board: 1. Markslist to Universities (subjectwise) need to be provided, so that students will know which paper they could not clear, out of three. 2. The result of NET exam should be declared before the advertisement is made for the next exam. Some time the results are declared after paying the fee for the next exam. 3. Some statistics about the results need to be provided. It is importnat to know which Dept ( Uni ) is producing the maximum successful candidates, so that other students will try to glance through the syllabus of such universities. 4. Students need to know What is the minimum passing marks, whether it is fixed or relative grading. Latest Independent International Survey Shows Strong Support Among Senior Research Authors for Many Aspects of the Established Publishing System

Dear All, A comprehensive new global survey of 5,513 senior researchers who publish in scholarly journals shows strong support for many aspects of the current publishing model. In selecting where to publish, the key factor for authors is the prestige of the publishing outlet, as indicated by the journal's reputation, readership or its impact factor. In contrast, the research community attaches the least importance to retaining copyright to the published article or to the ability to deposit pre- or post-prints in repositories. Peer review remains the cornerstone of scholarly publishing for most research authors. They give overwhelming emphasis (96.2%) to the value of peer review in regulating the quality of what is published and in underpinning the vitality and integrity of the scientific discovery process. Recent experiences are highly positive - 77% found referees' comments helpful. One author commented: "[Peer review] is one of the most important safeguards we have to the quality of published work. With the expansion of the Internet and the explosion of junk information on the web it is absolutely essential to have a strong system of checks and balances. ... The degree of misinformation ... is astronomical and perverse." Highlighting the challenge to the role of libraries in scientific discovery, researchers have become very dependent on, and supportive of, the convenience and speed of electronic research tools, including following up references by 'chaining' from one document to another, through abstracting services and publishers' websites. Awareness of open access issues has increased, the survey shows, although as a publishing model it has not been widely embraced. Authors knowing "a lot" or "quite a lot" about open access publishing has risen from 18% to 30% since last year's survey. However, 69% of authors still know only "a little" or "nothing at all" about the issue. The vast majority of authors still do not publish in an open access journal, or do not view publishing in an Open Access journal as a major issue for them. The researchers point out that the increase in those who claim to publish in an open access journal may arise from confusion between true open access journals and those more numerous titles that, although subscription-based, are freely available to researchers at the point of use, e.g. via library subscriptions. Other research suggests that 65% of authors who claimed to have last published in an open access journal had in fact published in a "traditional" journal. A clear majority of authors believe that a major shift to open access would undermine the current model of scholarly publishing. 43% of authors view open access as being "very" or "quite" disruptive. While many believe that open access publishing would make it easier to access articles, they do not believe that it would improve the quality of the articles. Not surprisingly, few authors voiced enthusiasm for author-pays models - not least, perhaps, because almost a third of respondents had in fact published most of their recent work without external funding (i.e. with none, or fewer than 50%, of their papers being funded). Overall, the new survey casts "real doubt" (says the report) "on the feasibility of author pays business models across the board." Depositing published articles in an institutional repository, recently mandated by some funding bodies, remains an unfamiliar experience for most authors. Fewer than 16% had actual experience of posting articles to a repository and 38% of those responding declared an unwillingness to place their articles in a repository. The research surveyed author opinion in all global regions and was carried out by CIBER with support from The Publishers Association and the International Association of STM Publishers, as a basis for evidence-based policy-making.
