Dear Friends, Excerpts of National Workshop on “Design and Organisation of Institutional Repositories (IR) Using DSpace (1.5.2)” organised by Library and Information Centre, B. N. M. Institution of Technology, Bangalore on 9th January 2010. The workshop witnessed astounding response from 180 plus delegates across the country out of which 110 participants were from the VTU affiliated engineering colleges. The Inaugural function commenced with the welcome address by Dr. K. Udayakumar, Principal, BNMIT. The program formally inaugurated by lighting the lamp by Prof. Balaji, Registrar, VTU, Dr. I. K. Ravichandra Rao, Professor, DRTC, ISI, Prof. B. C. Rajanna, Chairman, BNMIE, Sri. Narayana Rao Maanay, Secretary of BNMIE. R. M. Puttaswamy, Librarian, BNMIT and Organising Secretary, presented a brief note on the workshop. Dr. I. K. R. was felicitated by the management of BNMIE. After the felicitation Dr. I. K. R. delivered keynote address on the importance of IR, Issues, Challenges and he emphasized on the OAI and Metadata Harvesting. He has thrown light on digital revolution, advantages and objectives of IR. He pointed out, how students can make use of IR in their learning. He discussed about the content and management in terms of written policy on development of IR and indexing the content in IR. Another guest Dr. K. V. A. Balaji, Registrar, VTU, spoke on the strengths of Visvesvaraya Technological University in terms of no. of colleges, no. of UG, PG and Research Programs. He has appreciated the development of libraries in knowledge creation and dissemination. He also assured that university will provide any kind of support to interlink IRs developed by colleges with VTU research portal. Elaborating further, he mentioned that libraries should attract youngsters and make optimum utilization of available resources. Sri. Narayana Rao Maanay has released the DVD of the workshop. Prof. B. C. Rajanna delivered Presidential Remarks and he pointed out that how libraries are transformed from the traditional to virtual form. Prof. T. J. Rama Murthy, Director, BNMIE proposed vote of thanks. Dr. M. Krishna Murthy, DRTC was the resource person for the technical session; he delivered presentation on “An overview of Institutional Repositories – A present scenario & IR Open Access, Archives, OAI-PMH working principles”. After the first technical session, Sri. R.M. Putta Swamy, briefed about the Institutional Repositories maintained at BNMIT Library by Using DSpace. This session was well interacted by the delegates by getting the tips and ideas on design and organization of institutional Repositories. Afterwards participants were moved to computer lab for hands on session on installation of Fedora 9 operating system. After the delicious, lunch brainstorming hands-on-training session on DSpace 1.5.2 was started. The current version of DSpace 1.5.2 software was successfully installed and all the delegates were happy and expressed their satisfaction. Sri. Choudappa N., President, AKELPA felicitated the engineering college librarians who achieved their Ph.D. degree recently. They are, Dr. Dinesh K. S., who completed his Ph.D. degree under the supervision of Dr. Khaiser Nikam, UOM, Dr. K. R. Mulla under the supervision of Dr. Chandrashekar M., UOM and Dr. H. M. Chidananda Swamy under the guidance of Dr. B.U. Kannappanavar, Kuvempu University. Soon after the high-tea, concluding session commenced with a welcome speech by Dr. K. Ranga, Dean, BNMIT. Sri. R.M. Putta Swamy, presented the detailed report about the workshop. Few of the participants gave the feedback about the workshop. Sri. P.S. Manjunatha, Librarian, MBA library introduced the Chief Guest Dr. M. Krishna Murthy. Dr. Murthy spoke on the advantages of DSpace to colleges and said that in India this is the first workshop on DSpace 1.5.2 latest version of DSpace. Sri. Maanay delivered presidential remarks and expressed his happiness over the turn out as he was not expected and analysed it as created benchmark in the institution. He also opined that it is necessary to equip oneself to serve better in library to meet the challenge of the future with advent of future ICTs. Dr. Shana D. Gowda, Professor, concluded the session with vote of thanks. Copyright law allows users to use the copyrighted material for the private purpose (fair use policy) means personal, professional and knowledge update intention and barred from commercial gains. Library and information science professionals have to play a greater role in prevent all kinds of infringements in order to respect the original work and not hamper to its commercial value. Presently some plagiarism finding free software's available to stop lifting and illegally copying stuff to produce new. I think this is the best solution to overcome the infringement problems. Plagiarism and Indian LIS Professionals.

Respected forum members, Many LIS professionals in India in their books, papers submitted to seminar / conference / festschrift volume as well as magazines / journals including contents posted to their blog, message posted to online groups / forum are copied from some one else and try to showcase as their own. I have a very bitter experience and I think many of you too. Such practices should be avoided but no one taking serious steps in this regard. We are living in a digital society, where forget about the journal articles, even blog post, message posted to groups / forum even personal email and chat messages are treated as copyrighted. Its time to make a voice in this regard and explore such bad practices with evidences. No doubt, in moving to the same we will faced a lot of personal attack but we should be able to bear all of them to build a new practice of a culture society in LIS in India. So, in eliminating the garbage from the world of information explosion, I just want some cooperation form the Indian LIS Professionals, and I hope you will. Respected Members, The Indian Citation Index (ICI) is now becoming reality and hereby I am posting the introductory message on ICI by Mr. Prakash Chand, former Head of National Science Library and former Coordinator of CSIR e-journal Consortium. "Dear all, At first I wish you a very happy, peaceful and prosperous New Year 2010. Now I am completing six months of my superannuation from NISCAIR. I am happy to inform you that I have utilized this time to realize the dream of having long awaited "Indian Citation Index (ICI)" as a product/tool for the benefit of R&D community including planers, decision makers, funding agencies etc. You are well aware that "Indian Citation Index" is in talks by many people, organizations, and groups etc. for two decade but nothing could be translated. With a view to address this long felt need I started from July 2009 to plan, develop and bring out a multidisciplinary Indian Citation Index (ICI) through a society named "Knowledge Foundation" and in collaboration with M/s Divan Enterprise. Apparently, India is contributing good amount of knowledge contents but there is no tool for evaluation and measurement of its impact, quality and quantity. At international level few tools/databases like WoS and SCOPUS are available but coverage of Indian knowledge contents in these databases are negligible. Therefore, these tools/databases are not adequate to evaluate/analyze India's knowledge contents. To resolve similar limitation of international databases, few countries, like China, Korea, Japan etc. have already brought out their own citation indexes but we could not do it. Indian researchers, scholars, policy makers, decision takers, funding agencies and others too are facing it as a big problem to perform objectively and therefore, they essentially need this tool on immediate basis. Indian Citation Index Database (ICI) is a multidisciplinary research platform primarily intend to perform literature search and multiple angle evaluation using citations similar to international databases like WoS and SCOPUS. Citation databases are specialized Abstracting & Indexing information products used to evaluate, map and measure information contents using citations as the association of R&D ideas. The references that researchers cite in their papers make explicit links between their current research and prior work in the literature archive. Indian Citation Index (ICI) organizes these intellectual links by listing both cited and citing works. Like other indexes, ICI enables users to move back in time to previously published papers, but uniquely one can also look forward in time to determine who has subsequently cited an earlier piece of research. Indian Citation Index (ICI) is a home grown database, planed to have multidisciplinary information/knowledge contents from about 1000 top Indian scholarly journals. It provides powerful search engine basically to perform search and evaluation for researchers, policy makers, decision makers etc. At present, it is planned to start with five years back files (depth) which would go over 10 years and beyond in next few month's time. ICI right now is in zero version stage and its alpha version is being issued for users feedback and comments by 15th January 2010 and thereafter shortly its beta version would be launched. It is also planed and working accordingly that in next few months ICI with full search and analytic features would be served to users for using long awaited essentially needed information product. The ICI is owned by M/s Divan Enterprise for all practical purposes. With above brief introduction, it is requested to use it and give your opinion, comments, observation etc. so that ICI may be corrected/molded accordingly and it can be made user friendly to extent possible . Here I would like to mention that so far the developed stage of ICI is 20% only of the total development and rest 80% development is going on rigorously which would be available to users soon. My doubt is can we assign DOI numbers to the articles which has already given DOI numbers by the publishers. Example: A DOI number is alloted by cropscience journal to the article of our institutional authors.. shall I give our DOI number to that particular article alongwith the publishers assigned DOI ??? The healing power of books Clare Allan A literacy project is being described as the most significant development in mental health practice in the last ten years. On January 8, I am going to Liverpool, north western England, to take part in a conference organised by Get Into Reading, a hugely inspiring outreach literacy programme run by The Reader Organisation, a charity dedicated to bringing about “a reading revolution”. Get Into Reading is the brainchild of Jane Davis, founder and director of the Reader Organisation. As an 18-year-old single mother living on state benefits, Ms. Davis discovered her local library, and never looked back. She believes “books can save lives” — believes it so passionately she has, in less than ten years, created an extraordinary movement, with 150 groups now meeting weekly in hospitals, prisons, refugee centres, children’s homes, libraries, YMCAs, day centres and homes for older people. They are spread throughout the north-west of England and in London, with more springing up around the U.K. and a recent commission to develop the project in Australia. These are not “book groups”, where people come together to discuss a book they have read; they are reading groups, led by trained Get Into Reading project workers, who read the texts aloud, with group members joining in as much or as little as they wish. Interruptions are encouraged and often lead to spontaneous sharing of life experience. Texts include novels, short stories, poems, plays and works of non-fiction. And there is no dumbing down: Shakespeare, Chekhov and Milton have all been devoured, as well as works by contemporary writers such as Mitch Albom and Frank Cottrell Boyce. And while nothing is prescribed, or proscribed, the emphasis is on “great” literature — Tolstoy, say, rather than Agatha Christie. Nothing wrong with Agatha Christie, but the aim is to banish the sense some people have that great literature is not for them, that it belongs to academics in English departments. That is why the term a “reading revolution” is wholly appropriate. The storming of what Doris Lessing has described as “a treasure house of literature” is every bit as significant as the storming of the Winter Palace. Time was I might have thought this an overstatement. We have free public libraries, after all. There is nothing to stop people reading great books. Or is there? As a child of academic parents, it would never have occurred to me that I needed permission to read any book (TV was a different matter), but the mental health system is packed with people who have suffered their whole lives from the failure of others to recognise and respond to them as thinking, feeling, intelligent human beings. Parents, teachers and society in general have repeatedly reinforced the message that the doors to the treasure house are barred to the likes of them. Unfortunately, much mental health treatment does little to challenge it. Thankfully, there are signs this is starting to change. David Fearnley, a forensic psychiatrist at Ashworth high security hospital on Merseyside, Liverpool, runs a Get Into Reading group with patients. Books read include (delightfully) One Flew Over the Cuckoo’s Nest. Dr. Fearnley — the Royal College of Psychiatrists’ 2009 Psychiatrist of the Year — is unambiguous about the benefits. “Get Into Reading is one of the most significant developments to have taken place in Mersey Care [health board] and mental health practice in the last 10 years,” he says. Last word, though, should go to a dementia sufferer, who commented on reading poetry: “It moves you. Workshop on Quality Control Measures in Scientific Research Organized jointly by Kerala State Council for Science, Technology and Environment and Centre for Information Literacy Studies, University of Kerala 15 – 16 January 2010 at Department of Library and Information Science, University of Kerala, Thiruvananthapuram – 695 034 Objective of the Workshop The Theme of the Workshop is Quality Control Measures in Scientific Research. Its main objective is to familiarize the research community with the developments that have taken place at the global level in the field of research communication so as to enable them to be conversant with international practices adopted to maintain quality in research. Target group The Workshop is primarily aimed at Science administrators, Scientists, Research Guides in S & T, Research Scholars and Information Professionals working in R & D institutions and universities. The number of participants is restricted to 40. Preference will be given to researchers and information professionals working in the research institutions coming under the purview of Kerala State Council for Science Technology and Environment (KSCSTE). Topics covered The areas intended to be covered are: Changing trends in scientific communication Research tools in the Internet Indicators of research quality Bibliometric indicators Statistical analysis of research data Ensuring quality in research publications. Resource persons The resource persons include well known authorities in the field of Scientometrics led by Prof.. Subbiah Arunachalam, India's and the developing world's great advocate for open access. Travel and accommodation The participants have to make their own arrangements for the travel and accommodation. The organizers will provide course materials, lunch and light refreshments as part of the Workshop.
