If a book is really out of print and no longer published, is an institution legally allowed to borrow the book from somewhere and make a copy? Is it violation of copyright to photocopy them in case they are out of print? College librarian’s plight – DCE’s new circulation policy

Dear Sir/madam, Recently Department of Collegiate Education directed all the librarians to allow student to borrow books during the examinations. It is very difficult for librarians issue books during the exam time, that too at the end of the academic year (May-June). We usually do stock verification during March, if not during May-June. Because during this period there will be no circulation, so it is easy for librarian to do stock verifications. If we follow the directions, it is hard to do stock verifications. We hardly find any time to do stock verifications. That is one aspect. There are other issues- mainly in degree colleges that too from colleges located in taluk level, the student dropout rate is somewhat more (30-40 students drop every year). Most of the time these students never return books to library. If we issue books during the exam time this will increase further and what policies you have to protect librarians. Every year the library grant is given at the end of the financial year. We have to purchase books before March 31st. Otherwise the grant will be taken back. In such a case we have to purchase large number of books and they have to be accessioned and classified. This takes lot of time and effort. With hardly any man power support librarian can’t accession books and circulate them instantly. Exams in most of the colleges continue for more than two months, if the students allow for borrowing books during this period, books have to be issued every day for two months with no guarantee of returning them in time. At the time of returning books it will be in depleting condition. Librarian has to quarrel with the students. The decision is taken without the consultation of librarians. Even it was written that DCE received complaints from student associations. But the DCE never consulted librarians before taking the decisions. This is right time for the Karnataka State College Librarians Association to intervene and protect the interest of the student and librarians. The course was inaugurated by Prof.Bavakutty, HOD, DLIS, Kannur University. Dr.K.X.Joseph, Director,ASC presided and Dr.Jalaja, HOD,DLIS, calicut university welcomed the gathering. Prof.Bavakutty conducted an excellent session on internet searching skills. He explained different ways of searching the Web with illustrations which was very useful. Dr.M.G.Sreekumar and Mr. Biju from IIM, Kozhikode explained about digital libraries and demonstrated Greenstone digital library applications. Sri. Rajasekharan, Librarian, KILA said that the librarian who is ignorant about building digital library is treated as illiterate in the digital age. He trained the participants on how to build digital library using Greenstone. Dr.Rama Sesha from Mysore university conducted an excellent on information sources for research. He revealed that Acharya Rajaneesh read 1,67,000 books and maintained them in his personal library fully organised. Oh! What an intellectual Acharya Rajaneesh was!!! who was mis-represented by our main stream media. Dr. Rama also revealed the story of another bibliophile, Sri. Asuthosh Mukherjee who was keeping a personal library of 1,10,000 books. Sri.Tomson, Librarian, Devagiri college, Calicut and Dr.Dinesan Koovakai, Asst. Librarian from Central University Kasaragod demonstrated KOHA installation and its working in Linux platform. They informed us that KOHA is a free library management software and has all features of high cost proprietary softwares. Sri.Madhu, system administrator, Calicut university taught us important Linux commands. Prof. Bardol form Mangalore University spoke on professional ethics. He explained that library ethics are rooted in the Five laws of Library Science. Dr. Chandrasekhara from Mysore University conducted a session on Doublin Core meta-data standards. Sri.Husain, Librarian, Kerala Forest Research Institute said there is confusion among working librarians resulting from new generation library softwares and the practical difficulty arising during switching over existing data bases to new applications. Dr.Manikandan, Faculty from Dept. of Psychology, Feroke College Calicut conducted an excellent session on reserch design and use of SPSS package in data analysis. Dr. Muhammed Haneefa, Lecturer, DLIS, Calicut University, trained us on making web pages using HTML. This was highly effective. Dr. Kochu kosi, Librarian, Central Reference Library, Kolkata conducted an enlightening session on eary writing materials, eary printing and informed us about the recommendations of National Knowledge Comission on Librarires and LIS. Dr. Jacob Verghese, Faculty, IMG, Calicut had an inter-active session on inter-personal relations. He enlightened us that professional skills contribute only 20% in success while 80% contribution in success is from other areas especially human relation skills. Dr. Abdul Aseese, University Librarian(i/C), Calicut University showed us UGC-INFONET Service in the University and informed us that 9000+ journals are in the consortium. During the course we could participate in a seminar on "Best Practices in Libraries" jointly organised by DLIS, Calicut Iniversity and KLA. SrI. Jayarajan, Country Head, British library India, Dr. Anil Chalambra, HOD, Dept. of Malayalam, University of Calicut etc spoke. On 20-1-2010, we had a good experiece of visiting IIM, Kozhikode. Donate a Book to your school and Book Bank To facilitate the collection of reading materials and to bring books to those who do not have access to libraries or the privilege of owning books, UNESCO has launched in collaboration with the Government of India, Ministry of Human Resource Development the Donate a Book to your school campaign in schools all over the country to develop a bank of books within the schools and outside. This campaign will be launched in conjunction with the "Book Bank" scheme which will collect books from the general public at selected centres. Books are necessary to enhance education of children and should be widely available in every school library. The National Curriculum Framework (NCF, 2005), an advisory document, intended to guide the formulation of curricula across schooling systems, noted that efforts are required for preparing more learning resources for children, especially books and reference materials in regional languages, for school and teacher reference libraries. Through this initiative we hope to both increases the strength of books in the school libraries, as also build book banks that would receive voluntary donations. The supplementary collection of books would thereafter be donated to NGOs and schools in order to enable children to have access to additional reading material. Simultaneously, the Initiative will also promote reading habits and literature appreciation in children. UNESCO will also use its network of UNESCO Clubs and Associated Schools Project, to implement this project. The initiative aims to build a bank of books and reference material for schools across the country both in national and regional languages. The initiative particularly aims to address the following objectives: # Increase the available books and reference material in schools and resource centres # Encourage reading habits among children # Encourage Literature Appreciation in schools # Facilitate the creation of mobile book libraries and mobile schools # Encourage local commitment to stronger community ties We invite children, parents, teachers, citizens, publishers, corporate houses and NGOs, to join hands with us in this initiative! Workshop on Knowledge Transactions 15th 17th February, 2010 Organized by Documentation Research and Training Centre (DRTC) Indian Statistical Institute (ISI) Bangalore Knowledge is perceived and understood differently according to the context and purpose of tasks at hand. Libraries and Information centres have been involved in knowledge transactions in the sense of organization of collections, systems leading to context based indexing and techniques in handling and representing knowledge. In the digital information world representation models are increasingly based on traditional and theoretical foundations of knowledge transactions. Legacy methods based on principles of Knowledge Organization are now being adapted for Knowledge conceptualizations and representation and developing representation languages, knowledge architecture and structures. At the same time knowledge modeling using popular W3C-SKOS, NKOS and RDFs are being implemented especially to structure, organize and manage information resources. Documentation Research and Training Centre, Indian Statistical Institute, announces a seminar on 'Knowledge Transactions' to bring together expertise in information communities and active stakeholders in the domain. The workshop will comprise of contributed papers, invited talks and demonstrations by resource persons, in areas pertaining to Knowledge Organization, Transactions and Management. Calls for New Nominations for Memory of the World International Register 22-10-2009 (Paris) UNESCO is inviting new nomination proposals for inscription on its Memory of the World International Register, a list of library collections and archive holdings of world significance, which was established in 1997 to promote documentary heritage of universal value. Nominations should ideally be submitted through the National Commission for UNESCO or the Memory of the World National Committee in the country where it is located. Proposals should be based on the selection criteria listed in the General Guidelines to Safeguard Documentary Heritage, which stipulates that the most important criterion for inscription on the register is the universal significance of the documentary heritage. The deadline for the submission of nominations is 31 March 2010 and no late submissions will be accepted. They should be submitted to UNESCO's Memory of the World Secretariat: # by mail accompanied by an electronic version on diskette, CD-Rom or USB key (addressed to Joie Springer, Memory of the World Programme, Information Society Division, 1, rue Miollis, 75732 Paris Cedex 15, France); # by email to j.springer[at]unesco.org. Nominations are posted on the Programme's Website and illustrations such as photographs or slides (TIFF, GIF, JPEG formats), and sound recordings (real-media) can be included to help describe the proposal. As the images submitted may often be used by the Memory of the World Secretariat in publicity material, an authorization for their reuse for non-profit purposes should also be included. A copy of this form can be downloaded here. At present, a total of 193 collections submitted by 76 different countries, 3 international organization and one private foundation are inscribed on the International Register of the Memory of the World Programme. Regional registers have been created for the MOWCAP and MOWLAC committees and an increasing number of countries have now established national registers. Assessment for inscription on the Register is determined by a panel of experts, the Register Sub-committee and the International Advisory Committee (IAC) whose recommendations are forwarded to the Director-General for final decision. The announcement on the next round of inscription will be made in 2011. UNESCO launched the Memory of the World Programme to guard against collective amnesia calling upon the preservation of the valuable archive holdings and library collections all over the world ensuring their wide dissemination. WSIS Forum 2010 open consultation: Call for participation 18-01-2010 (Paris) UNESCO, together with ITU, UNCTAD and UNDP, is organizing an open consultation for the upcoming World Summit on the Information Society (WSIS) Forum 2010. All individuals, networks and organizations interested in this issue are invited to participate in the three-fold process, consisting of an online discussion, a questionnaire and a review meeting. 2010 is a turning point towards the achievement of the WSIS goals by 2015. This year's Forum, which will be held in Geneva (Switzerland) from 10 to 14 May 2010, is an important opportunity to review the progress made in the WSIS implementation during the last five years and to reconsider strategies for the remaining five years. Following the outcomes of the 2009 WSIS Action Line Facilitators Meeting on 22 May 2009, as well as several exchanges among WSIS stakeholders, an open consultation, focusing on the themes of the 2010 Forum, has been set up. We have developed a software appliance (or Live CD) for Koha v 3.0, that removes this barrier.
