Dear All, Indira Gandhi National College, Ladwa ( Kurukeshtra) is organizing a tow day UGC sponsered national workshop on Open source solution for Academic libraries on 19-20 February , 2011. About the workshop As we know the Open Source Softwares have created a lot of enthusiasm and opportunities in the domain of library services. Open Source Softwares are available free of cost, support you to work at the system level and provide freedom to customize software as per the requirements of a specific library. Numerous Open Source Library automation softwares like Koha, NewGenLib, MyLibrary, and digital library creation softwares like Green Stone and Dspace etc are available. Koha is the full featured Open-source Integrated Library System (ILS) from open source domain. It is Web-centric, modular, multilingual and compliant with almost all the bibliographic standards storing, processing and retrieving of Indic script based documents. KOHA is free, supported by an internal group of developers and obviously has a tremendous application possibility in automation of college libraries and public libraries in India. Dear fiends, Subscription of online electronic journals is always spelled out with license agreements with publishers. The licenses for electronic resources impose two types of restrictions on its usage, namely i) who can use these resources; and ii) how the resources can be used. The first restriction defines authorized users for e-resources, which generally includes students, faculty, staff and onsite visitors of a subscribing institution. The second restriction deals with how these resources can be used. It should use for personal, educational and research purposes only. Systematic downloading or printing of entire journal issues or volumes, or large portions of other e-resources are prohibited by the publisher. As they are playing with research outputs done around the world but the originality to them are commercial publishers. They did not want to use their resources commercially by the other person or organisation. .They have registered to their products under the copyright laws that mean not to use by any commercial purposes. Why we should make systematic downloads? Could we read all the documents at a time? The answer is obviously “No”. So, It is the responsibility of individual users to ensure that e-resources are used for personal, educational and research purposes only. Sir, This is in connection with the above issue. I observe that many librarians have expressed helplessness concerning the agencies which fail to deliver the issues in spite of being paid the subscription in advance. One way to overcome this problem is to sign an agreement on 100 rupee stamp paper beforehand which would contain the terms and conditions of the transaction. The agreement can include a clause about the non-receipt of issues and the time frame within which the copies are to be received as well as refund of the subscription amount in case the missing issues are not available after specified date. The agreement should further specify that in case of dispute, the matter will be resolved legally in whichever state the library is located. This agreement will be jointly signed by the librarian (on behalf of the library) and the vendor. The vendor should also produce a witness who would sign the agreement in addition to him. The agreement safeguards the interests of the library since it's a legal document. Dear Vijaya Kumar, An informal aggreement called CONTU Gidelines has been worked and followed by Authors, Publishers and Librarians in order to resolve *Systematic Reproduction* clause of US Copyright Act section 108 (g): 1. CONTU Guidelines for copying from periodicals apply only to materials less than five years old (referred to as part of the "rule of five"). 2. Up to five articles may be copied from a single periodical in one calendar year under the ILL provision (referred to as part of the "rule of five"). 3. A library with a subscription for a periodical which is not immediately available may consider a copy obtained from another library as if made from its own collection. 4. All ILL requests must be accompanied by a copyright compliance statement from the requesting library. The requesting library must maintain records of all requests and of their fulfillment. These records must be kept for three calendar years after the request has been made. 5. No more than six copies of articles/chapters/small portions may be made from a non-periodical (including a book) during the entire term of copyright of the work. 6. Chu Shuqing, the library's curator, famously said: "I don't have the right to keep them (the beggars) away from the library, but anyone (who doesn't agree) has the right to leave." The comment caused heated debate on the Internet. Another library director told the media that this wasn't news because as a public service the library welcomed all people who like reading. Like many others, the incident grabbed my attention. "What? A beggar, who may be ill, is allowed to be in a library? How could other readers stand to sit with him side by side?" was my initial reaction. But the director's response to the media made me ashamed of myself. Since a library is for the public, it should welcome all people who are fair in front of the law and should not judge anyone before exploring the truth. What makes such "non-news" important? I think it is because as a society we are used to classifying people into different classes and groups and giving them a label. The wealthy are depicted as the "noble community" in many advertisements, students who return from overseas study are the "elite", while beggars and the homeless are all illiterate and up to no good. Society is inclined to put those in the more attractive groups on a pedestal and tries to cozy up to them, but gives a cold shoulder to those in the more disadvantaged groups, such as beggars. But is this behavior good for society? I think the answer is no. The writer Lung Ying-tai said that the standard by which to measure the civilization of a society is not how many high-rises it has or how many limousines are on the street, but its attitude toward the socially vulnerable groups. I couldn't agree with her more. To me, the criteria to judge the quality of a society is not how it treats the "elite", but its attitude and treatment toward the more disadvantaged groups. Big cities, like Shanghai, treat the elite groups very well. The city government has built low-rent apartments for overseas talent working in Shanghai and various policies seem to mostly benefit those with a good educational background. Some Chinese cities have started building special houses for the homeless, establishing more homes for the elderly and giving subsidies to families before Spring Festival. But compared with all they provide the elite, it is still not enough. What's worse is that the public's attitude toward the disadvantaged hasn't changed much. Even though traditional Chinese culture encourages us to show sympathy and compassion for disadvantaged groups, it doesn't encourage us to respect them as other human beings. The result is that people look down on them after showing their compassion. The comedy actor Zhao Benshan was sued by US audiences when he performed overseas, as during the performance his troupe made fun of the obese, disabled people and people with mental health problems. Zhao didn't understand that although Chinese audiences found making fun of these people amusing it offended audiences in the United States. The Argentinean writer Jorges Luis Borges once said "I have always imagined that paradise will be a kind of library". We can start building a paradise by first building a library for everyone, rich or poor. The author is director of the China Daily Shanghai News Center. Hi, Very true, I and my library is too suffrer of their services as well, Research India Publications are so very bad with their services. They havent provided the online access as yet for the year 2010, plus they are unable to send missing issues for the year 2010 as yet. Many of calls n mails being send to them, but they dont reply. Two girls at reception always have same reply, "Mr Vivekanand (owner of the publication) will see the matter, n he has not came yet". Be it any time of the day, the same reply will be given by them. Hello all Its good to join such networks and associations, ya I agree, they provide common forum to library professionals, they develop understanding and cooperation among libraries and librarians, for sure they share resources and information, but I would like to know how they identify and overcome problems and exploitation being faced by the library staff?? Ya, I know those who have been in private sector much be awared of the problems, coz they themselves might have faced themselves, but how to overcome these problems. Not every one can switch to govt sector, not everyone can attaing various qualifications or can pursue further studies. In my knowledge, I never seen any Library association acted upon to reach the AICTE or NAAC to tell them that their norms are not being actully applied in their so called affiliated institutions. No pay commission, no 5 day working policies are being actually taking any place in privated sector. Library staff are deprived of facilities which are being given to the teaching staff. Why such private sectors are so fearless about such norms or guidelines, only bcoz they have enough sources that even inspections couldn't find anything fishy there. What kind of inspections are these if they are preplanned or give enough time to the institution to prepare data and their institution what to show to the inspection team, some times such these teams dont even come to take round to actual place either, they sit in well decorated conference rooms, see well prepared paper work and data, have their breakfast n lunch and moves back. Whose going to put a check on them, whose going to show them the actual picture, not a single person or a small group can raise their voices being uncertain job market, where there is no value of employee. Libraries can be handled by attendents even, stability of Librarians is no more required,employees need jobs but jobs dont need proper qualified employees, there is lack of jobs, not of employees. Can't our Library Associations n professionals talk to the AICTE and NAAC teams to join hands and see the actual conditions of the Libraries and Library staff in these private institutions not like any preplanned inspection teams but like vigilation department Wish to like to views of all the Library professionals .......................................... Without parallel importation being allowed, purchases made by libraries from foreign sellers (for instance on the Internet) are rendered illegal. There was a request in our forum on jan 19 asking for the ? two classic articles in physics:it follows as... We wish to acquire the following two articles. If anybody has these articles, could you please send us the pdf of the same (or hardcopy at the address mentioned below, in case pdf is not possible). The articles requested are : 1. Arkiv for Matematik, Astronomi och Fysik, 1942, v.28A (6), p.19- , Alfven,H./ Remarks on the reotation of a magnetized sphere with application to solar rotation. 2. Nature, 1942, v.150, p.405-406, Alfven,H./ Existence of electromagnetic-hydrodynamic waves. The article with serial number two was available over the internet and that with the number first with a broken link and was not accessible.I mailed for assistance for locating it to the Science Reference Librarian of Library of Congress and the British Library.The very next day the Reference Librarian of the British Library responded that it was available there and a processing fees of 10 pound(approx) may be sent to customer service division to procure it.The science Reference Librarian Of LOC was kind enough to sent the scanned pdf file free of any processing charge of the same under fair use privilege for our Library. So it will be useful for all of us to make use of online reference services of the great libraries LOC and the British Library for Precise Information search. The first talk of the series has been scheduled on Tuesday 1st Feb 2011 @ 6.00pm at the following Address: Sarada Ranganathan Endowment for Library Science (SRELS) # 702, 'Upstairs', 42nd Cross, III Block Rajajinagar, Bangalore - 560 010 Title: Digital Environment: Users Empowered and Librarians Deserted Abstract: Digital world is characterized by user empowerment, content boom, democratization of information, nomadic nature of users, image-based (content) society etc. Huge number of users of libraries has migrated to digital world and the existing knowledge of librarians does not reflect truly the needs and behaviour of digital information users. Digital world has provided a great opportunity to those who wish to understand digital information users in terms of log data of what users have done (as against what users say in legacy studies). Digital environment also has certain inherent threats like dehumanization while excessively emphasizing speed and access, disintermediation/ user-enabling logic, too many complex strategies, multitude of choice and so on. The talk tries to explore the environment to determine what kind of understanding of digital information users is required and through what methodology. Citing the results and findings of selected recent studies discusses values, needs and behaviour of digital information users vis-à-vis exploring whether user-empowerment has isolated and deserted librarians and what kind of strategies like 'embedded librarianship', 'invisible librarian', 'repositioning' or 're-orientation' can save and be more effective in facing the challenges of digital world. The talk also cover the below mentioned items. 1. Features of digital content 2. Characteristics of digital era 3. Need for digital information user studies 4. What to understand? 5. Digital environment: implications, Opportunities and Threats 6. Some findings and results 7. Repositioning alternatives 8. Conclusion: some implications on librarians About Speaker: Dr. M S Sridhar is a post-graduate in mathematics and management and a doctorate in library and information science with over 36 years of experience in different capacities in three premiere institutions in Bangalore, namely, ISRO Satellite Centre, Indian Institute of Management (IIMB) and National Aeronautical Laboratory (NAL). He was heading the Library and Documentation Division of ISRO Satellite Centre for over 30 years till retirement in February 2009.
