Words Algorithm Collection - finding closely related open access books using text mining techniques Open access platforms and retail websites are both trying to present the most relevant offerings to their patrons. Retail websites deploy recommender systems that collect data about their customers. These systems are successful but intrude on privacy. As an alternative, this paper presents an algorithm that uses text mining techniques to find the most important themes of an open access book or chapter. IOP Publishing and the Manipal Academy of Higher Education have finalised a Read and Publish agreement

IOP Publishing (IOPP) and the Manipal Academy of Higher Education have finalised a Read and Publish agreement as they work towards breaking down barriers to publishing open access (OA) for researchers from lower and lower middle-income countries. The unlimited OA agreement, which is one of IOP Publishing’s first in India, enables researchers affiliated with the Manipal Academy of Higher Education to publish all their research OA at no cost to them, making their scientific work permanently and freely available online for anyone to read. The agreement supports the growing appetite from researchers in India to publish their work OA. According to a global study of over 3,000 researchers carried out by IOPP with other society publishers, 62% of physical science researchers from India and Pakistan want to publish OA, but nearly 80% of respondents from these countries said a lack of funds are the main reason for not doing so. This is a very important consideration especially nowadays due to the prevalence of ICTs. Since ICTs permeate all sectors of society, a more user-friendly term was developed – Digital Wellness. Digital Wellness is characterized by the ability of the user to discern between the dangers and opportunities found in cyberspace, act responsibly, and align his/her online behavior with their offline values. It is wrong to assume that being digitally well is only applicable to adults who have extensive access to mobile devices and computers. Rather, this is of even more importance to children and young adults who are growing up using these devices either at home or at school or both. Following this need, nine books were developed by the ACEIE and the Information Science Department, in 2015 and 2016, in partnership with, inter alia, Intel Education, the UNESCO Information for All Programme (IFAP), the South African Department of Telecommunications and Postal Services (DTPS) and Department of Basic Education (DBE), addressing issues pertaining to Digital Wellness. The Digital Wellness Toolkit offers an easy-to-use format (printed and electronic books) and illustrative means to convey key concerns. *Instructor: **Naailah Parbhoo* *Naailah Parbhoo* is a full-time lecturer at the University of Pretoria, Department of Information Science. From: Subbiah Arunachalam subbiah.arunachalam at gmail.com Mon Oct 30 20:08:25 IST 2023 In an yet to be published (but accepted) paper titled "Publications in gold open access and article processing charges expenditure: evidence from Indian scholarly output," Raj Kishor Kampa, Manoj Kumar Sa and Mallikarjun Dora have made some assertions which I would like them to reexamine. 1. They begin their paper with the statement "The article processing charges (APC) ensure the financial viability of open-access (OA) scholarly journals." This is simply not true. *Indeed APC benefits the publishers at the cost of science and scientists*. On the contrary, India could use the huge sums that Indian researchers give away (as APC) to foreign publishers year after year (17 million US dollars in 2020 alone, according to Kampa *et al*.) for strengthening research infrastructure, disbursement of scholarships to students on time, supporting doctoral students and early career researchers attending conferences, supporting exchange visits and so on. Indeed, APC charged by most gold OA journals is simply a means to make huge profits for the publishers, witness the huge operating margins declared in the balance sheets of the large commercial publishers, often referred to collectively as the publishing oligarchs. The profit margins of some of these companies, as pointed out in 2017 by Stephen Buranyi in an article in *The Guardian*, are very much higher than the profit margins of tech companies like Apple, Google/Alphabet, and Amazon. For example, Springer Nature has declared margins of 24, 26 and 27 per cent in the last three years, and these don't come anywhere near the profit margins of RELX (Elsevier). *Indeed APC benefits the publishers at the cost of science and scientists*. Remember most of the APC paid by Indian researchers comes from Indian taxpayers who may be happy to support research but not scientists paying to get papers published in such journals. What could really make open access financially viable are preprint archives such as arXiv and bioRxiv and community-led OA journals which do not charge APC. 2. APC Gold OA does not help "bridge the chasm between haves and have-nots of scientific publications, thereby paving the way to reaching equity and inclusion," as Kampa et al. would like us to believe. What it actually does (in the case of India) is to rob a poor nation and transfer the funds to publishing companies in the richer nations. In what way can it be considered as a way to 'reach equity and inclusion'? Transferring taxpayers' money from an emerging economy to commercial entities in affluent countries is unethical and immoral. For the same reason, signing transformative agreements with commercial publishers should also be shunned. The 2021 International Library Automation Perceptions survey conducted through Library Technology Guides is now underway. This survey, conducted annually since 2007, provides an important opportunity for libraries to register their perceptions of the strategic automation products they use, organizations that provide these products, and the quality of support delivered. The survey also probes at considerations for migrating to new systems and the level of interest in open source products. While the numeric rating scales support the statistical results of the study, the narrative comments provide even more interesting insight into the current state of library automation satisfaction. Comments will be published in the survey results, though redacted to conceal any text that might identify the individual or organization responding. Please help your fellow libraries who might be in the process of evaluating library automation options by responding to the survey. Any information regarding vendor performance and product quality can be helpful when making strategic decisions regarding automation alternatives. A large number of responses strengthen the impact of the survey and the subsequent report. This survey also provides constructive criticism to the vendors involved to help them address any prevailing issues or concerns. If you have responded in previous years, please respond again this year to help identify any trends regarding improvement or worsening of the products or support services. Does APC Gold OA

In an yet to be published (but accepted) paper titled "Publications in gold open access and article processing charges expenditure: evidence from Indian scholarly output," Raj Kishor Kampa, Manoj Kumar Sa and Mallikarjun Dora have made some assertions which I would like them to reexamine. 1. They begin their paper with the statement "The article processing charges (APC) ensure the financial viability of open-access (OA) scholarly journals." This is simply not true. *Indeed APC benefits the publishers at the cost of science and scientists*. On the contrary, India could use the huge sums that Indian researchers give away (as APC) to foreign publishers year after year (17 million US dollars in 2020 alone, according to Kampa *et al*.) for strengthening research infrastructure, disbursement of scholarships to students on time, supporting doctoral students and early career researchers attending conferences, supporting exchange visits and so on. Indeed, APC charged by most gold OA journals is simply a means to make huge profits for the publishers, witness the huge operating margins declared in the balance sheets of the large commercial publishers, often referred to collectively as the publishing oligarchs. The profit margins of some of these companies, as pointed out in 2017 by Stephen Buranyi in an article in *The Guardian*, are very much higher than the profit margins of tech companies like Apple, Google/Alphabet, and Amazon. For example, Springer Nature has declared margins of 24, 26 and 27 per cent in the last three years, and these don't come anywhere near the profit margins of RELX (Elsevier). *Indeed APC benefits the publishers at the cost of science and scientists*. Remember most of the APC paid by Indian researchers comes from Indian taxpayers who may be happy to support research but not scientists paying to get papers published in such journals. What could really make open access financially viable are preprint archives such as arXiv and bioRxiv and community-led OA journals which do not charge APC. 2. APC Gold OA does not help "bridge the chasm between haves and have-nots of scientific publications, thereby paving the way to reaching equity and inclusion," as Kampa et al. would like us to believe. What it actually does (in the case of India) is to rob a poor nation and transfer the funds to publishing companies in the richer nations. In what way can it be considered as a way to 'reach equity and inclusion'? Transferring taxpayers' money from an emerging economy to commercial entities in affluent countries is unethical and immoral. For the same reason, signing transformative agreements with commercial publishers should also be shunned.
