It is with great regret we learn about the passing away of Dr. Eugene Garfield, the legendary Information Scientist on 26th February 2017. A message received from Mrs.Garfield informs "It is with a heavy heart that I have to inform all our friends that our wonderful Gene died on February 26, 2017............." "Dr. Eugene Garfield is the founder of the Institute for Scientific Information (ISI) and a pioneer in the field of citation analysis. Garfield studied at the University of Colorado and Berkeley before getting a degree in chemistry from Columbia University in 1948. During the early 1950s he worked on the Welch Library indexing project at the John Hopkins University School of Medicine, sorting and indexing documents from medical papers and journals. With a graduate degree in library sciences from Columbia University, Garfield went into business as a "documentation consultant" while working on his doctorate in structural linguistics. He founded the ISI in 1960 and developed an indexing system for science literature, based on the analysis of citations used within a given work. Works earn an "impact factor," a measure of citations to other science journals that serves as an indicator of their importance in the field. The more citations in reputable journals, the higher the impact factor. The ISI sold subscriptions to their publication the Science Citation Index, and over time grew to include the Social Sciences Citation Index (SSCI) and the Arts & Humanities Citation Index (A&HCI). These databases now form the foundation of the online research tool called the Web of Knowledge<http://scientific.thomson.com/webofknowledge/>. Garfield also served as an adjunct professor of computer and information science at University of Pennsylvania during his career, and in 1986 launched The Scientist, a magazine for science researchers. Friends, Scientometrics Pioneer, Dr Eugene Garfield passed away on 26 February 2017 at the age 91. Contributions of Garfield to the 'World of science' are immense. It is a great loss to the library and information science profession and the entire world of science community. His theories and concepts were discussed and debated across the world by the scientific community. Garfield founded the Institute for Scientific Information (ISI) in 1955. He founded the Institute of Scientific Information (ISI, Philadelphia) and launched the field of Citation analysis. He was a celebrated author, great human being, and remarkably contributed pioneering works in the field of Scientometrics. Best Koha Implementation Award - 2017

Dear Friends, The 2nd National Koha Conclave concluded last week at TCS, Pune with the announcement of the Best Koha Implementation Award 2017. There were 11 libraries in India who had sent their nominations which were reviewed by a Jury of four people including Mr. Chris Cormack, who was the Chief Resource Person at the Conclave. After a very diligent review by the Jury, the Best Koha Implementation Award was announced jointly to the Vikram Sarabhai Library, Indian Institute of Management, Ahmedabad and Mysore University Library, Mysore. The award trophy was presented by Mr. Chris Cormack and Mr. N V Sathyanarayana to the representatives of the IIM Ahmedabad library at the conclave on the last day of the event. Since no representative from Mysore University Library was present, the trophy will be presented to the University Library during a separate function in the next couple of weeks. Koha on Debian: a vanilla experience

A few days back I downloaded Debian 8 (Jessies) with XFCE desktop. My aim was to install and experience the performance of Koha on Debian Jessie. I used to install Koha on Lubuntu / Xubuntu (LXDE and XFCE desktop on Ubuntu). Both Linux flavours considered as lightweight desktops; it means they do not consume much computer resources (RAM, Processor) while working. Unity desktop is the default desktop of Ubuntu. Unity considered as resource hungry due to its graphics and visual effects (gimmicks!!). Lubuntu and Xubuntu available with toppings (user-friendly modifications and beautifications) on LXDE and XFCE desktop. In certain extend, Lubuntu and Xubuntu can offer friendly experience to new Linux users. Lubuntu/Xubuntu toppings eat little more computer resources than vanilla XFCE and LXDE. Koha developer community recommends Debian Linux. Because they build Koha-Debian combo in their mind. Debian available with bare LXDE and XFCE desktop. Debian package repository offers the full bunch of packages required for Koha installation. In the first phase, I downloaded Debian 8 (codename 'Jessie'!!) LXDE CD image (http://cdimage.debian.org/debian-cd/current/amd64/iso-cd/) The ISO file size is only 646 MB. I burned the Debian iso file in a USB pen drive (save a CD!). And plug in the pen drive to my Acer Netbook and restarted it. On the way, I changed the boot option to the USB flash drive. The first screen of the Debian installation appeared in charm. The user can either choose either text mode or GUI installation step. Netbook PC configuration is very low and I selected text mode installation steps. Text mode installation is faster than GUI, but you can't play with the mouse! If you are going to install Debian on a Laptop/Desktop with good configuration, choose GUI installation. On the way, select language, keyboard etc. I jumped Partition hurdle successfully (be careful). Debian installation will ask to put a password for root user. Again need to create a normal user account with ID and password. The root user has the full power in Debian. Ubuntu disabled root user and has another mechanism called 'sudo' to maintain the user authority. If Internet connection available, the installation process will ask to connect with Debian repository and download new packages to install. It takes too much to finish the installation; humbly deny the request to connect to the repository. After the installation, the system has to restart and we can enter into the slim and clean Debian XFCE desktop. You can experience the speed of Debian while booting. Update of Linux is necessary after the installation. We need to add some extra Debian sources list to the installation. This website will help you for the purpose, https://debgen.simplylinux.ch/. Ubuntu users addicted to 'sudo su' tool. The user has to install the sudo package in Debian and make available it. Debian user will get the administrative power with the command 'su'. Ubuntu user can easily win Debian Linux after the installation of 'sudo'. Koha installation process in Debian is more or less same as in Ubuntu. You can follow the installation manual in Koha Wiki ( https://wiki.koha-community.org/wiki/Koha_on_Debian) Koha has some advantages with Debian. Plack now works well only with Debian. Plack is a speed booster. In my experience, Debian is fast compared with Ubuntu and more suitable for Koha. Slim desktops of XFCE and LXDE with Debian can give the good performance. Vimal Kumar V. Dear Professionals, With progress of time, the use of cyber techniques and technologies is being increased. A Librarian needs to have a more sound knowledge of the same. On the other hand, there is no need to have illustrated knowledge of cataloguing, as it is now generated by library management software now-a-days. Need of classification also retards, if the book has DDC number on back-title page. Therefore I have to made two suggestions to LIS community and UGC also: 1. The LIS syllabus should cover larger area of cyber and IT technologies including installation of different software at different platforms, operating systems etc. 2. There should an institution in India which could provide *call numbers* in process of publishing of a book. It will save time of libraries, as only one person is needed to give a number. In such situations, *Classification and Cataloguing *can be taught as optional subjects in the universities. These are my opinions which needs discussions, if found relevant by LIS community. An Appeal to the Karnataka State College Librarians Association (KSCLA)

Dear Sir, This appeal is in connection with the recent circular issued (https://tinyurl.com/jo6u66s) by the Department of Collegiate Education (DCE), Karnataka with regard to utilizing Reading Room (library) fund for making classroom lecture videos of the teachers. The DCE has once again put its hands on RR fund without considering the libraries and librarians plight in college libraries. Reading Room found is exclusively meant for library development but on what basis DCE has given permission to utilize RR fund for making faculty videos is clueless. In most of the govt. degree colleges RR fund is the only major source for subscribing journals, purchasing library furniture, library related stationery, books in case of urgent requirement and moreover for automating library services. Usually the amount collected from students for RR fund is very tiny ranging between 60 rupees to 100 rupees per students. In many colleges RR fund is very insufficient for routine library work. Then how do library function? DCE has centralized the book purchase since 2015 and librarians have no say in book selection. Because of this many libraries have huge number of books which are of no use to both the faculty and students. Now RR fund for making faculty videos, for small colleges libraries where only very few permanent faculty utilizing RR fund for recording classroom lectures will not be problem but for big colleges libraries have to bear the brunt. The DCE circular is not clear about whether the videos are preserved in the college library or not. Librarians have not at all consulted or considered while taking this decision. If we give away RR funds for some other purpose how do we serve the user community better? I request KSCLA office bearers to intervene and ask DCE to re-consider the decision to utilize RR fund for making faculty video lectures and hereafter give due consideration for the plight of college libraries and librarians without putting them in isolation in library development matters. ------------------------- With best wishes Vasantha Raju N.GFGC-PeriyapatnaMysore Views are personal

Good news for Koha users in Kerala : SMS Send driver for eSMS Kerala service released as Free Software (FOSS)

Dear all, L2C2 Technologies has released the SMS::Send::IN::eSMS driver [1] required by Koha ILS users using the eSMS Kerala service provided by the Kerala State IT Mission under a Free Software. The development of the driver was made possible by the funding support of the State Librarian, State Central Library, Thiruvananthapurm (Trivandrum), Kerala, with KELTRON (Kerala State Electronics Development Corporation Ltd) acting as the facilitator. Any Koha library in the state of Kerala who are eligible to use the eSMS Kerala SMS service (provided by KSITM) can now freely implement SMS support using this driver. With this release, it becomes the second open source regional SMS::Send driver now available to Indian Koha users that can be freely downloaded from the Comprehensive Perl Archive Network or CPAN. Sending SMSes from Koha For a long time now Koha has supported sending of SMS (short message service) text messages [2] to library patrons and users about account creation, issue, return, fines, holds, overdues, purchase suggestions etc. To send out SMSes from Koha, we have to use the SMS service of a bulk transactional SMS service provider who provides that service. What are SMS::Send drivers and why does Koha need them? In order to communicate with the service provider’s messaging sending interface (also called messaging API), Koha uses a type of software called “SMS::Send driver”. The “catch” being that each service provider requires a different SMS Send driver. Sort of like the SIM card in our cellphones e.g. if we wish to use a Vodafone number we must have a Vodafone SIM card. However, unlike a SIM card the SMS::Send driver which is a software module written in the PERL language is not provided by the SMS service provider. Either one has to use a Free & Open Source send driver that already exists OR one has to write one by referring to (usually) the HTTP API of the SMS provider. About eSMS Kerala eSMS is an exclusive SMS Gateway established by the Kerala State IT Mission for use by various government departments for providing departmental services over mobile phones.
