While it is good and correct to review policy of any forum from time to time, it is my earnest request to the Forum not to take a hasty decision which would hamper the very helpful nature of the Forum. While the forum should be a channel for intellectual (?) communication, it certainly should not forget one of its most fundamental goals - to provide a platform for librarians to serve their clientele better through the use of technology. Finally whatever a librian/information officer/technical information officer (call him/her by whatever title) does, if he is not able to provide a basic material like an article requested by an user, all the efforts being made by organisations like NCSI to be a part of the serving community will be lost. I certainly endorse the view that commerical organisations should not be allowed the freedom to get this facility but a resear! cher working in a university or institution should not be made to suffer for this reason. As long as no finacial transaction is involved in requesting/offering the full text to a genuine user, I do not see any impropriety in such an action. I am reacting to the present issue only because of my connections with NCSI as an user (librarian) from its inception and the benefits the scientific community is getting through it. A. Dear Member: You may recall that sometime back some of the LIS-Forum members had expressed their concerns about fellow members requesting for articles on LIS-Forum. Based on these concerns we had decided not to encourage members requesting for fulltext articles on LIS-Forum. In fact as a moderator, I had sent a message requesting members not to make use of LIS-Forum for document delivery service. Quite a few members reacted to this message saying that LIS-Forum should *Not Discourage* members occasionally requesting for some fulltext articles from the fellow members. Owing to this popular demand and also the fact that the number of posting on LIS-Forum were very minimal, we had decided to entertain requests for articles from the members only under 'fair use' clause. Now the issue has been raised again. Till we take a policy decision on this matter, members should use LIS-Forum only as a last resort for their article needs and it should strictly adhere to the 'fair use' clause, i.e., for personal study/research only. There have been occasional requests for fulltext articles by the LIS-Forum members working for commercial organizations. Such requests are not entertained at all. I hope we have been able to adhere to this stance of not to entertain article requests from commercial organizations is being consistently followed. We should remember that copying and distribution of printed/electronic matter is based on 'fair use' policy and is meant for educational & research purposes only. If every library starts distributing such material to other than their own 'library members', it is definetely going to raise objections from the publishers. Also, it is not fair on our part to indulge in indiscriminate distribution of copyrighted material in the process of serving our user community. I hope the moderator should sense the 'inherent danger' and take necessary steps to curtail this. Koteswara Rao

Using a process known as Enterprise Information Mapping (EIM), ThemeScape automatically harvests massive amounts of unstructured text, extracts the major themes and topics, and creates an interactive map of the information, according to the company. The topographical maps show a big-picture view of the content within large quantities of documents, Web pages, e-mail, and other sources. According to the company, the topographical landscapes produced by ThemeScape are not just maps of documents; they are the information within those documents. Major themes rise from the surface, much like mountain peaks, indicating a concentration of documents around a given topic. The distance between the peaks indicates how closely different themes are related. These visual cues rapidly accelerate a user's ability to understand the context of information. "It's like looking at information from 30,000 feet," said Greg Clark, a knowledge management consultant and beta user at British Petroleum. "You can see the patterns and relationships that emerge when you combine information from thousands of different documents. ThemeScape has given us insights we may have missed entirely." The underlying technology of ThemeScape has been in development for more than 4 years, beginning at the Department of Energy's Pacific Northwest National Laboratory operated by Battelle. With roots in highly classified covert operations, early development was directed by the U.S. government to help discover patterns and trends within hundreds of thousands of intelligence documents. In 1996, Cartia secured exclusive rights to the technology and has since redesigned both the mapping engine and user interface for use in commercial applications. ThemeScape has three primary components: a.. ThemeServer is the underlying engine that provides content aggregation, map generation, and information distribution to end users. Each ThemeServer can support multiple ThemePublishers and ThemeReaders. b.. ThemePublisher is the control center for ThemeScape. ThemePublisher users can harvest information from local directories, intranet servers, or Internet Web sites. Transparency: making information on data-producing organisations, documentation on the data they produce and specifications of conditions attached to the use of these data, available and accessible internationally. Legal conformity: paying due attention, in the design of access regimes for digital research data, to national legal requirements concerning national security, privacy and trade secrets. Formal responsibility: promoting explicit, formal institutional rules on the responsibilities of the various parties involved in data-related activities pertaining to authorship, producer credits, ownership, usage restrictions, financial arrangements, ethical rules, licensing terms, and liability. Online Scholarly Journals: How Many?

Friends: I received this through a discussion list and so I think I can share it with others! Feb. 1, 2004 column for Library journal by Carol Tenopi Online Scholarly Journals: How Many? It should be easy to determine the exact number of scholarly journals that are available online. Surprisingly, it is a challenge. Even how many scholarly journals are published in print isn't easy to figure out. Coming up with these numbers is a tale that information specialists will appreciate. Straight to the source Ulrich's publishes its serials directory in many formats; the most up-to-date and complete is ulrichsweb.com (tm). According to Yvette Diven, Director, Product Management, Serials for R.R. Bowker LLC, "ulrichsweb.com is the version of Ulrich's that contains the largest numbers of publications pulled from the Ulrich's database...Ulrichsweb.com contains the active, ceased, suspended, and forthcoming titles from Ulrich's as well as records for titles announced but never published and records for which supplemental research is required in order to confirm the latest information." It is updated weekly. Luckily, ulrichsweb.com searches can be limited to "active" records. This is pretty unambiguous. In mid-November, 2003 there were over 180,200 active serial records. Restricting these to just scholarly journals gets more complicated. Ulrich's has two field designations that might be relevant; "academic/scholarly" and "refereed". Refereed designates refereed and peer-reviewed periodicals and is assigned mostly on information gathered from the publisher. Here is where the problem begins. Genuine academic publishers understand the process of peer review but others may not. According to Diven, "on occasion...a publication confuses peer-review with the fact that the publication is frequently consulted by readers of its peers in the marketplace. There is also a misperception among some publishers that a publication is necessarily peer-reviewed if it has an editorial board. Ulrich's editors make a concerted effort to clarify our definitions." Academic/scholarly is a term that publishers pick from a list that describes audience or focus (it includes Trade, Consumer, and Newspaper.) It refers to publications intended for an academic audience or which contain materials with a research focus. For active refereed periodicals we get just over 21,000 titles; active academic/scholarly weighs in at nearly 43,500. Most of the refereed are within the academic set, so the final answer to active and (refereed or academic/scholarly) comes to just over 43,500. Narrowing to online How many of these are e-journals? Ulrich's actually provides two digital designations: "online" or "CD-ROM". Online in Ulrich's means full text online but "does not necessarily mean online-only," according to Diven. In fact, most of the online periodicals are also published in print, with only about 4600 e-only publications. Many e-only publications are newsletters, consumer publications, or web-based zines rather than scholarly publications. CD-ROM availability is not included under online, although some titles may have both designations. Ulrich's lists over 34,500 online, active periodicals of all types (remember, this includes a few e-only, but many more publications have both online and print versions.) CD-ROM is far behind. Only 6500 titles have active CD-ROM versions. As expected, there is some overlap, so the total number for digital periodicals in Ulrich's (either CD-ROM or online and also active) is nearly 37,500. Restrict that to only online active refereed and you get 11,000; online and active and (scholarly/academic or refereed) yields over 14,600. CD-ROM may add another couple thousand titles. Limiting by subject It is more difficult to calculate how many are science, technology, or medical titles. Restricting searches to appropriate LC or Dewey classification numbers seems the best bet, but even that demands caution. Peter Jacso, well-known author and database reviewer, explains that as of summer 2003 over 80 percent of Ulrich's database records have no information in the LC field. Such "errors of omissions can be more dangerous than errors of commission because they are, well-invisible, and you don't get adequate warning about large scale omissions," says Jasco. Luckily, all Ulrich's records include at least one Dewey Decimal number. Restricting the search by Dewey classification can be time-consuming as fields vary considerably. Many of the online active titles are science, technology, or medicine, but by no means all. The humanities and social sciences have many online titles as well. On average, in Dewey 500s and 600s only one-quarter to one-third active peer reviewed titles are online. In some subfields, such as astronomy and medicine, the number of titles online is closer to 60 percent. Others are obsessed, too The American Scientist e-forum (run by Stevan Harnad) recently had a several-days debate on this topic, with some claiming that there are as many as half a million scholarly journals published today. Both librarians and publishers benefit from knowing the true scope of serial titles and online penetration. I can say with confidence that as of the end of 2003, there are just under 50,000 scholarly journals and somewhere between a third and just over half of them are in digital form. One thing I've learned is that these numbers are a moving target and somewhat suspect. Keep checking and keep definitive statements necessarily vague.
