OA archives in India
by Mailing List Manager 07 Jun '04

07 Jun '04

Date: Mon, 7 Jun 2004 09:35:02 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Friends: Here is an excellent article on why scientists and scholars, their institutions and funding agencies should focus on setting up institutional archives (or repositories). Stevan Harnad is simply unbeatable in his clartity of thinking and lucidity in exposition! I am surprised at the tremendous indifference prevailing in India. Only a handful of institutions either have set up or are setting up interoperable institutional open access archives in India. Scientists appear to be the least scientific when it comes to communicating and publicising their reserach findings. Steve Lawrence of NEC Research, Princeton, and a muli-institutional team comprising researchers fromSouthampton, Loughborough, Edinburgh and Quebec Universities have shown that papers available in the public domain are cited several times more often than papers available only in toll-access journals. And even toll access journals now permit authors to archive their papers in their own institutional archives. A few days ago, Ms Karen Hunter, Senior Vice President for Strategy at Elsevier, wrote to Stevan Harnad about the welcome change in Elsevier's policy which now allows authors to archive their papers in their institutional archives. And yet our scientists, laboratory directors, vice chancellors and heads of funding agencies have not proactively demanded, set up or supported setting up of institutional archives! On the brighter side, both the Indian Academy of Sciences and the Indian National Science Academy and CSIR are aware of the importance and benefits of Open Access and have supported a few workshops. INSA has also signed the Berlin Declaration. There are a few individuals - such as T B Rajashekar, A R D Prasad and D K Sahu and of late Sunil Abraham - who are willing to share their expertise with individuals and institutions keen to set up institutional archives/repositories. I wish their tribe increases. And more importantly, I wish librarians and scientists all over India set up archives at their institutions. Let us gain greater visibility for the research we perform. Arun [Subbiah Arunachalam] ------- Here is is a synopsis, based on the current data and trends, concerning: CENTRAL DISCIPLINE-BASED SELF-ARCHIVING versus DISTRIBUTED INSTITUTION-BASED SELF-ARCHIVING: (1) The number of articles in the biggest of the central archives, which have been around for some time, is growing at an unchanging linear rate that is far too slow. <http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0043.gif> (2) The number of articles in individual institutional archives -- *when they have institutional self-archiving policies* <http://software.eprints.org/handbook/departments.php> -- is growing faster than any central archive. <http://archives.eprints.org/eprints.php> (3) There are few central archives, their number is growing very slowly, and it requires far more concerted action to create new ones. (4) There are many institutional archives, their numbers are growing fast, and it takes only a little local action to create new ones. <http://software.eprints.org/handbook/managing-background.php> (5) There is a centralized funding and upkeep problem with centralized archives, and often no persistent "entity" to ensure they keep going. (6) With institutional archives the costs are distributed across the universities, and each university is a persistent entity. (*7) There is no entity behind a centralized archive to mandate and monitor their filling, nor is there any shared interest between the author and the archive in the enhanced impact that motivates authors to self-archive. (*8) The author's institution is in a position to create institutional archives and to mandate and monitor their filling (with an institutional policy of OA provision), and there is a strong shared interest between the author and the archive in the enhanced impact that motivates authors to self-archive. <http://www.eprints.org/signup/sign.php> (9) Although 80% of journals have already given their green light to author self-archiving, but many of them are still reluctant to sanction archiving in 3rd-party archives (i.e., other than those of the author's institution or publisher) for fear of sanctioning cut-rate 3rd-party publisher-rivals. (The fear is ungrounded for many reasons, but it is there as a further retardant on central archiving.) <http://www.ecs.soton.ac.uk/~harnad/Temp/Romeo/romeosum.html> (10) OAI-compliance has made all OAI archives -- central and institutional -- equivalent, interoperable, jointly harvestable and searchable. The most important points are *7 and *8: Swan & Brown (2004) "asked authors to say how they would feel if their employer or funding body required them to deposit copies of their published articles in repositories. The vast majority... said they would do so willingly." Swan, A. & Brown, S.N. (2004) JISC/OSI Journal Authors Survey Report. <http://www.jisc.ac.uk/uploaded_documents/JISCOAreport1.pdf> <http://www.ecs.soton.ac.uk/~harnad/Hypermail/Amsci/3628.html> Swan, A. & Brown, S.N. (2004) Authors and open access publishing. Learned Publishing 2004:17(3) 219-224. I am pretty sure that many of the misplaced expectations for central archives (rather like the misplaced expectations for OA Journals) are simply based on a misunderstanding of the nature of OA, the motivation for OA, and the fastest and surest means of providing OA. All means are welcome, but please, let us invest our efforts in proportion to their power and probability of success, based on the available evidence and reason, and not on the basis of preconceptions (which are almost always papyrocentric in unconscious ways, and often obsolete) or abstract speculations. The Green and Gold Roads to Open Access to Refereed Research

---------- Forwarded message ---------- Date: Sat, 5 Jun 2004 12:01:47 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Cc: lis-forum(a)ncsi.iisc.ernet.in Friends: Here is a well argued case for interoperable institutional open access archives by Stevan Harnad. The full paper will be presented at the Free Science Panel at Wizards of OS 3: The Future of the Digital Commons, to be held at Berlin during 10-12 June. For deatils of the conference, please visit http://wizards-of-os.org/index.php?id=36&L=3. Thanks and regards. Arun [forwarded mail ...] The Green and Gold Roads to Open Access to Refereed Research <http://wizards-of-os.org/index.php?id=708&L=3> ABSTRACT: The problem of journal pricing/affordability and the problem of article access/impact are not the same problem, the solution to the one is not the solution to the other, and it is a great mistake to treat them as if they were the same. The solution to the journal pricing/affordability problem is lower journal prices and/or a conversion to "golden" journal publishing (Open Access [OA] Journals whose articles are free to all user online): <http://www.doaj.org/> The solution to the access/impact problem is for authors to provide Open Access to all their journal articles in order to maximize their usage and impact, either by publishing them in OA journals or by publishing them in conventional journals but also self-archiving them on their institutional OA websites (preferably OAI-compliant Eprint Archives for visibility and interoperability): <http://archives.eprints.org/eprints.php> Over 80% of journals are already "green," i.e., they have given their official green light to author self-archiving: <http://www.ecs.soton.ac.uk/~harnad/Temp/Romeo/romeosum.html> But only 5% of journals are gold (i.e., OA journals). It takes far more time, effort, resources and risk to create or convert gold journals, whereas it takes virtually no time, effort, resources or risk to create and fill OA Archives. Several studies have now confirmed the dramatic degree to which OA enhances research impact: <http://www.nature.com/nature/focus/accessdebate/21.html> It is now time for institutions to adopt official policies requiring all their researchers to provide OA to all their research articles, via either the gold or green road: <http://www.eprints.org/signup/sign.php> What is holding this up is partly author/institution inertia but partly also an unfortunate tendency to conflate the article access/impact problem with the journal pricing/affordability problem, and hence to focus solely or mainly on the slow, narrow and uncertain golden road (5%) to OA, rather than the fast, wide, and certain green road (95%). On axing costly journals

Statistics that help AUTHOR Enssle HR, Wilde ML JOURNAL LIBRARY COLLECTIONS ACQUISITIONS & TECHNICAL SERVICES 26 (3): 259-281 FAL 2002 Document type: Article Abstract: Few libraries have been immune to the impact of inflation on journal prices, and many have been involved in extensive journal cancellation projects. To aid in the cancellation decision process, Colorado State University Libraries have been compiling internal statistics on journal usage and merging them with statistics from commercial sources. This paper describes the process and outlines how the collected data can be used both to identify journals for cancellation and to provide justification for these decisions to the campus community. As the inflation rate of journals has outstripped many library budgets, cancellation projects have become a routine part of library collection management for universities. These projects are extremely difficult since decisions have serious implications for the collection and library relations with the academic departments. Deciding which journals should be canceled becomes a serious and frustrating task. Statistical information about a library collection can be a valuable tool in both identifying journals for cancellation and justifying cancellation decisions. The Colorado State University Libraries (CSUL) have been collecting a variety of statistics about the periodicals collection for several years. This article will discuss how these statistics were used in a recent cancellation project. (C) 2002 Elsevier Science Ltd. All rights reserved. Date: Thu, 3 Jun 2004 00:57:42 -0700 (PDT) From: Kishor Satpathy <kishor_satpathy(a)yahoo.com> Hello, I also share my concern with Mr. Rajesh & Mr. Basudev. Just Imagine a person coming from North East or J&K taking all the pain to attend a interview in far places like South India or west India where the the result is already pre decided. I would like to share an recent experience of my friend who is working librarian in a Engg. College in North East. He went to attend an interview for the post Librarian in a National Level Sc & Tech. (Govt. of India) Institute where no TA/DA was paid to him. It took him 3 days to reach the interview place. The funniest part of the interview is that all the question that were asked to him were related to Achieves & Archival Management even when my friend clarified that he don't deal with the things & don't have the a fare idea about the subject related Archival Management . Still all the questions that were asked to him were related to Archival Management when that particular Instirute is not dealing with Archival Management . Later, he came to know that that the person from same Institute got the post. Then he came know why those Questions were asked. Is there any solution to that? Regards, Kishor Satpathy Librarian, NIT Silchar

Date: Wed, 2 Jun 2004 06:46:58 +0530 From: Vasumathi Sriganesh <vasu(a)qmedin.com> I agree with Mr. Rajesh Patil's inputs. It is important for anyone advertising to indicate a) Approximate salary or salary range b) Complete address etc of the institution c) A fairly good idea about the job profile and / or url of the Institution d) As clear an outline as possible about the candidate profile (eg - preferably a Science graduate etc) One more recommendation I have is that anyone posting any mail to this list, must include a complete "Signature file" - that tells people in the list that the person posting is a professional who is connected to the "Scope of discussions on this list" in some way. The mailing lists to which I subscribe - have this requirement - this is one step towards ensuring that quality discussions happen on the list Regards Vasumathi Sriganesh Director, QMed Services Pvt. Date: 30 May 2004 06:58:41 -0000 From: Rajesh K Patil <rajeshbcd(a)rediffmail.com> Hi, It would be appreciated if Librarian's who advertise Vacancies on this forum provide some information about the activities of the Organization and/or the URL. Some rough idea about the Compensation package being offered also needs to be provided. By doing so they would be proving that their Organization will not be exploiting fellow library professionals. Further, Candidates will be spared the agony of applying, attending interviews and discovering that the wage offered is a pittance. Not to mention the anxiety associated with the whole process. We are aware that many Private Institutions these days are looking for the 'BEST CANDIDATE' who is willing to accept the 'LOWEST SALARY'. They should also ensure that the e-mail address provided for receiving CVs must be valid. The Yahoo address (padmavathit2 at yahoo.com) provided by our colleague in IACT has permanent errors. Let us help each other in maintaining the dignity of the Profession by dissuading exploiter's making hay through our Forum. Regards. Rajesh K Patil
