Sri Lankan Libraries Call for Assistance
by noufal palliparamban 04 Jan '05

Dear Friends, Please read and d to needful Sri Lankan Libraries Call for Assistance 03-01-2005 (IFLA) A large number of school libraries, community libraries, children libraries, public libraries, libraries belonging to religious institutions have either been completely destroyed or severely affected says W. A. Abeysinghe, Chairman of the Sri Lankan National Library and Documentation Boards (NLDSB) in an appeal for help published by the International Federation of Library Associations and Institutions (IFLA) today. The full text of the appeal reads as follows: Sri Lanka plunged into crisis as giant tidal waves lashed the southern, northern, and eastern coasts of the country causing over 12000 deaths and massive lost of property. The sudden rise in sea-level, a phenomenon known as tsunami, had been unleashed by a massive earthquake measured at 8.9 Richter scale, near northern Sumatra, Indonesia at 6.58 a.m. (Sri Lankan time) on Sunday 26th December 2004. According to the US Geological survey this was the fifth largest quake for a century and the biggest for 40 years. A wall of water as high as 50 feet triggered by the earthquake hit the Sri Lankan coast around 9.45 a.m. (Sri Lankan time). In some areas in Sri Lanka the killer waves had traveled as far as 5 kilometers inland and sucked in almost everything standing in its way. It is estimated that over one million people in the country have been affected by this phenomenal tragedy. Amidst this catastrophe a large number of school libraries, community libraries, children libraries, public libraries, libraries belong to religious institutions and a large number of private/home libraries in the affected areas have either been completely destroyed or severely affected. In this hour of calamity the National Library and Documentation Services Board (NLDSB) of Sri Lanka seeks assistance from the international community and especially from the IFLA members to reconstruct/repair the damaged libraries and the restoration of the damaged books and other library material. According to the preliminary estimates the damage to the buildings and to the other infrastructure facilities is huge and donations in the form of either library material or financial assistance are sought from the international library community. Monetary donations can be sent to: the NLDSB account no. 00251620073963 at the Peoples Bank, Park Street Branch, Colombo, Sri Lanka. Pew Internet Survey: State of Blogging (and RSS!)
by Gerry Mckiernan 03 Jan '05

03 Jan '05

Colleagues/ Jan 2005 Pew Internet & American Life Project Blog readership shoots up 58% in 2004 6 million Americans get news and information fed to them through RSS aggregators By the end of 2004 blogs had established themselves as a key part of online culture. Two surveys by the Pew Internet & American Life Project in November established new contours for the blogosphere and its popularity: * 7% of the 120 million U.S. adults who use the internet say they have created a blog or web-based diary. That represents more than 8 million people. * 27% of internet users say they read blogs, a 58% jump from the 17% who told us they were blog readers in February. This means that by the end of 2004 32 million Americans were blog readers. Much of the attention to blogs focused on those that covered the recent political campaign and the media. And at least some of the overall growth in blog readership is attributable to political blogs. Some 9% of internet users said they read political blogs "frequently" or "sometimes" during the campaign. * 5% of internet users say they use RSS aggregators or XML readers to get the news and other information delivered from blogs and content-rich Web sites as it is posted online. This is a first-time measurement from our surveys and is an indicator that ***_this application is gaining an impressive foothold_***. * The interactive features of many blogs are also catching on: 12% of internet users have posted comments or other material on blogs. * At the same time, for all the excitement about blogs and the media coverage of them, blogs have not yet become recognized by a majority of internet users. Only 38% of all internet users know what a blog is. The rest are not sure what the term "blog" means. 1 [ http://www.pewinternet.org/pdfs/PIP_blogging_data.pdf ] Blog On! (with RSS!) /Gerry BTW: "Our first query on the use of RSS aggregators and XML readers shows that 5% of online Americans have RSS aggregators or XML readers that feed them content. They are classic early adopters: veteran internet users, well-educated, and relatively heavy online news consumers" (p. 4) /Gerry Gerry McKiernan RSS Librarian Iowa State University Ames IA 50011 gerrymck(a)iastate.edu

A news story on NALLAVADU
by Subbiah Arunachalam 03 Jan '05

03 Jan '05

Friends: Mr Vijayakumar (in the following news story) was a former volunteer of the Nallavadu knowledge centre. Nalladu is one of a dozen infomation villages in Pondicherry where MSSRF has set up knowledge centres. There is a marked difference in the way coastal villages coped with the recent tsunami disaster - In Nagapattinam and Karaikal there was very little coordination and considerable chaos, whereas the four coastal knowledge centre villages presented a picture of orderliness. The villagers used the databases stored in the knowledge centre computers in organizing relief measures and for distributing aid and material received from government and other sources. In two villages, Nallavadu and Veerampattinam, the local people used the public address system not only to warn people about the disastrous vents but also to announce relief measures. Often people criticise these knowledge centres as donor-supported and unlikely to be sustainable. On the tragic 26th of December, the knowledge centres proved their great value. Especially, newspaper after newspaper criticised the government for not having an early warning system as some of the Pacific rim countries have. Arun ----- PHONE CALL SAVED SCORES OF INDIAN VILLAGERS FROM TSUNAMI By Chin Saik Yoon in Penang, Malaysia. December 2004 The tsunami that struck the coastal communities of several Asian countries on 26 December has been made even more tragic as news begin to break of how a small number of technicians, monitoring the progress of the waves across the seas using the latest ICT systems, had found themselves unable to warn communities standing in harms way. This was not the case with Vijayakumar Gunasekaran, a 27-year old son of a fisherman from Nallavadu village, Pondicherry on the eastern coast of India, who works in Singapore. He had access only to a radio and television on the morning of 26 December. Vijayakumar followed the news of the earthquake in Aceh, Indonesia as it unfolded over the radio and television in Singapore. As the seriousness of the disaster in Aceh sank in he began to worry about the safety of his family living along the Indian coastline facing Aceh. He decided to phone home. Muphazhaqi, his sister answered the phone. She told him that seawater was seeping into their home when he asked what was happening in Nallavadu. Vijayakumar realised at once that his worst fears were rapidly materialising. He asked his sister to quickly leave their home and to also tell other villagers to evacuate the village. I said to her: "Run out and shout the warning to others" he told the Digital Review of Asia Pacific over the telephone from his apartment in Singapore. Her warning reached a couple of quick-thinking villagers who broke down the doors of the community centre set up by the M S Swaminathan Research Foundation (MSSRF) where a public address system used routinely to announce sea conditions to the fishermen was housed. The warning from Vijayakumar, collaborated at this time by a second overseas telephone call from Gopu, another villager working abroad, was broadcasted across the village using the loud-speaker system. The village's siren was sounded immediately afterwards for the people to evacuate. No one was killed in this village as a result of the timely warnings. Nallavadu is home to 500 families and about 3,630 people. While all lives were saved, the tsunami destroyed 150 houses and 200 fishing boats in the village according to MSSRF. WikiBibliography Now Available
by Gerry Mckiernan 01 Jan '05

01 Jan '05

WikiBibliography Now Available Colleagues/ I am pleased to announce the inauguration of a new Web bibliography titled _WikiBibliography_ . _WikiBibliography_ is devoted to significant articles, presentations, reports, as well as audio and video programs, Web sites, and other key "publications" about Wikis in general and their select applications and uses. As defined by the Wikipedia, a 'wiki' is "a website (or other hypertext document collection) that allows a user to add content, * but also allows that content to be edited by anyone. The term Wiki can also refer to the collaborative software used to create such a site * Wiki (with a capital 'W') and WikiWikiWeb are sometimes used to refer specifically to the Portland Pattern Repository, the first-ever wiki. Proponents of this usage suggest using a lower-case 'w' for wikis in general. Wiki wiki comes from the Hawaiian term for 'quick' or 'super-fast'" [ http://en.wikipedia.org/wiki/Wiki ]. _WiKiBibliography_ is located at: [ http://www.public.iastate.edu/~CYBERSTACKS/WikiBib.htm ] As of this evening, it contains 30 major entries, most linked to their respective full text documents. At this time, I would most appreciate learning of Any and All Other ***significant*** publications for potential inclusion in this compilation. While I am particularly interested in applications and uses of Wikis in corporations, colleges and universities, and libraries, substantial works about Wikis in general as well as applications in other organizations, are also of interest. BTW: I have identified secondary works from database searches that I will review in the coming weeks and add to _WikiBibliography_, if of value. BTW2: WikiBibliography will complement a planned registry titled _SandBox(sm)_ that will be established at [ http://www.public.iastate.edu/~CYBERSTACKS/SandBox.htm ]. [In the near future, I plan to post a call for significant corporate, educational, and/or library Wikis for potential inclusion in _SandBox(sm)_ . However, those Innovators and Early Adopters Amongst Us [:-)] who would like to nominate resources for _SandBox(sm)_ at this time are welcome to do so in response to this posting]. TIA!!! (Again) Happy New Year! Regards, /Gerry Gerry McKiernan WikiLibrarian Iowa State University Ames IA 50011 gerrymck(a)iastate.edu P.S. For those over 50 (such as myself) who enjoyed early TV serials, please click on the SandBox WikiBiliography image for several HighFlyingAdventures [:-)

Knowledge Processing Outsourcing: The next biz area
by Sreeharsha_Gopalakrishna＠i2.com 31 Dec '04

31 Dec '04

KPO: The next big opportunity Shyamal Majumdar | BS | December 31, 2004 | 12:01 IST Knowledge process outsourcing is widely predicted to be the buzzword in the New Year; here's why. According to a recent study by Evalueserve, the global KPO market is expected to grow at a cumulative annual growth rate (CAGR) of 46 per cent, from $1.2 billion in 2003 to $17 billion in 2010. Compare this with the prediction for the low-end outsourcing services market. This is expected to have a CAGR of 26 per cent, from $ 7.7 billion to $39.8 billion in the same period. Evalueserve says India provided $3.5 billion of BPO and KPO (but non-IT) services in 2003 and is expected to grow at a CAGR of 36 per cent during 2004 to 2010. Hence, it is likely to earn $30 billion in 2010 by providing these services. The high-end KPO opportunities are immense for Indian firms. For instance, look at some of the figures pertaining to intellectual property research. Drafting and filing of patent applications in the US is quite expensive. A typical application costs about $10,000 to $15,000 to draft and file with the United States Patent and Trademark Office. Cost savings from offshoring even a portion of the patent drafting process can easily save up to 50 per cent of the cost for the end client, according to Alok Aggarwal, chairman of Evalueserve. Quite predictably, law firms such as Patent Metrix, Cantor-Colburn and Schwegman, Lundberg, and Woessner & Kluth, have already set up offices in India, and quite a few others are joining hands with Indian companies to cash in on the emerging opportunity. Offshoring R&D in pharmaceuticals and biotechnology is another area where there is enormous potential for KPO. Aggarwal says destinations such as India offer significant cost advantages (as much as 40 to 60 per cent) in the areas of contract research and clinical trials. Companies such as AstraZeneca and GlaxoSmithKline have recently set up drug discovery centres at low-cost destinations to offshore R&D activities. Chip design and embedded systems is another critical area. A paper presented by Aggarwal says the reason why all major integrated design manufacturers such as Motorola, Intel, Analog Devices, National Semiconductor, IBM, Cisco, Cypress Semiconductor, Nokia and Philips have set up offshore design centres is simple. The compensation for a chip design engineer with a master's degree and five years' experience is about $7,000 a month in the US. An engineer with the same qualification and experience in India gets about $1,200 a month. Naturally, the cost savings in KPO is enormous. For example, data-mining services companies can save as much as 60 to 70 per cent on analytics and inventory management costs by off-shoring them. The cost differential between PhDs/engineers in the US and India is almost $60,000 to $80,000. Companies like Evalueserve, GE Caps, MarketRx have set up centres at low-cost destinations to provide these services. And more are expected to follow soon. A major reason why companies in India will have no option but to move up the value chain from BPO to KPO is quite simple. By 2010, India may have become too costly to provide low-end services at competitive costs. For example, Evalueserve says Indian salaries have increased at an average of 14 per cent a year. If this trend continues, they are expected to increase 2.5 times the current salaries (in constant dollars) by FY 2010, thereby reducing the cost-arbitrage benefit from the present 40 to 25 per cent. This, the low-end work may move to relatively cheaper countries like Ukraine, the Czech Republic and Malaysia. Moreover, commoditisation of BPO services will further boost the transition of present low-end destinations to the higher end of the value chain. The better margins expected at the higher end of the value chain might act as a deterrent for companies in accepting low-end work. The number of professionals working in the offshore industry is expected to increase as more and more companies decide to become involved in BPO and KPO. This will further drive the trend towards the migration of low-end services to high-end services, especially as offshore service vendors (as well as professionals working in this sector) gain experience and capabilities to provide high-value services. During 2000 to 2003, the US offshored 2,38,000 IT service jobs. Evalueserve predicts that this is likely to increase to 7,75,000 jobs by FY 2010. Further, by the end of March 2004, the US had offshored about 1,36,000 BPO (non-IT) jobs, mostly in the call centre segment. Forrester predicts that it is likely to offshore 1.314 million BPO (non-IT) jobs by FY 2010 **************************************** Sreeharsha BG Knowledge Management Group i2 Technologies software Pvt. This is the reply of Mr. Prafulla's mail. Well, the images will be there in the book. Actually books are being scanned and stored in TIFF format and also OCR is being done to create the text. You may like to see at http://www.dli.ernet.in/ where you can find the TIFF, HTML and Text version of the book. I am not sure why it is being called as Text-based. The reason may be that they are creating the text format also and allowing the search inside the book using the index created by OCR software. However there is little ambiguity. Project document says that keyword search is allowed but document will be delivered only in image format. Text will be used only for creating the index and searching. But Digital Library of India website is not allowing the keyword search (only Title and Author search with some browse options) and giving the full document in image as well as text format. I saw this scanning work almost 2 and half year back in Digital Library of IISc and there they were using Minolta overhead Book Scanner, which can scan 10,000 pages in a day in 3 shifts. Also this is overhead book scanner so there is no need to open the binding of the book. Also, after that they were doing OCR (probably using Abby FineReader s/w). Someone related to project may throw more light on this. You may like to see the following pages in order to have more details about the project. http://www.library.cmu.edu/Libraries/MBP_FAQ.html and http://www.ulib.org/html/index.html Thanks and Regards Madhuresh Singhal Aurigene Discovery Technologies Limited, Electronic City, phase II, Hosur Road, Bangalore 560100 Phone 28521314-16 Ext.- 422 Mobile 98861 82822 E-mail: madhureshsinghal(a)yahoo.com http://nettalk2.tripod.com/ -----Original Message----- From: Prafulla Chandra [mailto:prafulla@nisc.co.in] Sent: Thursday, December 30, 2004 2:49 AM To: lis-forum(a)ncsi.iisc.ernet.in; Madhuresh Subject: Spam:Re: [nmlis] Internet Archive to build alternative to Google Dear Friends, This has reference to Mr Madhuresh's email reproduced below.
