The Editor of World Digital Libraries: An International Journal (WDL) announces a Call for Papers for the June 2009 and December 2009 issue. World Digital Libraries: An International Journal is a peer reviewed bi-annual journal on digital libraries. The first issue of this journal has just been published. The third issue will be published in June 2009. The aim of the journal is to advance the theory and practice of acquisition, organization, management and dissemination of digital information on a sustainable basis. In doing so, the journal will keep readers abreast with the current developments in the field. The journal will include articles, reviews, current developments, and case studies dealing with § theoretical and methodological issues that relate to the interrelationships among electronic resources management, digital preservation, multiple access, multilinguality, copyright issues and security aspects; § initiatives taken towards digitization through lucid case studies; § current developments across the globe; and § dialogues between the scientific community and society at large. The journal will be having global coverage with local focus and would provide a platform for decision-makers, planners, consultants, library and information science professionals to share their experiences. It will also facilitate dialogue among the digital library communities. Articles and reviews should examine concepts, analyses, new approaches, and techniques pertaining to this field. Dear Friends, World Digital Library Set to Launch on April 21 * * The Library of Congress (LC) announced that the World Digital Library (WDL) , an online partnership between LC, UNESCO, and 32 partner institutions to share cultural materials, will launch on April 21. A reception will be held that day at UNESCO’s Paris headquarters for partners and other special guests attending the semi-annual meeting of UNESCO’s executive board. Dear Friends, Revamp of library system on the cards Upgrading of infrastructure in public libraries in keeping with the cyber age, setting up local-level knowledge centres and educational units in rural areas are among the steps being contemplated under a proposed National Mission on Libraries, a senior official Lov Verma, Joint Secretary (Libraries) said, who was speaking at the inaugural session of a three-day 'National Conference on Public Libraries' recently. "The government is on the threshold of finalising the mission, a roadmap for which was given by the National Knowledge Commission. It has been proposed that it will be converted into a permanent commission in three to five years,". He said that, a national census of public libraries is also proposed to be conducted. The data will help set up uniform standards for qualification and pay-scale of library staff. "The infrastructure of public libraries will have to be upgraded in keeping with the IT age. A 'model library design' can be formulated for this. Another proposal is to set up touchscreen kiosks at libraries for providing knowledge as well as local-level information," he said. Revamping of library science teaching infrastructure by setting up a national-level institute, establishing education centres for neo-literates in rural areas and making libraries more disabled-friendly are among other proposals, he added. Respected all LIS Professionals, I agree with the views about necessity of NET examination but my question is about knowledge. NET Certificate will not prove the professional maturity and efficiency about the work. We cannot say that NET cleared person is more efficient and successful in the field because before 1993 there was no NET exam and lot of successful librarians were there before 1993. So if we say that Only NET qualified person will provide quality services then it will be sign of our professional immaturity. We LIS professionals should behave like professionals. How? Think about it. Do we have value in society? After getting NET Certificate and job as librarian, how this will give you status or value in society. Number of LIS professionals are facing identity problem in society. We can take example of lawyer or Doctor; they are independent professionals and are not fighting for professional status or value in society. It is not required for them because they have achieved the status in Society. We, LIS professionals are running behind equivalent status of teachers only and we are asking it from our society and it is not ready to give such types of approval. No body is discussing on this issue, which is very much important. Dr. S.R. Raganathan has worked a lot and did good job for LIS profession. We have to follow him and make some standards for professional development. We all have to follow the same standards. My request to all senior Professionals, we should act accordingly and make our place in the society. I think NET Examination is only standard criteria for solving saturation problem. I agree with the decision of maintaining standard in Higher education because the standard of education in some universities are very much poor but we can give some chances to improve it otherwise we can take preventive action on such universities. Research in the field is necessary now days. Especially in our field it is very much required. Indira Gandhi National Open University prefers M.Phil. Degree or five years work experience for getting admission for Ph.D. in LIS. For more details, you can refer the prospectus. We all know better that the standard of education through IGNOU. They are not demanding NET or SLET. So we should not compare research degrees with NET/SLET Examinations. Now I will be shift over professional ability and maturity. I want to compare two LIS professionals here. One is fresh MLIS student cleared his eligibility test in One or Two attempts. The other one who have Five years working experience with research degree. The first one will get direct appointment. But the second one has to clear NET/SLET. Is it necessary for him? What is the value for work experience then? Who will work efficiently? I think, the person who is having experience and knowledge about the field because now everywhere all are asking experience for the responsible post. What types of quality services we can expect from such NET cleared librarians? generally at entry level, there is absence of professional maturity, he or she cannot make some decisions or there is always possibility of irrelevant decisions. So there should be some standard and uniform criteria for such appointments too. Dear professionals, Mahatma Gandhi Universitys Open Access Theses Archive has been selected as a best web resource by the INTUTE. INTUTE is a consortia of UKs Joint information Systems Committee (JISC),and the Arts and Humanities Research Council (AHRC) The INTUTE evaluated the software, content and various other technical aspects of the database before including the MGU Online theses database in their portal. This is the only Indian archive of PhD theses included by the INTUTE.It is a boost for the Open Access movement in India. Congratulations to Dr R. Raman Nair who took the initiative in creating and uploading this full text thesis database. He has proved to be a successful University Librarian.
