The letter requests that Elsevier withdraw its TDM policy because it places unfair restrictions on how researchers can mine content to which they have legal access to and how they disseminate the results of their research. From the letter: "TDM is a digital research method which enables the analysis of vast and heterogeneous types of content. It has led to new medical and scientific discoveries and is set to be key to increasing the productivity of research and become an established element of research methodologies. Europe is falling behind in the exploitation of TDM because the lack of clarity in the current European copyright framework is disincentivising the uptake of TDM by researchers. In the UK, an exception for TDM has been introduced into legislation. What this means is that TDM will no longer be an activity that is subject to licence in the UK; any researcher will be free to mine content to which their institution has legal access. We see no reason that researchers across Europe and beyond should not have equal rights to mine content to which they have legal access." Dear Colleague, You have reposed confidence in my capabilities and elected me to the office of Vice- President of IASLIC, (Indian Special Library Association). I thank all of you for that, hope that I would be able to live and work up to the expectations. Every year, country celebrate birthday of Dr. S. R. Ranganathan with professional fanfare. In keeping with the heredity, JNU is organizing a daylong seminar on August 12, 2014 in collaboration with Indian Association of Special Libraries and Information Centres ( IASLIC) & Association of Media Libraries and Archives(AMLA) with suppport from Informatics India. We all are well aware that the profession of Library science is at the crossroads. We have to march forward in the right directions. The profession is afflicted with many problems. For instance, numerous positions in Librarians, across the country remain vacant for various reasons. At times for want of suitable candidates with requisite qualifications, while at others due to indifference and reluctance of the authorities to fill them. Furthermore, there are anomalies in the status, pay structure of Library cadres across the country. A proliferation of Library Science programmes through distance mode has enhanced the supply of Library professionals. The supplies (young graduates) are not competent enough to cater to the demands and expectations of the market. In keeping with the changing times, the LIS curriculum needs to be over handed and revised Internship should be made a compulsory component of the curriculum. The recommendations of National Knowledge Commission have not been implemented. The daylong seminar will provide a forum to raise such issues and deliberate upon their tentative solutions. Much will depends upon the dynamic leadership of Library associations across the country, we all have to work unitedly in order to take our metier with evangelistic zeal, more ahead and scale heights. There is no registration fee however 200 delegates shall be accommodated on first registered and first served bases. Dear Fellows of INSA and IASc: Recently, the Librarian of the Raman Research Institute, B'lore, wrote to a publishers seeking permission to deposit the full texts of research papers published in some of their journals by Prof. C V Raman decades ago in an institutional repository RRI is creating. The publisher refused permission! Refused permission for uploading papers written several decades ago. When we requested the publisher again and also publicised the incident through many electronic discussion groups, the publisher gave permission to RRI to upload those papers. Of course, the publisher had the legal right to deny permission as Prof. C V Raman must have signed a copyright transfer agreement with restrictive clauses (as most of us continue to do even now). Here is a quote from J F Sollenberger and M Shipley, The state of scientific publishing: problems and promise, *Scand J Public Health*, 2004; 32: 153–156: "Librarians and many scientists suggest that authors propose alternative wording in publication agreements, specifically retaining the right to use their publications in subsequent works or in their teaching, and/or to self-archive their works in institutional repositories. Author control over the work is then partially preserved, even though the right of first distribution still belongs to the publisher." The authors need not even take the trouble to compose the text of a revised agreement. A few alternative versions are readily avaialble. Here is another excerpt from the same article: "Publishers have what is effectively a monopoly over the distribution of scientific research, since authors hand over copyright and libraries have little choice but to subscribe to the journal. Authors who want to use the results of their own research in future publications, even a figure or a table, must ask for permission to do so, unless they had negotiated this right in the original publication agreement. If not previously arranged, faculty also must request the right to include copies of their own papers in their course syllabi. The traditional model of publishing forces institutions to buy back results of research that they (or taxpayers) have paid for already. Publishers are in control!" Come to think of it. If most Indian researchers perform research with financial support from taxpayers' money (salaries and research grants from DST, DBT, CSIR, UGC, ICAR, ICMR, DAE, DoS, DOD, universities and lab facilities created with funds from a government source), how can they surrender the copyright to their work to a journal publisher? No research paper written by a scientist on the payroll of the US Governmnt (NASA, NIH labs, etc.) is copyrightable. We should pass such a law in India. Till then, our funding agencies and the government SHOULD DEMAND that no author signs away the right to archive and reuse the content of a research paper to a journal publisher - Indian or foreign. *Of course, the authors (and their institutions) should have the freedom to choose the journal where they want to publish their papers*. As of today, more than 92% of about 9,000 journals surveyed allow authors to archive their papers in their own institution's OA repositories, either immediately or within a few months of publication in the journal. The authors can and should negotiate with publishers of other journals and amend the copyright agreement form before signing it. The funding agency which supported the research in the first place and the authors who actually did the work and wrote the paper have a greater right on the paper than the publisher. Regards. Author identification: The complete title of the manuscript and the name(s) of the author(s) should be only on the first sheet and the main text should begin on the same sheet. Complete contact information must be supplied for all authors and co-authors, including full address and postal pin code, telephone, and e-mail address. The corresponding authors should be identified. Typescript: Manuscript should be typed on A-4 size paper, double-spaced, with generous margins at top, bottom, and sides of page. In soft copy it should be in IBM-compatible MS Word format. Sub-heads should be used at reasonable intervals to break the monotony of the text. Words and symbols to be italicized must be clearly indicated, by either italic type or underlining. Abbreviations and acronyms should be spelt out with its first occurrence, unless found as entries in their abbreviated form in a standard dictionary. Pages should be numbered consecutively. Length: Manuscript should typically be of 10 to 15 pages including the reference list. Notes and reference: Notes are for explanations or amplifications of textual material. They are distracting to the readers and expensive to set and should be avoided whenever possible. They should be typed as normal text at the end of the text section of the manuscript rather than as the part of the footnote or endnote feature of computer programme and should be numbered consecutively throughout the contribution. A reference list should contain references that are cited in the text. These should be accurate and complete. Personal communications (letters, memos, telephone conversations) are cited in the text after the name with as exact a date as possible. Examples of references to a book, a chapter in book, and journal article follow, formatted in APA style: Tables, Figures, and Illustrations: Create tables, figure, and illustrations in their electronic files, separate from the main text. (You may use one file for all the tables, but place each figure or illustration in a separate file. Each table should begin in a new page). Figures and tables should be keyed to the text. The data in the text need not be described in such detail that tables become redundant. Figure captions should appear on a separate sheet, not on the original figures. One high quality, camera ready version of each figure must be submitted with the manuscript; photocopies may accompany the additional manuscript copies. Compositors will typeset the tables. Note 1: Generalised writings are not encouraged. Note 2: Any doubt(s) regarding the sub themes of the proposed volume may be clarified preferably by e-mail before preparing the contribution.
