Greetings and Wishes to Dr. Francis Jayakanth
by hariharan_ah＠yahoo.com 05 Aug '26

05 Aug '26

Dear all, I have known Dr. Francis Jayakanth since 1988. I was on the IISc campus for 10 years, during which we met him almost every day, along with Dr. Rajasekar, Mr. Srinivasa Ravi, and others. I moved to Chennai in 1993. Over the years, I have posted many messages about SALIS programmes and activities in LIS-Forum. I also met Dr. Francis Jayakanth several times during the National Knowledge Resource Consortium meetings. We invited him on several occasions to conduct workshops in our SALIS conferences. He has been the moderator of LIS-Forum for more than 35 years. He approved messages posted to the forum with complete fairness and without any partiality. Being a moderator is not an easy task. He spent several hours almost every day reading and approving messages. He possesses extensive knowledge of open-source software such as DSpace, EPrints, etc.. He has been one of the pioneers in promoting the Open Access movement in India. He has conducted numerous workshops and delivered hundreds of lectures on open access, open-source software, and related tools. He is well known to library and information science professionals across India. Despite his accomplishments, he remains a simple, humble, and down-to-earth person. On behalf of SALIS and on my own behalf, I wish him a happy, healthy, peaceful, and active retired life. Dr. A. Francis Jayakanth and the Making of Open Access in India - online talk
by Pradeep P Kavi 27 Jul '26

27 Jul '26

Dear LIS-Forum Members, Greetings! Gentle reminder on today's online talk by Professor Leslie Chan honouring Francis Jayakanth. You are cordially invited to an online talk honouring Francis Jayakanth, whose four decades at the Indian Institute of Science and more than three decades of stewardship of LIS-Forum have made a lasting contribution to open access, digital libraries, and the library and information science community in India. The Quiet Infrastructure of Openness: Francis Jayakanth and the Making of Open Access in India. Speaker: Professor Leslie Chan, University of Toronto, Canada Long before open access became a formal policy agenda, a commercial publishing model, or a measure of institutional performance, it was built through the care work of librarians, technologists, researchers, and advocates. This talk honours Francis Jayakanth, whose four decades at the Indian Institute of Science placed him at the heart of India’s early digital library and open access movements. From his early work at the National Centre for Science Information to the creation and long-term stewardship of ePrints@IISc, his development of interoperable systems, support for institutional repositories, professional training, and more than three decades of sustaining LIS-Forum, Francis exemplifies the often-unseen labour through which open knowledge infrastructures are created, governed, and maintained. Situating his contributions within the wider history of open access in India, the talk will also recognize pioneers such as Subbiah Arunachalam and T. B. Rajashekar, alongside the librarians, researchers, institutions, and community initiatives that established repositories, open journals, professional networks, and new forms of scholarly communication across the country. Retelling this history is particularly urgent at this juncture, as attention shifts toward centralized proprietary platforms, extractive publishing agreements, and prestige-branded programmes that can obscure the community-driven and commons-based foundations of openness. Honouring Francis is not simply an occasion to celebrate an exceptional career. It is also an opportunity to remember the people, relationships, and practices of care that made open access possible, and to renew our shared commitment to infrastructures that are non-commercial and interoperable, community governed, grounded in the commons, and sustained through care. Date: Monday, 27 July 2026 Time: 4:00 PM IST (UTC+5:30) Platform: Microsoft Teams Teams Link: https://teams.microsoft.com/meet/454657375013009?p=Mm9pMdgZO6YhANoU27 About the Speaker Professor Leslie Chan is Associate Professor, Teaching, in the Department of Global Development Studies and the director of the Knowledge Equity Lab at the University of Toronto Scarborough. An early practitioner of the Web for scholarly exchange and online learning, Leslie has been interested in the role and design of knowledge infrastructure and their impact on local and international development. In particular, he has been studying the geopolitics of academic knowledge production and the uneven power relations embedded in this production. Since 2000, Leslie has served as the director of Bioline International, an open access platform for scientific journals from the global south. Leslie was the PI of the Open and Collaborative Science in Development Network (OCSDNet). He has published widely on open access and knowledge production. Currently, he is on the board of several international organizations, including the San Francisco Declaration on Research Assessment (DORA), Directory of Open Access Journals (DOAJ), and the steering committee of Invest in Open Infrastructure (IOI). We warmly invite all LIS-Forum members and colleagues to join us for what promises to be a thought-provoking reflection on the history, values, and future of open access in India, while celebrating the enduring contributions of Francis Jayakanth. We look forward to your participation. -- Madhan, M https://orcid.org/0000-0003-1651-4180 =================================== ಪ್ರದೀಪ್ ಪಿ ಕವಿ/ प्रदीप पी कवि/Pradeep P. OpenAI did not violate copyright laws by using ANI news to train ChatGPT: Delhi High Court declines interim relief
by madhan muthu 25 Jul '26

25 Jul '26

OpenAI did not violate copyright laws by using ANI news to train ChatGPT: Delhi High Court declines interim relief In an interim order, Justice Amit Bansal ruled that such use of content to train the Large Language Model (LLM) falls under the fair dealing provision of Section 52(1)(a) of the Copyright Act. *"Therefore, it does not amount to infringement under Section 51,"* the Court ruled. The Court said that outputs generated by ChatGPT using Retrieval-Augmented Generation (RAG) technique does not amount to copyright infringement since the answers generated by the Artificial Intelligence (AI)-tool were not substantially similar to the original content published by ANI. *"Further, ANI has failed to satisfy this Court that any memorisation or regurgitation of ANI's copyrighted literary works has happened to the responses generated by ChatGPT,"* the Court added. Thus, the Court declined to restrain ChatGPT from using the content published by ANI. It said irreparable injury would be caused not only to OpenAI but to public interest also if any interim injunction is granted in favour of ANI at this stage. *"ANI has failed to make out a prima facie case for grant of interim injunction. Balance of convenience is also against grant of interim injunction,"* the Bench said while dismissing ANI's interim application. The Court stated that ChatGPT has transformed information and is being used all around the world for beneficial purposes. https://www.barandbench.com/news/litigation/openai-did-not-violate-copyrigh… -- Madhan, M

Seventh International Conference on Science & Technology Metrics (STMet 2026) Physical/Virtual October 02-04, 2026 Bali, Indonesia Universitas Islam Negari Sunan Kalijaga, Indonesia Sessions will be held at the Hilton Garden Inn, Bali. https://www.socio.org.uk/stm Co-located with Springer Real-Time Intelligent Systems (https://www.socio.org.uk/rtis) Building metrics is key to measuring science and technology and translating those measures to improve outcomes. The metric is not confined to drawing numbers and analysing. Selecting a metric depends on synthesising multiple directions and evidence-based data, producing scientific and technological evaluation benchmarks and standards, and implementing them with real data to mark a full-fledged system. Recently, we have witnessed the emergence of new metrics-based models that aim to reflect the growth of science and technology. The proposed Science and Technology Metrics (STMet 2026) conference addresses the assessment of various aspects of science and technology using multiple metrics, which can be best expressed through different approaches. In addition to the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference theme. The workshops provide participants with a friendly, interactive atmosphere to present novel ideas and discuss the application of metrics in Science and Technology Systems. The tutorials aim to enable participants to familiarise themselves with the theoretical and practical aspects, as well as the application of metrics. The proposed conference includes invited talks, presentations, tutorials, workshops, and discussions. The STMet has tracks on specialized topics. Francis Jayakanth and the Making of Open Access in India - online talk
by Pradeep P Kavi 23 Jul '26

23 Jul '26

Dear LIS-Forum Members, Greetings!
