Narang Research Promotion Award 2022 (For Supervisor) B. IATLIS - Prof. Jagindar Singh Ramdev Lifetime Achievement Award 2022. A. Eligibility criteria for IATLIS - Prof. S.P. Narang Research Promotion Award to be given every alternate year to an LIS Teacher/Supervisor The nominee must be an in-service teacher in a UGC recognized university on a full-time basis and must have at least 10 years of teaching and research experience in Library and Information Science. The following aspects of the research work during previous two years shall be considered for the award: · Supervision of Ph.D. research work. · Research funding got from national and international bodies · Research papers published in peer-reviewed journals. · Research publications cited. UAE (www.socio.org.uk/stm) Building metrics is the key to science and technology measurement and translating the measures to work better. The metric is not confined to drawing numbers and analyze. Selecting a metric depends on synthesising multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data mark the full-fledged system. Recently, new metrics-based models are emerging to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2023) conference concerns how many metrics may involve assessing different aspects of science and technology, which are best expressed using different approaches. A few decades ago requesting a copy of a scholarly article could be made to the author(s). The author would normally spare a copy from his quota of reprints or from his own file copy. This was a primary source in my days (I retired from active librarianship around 2000). In fact ISI used to sell specialised Reprint Request Post cards - They used to contain auto-carbon peel off parts. The address could be peeled and pasted on To: page of the postcard. The reprint (bibliographical) info per se could be peeled off and pasted in your file for reference etc Has this practice disappeared? Do authors not get reprints for personal distribution? Has the practice been banned by publishers ? Am I asking a "Rip Van Winkle" Question? Thanks if anyone could respond! The Direct to Open (or D2O) model of distributing books published by the MIT Press has entered the second year and many more titles will be added this year. https://publishingperspectives.com/2023/08/open-access-mit-press-to-expand-… Other publishers, especially university and society publishers, would do well to follow this model. This action of MIT (similar to the Subscription to Open or S2O model of Annual Reviews Inc. who expect to make all their 51 journals S2O by year end) is in line with Mahatma Gandhi's vision of Trusteeship :Those who can afford should take care of those who cannot. Friends, I just saw Mr Hemanta Biswal's mail on the forthcoming international symposium on "Digital Libraries: Sustainable Development in Education," to be held at NDLI, IITKh. I am particularly happy to note the emphasis on ACCESSIBLE EDUCATION. India has taken many initiatives in the area of open and accessible education. The NPTEL programme of IITs (in partnership with IISc) is indeed something the nation can be proud of. [IITM and IISc are now offerng online courses open to all without the need to clear JEE]. SWAYAM is another commendable programme. A friend, a renowned physicist, told me the inspiring story about an autorickshaw driver with middle school education becoming a lecturer in a college after learning through open courses available through SWAYAM and completing his class XII, undergraduate and postgraduate studies (over several years). On the other hand, we also see many universities offering correspondence courses and turning out less than satisfactory graduates in large numbers. I am sure the forthcoming conference at IITKh would discuss the issue of quality control in online education. As we are talking about a G20 event, I would like to draw your attention to the work of Commonwealth of Learning, to which many Indians have made stellar contributions. While we are discussing a conference on 'digital libraries,' I wish to alert you to the general feeling that we host too many conferences, talks and webinars but do not match it with commensurate action. Let us take 'digital,' 'equitable,' 'inclusive' and 'open' access to knowledge. I have lost count of the number of events held in recent times in our country and the number of papers and theses written on this theme. What is the reality? According to COKI, only about 30% of India's research output is available as open access. My colleagues and longtime coauthors Muthu Madhan and Subbiah Gunasekaran tell me that India's share in preprint servers such as arXiv, bioRxiv and medRxiv is also much smaller than one would expect. A very large proportion of papers are published in expensive commercial journals, some after the authors/their institutions or funders have paid a huge article publishing charge. And most researchets in India have no access to these journals. Which means most Indian researchers cannot even read these papers, which in the first place came out of research supported by Indian taxpayers. It would be great if this conference comes up with concrete proposals to make knowledge produced in the G20 countries (and the rest of the world) 'born open' and available to all who want to access it. I saw a full page advertisement from Naranarayan Shastri Institute of Technology offering undergraduate and PG courses in Forensic science, affiliated to the National Forensic Sciences University, Ahmadabad. This was in Times of Indi of 6th August 2023. While listing several facilities / amenities / advantages of the campus, the advertisement is silent about any library facility. I am shocked and pained, as a retired librarian. Can any academic institutions survive without decent libraries? Launched in 2021, D2O is a sustainable framework that harnesses the collective power of libraries to support open and equitable access to vital, leading scholarship. D2O moves scholarly books from a solely market-based, purchase model, where individuals and libraries buy single eBooks, to a collaborative, library-supported open access model. Instead of purchasing a title once for a single collection, libraries now have the opportunity to fund them one time for the world through participant fees. “With the successful conclusion of our second year of Direct to Open, we are thrilled to make the Press’s complete list of 2023 monographs openly available,” said Amy Brand, director and publisher of the MIT Press. “This achievement comes at a pivotal time for open science, research, and publishing and would not be possible without the partnership and collaboration of D2O member libraries and consortia. Together, we are proving open access scholarship is not only achievable, but sustainable and scalable.” In its second year, 322 libraries, an increase of 33% from the first year, from around the globe committed to support D2O. UAE (www.socio.org.uk/stm) Building metrics is the key to science and technology measurement and translating the measures to work better. The metric is not confined to drawing numbers and analyze. Selecting a metric depends on synthesising multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data mark the full-fledged system. Recently, new metrics-based models are emerging to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2023) conference concerns how many metrics may involve assessing different aspects of science and technology, which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference's theme. Librarian Guide Travel Grant (LGTG) 2023 is financial assistance for the students pursuing Master of Library & Information Science (MLISc) from any College / University / Institute in India. The main purpose of the LGTG is to provide an opportunity to the MLIB student to attend the conference being organized anywhere in India. The student must be currently enrolled in the Master of Library and Information Science course in any college / university / institute in India only. Using persistent identifiers (PIDs) for research outputs can maximize the discoverability and support in making research data FAIR. PIDs are unique and permanent identifiers that can be used to identify and cite research outputs over time. This is important for open research because it allows researchers to share their work with others and track its impact. A Digital Object Identifier (DOI), a type of PID, can be assigned and used for various research outputs (beyond the journal article) such as datasets, research software, dissertations, grants, peer review reports, etc. DOIs are persistent, unique, and machine-readable. Once DOIs are registered, it's easy to find and cite them. In this workshop, we are going to cover the following elements that could be useful for repository managers, researchers, librarians, and policymakers: · Introduction to persistent identifiers (PIDs) and their importance · Making your institution's research data FAIR · The value of integrating repositories with DOIs · DataCite's Global Access Program role in fostering PID adoption worldwide Overall, institutional repositories are a vital tool for supporting open research practices. Selecting a metric depends on synthesising multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data mark the full-fledged system. Recently, new metrics-based models are emerging to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2023) conference concerns how many metrics may involve assessing different aspects of science and technology, which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, STMetrics will host several workshops and tutorials related to the conference's theme. The workshops provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology Systems. The report, which was spotlighted at a seminar jointly organized by India’s Ministry of Education in partnership with Elsevier, analyses scientific production of the 19 G20 members, all of which have rigorous research and development programs. Elsevier examined 24,746,950 scientific publications from researchers at nearly 20,000 institutions. The data introduced some striking trends in global research. Global South Research Growth Of most note, for the first time India has taken over the United Kingdom as the third largest producer of research globally, behind China and the U.S. In fact, while the report shows all G20 countries saw enormous growth in their scientific capacity over the last 30 years, it revealed those belonging to the Global South saw the most growth. In the period 1999 to 2022, the number of scientific publications with authors in India grew 11.2% per year. For China the rate was 14.7%, for Saudi Arabia 16%, and for Indonesia 20.1% per year. Looking at the last decade, Indonesia’s research output grew 26% per year, Saudia Arabia was at 17%, and South Africa grew 7.8% annually compared to the world average growth rate of 3.6%. Data further reveals that China and India showed a growth rate of 9.3% and 9.7% respectively, substantially higher than that of the U.S at 0.5%. Call to libraries -- preservation of old science magazine/journals from India

All, I am part of the team at the Archives at NCBS (https://archives.ncbs.res.in/), a public collecting centre for the history of science in contemporary India. We have a mandate to try and preserve physical and digital material within our area of focus, and we are actively looking to work with libraries across India that may have old science journals/magazines and old science books. Please do consider reaching out to us if your library has old material that fits: (a) Science magazines (like Science Today, Science and Culture, Science Reporter, etc) up to 1995 (b) Science related books (not textbooks) published in India that are out of copyright - likely early 20th century. If there is interest, we can work with your library, bring the physical material to our preservation centre in Bangalore, digitize it, and send you back a digital copy. We also do physical conservation work. There is no cost to the library through any of these processes. We are funded through specific grants for this project to enable vast public access to the history of science in contemporary India (~1850 - 1995 is our domain for now). We can offer open-access (not open-use) to this material through our open source archival platform. We have on our website the current catalog for ~150,000 objects, ranging from manuscripts and correspondence to photographs to scientific equipment. In addition to the collections visible on the website, we hold other valuable material like the papers of TSG Sastry, a physicist who worked on the Thumba rocket programme, Leslie Coleman, an early 20th century agricultural scientist in Mysore state, and MS Swaminathan. We are fortunately funded to receive, process, preserve and digitize archival material for the next few years, and this should be a stable resource for generations ahead. We are also leading efforts in developing legal and ethical standards, and digital annotation tools for archival material. Entrelib continues to be a gathering place for academic, public, and special library workers, as well as entrepreneurial ecosystem partners, via our free online events. The event will be free and hosted on Zoom The conference’s theme Refresh & Refocus relates to the ever-expanding work that libraries of all types are doing to serve entrepreneurs in their communities and contexts. It also acknowledges that library staff approach this work with a wide range of knowledge, and access to resources. This event seeks to provide a forum for expanding library understanding about the diversity that exists among these “entrepreneurials,” their needs, and both proven and emerging ways libraries can support and sustain entrepreneurs in their journeys. It also seeks to provide an opportunity for individual staff members and their libraries to assess where serving these populations fits in their institution’s priorities and how best to align their staff and resources to serve these engines of economic growth. In 2021 more than 5.4 million new business applications from entrepreneurs were filed, surpassing the record of 4.4 million set in 2020. A recent study of 1,500 adults making a work-life change found that 33% of respondents had explored starting their own business and that 27% had considered becoming a consultant or freelancing. Examples of topics of interest include: · How libraries position themselves in entrepreneurial ecosystems · Studies of information/resource needs and practices of entrepreneurs. · Services focused on serving specific populations: teens, senior adults, immigrants, blue collar/trades, individuals impacted by systemic racism, rural populations, economically disadvantaged. · Examples of effective community partnerships and how to establish and maintain them. · While acknowledging the value of community partnerships, we are interested in “home-grown” programs developed internally by libraries leveraging the library’s staff and resources. Proposals are not limited to the topics above, the conference is interested in receiving a wide range of proposals that embrace the conference theme. We are especially interested in proposals that provide new perspectives on not only how libraries support entrepreneurs (refresh) as well as programs to provide convincing arguments for why these services should be a priority (refocus). Selecting a metric depends on synthesising multiple directions and evidence-based data. About the speaker: Mr Raja Visvanathan is currently working as a Scientist-C (Computer Science) at INFLIBNET Centre, An IUC of the University Grant Commission (UGC), Gandhinagar, Gujarat, since September 2015. He is a Physics graduate and pursued his Master's in Computer Applications. He has more than 13 years of academic and research experience in various institutes. Before Joining INFLIBNET Centre, he worked for the Indian Institute of Science (IISc), Bengaluru and the Indian School of Business, Hyderabad. Currently, he is a part of the Software, Research and Development group at the Centre. Friends, "I think higher education in India has been losing its soul for a long time, particularly in humanities and social sciences because of the pressure to get jobs. The basic purpose of higher education - of questioning and exploring - has been lost," says Prof. Suhas Palshikar, the eminent political scientist. Questioning, exploring, learning, and teaching have been put on the back burner in many higher educational institutions (HEI), nay they have been sacrificed at the altar of chasing ranks. While several institutions are indulging in citation gaming and other unwelcome practices to improve their rank, some others, I hear, are thankfully getting out of this rat race. Prof. Padmanabhan Balaram has written several editorials on the abuse of publication and citation data in *Current Science*. He has also spoken about it in many of his talks. Please listen to his LIS Academy talk (on Science publishing and the decline of scholarship), the first in their seminar series, delivered on 14 November 2020. It is available on YouTube. And yet a very large percentage of research papers from LIS departments and the doctoral (and possibly Master's) dissertations in LIS submitted to Indian universities is in citation analysis/scientometrics. Balaram says many of the papers written by Indian librarians are no good at all. But our main purpose is to serve our faculty and students to do whatever they do better, which are mostly teaching, learning, questioning, exploring, creating new knowledge, inventing, patenting, and occasionally advising the government and helping industry. HEIs are, so to say, in the business of knowledge generation and exchange. There are two parts to it, viz. enhancing *access* to knowledge generated worldwide, and making the knowledge generated by our own researchers *visible* to the world. That, in short, is scholarly communication librarianship is all about. Friends, A few days ago Mr Raja Viswanathaan of INFLIBNET delivered the 18th Dr T B Rajashekar Memorial Lecture in which he explained how NIRF assesses an academic instituion and how librarians can help their institutions improve their ranking, esp. through improving the visibility and citability of the research papers published by the institution's faculty and students. Probably because of the limited time available for the talk, he could not tell you how such efforts to 'improve citations' often degenerate into exercises in citation gaming. Many of you might have read a recent article in Science ( AAAS) wherein a popular dental college in Southern India was accused of systematic citation gamig. Of course, someone from the college did try to deny the charge, but I thought their defence did not carry conviction. Let us remember the purpose of higher education is to teach, to learn and to do research well. Academic librarians would do well to support the faculty and students in all three activities. They could ensure that all research papers of their institutions are made OA. They could play a role in their institutions embracing open science practices. *Here I am Sharing a story of NEE Cracker who took the Help of Library * *Achievement* Piyush Jha (19), a former student of Rajkiya Pratibha Vikas Vidyalaya (RPVV), Paschim Vihar, has qualified for the *National Eligibility Cum Entrance Test (NEET)* <https://indianexpress.com/article/education/neet-ug-2023-result-why-joint-t…>with a 100% percentile. His rank stands at AIR 3 in the EWS category and AIR 88 overall. *Family* Piyush’s father works as a security guard and his mother is a homemaker. It had been difficult for them to sustain Piyush’s education on a single income but his parents as well his uncle worked hard to financially support his education as well as his preparation for NEET. *Help of Library* Piyus live in a rented two-bedroom house his my uncle’s family. So it was not possible to study at the house. So he joined a private library nearby to prepare for NEET. He used to go to a private library near to his house and spend 12 hours on a regular day and almost 14 hours when the exams were close. *Help of Online Education* Piyush shared that having the option of an online course made it much easier for him to prepare. “Offline packages at coaching centres are usually too expensive and if I didn’t have the option of online coaching, I don’t think I could’ve prepared for NEET.” To prepare for NEET 2023, Piyush had purchased a course batch from a private coaching centre which included recorded lectures, daily problem solving modules, and regular tests.
