IOP Publishing and the Manipal Academy of Higher Education have finalised a Read and Publish agreement

IOP Publishing (IOPP) and the Manipal Academy of Higher Education have finalised a Read and Publish agreement as they work towards breaking down barriers to publishing open access (OA) for researchers from lower and lower middle-income countries. The unlimited OA agreement, which is one of IOP Publishing’s first in India, enables researchers affiliated with the Manipal Academy of Higher Education to publish all their research OA at no cost to them, making their scientific work permanently and freely available online for anyone to read. The agreement supports the growing appetite from researchers in India to publish their work OA. According to a global study of over 3,000 researchers carried out by IOPP with other society publishers, 62% of physical science researchers from India and Pakistan want to publish OA, but nearly 80% of respondents from these countries said a lack of funds are the main reason for not doing so. Metacognition is one of the domains of metaliteracy. Metaliteracy is a requirement for successful research. It promotes critical thinking and collaboration in a connected world, providing a comprehensive framework to effectively participate in social media and online communities. It is a unified construct that supports the acquisition, production, and sharing of knowledge in collaborative online communities. Metaliteracy challenges traditional skills-based approaches and expands on traditional information literacy. This allows us to consider the related literacy types and incorporate emerging technologies. Standard definitions of information literacy are insufficient for the revolutionary social technologies as well as research trends in our changing world. Outcomes: After completing this workshop, participants will be able to: Understand and explain the nature of metacognition and metaliteracy; Analyze the connection between the two; Convey the importance of being a self-determined metaliterate researcher; Understand and describe all the attributes of a self-determined researcher; Apply these skills in your own research these skills as a teacher, collaborator, researcher, and publisher of research as a self-directed scholar/researcher; Be able to function and prosper, as a metaliterate researcher and scholar, in an uncertain and highly variable information environment. This is a very important consideration especially nowadays due to the prevalence of ICTs. Since ICTs permeate all sectors of society, a more user-friendly term was developed – Digital Wellness. Digital Wellness is characterized by the ability of the user to discern between the dangers and opportunities found in cyberspace, act responsibly, and align his/her online behavior with their offline values. It is wrong to assume that being digitally well is only applicable to adults who have extensive access to mobile devices and computers. Rather, this is of even more importance to children and young adults who are growing up using these devices either at home or at school or both. Following this need, nine books were developed by the ACEIE and the Information Science Department, in 2015 and 2016, in partnership with, inter alia, Intel Education, the UNESCO Information for All Programme (IFAP), the South African Department of Telecommunications and Postal Services (DTPS) and Department of Basic Education (DBE), addressing issues pertaining to Digital Wellness. The Digital Wellness Toolkit offers an easy-to-use format (printed and electronic books) and illustrative means to convey key concerns. *Instructor: **Naailah Parbhoo* *Naailah Parbhoo* is a full-time lecturer at the University of Pretoria, Department of Information Science. She lectures various modules varying from first year- Introduction to Information Communication Technologies, second year- Social and ethical impacts- information ethics, third year- competitive intelligence and honors- Organization, retrieval and seeking of information. From 2014, she was the junior research officer for the African Centre of Excellence for Information Ethics that is based in the Department of Information Science. In 2017, she became the office manager where she coordinated digital wellness workshops at National Health Insurance sites with the South African Department of Telecommunications and Postal Services. From: Subbiah Arunachalam subbiah.arunachalam at gmail.com Mon Oct 30 20:08:25 IST 2023 In an yet to be published (but accepted) paper titled "Publications in gold open access and article processing charges expenditure: evidence from Indian scholarly output," Raj Kishor Kampa, Manoj Kumar Sa and Mallikarjun Dora have made some assertions which I would like them to reexamine. 1. They begin their paper with the statement "The article processing charges (APC) ensure the financial viability of open-access (OA) scholarly journals." This is simply not true. *Indeed APC benefits the publishers at the cost of science and scientists*. On the contrary, India could use the huge sums that Indian researchers give away (as APC) to foreign publishers year after year (17 million US dollars in 2020 alone, according to Kampa *et al*.) for strengthening research infrastructure, disbursement of scholarships to students on time, supporting doctoral students and early career researchers attending conferences, supporting exchange visits and so on. Indeed, APC charged by most gold OA journals is simply a means to make huge profits for the publishers, witness the huge operating margins declared in the balance sheets of the large commercial publishers, often referred to collectively as the publishing oligarchs. The profit margins of some of these companies, as pointed out in 2017 by Stephen Buranyi in an article in *The Guardian*, are very much higher than the profit margins of tech companies like Apple, Google/Alphabet, and Amazon. For example, Springer Nature has declared margins of 24, 26 and 27 per cent in the last three years, and these don't come anywhere near the profit margins of RELX (Elsevier). *Indeed APC benefits the publishers at the cost of science and scientists*. Remember most of the APC paid by Indian researchers comes from Indian taxpayers who may be happy to support research but not scientists paying to get papers published in such journals. What could really make open access financially viable are preprint archives such as arXiv and bioRxiv and community-led OA journals which do not charge APC. 2. APC Gold OA does not help "bridge the chasm between haves and have-nots of scientific publications, thereby paving the way to reaching equity and inclusion," as Kampa et al. would like us to believe. What it actually does (in the case of India) is to rob a poor nation and transfer the funds to publishing companies in the richer nations. In what way can it be considered as a way to 'reach equity and inclusion'? Transferring taxpayers' money from an emerging economy to commercial entities in affluent countries is unethical and immoral. For the same reason, signing transformative agreements with commercial publishers should also be shunned. The 2021 International Library Automation Perceptions survey conducted through Library Technology Guides is now underway. This survey, conducted annually since 2007, provides an important opportunity for libraries to register their perceptions of the strategic automation products they use, organizations that provide these products, and the quality of support delivered. The survey also probes at considerations for migrating to new systems and the level of interest in open source products. While the numeric rating scales support the statistical results of the study, the narrative comments provide even more interesting insight into the current state of library automation satisfaction. Comments will be published in the survey results, though redacted to conceal any text that might identify the individual or organization responding. Please help your fellow libraries who might be in the process of evaluating library automation options by responding to the survey. Any information regarding vendor performance and product quality can be helpful when making strategic decisions regarding automation alternatives. A large number of responses strengthen the impact of the survey and the subsequent report. This survey also provides constructive criticism to the vendors involved to help them address any prevailing issues or concerns. If you have responded in previous years, please respond again this year to help identify any trends regarding improvement or worsening of the products or support services. Does APC Gold OA

In an yet to be published (but accepted) paper titled "Publications in gold open access and article processing charges expenditure: evidence from Indian scholarly output," Raj Kishor Kampa, Manoj Kumar Sa and Mallikarjun Dora have made some assertions which I would like them to reexamine. 1. They begin their paper with the statement "The article processing charges (APC) ensure the financial viability of open-access (OA) scholarly journals." This is simply not true. *Indeed APC benefits the publishers at the cost of science and scientists*. On the contrary, India could use the huge sums that Indian researchers give away (as APC) to foreign publishers year after year (17 million US dollars in 2020 alone, according to Kampa *et al*.) for strengthening research infrastructure, disbursement of scholarships to students on time, supporting doctoral students and early career researchers attending conferences, supporting exchange visits and so on. Indeed, APC charged by most gold OA journals is simply a means to make huge profits for the publishers, witness the huge operating margins declared in the balance sheets of the large commercial publishers, often referred to collectively as the publishing oligarchs. The profit margins of some of these companies, as pointed out in 2017 by Stephen Buranyi in an article in *The Guardian*, are very much higher than the profit margins of tech companies like Apple, Google/Alphabet, and Amazon. For example, Springer Nature has declared margins of 24, 26 and 27 per cent in the last three years, and these don't come anywhere near the profit margins of RELX (Elsevier). *Indeed APC benefits the publishers at the cost of science and scientists*. Remember most of the APC paid by Indian researchers comes from Indian taxpayers who may be happy to support research but not scientists paying to get papers published in such journals. What could really make open access financially viable are preprint archives such as arXiv and bioRxiv and community-led OA journals which do not charge APC. 2. APC Gold OA does not help "bridge the chasm between haves and have-nots of scientific publications, thereby paving the way to reaching equity and inclusion," as Kampa et al. would like us to believe. What it actually does (in the case of India) is to rob a poor nation and transfer the funds to publishing companies in the richer nations. In what way can it be considered as a way to 'reach equity and inclusion'? Transferring taxpayers' money from an emerging economy to commercial entities in affluent countries is unethical and immoral. For the same reason, signing transformative agreements with commercial publishers should also be shunned. The Winter School presents six workshops to train information science professionals in developing their research skills through various tools and techniques for understanding social behavior, analyzing large datasets using tools and techniques such as Machine Learning, R, Word Vectors, Embeddings, Language, and Graphic Generative AI, Digital Wellness and Information Ethics. The Winter School presents six workshops to train information science professionals in developing their research skills through various tools and techniques for understanding social behavior, analyzing large datasets using tools and techniques such as Machine Learning, R, Word Vectors, Embeddings, Language, and Graphic Generative AI, Digital Wellness and Information Ethics. Each workshop's duration is six hours and will be conducted over two days with each session of three hours per day on specific topics. All sessions are virtual and synchronous. Friends, Here is an interesting article on how the removal of a journal from the list of journals indexed by WoS can affect its revenue (and its reputation among scientists) dramatically. https://scholarlykitchen.sspnet.org/2023/09/18/guest-post-reputation-and-pu… Unfortunately, for most scientists around the world, open access means OA through paying APC. Despite arXiv serving the physics (and other) communities rather well for more than 30 years, scientists, especially in India are reluctant to adopt self-archiving in institutional repositories or global archives. LIS professionals can, I believe, play a proactive role in making research in science and scholarship open and at a much a lower cost than through paying APC. With best wishes, Arun

One day in the life of a digital librarian

Friends, What does an award-winning librarian do at work? Here is a well-written account of a day in the life of an Indian digital librarian whom all of us in this Forum know. The feelings this 'one-day' story will evoke are very different from the feelings evoked by Alexandr Solzhenytsin's novel *One day in the life of Ivan Denisovich*, the story of a Soviet Union soldier who, on return from German captivity, was accused of being a spy. Karthik Ramaswamy's account of Dr Francis Jeyakanth, who soldiers on with his multiple responsibilities, would make all of us happy and proud. One of us, an Indian LIS professional has done so well, achieved so much, and done all that quietly, despite being in a junior position for most of his career. I am an accidental information professional. I was not trained in LIS or computer science. When I went to New Delhi to work in science publishing in my early twenties, honestly I didn't expect it would change my life. I am a small town guy and Delhi gave me a myriad of opportunities. My job was in science publishing; my office used to receive many overseas journals (which even large academic libraries might not have received then because of the foreign exchange crunch) on exchange for our journals. And INSDOC was housed in the same premises and they were building the National Science Library. I was in the midst of books, journals and trained librarians and trainees learning information science. The transition from a not-so promising chemist into information science newbie occurred without my knowing it. After a few months of living in a mess (where two or three people would share a 10' x10' room), I was welcomed into a bachelors' pad (a 2BHK flat + *barsati*) where already five young men were living along with their cook). Those were amazing guys, from different walks of life, very well informed, ever ready for a discussion or an outing. Probably I learnt more in their company than in many years of formal schooling. After all, it is not for nothing, they say, 'tell me who your friends are, I will tell you who you are.' It was in Delhi I met some of India's best LIS folks - Professors S Parthasarathy and T N Rajan (both of INSDOC), and some very good librarians -V Sarangan (CSIR) J S Raju, P Jeyarajan (both of the British Council Library). I also met a manager of a large publishing-cum-bookselling firm, P Sankaranarayaan (who was my classmate in my first year at college), and his firm's commissioning editor Mr Rajeshwar Rao Abburi. I also had some students in my class at INSDOC (where I taught one course for eight years), who were more knowledgeable than I was. Then on relocating to Bangalore, I came to know the work of Ratnakar, ARD Prasad and N V Sathyanarayana. Selecting a metric depends on synthesising multiple directions and evidence-based data. Recently, new metrics-based models are emerging to reflect science and technology growth. The Artificial Intelligence and Libraries Bibliography includes over 125 selected English-language articles and books that are useful in understanding how libraries are exploring and adopting modern artificial intelligence (AI) technologies. It covers works from January 2018 through August 2023. It includes a Google Translate link. The bibliography is available as a website and a website PDF with live links. Libraries have been exploring AI technology for a long time. In particular, there was an active period of experimentation from the mid-1980s through the mid-1990s that primarily focused on the use of expert systems. Many projects used expert system shells, which simplified development; however, some projects also used AI languages, such as Prolog. This period produced a significant number of library-related AI papers. Subsequently, library interest in AI diminished until around 2018, when research activity increased. The public release of generative AI systems in late 2022, such as ChatGPT, sparked a strong upsurge of interest in them and a rush to utilize their capabilities. Dr. Pushpa Mittra Bhargava (1928–2017) was an Indian scientist, writer, and administrator. He founded the Centre for Cellular and Molecular Biology (CCMB) in Hyderabad. He was the recipient of several awards, including the Padma Bhushan, for his distinguished service. The launch will include the exhibition of postal stamps, matchboxes, paintings, artifacts, and a selection of Bhargava's papers, which largely cover an exhibition he organized in the 1970s called 'Method of Science'. The launch event will include a panel discussion on the MOS exhibition. The panellists will include Chandana Chakrabarti, scientist, writer, and Joint Secretary of the Pushpa Mittra Bhargava Foundation; Gauhar Raza, former Professor at the Academy of Scientific and Innovative Research and Chief Scientist at the National Institute of Science Communication and Information Resources; Gita Chadha, a sociologist working on critical science studies; and Obaid Siddiqui Chair 2023-2024 at the National Centre for Biological Sciences. Friends, I just saw this brief article by Robert-Jan Smits. https://sciencebusiness.net/viewpoint/open-science/viewpoint-its-time-incre… The author is trying to defend and promote Plan S. In my view Plan S is a plan meant to perpetuate the hegemony (and obscene profit margins) of the publishing oligarchs at the cost of science and scientists. Scientists and taxpayers around the world, esp. the Global South, should steer clear of this evil plan and prefer achieving open access through the publicly peer-reviewed preprints route.
