Thanks, Mr. Tapan I guess you are talking about below option "Exclude sources that are less than" ......... (words) .......... (%) Don't exclude by size Can you please clarify where Turnitin has written consecutive words? I guess its not consecutive words but the total count of words matched in any similar documents. Say if you put 14 words as per UGC rule of consecutive words then actually it will exclude all the matching documents bearing less than 14 similar words. Dear Members, Just wanted to bring to your attention one of Dr. Sridhar's (Head (Retd.), Library & Documentation Centre, ISRO Satellite Centre, Bangalore) latest research articles, Future Libraries: Romance of LIS with Futurology, published in SRELS Journal of Information Management, Vol 56(5), October 2019, p.240-245. Here is the abstract of the article: The paper examines the past ‘romance’ of LIS with futurology, traces the flaws of disintermediation threat and the resultant repositioning options of LIS, stressing the need for imagination coupled with reason to turn experience into foresight; identifies the importance of physical space, content, and ambience of libraries to move from ‘Transactional library’ to ‘Relational library’ and from a ‘Center of information’ to a ‘Center of culture’, enumerates a number of non-ICT innovations that have already taken place in libraries, mentions technologies that can be considered for their appropriateness and adoption to enhance value of services. In conclusion, highlights how libraries are marginalized in the digital era by putting ‘access’ before ‘selection’ (avoiding filtering at the input stage) and giving away control over organization of information to users, how ‘access to excess’ and speed over-ride the validity and the quality of content leading to distracted and dissatisfied users; finally cautions about equating ‘provision for access’ to utility and need for greater understanding of user-behaviour in the digital domain. The Indian Association of Teachers of Library and Information Science (IATLIS) invites nominations from LIS teachers /professionals /researchers for the following awards: A. IATLIS – Motiwale Best LIS Teacher Award 2019 B. IATLIS - Prof. S.P. Narang Research Promotion Award 2017 (For Researcher) C. IATLIS - Prof. Jagindar Singh Ramdev Lifetime Achievement Award 2017 A. Eligibility for IATLIS – Motiwale Best LIS Teacher Award The nominee should have at least 10 years of teaching experience at the post-graduate level or 10 years professional experience at a senior level, and should be in service. A person can receive the award only once and one person can nominate only one LIS teacher / professional for each award at a time. B. Eligibility criteria for IATLIS - Prof. S.P. Narang Research Promotion Award to be given every alternate year to an LIS Researcher Nominations only of students registered for Ph.D. in a recognized university would be considered. The nominee should not be a full-time employee. Nominations should be sent on a plain paper along with bio-data, progress report of research work, and research papers (published/accepted for publication), if any. C. Eligibility criteria for IATLIS – Prof. Jagindar Singh Ramdev Lifetime Achievement Award: A very senior/retired LIS teacher/professional/researcher who has made profound contribution to library education, research, training, literature, and practice. Claims must be supported with documentary proof. Award can be given to a deserving person even if not applied. Award won't be given if no one is found suitable. The recipient LIS teacher/researcher will be given a citation and a memento/shawl at the XXXV IATLIS NATIONAL CONFERENCE 2019, hosted by Pondicherry University, Puducherry on 19-20 December 2019. The nominations will be considered by an Awards Committee constituted by the IATLIS Executive Committee. An award will not be given in case majority of the Committee Members feel that no one has been found suitable for that award. Executive Council Members of IATLIS are not eligible to be nominated for these awards. Self-nominations will not be considered. The nominee should be a member of the IATLIS. BOOK PURCHASE THROUGH ONLINE PORTALS? SOME POINTS TO PONDER

Dear Sir/Madam Online e-commerce platforms are the best platforms to purchase books and other goods easily from any parts of the country or even from abroad. However, it has its own limitations when it comes to purchasing of large number of books and other materials in bulk to the institutions such as libraries. Some of them have been briefly discussed here. 1. E-Commerce Portals not Vendors or Book Suppliers Amazon or Flipkart and other many platforms as we know are online e-commerce platforms where an individual based on his/her interest purchase books and other materials which are on sale on these platforms. However, for purchasing books in large numbers has its own limitations. These platforms are neither the book suppliers nor the book vendors/publishers. They provide platforms to purchase books through various suppliers. There is no single window to purchase books in large numbers. For instance, if we order ten books from Amazon or Flipkart, ten books will be supplied/sold by ten different vendors through these platforms. 2. Good For Immediate Purchase of Smaller Copies of Books Online e-commerce platforms are good for purchasing in-demand books. If the academics or students are in need of books urgently these platforms can be used to purchase the books quickly and easily. For bulk purchase and for specialized scholarly materials these platforms may not be the best means. 3. Predatory Pricing of Books and Other Materials This is the important issue not only for librarians but for general public. We exactly don’t know how these platforms provide so much of discounts and still make profits. The predatory pricing is the biggest drawbacks of online e-commerce platforms. Based on our interest in certain products or books the algorithms these platforms used for collecting users data manipulate the pricing of books or other materials automatically. Predatory pricing may also create kind of monopoly and keep other vendors out of the business. So there will be very fewer choices for negotiating discounts or selecting books from wide variety of sources. 4. Chances of Supplying Used/Duplicate Copies/Books/Fake Publishers There is always a chance of supplying duplicate books or used copies. Online e-commerce platforms have no control over kind of materials that their vendors or sellers supply right materials to the purchaser. There is no guarantee also that the books ordered through these e-commerce platforms comes from right publishers. There were lot of issues in this aspect and many purchasers and publishers have narrated their ordeal on duplicate books and fake publishers active on these e-commerce platforms. 5. Uneven Discount Rates for Different Books There will be no standard discount rates for books purchased on these digital platforms. As mentioned elsewhere in this piece, if one were to purchase ten books through e-commerce platform all the ten books will be supplied by different sellers no standard discount will be given. Some books may get up to sixty percent discount some may attract only five percent discount. This will be problematic for librarians to manage and also auditing committee may not agree for this kind of uneven discounting prices. 6. Difficulty in Returning/Replacement of Large Number of Books Returning and replacement of books through online e-commerce platforms is somewhat very difficult. If we purchase large number of books from different third party sellers it takes long time to replace materials through e-commerce platforms. The more chances will be of not finding right books for replacement. The ordeal takes lot of time and also refunding will be cumbersome because different sellers refund in different point of time. How do one solve such problems? Do the purchasing committee accept such long process of replacement or refunding? 7. No Proper Catalogue or Book List Another important aspects is difficulty in identifying proper catalog or book lists. Except literature related and competitive exam oriented books it is difficult to find books on specialized subjects on e-commerce platforms. Unless proper book catalog it is difficult for academia or librarians to select right or appropriate books. In this talk we present the work of ASSISTECH, IIT Delhi in developing solutions aimed at independent mobility and education of visually impaired in India and other low income countries. ASSISTECH has had some success in disseminating the technology solutions that have been developed in the laboratory. First, we would focus on uniqueness of our context and how these solutions innovatively address our needs including affordability. Further, we also talk about the challenges in translational research and dissemination that is critical for taking any proof-of-concept beyond the walls of a laboratory. *About the speaker:* M. Balakrishnan is a Professor in the Department of Computer Science & Engineering at IIT Delhi. He obtained his B.E.(Hons.) in Electronics & Electrical Engg. from BITS Pilani in 1977 and Ph.D. from EE Dept. IIT Delhi in 1985. He worked as a Scientist in CARE, IIT Delhi from 1977 to 1985 where he was involved in designing and implementing real-time DSP systems. For the last 30 years, he is involved in teaching and research in the areas of digital systems design, electronic design automation and embedded systems. He has supervised 12 Ph.D. students, 3 MSR students, 173 M.Tech/B.Tech projects and published nearly 110 conference and journal papers. Further, he has held visiting positions in universities in Canada, USA and Germany. At IIT Delhi, he has been the Philips Chair Professor, Head of the Department of Computer Science & Engineering, Dean of Post Graduate Studies & Research, Deputy Director (Faculty) and Deputy Director (Strategy & Planning). At IIT Delhi, he has initiated a number of programmes/activities to promote research, start-ups as well as outreach to the community. In this talk we present the work of ASSISTECH, IIT Delhi in developing solutions aimed at independent mobility and education of visually impaired in India and other low income countries. ASSISTECH has had some success in disseminating the technology solutions that have been developed in the laboratory. First, we would focus on uniqueness of our context and how these solutions innovatively address our needs including affordability. Further, we also talk about the challenges in translational research and dissemination that is critical for taking any proof-of-concept beyond the walls of a laboratory. *About the speaker:* M. Balakrishnan is a Professor in the Department of Computer Science & Engineering at IIT Delhi. He obtained his B.E.(Hons.) in Electronics & Electrical Engg. from BITS Pilani in 1977 and Ph.D. from EE Dept. IIT Delhi in 1985. He worked as a Scientist in CARE, IIT Delhi from 1977 to 1985 where he was involved in designing and implementing real-time DSP systems. For the last 30 years, he is involved in teaching and research in the areas of digital systems design, electronic design automation and embedded systems. He has supervised 12 Ph.D. students, 3 MSR students, 173 M.Tech/B.Tech projects and published nearly 110 conference and journal papers. Further, he has held visiting positions in universities in Canada, USA and Germany. At IIT Delhi, he has been the Philips Chair Professor, Head of the Department of Computer Science & Engineering, Dean of Post Graduate Studies & Research, Deputy Director (Faculty) and Deputy Director (Strategy & Planning). At IIT Delhi, he has initiated a number of programmes/activities to promote research, start-ups as well as outreach to the community. ASSISTECH, a laboratory and research group founded by him along with Prof. P.V.M. With his deep commitment to freedom and justice in their multiple senses, it is natural that the economic question was an important part of Gandhi's philosophical understanding and social interventions. The Gandhian approach to economics and political economy was significantly developed by Gandhi's associate, the economic philosopher, ecological thinker and constructive worker J. C. Kumarappa (1892-1960). An advocate of economic decentralisation and a champion of the agrarian economy, Kumarappa critically analysed modern economics and its assumptions as well as implications. In the process, he provided an extensive examination of the implications of modern economic thought on our individual, social and environmental lives. In this talk, the panelist will sketch out Kumarappa's philosophical understanding and his views on economics, social reconstruction and environmentalism. While much of Kumarappa's thought has contemporary relevance, he will locate the development of Kumarappa's understanding in its historical context. Title: In Search of the Priceless Panelist: Rajni Bakshi M K Gandhi was prescient in anticipating that one earth would not suffice if the entire human race tried to live like the modern west. Now, as ecological collapse becomes more imminentglobal agencies are urging people to 'consume with care' and scrambling to put a monetary value on eco-systems so that there is a 'market incentive' to save them. Why do these efforts look futile? Is it perhaps more important to decide what is priceless and how it can be saved? Title: Gandhi for the Information Age Panelist: Amit Basole Terms such as information revolution, knowledge age, cognitive capitalism, and post-truth have become commonplace today. They point to a deep churning in the world of knowledge. Certainties of the 20th century are giving way to profound uncertainties. Everywhere in the world, including in the "mature democracies" of Europe and America there is a rise of "populism", long thought to be a feature of developing, "immature" polities. At the same time, the concentration of finance capital has never been stronger and economic policy continues to be the domain of experts. Livelihoods everywhere depend on a global economy whose rules are opaque and secret. "Anti-intellectualism", a rejection of experts and valorisation of the "popular" have been successfully hitched to a majoritarian, exclusive, and violent agenda that is comfortable with unprecedented economic inequality. Under such circumstances, can Gandhi’s experiments with a lokavidya based polity and economy show a way forward? About the Panelists Venu Madhav Govindu Venu Madhav Govindu is a faculty at the Indian Institute of Science, Bengaluru. He is a computer vision researcher with a primary interest in geometry. Inter alia he has introduced and developed the group-theoretic approach of motion averaging. He has a personal interest in the history and political economy of modern India, specifically centred around the life and work of Mahatma Gandhi. He has co-authored, The Web of Freedom: J. C. Kumarappa and the Struggle for Economic Justice. Rajni Bakshi Rajni Bakshi is a Mumbai-based freelance journalist and author. She writes about social and political movements in contemporary India. She was formerly the Gandhi Peace Fellow at Gateway House: Indian Council on Global Relations. Her journalism has appeared in many English and Hindi newspapers and magazines. She is the author of “ Bazaars, Conversations and Freedom”(2009) which won two Vodafone Crossword Book Awards, one in the "Non Fiction" category, and one in the "Popular Award" category. During her active service of nearly 40 years she rose to the position of dynamic professor and served as a head four times. She had a short stint as a founder head at Akkamahadevi Women’s University, Vijayapura. Prof. Khaiser madam is not only distinguished professor, but an efficient administrator and great research scientist in the field of Library and Information Science. She is known for her excellent teaching, innovations, creativity and motivating young library professionals. She has represented the university in international fora many times. She has successfully guided 16 PhDs, written 18 books and contributed more than 350 research papers, which are well cited by many others across the world. For her seminal research papers, she always received enquiries from Europe and other countries, which is worth noting. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2019) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology System. The goal of the tutorials is to enable the participants to familiarise themselves with theoretical as well as practical aspects and application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops and discussions. The STMet has tracks on specialized topics. Quite often many scientific discoveries and innovations fail to reach the society because of the closed scientific publications. If Science is built based on existing knowledge it needs to reach every one and hence Open Science leads the knowledge transaction. This track addresses the challenges and issues and pave the way to develop and nurture open science. Track 2: Peer Review Peer review is the process by which experts critically examine the research contributions using standard metrics. Peer review helps maintain and enhance quality both directly by detecting weaknesses and errors in specific works. These reviews enable to decide publication, research grants, employment, promotion, and tenure. Peer review promotes accountability and improves the quality of work. Track 3: Content and Text mining based metrics This track enables to present works that use numeric indices to process unstructured (textual) information and to build various data mining (statistical and machine learning) algorithms. Information can be extracted to derive summaries for the words contained in the documents or to compute summaries for the documents based on the words contained in them. One can analyze words, clusters of words used in documents, and we could analyze documents and determine similarities between them or how they are related to other variables. The studies of text mining will “turn text into numbers” (meaningful indices), which can then be incorporated in other analyses. All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Track 4: Technology Transfer Metrics The technology transfer enables the outreach of the research outcomes to a wider level. The technology transfer measures are of interest to practitioners, program managers, and policymakers in the evaluation of technology transfer programs. Building metrics can lead to a better measurement of effectiveness, efficiency, and return on investment. The introduction of newer metrics will be helpful to identify the benchmarking tools. The proposed track will discuss the currently existing metrics and the research on the development of new metrics as well as their applications. Chair: Mohammad Hassanzadeh, Tarbiat Modares University, Iran Track 5: Open Science Metrics The primary goal of this track is to enable to construct, identify, and specify relevant metrics and indicators for open science. Measuring the extent of openness in science and creating or using metrics is important. Measuring Open science help to realize the innovation. We can thus find how collaboration and knowledge sharing occurs and how institutions work on it. Openness also yields enormous data and knowledge.
