Yet the use of scientific journals to report, share and store results is a thread that runs through the history of science from Newton’s day to ours. Scientific journals are now central to academic research and careers. Their editorial and peer- review processes act as a check on new claims and findings, and researchers build their careers on the list of journal articles they have published. The journal that reported Newton’s optical experiments still exists. First published in 1665, and now fully digital, the Philosophical Transactions has carried papers by Charles Darwin, Dorothy Hodgkin and Stephen Hawking. It is now one of eleven journals published by the Royal Society of London. Important communication about LIS-Forum Postings, replies and Approvals.

Dear Members, Greetings of the day! Please note some significant changes in the LIS-Forum operations. Since the inception of the LIS-Forum service in 1994, the LIS-Forum server has been on the IISc domain (iisc.ernet.in) and has been using the IISc email relay host for email communication. Thanks to the support extended by IISc and your active participation in the service, by and large, the service has been successfully sustained for nearly 28 (twenty-eight) years now, of course, with some minor hiccups once in a while. In the past, for various technical reasons, occasionally, the domain ernet.in has been blacklisted by DNS Blacklists. So, when a domain is on a blacklist, emails originating from such a domain are discarded by the ISPs. It is valid for of LIS-Forum emails as well. Consequently, approved LIS-Forum emails would not reach the subscriber's email inbox. In the past, whenever the domain ernet.in was blacklisted, the IISc network support team would help to overcome the issue. However, during the last couple of years, the frequency of blacklisting increased to the extent that the network support team can no longer resolve the issue. The blacklisting of IPs or domains happens for several reasons. In the case of LIS-Forum, it may be happening because of a large number of emails generated by LIS-Forum for every approved message and a burst of emails sent to specific domains like gmail.com or yahoo.com in very short intervals. Currently, there are close to 6,000 (six thousand) LIS-Forum subscriptions. Given the general technical issues in the operation of LIS-Forum, some changes are being tried. The changes will have some bearing on LIS-Forum operations. 1. LIS-Forum is no longer using the IISc email relay host. It is instead using Microsoft 365 email relay host on the ncsinet.in domain. 2. All approved LIS-Forum messages will be from a user <noreplay(a)ncsinet.in> or one of its variants like noreply1(a)ncsinet.in> 3. On Microsoft 365 email relay host, there is a per day (24 hours) limit of 10,000 (ten thousand) emails. The specific email originating user (noreply(a)ncsinet.in) will be automatically blocked/deactivated if that limit is exceeded. It will take at least 24 hours to reactivate a blocked account. 4. LIS-Forum messages will be approved just once a day at around 10 a.m. on all working days. Messages received after 10 a.m. will be approved only the following day after 10 a.m. 5. Post messages only in plain text format. Postings with attachments will be automatically discarded without notification. 6. Members are encouraged to change their subscription to Digest mode. This will reduce the sent email count. As far as LIS-Forum subscribers are concerned, you don't need to make any changes. One can continue to post messages to the same email id lis-forum(a)ncsi.iisc.ernet.in. However, while replying to a message, one needs to change the default 'To' address to lis-forum(a)ncsi.iisc.ernet.in. Several other fully open access publishers will also participate on the comparison site including Plos, the Open Library of Humanities, and F1000, while learned society presses and university publishers, including the Royal Society, Rockefeller University Press, and the International Union of Crystallography, are also part of the scheme. Other notable participants include the prestigious life sciences publisher eLife, EMBO Press and the rapidly growing open access publisher, Frontiers. However, the two of the world’s largest scholarly publishers – Elsevier and Springer Nature, whose most prestigious titles charge about £8,000 for APCs – are not part of the scheme.... Under the Plan S agreement, scholarly journals are obliged to become ‘transformative journals’ and gradually increase the proportion of non-paywalled content over a number of years. Those titles that do not make their papers free at the point of publication will drop out of the Plan S scheme, meaning authors cannot use funds provided by any of the 17 funding agencies and six foundations now signed up to Plan S. Major industries used various terms like Metaverse (Facebook), Mesh (Microsoft), Nth Floor (Accesnture) and so on to invest and commercialize immersive media related products. Traditionally, immersive media is described through a continuum between reality and virtual reality along with intermediate systems known as Augmented and Mixed Reality systems. In the middle of the commercialization efforts and advertisements from software giants, end users are often confused about the best solution for their needs. There are not many studies on analysing end users’ feedback across the continuum of immersive media. This talk will present analysis on ocular parameters and EEG power bands of different brain regions while users undertook pointing and selection tasks using state-of-the-art AR, MR and VR media. In parallel, novel case studies will be presented from Aerospace, Smart Manufacturing and Assistive Technology involving XR technologies. Dutch universities take another big step towards 100% Open Access 25 October 2022 Dutch universities published 82% of their peer-reviewed scientific publications Open Access in 2021. This is an increase of nine percentage points compared to 2020. For UU, the percentage is 80.7%. According to InCites (from Clarivate) less than 29% of papers published from India in the three years 2019-2021 are OA. We have a long way to go. If we want to move towards 100% OA, then our researchers should place their preprints in one of the tens of global preprint servers. For a list, please see https://doapr.coar-repositories.org/. Each week, participants will watch an ~80-minute recorded lecture, read the assigned material, and attend a 90-minute synchronous discussion section conducted via audio and text chat. The average total time commitment over the 12 week course is ~ 5 hours/week. After the 12 week course there is an intensive law-school style exam, which you will have a four-day period to complete. To obtain a certificate of completion, participants must both pass the exam and attend at least 10 of the 12 weekly discussion sections. When will it be? • Synchronous online seminars will meet in timeslots on Fridays January 27th, 2023 – April 21, 2023. We will not meet on March 17, 2023. Copyright to research papers should vest with authors

Friends and Members of the LIS Forum, In an interview given to *SciDevNet* in 2009, Prof. Padmanabhan Balaram said, "I argue that we should be permitted to put in the repository the full text article as it appears in a journal. For this, countries such as India should have a law specifying that the copyright for articles published with publicly-funded research always vests with the authors and their institutions. [See https://www.scidev.net/global/features/q-a-open-archives-the-alternative-to… ]. Prof. Peter Suber of Harvard University has argued that journals DO NOT NEED exclusive rights to publish papers. Please see https://journals.publishing.umich.edu/jep/article/id/1869/?s=03. Here is Suber's Abstract: "Journal publishers don’t need exclusive rights. Or, they don’t need them for publishing. They don’t need them to make a work public or to add value in the form of peer review, copy editing, metadata, formatting, discoverability, or preservation. Nor do they need them to make enough money to pay their bills and grow. Publishers only need exclusive rights for monopoly control over the published work and any revenue it might yield. Publishers who say they need exclusive rights are saying they need this monopoly control. The best evidence that journal publishers don’t need exclusive rights is that so many peer-reviewed journals do without them, for example, open access journals using CC-BY." Thirteen years have passed since Prof. Balaram wrote about the need for retention of rights. Have the Current Science Association, IASc, INSA, NASI and government agencies such as DST, DBT, CSIR, ICAR, IICMR, DAE and UGC written to the Government of India about this issue? Probably not. I suggest that librarians of all Higer Educational Institutions (HEIs) and other research performing institutions (RPIs) in the country write to the Members of the Lok Sabha from their constituencies requestig them to enact such a law. You may also talk to your Vice Chancellors/ Directors to adopt a Rights Retention policy at your institution. Regards. Arun

Please impress upon researchers in your institutions that 1. If research is supported by public funding, then using taxpayers' money to pay APC is immoral and unethical. [Please remember that in publicly funded research APC is almost always paid out of taxpayers' money given to the researcher for the purpose of doing research and not to be given away to publishers] 2. They could gain instant visibility to their work, as soon as it is ready for publication, by placing it in a preprint server virtually at no cost. Friends, There is much talk about open access in India but if we talk about action we have a long way to go. I would even say OA in India is a story of missed opportunities. More than 20 years ago, thanks to the efforts of Dr T B Rajashekar and Dr Francis Jayakanth, NCSI at IISc set up the first institutional repository for research papers based on EPrints. That repository is not only the first in India but one of the earliest in the world. But we lost the lead. Incidentally, EPrints was the first software for repositories and it was developed by a group of researchers at the University of Southampton's Department of Electronics and Computer Science, where Prof. Stevan Harnad, the archevangelist of open access, was on the faculty. Here is a fabulous talk (52 min) on institutional repositories by an expert in scholarly communication and one of the pioneers of the OA movement, Dr Alma Swan, who was also associated for some years with the Univ. of Southampton: https://hstalks.com/t/2293/institutional-repositories/. Although delivered more than 10 years ago, what she spoke is applicable to us today. Dr Alma Swan has played an important role in promoting OA in India and the developing world. She spoke at a special session on OA at the 63rd Indian Science Congress at Hyderabad in 2006. She convinced Dr David Hoisington, Deputy Director of ICRISAT (who had not yet made up his mind when Dr Balaji, the head of Knowledge Resources at ICRISAT had put together all that was needed) that it would be good to have an IR, and that led the entire IGCAR system to adopt IRs. She also came to India in 2006 for a three-day international workshop hosted jointly by IASc, IISc and MSSRF and spoke to delegates from India, China, Brazil, South Africa and a few other countries from the Global South, and helped draft an OA policy for developing countries, that came to be known as the Bangalore declaration. Importance of preprints

Friends, The world of science and scholarship is moving towards accepting the advantages of adopting preprints as the primary means of scholarly exchange, albeit slowly. Luke Drury of the International Science Council is a formidable advocate of preprints. See the ISC Occasional paper https://council.science/publications/normalization-preprints/. Village Library Project

Dear All, I am happy to inform you that Shri Tulja Bhavani Granthalayam (STBG) is planned to be started in Bakkalingayapally Village, Achampet Mandal of Nagar Kurnoool district in Telangana State around Deepavali this year. This project is led by a young man Sri M. Babulal, a native of this village, who manages to eke out his living as an auto driver in Hyderabad. Recently, I happened to travel in Babulalji's auto carrying auto-full load of my books from home in Padmarao Nagar to Sundarayya Vignana Kendra (SVK), Gachibowli, Hyderabad for donation to this research & reference library. He was curious as to why I was taking so many books. When I told him that I am giving them away for public use, he said that he too wanted to do something for his village. Sri Babulal expressed keen desire to start a library in his village and he was very confident that his team of youth friends and well-wishers will lend their hands in day to day running of the library. He said that the present generation of young children should not suffer because of lack of educational facilities and he does not want them to undergo hardships he had passed through due to lack of higher education. He went back to his village and convinced the village sarpanch to offer free of cost a room in the Panchayat building. The village sarpanch promised all support for this project. I discussed this project with Sri Anumula Srinivas, a library activist based in Telangana who was the force behind the establishment of 11 village libraries in the Telugu speaking states of Telangana and Andhra Pradesh in recent times, who readily agreed to provide all the support. It may not be out of place to place on record the inspiration and support offered by Prof. N. Laxman Rao garu in starting of several villaglibraries in the form of books, furniture, almirahs, etc. I am pleased to inform you that so far we have received the following for STBG: 1. 2 glass paned book almirahs costing totally Rs.12000 from Smt. Tara Ashok Patny, presented in loving memory of her husband Late Sri Ashok Kumar Patny.2. Donation of Rs.5000 from Dr. V. Commenting on the development, *Peter Murray-Rust*, Cambridge University chemist, crystallographer and open science champion, says, "Yes, I've been following this as well and I think it will be an important theme in global OA Week (in a weeks' time). The key development here is that the UoE is setting out to formally challenge the publishers *in the courts*. Up until now the Universities have made declarations and protocols, and researchers who followed them have been overridden or ignored by publishers and everyone has said "oh dear, but we tried". This is the first time where OA has really set to defend itself. Ultimately the only things that publishers care about are income and the courts. As far as I know , no publisher has ever been fined for any irregularity in scholarly publishing. So their attitude has been "let's push the boundaries as far as we can (enclosure, copyfraud, etc.) and if we get pushback we'll say 'sorry'". Over 25 years I have seen Universities wimp out, both at first hand and Edinburgh is the first to show teeth. If Universities act collectively, it will spread and establish not only author rights, but Open Access rights in general. It must be widely supported." Regards. Open source software meant for surgery

Dear all Now a day's several libraries are using one or more open source software. The feature which is available by default is only used most of the time. One of the major beauty of OSS is freedom of surgery to fit local requirements, but most of the time we are not capable/attempting for the same. OSS has lot of possibility to enhance the services for users and housekeeping operations, whatever new IT based services we want should be explored in OSS. A dedicated team of library staff should always be engaged in such R&D activities with support of experts in computer. Our associations and agencies like Inflibnet, RRRLF, NDL, etc. should take initiatives for new development in existing OSS for support of libraries as our government also encourage and promotes for use of OSS. Fedora Repository has mentioned use of Solr and Elasticsearch alternatively (Source: https://wiki.lyrasis.org/display/FEDORA6x). It would be interested to know your inputs on selection of a search engine that can search full text and metadata for different resource types, including micro-data. By the end of this year, this will increase three-fold to a publicly accessible catalogue for 150,000 objects. This is significantly due to this generous donation from the Trustees of the MS Swaminathan Research Foundation of the archival papers of Professor MS Swaminathan. Hi Community, DOI and Handle are two widely used persistent URI methods. I am wondering if there are any difference between those two and which system we shall select. I have come across a few preprint records where the record is a copy of record hosted in an original preprint server and the DOI in the copied server is referencing to the original server's URL. Terms and Conditions: * The grant shall be given to MANLIBNET members only. They would become eligible for this grant preferably after 3 years of regular membership. * The grant shall cover registration, travel, and accommodation charges. The Visa Application fee shall not be covered by the grant. * Winners of the award shall be free to apply to other funding agencies to meet the shortfall, if any. However, the same needs to be disclosed to MANLIBNET. * Application for availing travel grant shall be supported by letters from conference organizers about acceptance of paper and invitation to attend the conference. * The winner of the grant shall not be entitled to apply for the next five years. However, applicants of the grant, however, shall be free to apply for any other travel grant constituted by MANLIBNET in the future. * The decision of the Selection Committee shall be final and binding.
