WIPO DELEGATES HEAR CONCERNS OF NGOS ON EXCEPTIONS FOR LIBRARIES As World Intellectual Property Organization member states launched into discussions on exceptions and limitations to copyright for the benefit of libraries and archives this week, non-governmental organisations were given the opportunity to present their views on the issue. They delivered vibrant, sometimes contradictory, statements on the opportunity for a treaty to preserve exceptions in the international copyright system. The 26th session of the WIPO Committee on Copyright and Related Rights (SCCR) is taking place from 16-20 December. After two days devoted to the protection of broadcasting organisations, the focus of the next two days has been on a potential international instrument providing exceptions and limitations for libraries and archives. Librarian ------------------------------------------------------------------------------------------------------------- About the book: Consortium Approach to Resource Sharing in an E-Environment. By Yalagouda M. Patil The book deals with resource sharing through consortium keeping in view - journals crisis, cost escalation, scholarly publishing, shift from print to e-version and dwindling library budgets. To begin with, resource sharing is briefed covering library cooperation. Emergence of e-publishing has facilitated subscription to e-journals, access and delivery mechanisms. With proliferation of e-resources, consortia have emerged with aim of moving from organizational self-sufficiency to a collaborative survival mode. There are several consortia types and models available. The purpose of consortia is to deal with pricing and licensing by means of negotiations and to achieve win-win situation to all stakeholders. With growth of consortia, it is desirable to form National Consortium and National Site Licensing for access to available information at national level. Publishers were providing ‘big deal’ offers which could solve journals crisis but not budget constraints. With experiences gained in forming consortia, library professionals also gained enough skills for negotiations. To implement consortia activities, it is required to have minimum library IT infrastructure for access to information. It is important to look into archiving needs of consortia on a long term basis. Recent developments are for consortia migration and merger to make better use of available information. The Indian initiatives in forming consortia and experiences gained are briefed. He attended the prestigious Indian Institute of Technology (IIT) at Bombay where he obtained his degree in Chemical Engineering in 1988. He joined UW Bothell as an Assistant Professor in 1996 and earned the rank of Professor in August 2009. Under his leadership, the unit¹s name changed from ³Business Program² to ³School of Business², became independently accredited by the Association to Advance Collegiate Schools of Business (AACSB) and a signatory to the Principles of Responsible Management (PRME) initiative. Dr. Krishnamurthy is deeply involved with the business community. He launched three speaker series- Meet the CEO, Frontiers of Global Business and the Nintex Leadership Breakfast Series.
