Book returned to library after 80 years

It was checked out in 1932. County librarian<http://timesofindia.indiatimes.com/topic/County-librarian> Ciaran Mangan <http://timesofindia.indiatimes.com/topic/Ciaran-Mangan> estimates that the book has chalked up a fine of 4,160 euros, based on the original 1930s fine of one penny per week. But they are just delighted to see it back. "It was an item that had been out on loan effectively since it was published and put into stock and the system in 1932," the BBC<http://timesofindia.indiatimes.com/topic/BBC>quoted him as saying. The librarian calculated the fine incurred by the book, but they would like to make a bargain for the penalty. "As good Christians, we decided we would waive that fine if the person appears in person and confesses to having returned the book," the librarian said. There are no details on the original borrower because the library's computerised records only date back to 1994. However, someone may have had their conscience pricked because the overdue book is a pictorial record of the 31st International Eucharistic Congress in Dublin <http://timesofindia.indiatimes.com/topic/Dublin> in 1932. The 50th International Eucharistic Congress takes place in Dublin next month. The book has generated a lot of interest. "We believe it was well cared for and was probably shelved with the family's collection, getting lost among their own books. "We have it on display as it is attracting a lot of attraction," Mangan said. Free access to British scientific research within two years >From The Guardian, UK, Sunday 15 July 2012 The government is to unveil controversial plans to make publicly funded scientific research immediately available for anyone to read for free by 2014, in the most radical shakeup of academic publishing since the invention of the internet. Under the scheme, research papers that describe work paid for by the British taxpayer will be free online for universities, companies and individuals to use for any purpose, wherever they are in the world. In an interview with the Guardian before Monday's announcement David Willetts, the universities and science minister, said he expected a full transformation to the open approach over the next two years. The move reflects a groundswell of support for "open access" publishing among academics who have long protested that journal publishers make large profits by locking research behind online paywalls. "If the taxpayer has paid for this research to happen, that work shouldn't be put behind a paywall before a British citizen can read it," Willetts said. "This will take time to build up, but within a couple of years we should see this fully feeding through." He said he thought there would be "massive" economic benefits to making research open to everyone. Though many academics will welcome the announcement, some scientists contacted by the Guardian were dismayed that the cost of the transition, which could reach £50m a year, must be covered by the existing science budget and that no new money would be found to fund the process. That could lead to less research and fewer valuable papers being published. British universities now pay around £200m a year in subscription fees to journal publishers, but under the new scheme, authors will pay "article processing charges" (APCs) to have their papers peer reviewed, edited and made freely available online. The typical APC is around £2,000 per article. Tensions between academics and the larger publishing companies have risen steeply in recent months as researchers have baulked at journal subscription charges their libraries were asked to pay. More than 12,000 academics have boycotted the Dutch publisher Elsevier, in part of a broader campaign against the industry that has been called the "academic spring"........ The University of Mysore has inked a memorandum of understanding with Inflibnet to digitise its repository of theses as part of the ‘Shodhganga’ project. Theses submitted to various universities are not available most of the time for reference due to various reasons. Comparing notes on research already done is a difficult proposition. And this has led to repetition of research on the same topics causing wastage of human resources, money and time. To provide an open and easy access to Indian theses and dissertations to the academic community worldwide and to avoid repetitions, the University Grants Commission in collaboration with Inflibnet (informationlibrary network) has come up with an innovative concept called ‘Shodhganga,’ a repository of Indian theses. The system The theses submitted by research scholars of Indian universities will be uploaded on the repository. One can go through the entire gamut of theses of choice and refer other theses too, with the help of Shodhganga. Digitisation is also part of the project wherein universities are given funds to digitise old theses. Plagiarism in research can be avoided to a great deal with Shodhganga. The universities will be provided softwares to detect plagiarism. Shodhganga will help avoid the repetition of research on the same topic and help research scholars to come up with findings of their own, said CP Ramesh, Librarian, University of Mysore. Shodhgangothri, another initiative, allows researchers to get to know of ongoing research in Indian universities. Under the project, the synopsis approved by the universities will be made available to researchers.
