Regarding UGC-NET

Dear professionals This is to express my strong disagreement with Mr. Vimal's observations regarding UGC-NET pattern. He says that earlier ugc-net was a mere "handwriting competition". Mr. Vimal should remember that Ist and IInd papers of NET were always objective type and the IInd paper is subject based. A candidate should qualify a minimum mark in each paper and a specific score in both the papers together for his 3rd paper to be evaluated. This means that a person who does not have knowledge of his subject cannot qualify NET. Moreover NET is a national level test for finding out capable candidates with enough subject knowledge and teaching aptitude. A person merely having good subject knowlede without adequate presentation skills cannot become a good teacher. From this point of view earlier pattern of 3rd paper was effective in testing the subject knowledge as well as the presentation skills of the candidates. In a descriptive paper, it is not important how much you write, it is rather more important what you write and how you present it. It is very obvious that a person with good subject knowledge and average presentation skills can easily qualify UGC-NET regardless of the pattern. Regarding 2012 June pattern of NET, it can be said to be more luck driven, as there was no negative marking. UGC should have executed the minimum responsibility to filter out those candidates who mark answers through mere guessing without any sound knowledge in the subject field. Negative marking could have solved this issue upto a limit. Reg UGC NET Exam

Dear Professionals, I am not agree with the views expressed by Mr Vimal Kumar that present format of UGC NET Exam is far better than the previous ones. The new format would be better but this doesnt allow someone to draw this conclusion that those who have qualified the NET exam prior to the present format were merely calligraphers. Infact the former format was more difficult as one has to have good command over languages.This was a means to assess the expressiveness/communication skills besides the subject knowledge of the candidates. In my view comparison shouldnt be made on the ground that someone has good handwriting and that was the deciding factor only.I am a bad writer as far as calligraphy is concerned so obviously I shouldnt have qualified the UGC Test. My dear friend it is a test of understanding of the discipline.If someone has good command over subject but his handwriting is poor he may qualify the test,however in the reverse situation if someone has poor knowledge of subject but his writing is excellent then there is no guarantee that he would qualify the test. The large number of response by the candidates against this new format shows how they were enthusiastic about this objective type test. Later IPU was compelled to allow offline mode of application as their server got blocked.This overwhelming response is quite appreciable at one end however on the other end it also shows that this format was somehow assumed easier.I personally know many LIS professional who approved this fact. But I dont approve that this format would be easier rather it is going to be very tough as it demands through and comprehensive hold over the discipline same as in the case of previous format. Dear friends, I do not agree with Mr. Vimal Kumar that all who pass UGC-NET are mere calligraphers. But of course, good hand writing and presentation skills play vital roles in success of any written exam, along with the subject knowledge and language skills. At the same time some phrases such as "I am not agree" or "the large number of response by the candidates against this new format shows how they were enthusiastic about this objective type" etc are testimonies about the language skills of NET qualified persons. Personally, I plead for full- proof system whether it may be descriptive or objective. My charge against the descriptive system is about its valuation procedures which do not permit re-valuation in any case. In such a system the invisible evaluator who claims to be the "absolute authority" is at full freedom and the candidate is at their mercy or luck plays a major role. When I requested for photocopy and re-valuation of may answer scripts after June 2010 exam through Kerala High Court, UGC obviously lied in the Court that my answer papers were destroyed as my letter for preserving my papers was not received in their office. The result of the exam was published on 8 th October and I sent my request for preservation of my papers on 9th October by speed post. When I produced the evidence of its receipt by UGC's office, they were voiceless. Getting copies of answer papers of three toppers, publishing answer keys in web site were also my prayers. I contended the case myself and the case was failed due to my lack of experience in court procedures. But due to the decision of Hon.Supreme Court of India, any examining agency is bound to provide the copies of answer books under RTI Act. I think the judicial decisions have bearings on the new pattern of UGC-NET also. You may remember that in June 2010 NET exam only 11 candidates passed in English. There were wide discussions in campuses and in media about the result. See what happened in DEC-2010 exam. More than 350 candidates in English passed NET. Whether the standard of English in India was increased to 3000% just in six months !!! I was informed by UGC that more than 30 crores is with them as "profit" earned by six years by conducting NET exam and UGC is unwilling to disclose the earnings since the beginning of the test. The case is pending with Central Information Commission. There for I have strong evidences to believe that everything is not fine with UGC. As Hon. Courts opined that secrecies tempt to corrupt. Transparency or sun light is the best disinfectant. Dear Friends, Primarily it is the prerogative of the employer to decide whom should be appointed and to fix the qualifications etc. We know the works in libraries and many of us have good working skills in computer based library technologies. To my knowledge library science departments were wooing computer science, since 1990's, the beginning of the internet era, much ahead of other teaching departments thinking and planning for computerised systems. Now-a-days, most of the students pass out MLIS possess good competence in library technologies along with traditional library and information skills. On comparing various professionals in their ICT competence, it is sure that library professionals are second only to computer professionals. But computer professionals have only computing skills. No information skills.I recollect an experience in my college when my Principal wanted an information from the University's web site and the staff member with M.Sc. computer science could not provide the information, though he perused the web site; but I could furnish it quickly. They are more competent in technologies and ignorant about information or knowledge or its management. Instead of "information", computer persons usually use the term "data". It is fact that many of the persons in the top level management of any organisation in India are "veterans" who awe about computers or its techniques. They look the computer people with great admiration and many of the veteran group are not even ashamed in openly admitting about their ignorance of computer techniques. At the same time many of them underestimate librarians because of their common sense thinking. They vociferously opine that library science is nothing but common sense and the job of a librarian can be performed by any literate person. In India librarians are generally the under-utilised professionals. The main job of a librarian,that is , reference or information service is not popularised in many libraries including the highly staffed university libraries. Thus the users see librarian as mere book clerks. In fact, the computer persons can not operate a library and he can install a digital library software but can not create and mange a digital library. The thing which is likely to happen is the computer person shall get appointment as library cum informatics officer and he shall join for library science distance education. It is the duty of professional organisations like ILA, IASLIC etc to take up the matter to concerned authorities and if failed fight legally.
