After CAS - Where is Parity

Dear Friends, UGC has given CAS for librarians vide its notification dated 19 Oct 2006. From this notification, it seems that no advance increaments will be given to Assistant Librarians who joined the profession with PhD. And there is also no provision of giving two increaments for those who completed their PhD in service. In the case of Lecturership if someone has PhD before joining the service, he/she will get the senior scale after 4 years of service. But ALs whether they have the PhD or not, all will get the senior scale after six years of service. This anamoly shows that there is still no parity between librarians and teachers and we must raise this issue with UGC in collaboration with different library associations working in India. An interview with Karim Lakhani, an assistant professor at the Harvard Business School. (Thanks to John Russell.) Excerpt: In a perfect world, scientists share problems and work together on solutions for the good of society. In the real world, however, that's usually not the case. The main obstacles: competition for publication and intellectual property protection. Is there a model for encouraging large-scale scientific problem solving? Yes, and it comes from an unexpected and unrelated corner of the universe: open source software development. That's the view of Karim R. Lakhani, an assistant professor at Harvard Business School with an extensive research background in open source software communities and their innovation and product development strategies. His latest research analyzes how open source norms of transparency, permeable access, and collaboration might work with scientists. What he and his coauthors discovered: "broadcasting" or introducing problems to outsiders yields effective solutions. Indeed, it was outsiders --those with expertise at the periphery of a problem's field-- who were most likely to find answers and do so quickly. The study and its findings are described in his paper "The Value of Openness in Scientific Problem Solving," coauthored with Lars Bo Jeppesen, Peter A. Lohse, and Jill A. Panetta. It describes how broadcast search was used with 166 distinct scientific problems from the research laboratories of twenty-six firms from ten countries over a four-and-a-half year period. Problems involved everything from biotech to consumer products and agrochemicals.... Q: What is different about problem solving in the open source and science communities? A: Open source software developers are very pragmatic and focused on solving problems. Scientists are focused on problems too, but their priority is often publication and that can sometimes come in the way of openness and sharing. The ideals of science are, of course, openness, sharing, and no restrictions on the free flow of knowledge, but in practice that doesn't happen much at all. MyDLIS, MyLISA, and KALA - Library Week Celebrations

As a part of National Library Week (Nov 14-20, 2006), MyDLIS (Department of Library and Information Science, University of Mysore, Mysore) in collaboration with MyLISA (Mysore Library and Information Scientists Association, Mysore) and KALA (Karnataka Library Association) had organized a talk on Books Speak by Prof. Lingadeveru Halemane, Central Institute of Indian Languages, Mysore on November 16, 2006 at 4.30 PM. It was organized at the Department of Library and Information Science, University of Mysore, Manasagangotri, Mysore. Prof. Lingadevaru Halemane, a linguist, writer and an eminent theatre personality delivered a lecture on the occasion. He began his speech by how he decided the topic for the talk. He said the topic of the occasion was derived from Safdar Hashmi s (A playwright and a father of Indian street play) Kitabein, a poem on importance of books in life. Prof. Lingadevaru has taken the audience for an intellectual journey with his vast experience and eloquent speech on the topic and linking the topic from literature post-modernism and to the developmental journalism. He spoke about the emergence of Readers Response Theory in the context of post-modernism and its influence in changing the path of the writings of the future. He shared his 15 years of experience with Literacy Mission and stressed the need for creating a literate society that enables to do value judgment in society. Prof. Halemane criticized the compartmentalized curricula based education system, because of its limitations to expand the knowledge base of the students. The emergence of interdisciplinary subjects in all branches of knowledge demands for the attitude for cutting across the barriers of curriculum. Further he said in spite of Internet, the popularity of books is not diminishing. He cited the example of jointly concluded Frankfurt Book Fair in Germany and the success of the book industry with all the technological advancement. Finally he concluded saying that Books are the only best companion and direct the right path in our life. Prof. Shalini Urs, President, MyLISA was present and spoke on this occasion. She said since the inception of MyLISA various activities are being conducted. She spoke about the importance of National Library Week and its celebrations in India. Dr. Mallinath Kumbar, Chairman of the Department welcomed the gathering, Dr.N.S Harinarayana of the Department introduced the chief guest, Mr. M.V.Sunil, Secretary, MyLISA proposed the vote of thanks and Dr.M.
