LIBRARIAN OF CONGRESS JAMES BILLINGTON, APPOINTED IN 1987, WILL RETIRE
by Ragaavendra R 11 Jun '15

11 Jun '15

LIBRARIAN OF CONGRESS JAMES BILLINGTON, APPOINTED IN 1987, WILL RETIRE James Billington, the librarian of Congress who has led the world's largest library for nearly three decades, will step down at the end of the year. The 86-year-old Russia scholar was just the 13th librarian of the institution since 1800 when he was appointed by President Ronald Reagan in 1987. The library is the nation's oldest federal cultural institution and grew out of Thomas Jefferson's collection of books. It now holds a vast collection of research materials, historical resources and cultural treasures. Billington's decision comes months after a federal report outlined failures at the library regarding the electronic transfer of thousands of documents, the Washington Post reported. Many blamed Billington for wasting millions of taxpayer dollars, the paper reported. The vacancy will be filled by presidential nomination, with confirmation by the U.S. Senate, according to the statement. Bits and Bytes Lecture Series #4: Repositioning the Profession: A Case of a Modern Public Library
by Madhuresh Singhal 11 Jun '15

11 Jun '15

Dear Members, You are cordially invited to attend the following lecture organized by NCSI-Net Foundation, Karnataka State Library Association (KALA) and SRELS. Title: Repositioning the Profession: A Case of a Modern Public Library SPEAKER: Dr. MS Sridhar, Former Head, ISAAC Library, ISRO, Bangalore PLACE: Sarada Ranganathan Endowment for Library Science (SRELS), 702, 'Upstairs', 42nd Cross, III Block, Rajajinagar, Bangalore - 560 010 DATE & TIME: Friday June 12, 2015 at 6.15 p.m. Abstract: Futurologists, in the past, have excitingly talked about and predicted ‘paperless society’, ‘libraries without walls’, ‘disintermediation’, ‘end of public libraries’ and so on. True, digital technology has virtually eroded traditional printing, photography and music industries causing concern, among professionals, about ‘identity crises’, ‘fear of extinction’ or ‘need for repositioning’ the profession. Several repositioning options like ‘invisible Intermediary’, ‘pro-active Librarian’, ‘embedded librarian’, etc. were also put forth by experts. A personal visit to a modern newly built (2013) huge public library, which attracts over 7000 visitors a day like a tourist spot in the centre of the city, gave an exciting real life example of repositioning the profession, that too for public libraries, by incorporating several closely related professional services. This is to share the experience and discuss about how they redefined the role of public library by overcoming or even ignoring the traditional restrictive norms and beliefs of the profession. With regards, Madhuresh Singhal On behalf of NCSI-Net Foundation http://www.ncsinet.org -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Paper - The Oligopoly of Academic Publishers in the Digital Era
by Shamprasad Pujar 11 Jun '15

11 Jun '15

Dear All, Interesting study! Some of you may find it interesting. The Oligopoly of Academic Publishers in the Digital Era http://journals.plos.org/plosone/article?id=10.1371/journal.pone.0127502 Abstract The consolidation of the scientific publishing industry has been the topic of much debate within and outside the scientific community, especially in relation to major publishers’ high profit margins. However, the share of scientific output published in the journals of these major publishers, as well as its evolution over time and across various disciplines, has not yet been analyzed. This paper provides such analysis, based on 45 million documents indexed in the Web of Science over the period 1973-2013. It shows that in both natural and medical sciences (NMS) and social sciences and humanities (SSH), Reed-Elsevier, Wiley-Blackwell, Springer, and Taylor & Francis increased their share of the published output, especially since the advent of the digital era (mid-1990s). Combined, the top five most prolific publishers account for more than 50% of all papers published in 2013. Disciplines of the social sciences have the highest level of concentration (70% of papers from the top five publishers), while the humanities have remained relatively independent (20% from top five publishers). NMS disciplines are in between, mainly because of the strength of their scientific societies, such as the ACS in chemistry or APS in physics. The paper also examines the migration of journals between small and big publishing houses and explores the effect of publisher change on citation impact. It concludes with a discussion on the economics of scholarly publishing. Regards, Dr Shamprasad M. INDIA LAGS BEHIND IN 2015 ASIA UNIVERSITY RANKING, ONLY 9 VARSITIES MAKE THE CUT
by Ragaavendra R 11 Jun '15

11 Jun '15

INDIA LAGS BEHIND IN 2015 ASIA UNIVERSITY RANKING, ONLY 9 VARSITIES MAKE THE CUT Indian universities continue to lag way behind other institutes in a latest ranking of Asian universities that is dominated by varsities from Japan, Singapore, Hong Kong, and China. According to the Times Higher Education Asia University Ranking 2015, Indian Institute of Science Bangalore comes closest at 37th place and Punjab University at 38th position, down six places from 2014, according to a statement issued by ranking body. "India's progress has faltered, it has nine top 100 universities, one fewer than last year," added the statement. The IIT's of Roorkee, Bombay, Delhi, Kharagpur and Madras, besides Aligaarh Muslim University and Jawaharlal Nehru University figure among the top 100, though their rankings have come down from 2014. University of Tokyo continued to retain the top position while Natipnal University of Singapore and University of Hong Kong retained the second and third place respectively. Japan, Hong Kong, and South Korea had each three universities in the top 20 list along with two universities from China and two from Turkey. Phil Baty, editor of Times Higher Education Rankings, said "It is a cause for concern that India has lost ground in the league table. With the country's massive numbers of under-25s putting further pressure on educational resources, it is more crucial than ever that India invests in research and strengthens its academic links with other nations or face being left behind," he said.
