Affected Library or Affected Society?
by subhayu dan 16 Feb '16

16 Feb '16

Calgary cops have thrown the book at alleged members of a drug trafficking ring, accused of plying their trade outside the main downtown library branch and other public spots in the core. Police have charged 29 people with 128 charges after two separate police operations in the downtown core targeting sales of crystal meth, morphine, and in one of 30 seizures, fentanyl. In response to public complaints, investigators launched their first operation in December, focusing on the 17 Ave. S.W. corridor where dealers were spotted in the shadow of family restaurants along the popular strip. The first phase led to seven arrests, on charges ranging from drugs, to stolen property, to outstanding warrants. Last month, the operation moved to the 7 Ave. corridor, targeting dealers at the Central Library, Olympic Plaza and area restaurants. District 1 Insp. Cliff O’Brien said while the sweep targeted low-level, hand-to-hand dealers, the aim is to make the downtown a more comfortable destination for business people and families. “This is taking place sometimes in broad daylight, in front of families, and in front of people going to work, or going to read a book at the library,” he said. “We also saw a spike in the violence that was taking place in some of these high drug trafficking areas.” Calgary Public Library CEO Bill Ptacek lauded police on the operation he said ensures libraries remain safe gathering places for families. “Calgary’s Central Library is an integral part of Calgary’s downtown,” he said. “Like all of our 18 community libraries, it is designed to offer a safe community place that provides library services for all Calgarians within a respectful environment where lawful, civil behaviour is expected.” The second phase of the drug blitz collared 22 people, who are now facing 81 drug and criminal code charges. More than half of those arrested had been previously known to police, and O’Brien said 13 of those arrested have already been released. So far, investigators have been unable to link the downtown drug dealers to ongoing city-wide violence linked to organized crime. While admitting the arrests may not halt the activity, O’Brien said he hopes it will prompt downtown dwellers to let police know when they see drug deals going down. “I know that other people will eventually come and take their place — we get that,” he said. “What we’re hoping to do is have the public call us when they see suspicious activity. “Hopefully it sends a message to drug traffickers that what they’re doing and the violence and the crime that comes with that is unacceptable.” http://calgaryherald.com/news/crime/calgary-police-drug-blitz-targets-downt… Shubhau Dan Library In Charge Future Institute of Engineering and Management Kolkata - 700150 -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

Fw: formation of Federation of library associations in India
by Prof. N. Laxman Rao. 15 Feb '16

15 Feb '16

On Monday, 15 February 2016, 16:28, Vinod Kumar Mishra <vinod_librarian(a)rediffmail.com> wrote: Sorry for delay in response as i was out of station. The issues raised by Prof. L Rao. is a heart burning truth and at present condition if i will be given responsibility to restructure the pay scale of library professionals than will never make it more than pay band 3 (PB3) including mine. I always believe we must return back more to the community in lieu of what we are getting from it but my view is our contribution to the society is not up to the mark. Library is a kind of social service but we are focused in our own development without much bother about the real applications of the events we organize like conferences, workshop etc. I am not happy at all when my any of the paper accepted in events because i know it will be accepted, i stopped attending any events as participants/paper presenter since 5/6 years because the platforms are not made for knowledge transfer its only for networking, meeting, enjoying etc. You can check the timings given to participants for presenting the paper and the timing spent on entertainment, inaugural, eating etc and judge the focused area. People are busy in getting projects by making fanciful proposals to the government and it dies without any much output. I agree there is no need of Librarian and other higher position's as i feel more comfortable under the In-chairmanship of any professor and they guided me a lot even though they are non LIS professionals because of which i could do something better for the concern Institute. Do not understand the logic of many associations except event organization as said my Prof. Rao. One best example is NDL projects which must be headed by LIS professional but PI/Co-PI are from computers. If i have to given two reference of great library professional from India than its only one Dr. Ranganathan comes in mind and for second mind does not work Why? LIS professionals must make their mind setup and thinking level similar to the other recognized community like faculty, engineers, doctors etc. We need to change and coordinate at each and every level i believe each one will be benefited but problem is many are lacking the patience of coordination and ethics and i may not be the exception. Only top level LIS professionals can do the same and bring all LIS professionals in one common platform and rest will follow i hope so........ On Fri, 12 Feb 2016 20:59:55 +0530 "Prof. N. Laxman Rao." wrote > greetings from Hyderabad this message may be lengthy, I will be grateful if every one read AND REACT PLEASE I am happy that second Indian Public Library Conference is going to be orgnised by NASSCOM FOUNDATION with the support of the Gates Milindi Foundation, Conferences do help to discuss the status and throw some ideas for improvement of the public libraries. It is a known fact that public libraries are neglected in the country in spite of the fact that 20 States (RRRLF website needs to update in the context of formation of new State of Telangana, which has act) have public library act. The reasons may be many but the status never changing. The National level associations are unable to take up the public library issues. Further, the national associations are only organizing the Annual conference once in a year with the support of some or other organisations /Institutions? There is an urgent need to make the publications of these associations more qualitative rather than accepting every article sent for the conference. The articles are accepted to make either money or improve the attendance? Even we know some of the conference are organised for money making like milch cows? Now many National Associations have come up with their own agenda. Every one conducts the conferences. Now number conferences are being conducted in a big way due to support being given by the UGC or other organisations. RRRLF is being headed by a person who hardly bothers for public library development, Our Telangana Library Association sent a proposal to organise a National conference on public libraries but no response in spite of the fact that I spoke the DG, who happened to be old friend of mine. We have a ministry to look after the public libraries at Central Level but hardly any change comes due to lack of dynamic leadership at various levels. There is also lack of coordination between various organisations to promote the public libraries in the country. It is a known fact that there are no toilets even for women in many public libraries in spite of the fact that Honorable Prime Minister was vociferously pleading for the toilets every where. earlier i pleaded with the Director, NML but his response was not satisfactory. It is a known fact that Canadian Library Association which was formed in 1946 is getting dissolved after it s Annual conference in June 2016 and going to form CANADIAN FEDERATION OF LIBRARY ASSOCIATIONS (http://lj.libraryjournal.com/2016/02/organizations/canadian-library-associa…) A developed country had taken a radical changes to make the library related activity and enhance the facilities and improve the library services. Can we get some lessons with the decision of Canadian Library Association? Now the time had come for cooperated activity among the Associations and do something for the libraries at every level specially for public libraries. We also know the status of university and college libraries is also pathetic. there are many universities in India where the post of librarian is vacant. It is a fact that books will survive in spite the development of digital media. Still we need to take care of the growth of libraries and use the technology for improvement of the libraries which play an important role in KNOWLEDGE SOCIETY. Let all of join together and make an effort to see the growth of libraries, Budding professionals are totally unhappy with many seniors due to the limited support cum sympathy to the libraries. I request the seniors and who bother for teh libraries and think of doing something? During the 2 nd IPLC. some time may be spared to think of plans to enhance / revive library movement in India.Should we think fo formation of federation like Canada or any thing else is possible? It is my sincere submission to all the LIS professional friendsProf Laxman Rao, NagubandiPresident, Telangana Library Association Member, Advisory Board, National Library, KolkataUGC-Emeritus Fellow (2009-11) Professor in Library and Information Science, Osmania University, Hyderabad ( super annuated)formerly Director, UGC-Academic Staff College (2006-8)formerly President, Association of British Scholars ( AP Chapter) and Indian Association of Teachers in Library and Information Science.ADDRESS: Plot No A-194, Ravindra Nagar,Habsiguda HYDERABAD- 500007.
