The repositories will also have access to additional search capabilities on their own Web sites at no cost. The first university to join the Scirus Repository Search service is the University of Toronto?s T-Space collection ( http://tspace.library.utoronto.ca) All of T-Space?s digital files and data are available to the open Web.=0D The new alternative formats for data will stretch beyond Scirus? current non-HTML/XML formats, e.g., PDF, Postscript, PowerPoint, etc. However, for now, Scirus will not offer special handling of images, programs, or data sets beyond better metadata. Friends: Here are two news stories on the ACS vs PubChem tussle. They appeared in Peter Suber's blog "Open Access News". Scientists around the world, especially those living in the United States should mobilise support for PubChem. Arun [Subbiah Arunachalam] ----------------------------------------- More on ACS v. PubChem 1. Stephanie Wright, Dueling Databases, TechnoBiblio, June 13, 2005. Excerpt: 'The dialog this issue has generated has been hot and heavy with PubChem supporters explaining that PubChem is complementary to CAS, not duplicative. CAS supporters are complaining of "unfair, improper competition from the government". Aside from the fact that I'm a librarian and believe that information should be free, I think I'm even more rankled as a taxpayer. ACS Chief Executive Officer, Madeleine Jacobs, wrote in a recent letter to Nobel Laureate Richard Roberts: "The fact that the data collected into PubChem is "public domain" is completely irrelevant. Assembling information and publishing it in a variety of forms is what the private sector does. We believe that taxpayers should not fund the entry of NIH into the information industry more broadly than is necessary to disseminate the information whose creation it funds." What this basically says to me is that as a taxpayer, I can pay for the research but if I want access to it, I have to pay the private sector....The logic in this escapes me. Of course, ACS was perfectly happy with government funding of information products when it accepted NSF funds for the development of the CAS Registry System. This issue is about so much more than NIH vs. ACS. It is yet another example of a dangerous trend. Just look at the Department of Energy's now defunct database, PubScience, shut down by the Software and Information Industry Association. If we let a valuable resource like PubChem (as well as other freely accessible databases: ERIC, Agricola, PubMed) get shut down, we might as well give up on the whole open-access venture and we'll only have ourselves as librarians, and taxpayers, to blame.' 2. Aliya Sternstein, Publishers make appeal to lawmakers in NIH dispute, Federal Computer Week, June 13, 2005. Excerpt: 'American Chemical Society officials are asking lawmakers to rein in those responsible for a federal database of molecular structures because they say it will cut into the society's income from the sale of similar information. The National Institutes of Health created PubChem in 2004 as part of NIH's Roadmap for Medical Research initiative to speed the discovery of new medical treatments....Brian Dougherty, senior adviser to the chief strategy officer at ACS, said the society suggested forming a technical working group to set parameters for PubChem. "NIH has been unwilling to put anything in writing," Dougherty said. "We think this is going to put us out of business if it keeps growing and no parameters are set." NIH officials said they are confused about why ACS insists that PubChem will harm the society's business interests. "What is in common is a relatively small number of compound structures and names," said Christopher Austin, senior adviser to the translational research director at the NIH Chemical Genomics Center at the National Human Genome Research Institute. "ACS has gotten hung up on this," he said. "CAS has 25 million structures. PubChem has about 850,000. PubChem is a subset. Not everything that is in CAS is relevant to biomedical research." Scirus and Google index institution archives

Friends: All Indian institutinal and central archives may register with both Google and Scirus and reap the benefits. The Unversity of Toronto librarian Marshall (Peter) Clinton, whom I met a few weeks ago at his office, finds linking his university archive with these two search services beneficial. She found it odd that some institutional repositories, for all their important content, "offer no full text, only metadata."...Google Scholar has introduced linking to "appropriate copy" or restricted access content. For now, however, Scirus users will see multiple results ranked on frequency of terms and date. Scirus also can't handle Open URL linking to library-licensed content....Vogtlander seems to see the world in different terms from traditional Elsevier. In reference to the policy of not charging for Scirus' services, even the new Repository Search service, she stated: "We must understand the free service business. There are different business models now, and Web searching is seen as free."' Red Hat Releases Newest Fedora

Red Hat has released Fedora Core 4, a free version of Linux the company is using to advance virtualization, programming tools and other software at the frontier of open-source development. Among other features, Fedora Core 4--released Monday--comes with the Xen virtualization software, which lets multiple operating systems run on the same computer. Xen competes with software from EMC's VMware and with Microsoft virtual machine products. Fedora Core 4 uses version 2.10 of Gnome or version 3.4 of the KDE graphical desktop software. It includes the Evince software for reading Portable Document Format (PDF) documents, and OpenOffice.org 2.0. S. Ramaiah Institute of Management (MSRIM), Bangalore on May 21, 2005. The MSRIM was the venue. Welcoming the participants to the workshop, Prof. Balachander of MSRIM underlined the need for good academic libraries in the higher education context. During his inaugural address, Prof. V.S. Prasad, Director, NAAC used the occasion to recall his association with the good libraries and librarians in the past and said that for a �learner�, librarian can be the best friend on an educational campus. In any field, limitations were always there but so were opportunities, he felt. The objective of the librarian should always be �total user satisfaction�. Prof. L. M. Patnaik, I.I.Sc, Bangalore, in his Presidential address, said that unlike in past when information sources were scarce, after the advent of internet, the present is characterized by information abundance; one of the key roles of the librarian was to pin-point the user to the appropriate information source and help conserve time and energy of the user. The workshop consisted of five sessions, including the last session earmarked for discussion and feedback. Mr. Anil Gowda of MSRIM made a presentation on �Accreditation and Certification: An Overview of NAAC, NBA and ISO Processes�. Explaining the PDCA (Plan, Do, Check and Act upon) Model for quality, he said that identifying problems correctly is the first step towards quality improvement. During his session on �ISO Certification and Academic Libraries�, Dr. Harish Chandra, Chief Librarian, IIT, Chennai emphasized that library functioning ought to be user-focused. He said that librarian was not just a custodian of books, as may have been the case till recently, but had evolved as an interpreter of thought contents. Pointing out that the IIT, Chennai had a separate website for e-books, he stressed the need for academic libraries to have a vision. Conceding that the �hybrid libraries� will always remain, as only then would the LIS be truly satisfactory, he said �customer satisfaction� and �customer confidence� should continue to guide the library agenda. After mentioning the impressive fact that the consultancy services of his Institute had touched the Rs.30 crore mark, he elaborated on the benefits of ISO Certification for academic libraries and explained the effect measures like �users writing the librarian�s CR�, and �ISO Certification� have had on their library system. Dr. C.R. Karisiddappa, Karnataka University, Dharwad, dealing with �Quality Indicators for LIS: Parameters of NAAC� said that no quality higher education was possible without quality LIS. Dr. Pichappan, Annamalai University explained �e-Learning and Digital Library Practices in enhancing the quality of LIS�. He asserted that quality of research and quality of higher education were inseparably linked. Explaining the technology developments in the library field, he hoped that e-learning would possibly neutralize brain-drain. During the course of the day, Balani Infotech and SSG Systems Ltd. made presentations on �e-Resources� and �Integrated Digital Library and Library Management� respectively. In her valedictory address, Dr. Mariamma Verghese, Senior Education Consultant, NAAC expressed the need for enhancing the use of library as the most crucial learning resource and the need to be in step with the technology of the times for providing good library service. The workshop was hugely attended. About 60 senior library professionals from all over the country and the academic staff of MSRIM and the NAAC participated. The event was coordinated by Mr. Janardhan Rao of MSRIM and Dr. Srinivasa Raghavan of NAAC.
