Dear Professional colleagues and friends, I am very happy to inform you that the Society for the Advancement of Library and Information Science (SALIS) is being in the process of publishing a peer reviewed journal with international coverage called âSALIS Journal of Library and Information Scienceâ (ISSN 0973-3108) from the calendar year 2007 onwards. It is an an Official Journal of SALIS which will be published as quarterly. An undertaking has to be signed by the author that the article submitted is not an infringement of any existing copyright and the author will indemnify the publisher against any breach of any existing copyright. Each article should accompany a prescribed journal article form duly completed and signed by the author. Manuscript Guidelines: Manuscript in English should be in triplicate and typed in MS-WORD with double spacing, wide margins, and on one side of an A4-size bond paper. All submissions must be accompanied by a covering letter giving affiliation and full address, e-mail, telephone, of all the authors. The length of the article should not exceed 5000 words or 8 (eight) pages. Title : Should be concise, specific and complete Abstract: Maximum 200 words highlighting the significance of the research, scope, methodology, and conclusion Keywords: Up to 8 (eight) Table: Must be numbered consecutively in Roman numerals Figures: Must be numbered consecutively in Indo-Arabic numerals. Most patrons approach the Internet for the digital content but have no clue how to retrieve pertinent information and this has led to a demand for organized information services and resulted in digital library and institutional repositories. Technology and tools have to be deployed for harnessing the content and for retrieval of information from the mass of unorganized resources. Semantic Web Technologies is an area that has invoked much research interest and aims at efficient information representation and retrieval. The aim of semantic web is to build conceptual relations for machine interpretation that eventually will lead to efficient knowledge mapping and organization techniques. However, research in Semantic Web is being understood and experimented in different areas differently and one of the most pertinent applications would be in the area of Information Retrieval. Search and retrieval mechanism in Digital Libraries (DL) are moving slowly towards becoming semantic. Interoperability between digital libraries has to be based on Semantic Web principles, in order to achieve meaningful user-machine interaction. Documentation Research and Training Centre(DRTC), Indian Statistical Institute(ISI), Bangalore, has a long research interest in knowledge organization techniques including its seminal contribution in the form of Prof. S.R. Ranganathans faceted approach to classification. In recent times DRTC has applied the classical theory to practical modeling in the area of Information Retrieval. The team at DRTC has experimented with application of Artificial Intelligence (AI) techniques in IR and has demonstrated systems in automatic classification and indexing. With this experience and as part of the Indian Statistical Institute Platinum jubilee celebrations, DRTC/ISI announces International conference on Semantic Web and Digital Libraries. The objective is to bring together the best expertise in the areas of Semantic Web and Digital Libraries from leading initiatives worldwide. ==== CALL FOR PAPERS ==== Original papers in English are invited on a theme related to those mentioned above. An international review panel will review the papers based on originality of the work, quality and relevance to the main theme of the conference. Peer reviewed and accepted papers will be published in the conference proceedings. The papers should follow the submission instructions that will be furnished along with acceptance note and also on the conference website. The conference aims to explore the topics in themes and sub themes through tutorials, workshops, demonstrations, Invited talks and presentations. Eminent researchers and academicians will be invited to deliver theme papers and invited talks on select topics. Darwin goes open access

Friends: Here is a story from Guardian Unlimited that should warm the hearts of scientists and open access champions! The entire works of Charles darwin including pictures are now available open access. Arun ------------ Darwin's entire works go online Ian Sample, science correspondent Thursday October 19, 2006 The Guardian A missing notebook clutched by a Shropshire lad who circumnavigated the globe, returned to Britain, and demolished the Victorian hubris that humans stood alone as the pinnacle of creation is published for the first time today. The original notebook, which documents Charles Darwin's observations throughout his five-year voyage to the Amazon, Patagonia and the Pacific aboard HMS Beagle, is presumed stolen, but using a microfilm copy, Cambridge University scientists today make it available free online, along with the entire works of the scientist credited with the most important advance in science of the past 300 years. The collection brings Darwin's breathtaking range of writing together for the first time, with 50,000 pages of searchable text, and tens of thousands of images, many from previously unpublished manuscripts, together with notebooks, diaries and original publications such as The Origin of Species, The Voyage of the Beagle (the Journal of Researches) and The Descent of Man. Audio versions of key works will be free to download at the project website, darwin-online.org.uk. "Nowhere possesses this complete collection. It's a complete run of his papers which has never been assembled in any form anywhere," said John van Wyhe, director of The Complete Work of Charles Darwin Online project. Is India a threat to US domination in technology?

He says we have a poor government in India, our education system (barring a few exceptions) is no good and our infrastructure is crumbling. Should we not do something to improve? Regards. Arun [Subbiah Arunachalam] ---------------------- In his recent book, "Three Billion New Capitalists: The Great Shift of Wealth and Power to the East", Clyde Prestowitz quotes a Chinese friend: "We've had a couple of hundred bad years, but now we're back." Yet shrugging off the burden of history is not so easy, particularly when, as recently as 1966-76, the brightest and sparkiest people were dumped in labour camps. The Chinese have been able to turn their country into a manufacturing giant because of their willingness to work harder and longer; but turning it into a service giant, let alone an innovation hub, will require different qualities. China's biggest problem is a culture of deference--a culture that was refined by the mandarin tradition and then reinforced by the Communist Party. For many Chinese it is bad form to question superiors. So far, China has been much more adept at borrowing other people's ideas than producing its own, particularly when it comes to high-level innovation. But there are plenty of other problems, ranging from poor English-language skills to weak intellectual-property rights. Many Western companies are rightly nervous about developing new products in a country where ideas are routinely stolen. India's difficulties have more to do with another intractable problem: poor government. The country's infrastructure is crumbling and the education system is hugely uneven. The Indian Institutes of Technology are very good at producing a highly educated elite, but run-of-the-mill colleges are often of poor quality.
