It contains the st= andard key board drivers, text speech and converters to change from true ty= pe to open type fonts. A new feature called queters, a =91Do It Yourself=92= software kit to increase speed of typing, has been introduced and even the= terminology is a mix of layman and purists, as against only purists termin= ology,=94 said S Ramakrishnan, director general, CDAC. =A0 Mahesh Kulkarni, group coordinator,CDAC, Graphics and Intelligence-based Sc= ript Technology (GIST), said, =93The launch date was advanced from the firs= t quarter of 2006 to 2007 to incorporate user feedback in making the softwa= re more user friendly.=94 GIST is a technology that facilitates the use of = Indian languages in IT. =A0 The regional language software development initiative comes under the Techn= ology Development for Indian Languages (TDIL) project of Department of Info= rmation Technology (DIT), Government of India under which CDAC is an aggreg= ator bringing together the work of different organisations under one umbrel= la. =A0 It is working with CK Technology, Modular Infotech, The Indian Institutes o= f Technology=92s (IITs) Kanpur, Kharagpur and Mumbai, Microsoft, Google and= IBM. =A0 CDAC is a part of a nation wide consortium of 25 institutions for undertaki= ng R&D in regional languages. The consortium is working on four projects re= lated to regional text translation and recognition. =A0 =93We are in advanced stages of development on these technologies,=94 said = Ramakrishnan adding that they have accelerated their focus on developing th= ese technologies this year. =A0 Ramakrishnan hopes to bag a Rs 8 crore project for voice-based multi lingua= l information access (V-MIA) railway reservation system. =A0 =93The project is in the final stages of approval by the DIT and Department= of Science and Technology and we will work in a consortium with other inst= itutions to develop the voice-to-voice information access system for the ra= ilways,=94 he said.

Microsoft's Office Open XML format becomes a standard

At the general assembly of Ecma International in Zurich, Switzerland, Microsoft's Office Open XML--a set of specifications detailing the document formats in Microsoft's office--was certified as a standard. In addition, the membership-based standards organization voted to propose Office Open XML to the larger International Organization for Standardization (known as ISO) for standards approval through its fast-track process. It tells you about the diff= iculties faced by developing country librarians who want to bring the compl= ete works of great scientists into public domain through open access reposi= tories. Surprisingly, some publishers - in this case Taylor & Francis - are= unwilling to grant permission to place papers published in their journals = several decades ago in an institutional open access archive. While one may = find a way out and get these papers accessible to anyone who wants to read = them, the true face of such publishers are exposed by such incidents. Dear all, We are very keen to make open access not only the papers of C.V. Raman but also any other articles/talks by him or on him. We have already made = available on our digital repository the newspaper clippings on him. All the 6 volumes of his collected papers have been scanned and we have the pdf files ready. Now only the publishers permission is needed to make them open access. We have written to all of them but getting all their permission is not assured. Already Taylor & Francis have declined to give permission to make their articles open access. Publisher's copyright policies may in fact be the biggest barrier to making this entire collection open access. However, the Indian Academy of Sciences and the American Physical Society have given us permission to = begin with. Our plan in these circumstances is to make articles open access wherever permission is clearly given and to make the rest restricted access. At least the metadata will then be freely available for all. Anyone interested can email us for a copy. I am sure that those who have established repositories are facing similar problems. But we are doing our best. Prof. Subr= ahmanyan Chandrasekhar and Prof. Har Gobind Khorana were US citizens when t= hey won the Nobel Prize.] Prof. Raman was Director of the Indian Institute = of Science, Founder-Director of the Raman Research Institute and the Founde= r-President of the Indian Academy of Sciences. He passed away in November 1= 970 at the age of 82. Scientists should refrain from signing publishers' agreements without readi= ng them carefully. They should never surrender copyright to their creative = works - resaerch papers. Many journals agree to make changes in the standar= d copyright transfer form they use. Over 90% of about 9,000 journals survey= ed allow archiving of papers published in them. The rest of the journals sh= ould be persuaded to fall in line, and if they refuse scientists around the= world should boycott them - they shoud refrain from publishing in them, sh= ould not act as referees for those journals and should not be members of th= eir editorial boards. As most research is performed with public support - research grants from go= vernments and other donors - it is not proper on the part of researchers to= sign away copyright to journal publishers. One can only give first (or eve= n exclusive) right to publish the papers. Authors and their institutions sh= ould retain all rights to use the material subsequently in whatever way the= y want to. If journals can claim copyright to articles simply because they publish, sh= ould not the funding agencies claim copyright to work produced with their m= oney and should not the authors retain the copyright simply because the pap= er is their creative work? What would be the impact if colleagues in all fields could exchange information with the click of a mouse and without the barriers of membership, subscriptions, or dues? These questions have recently been brought to the forefront by the introduction of the Federal Research Public Access Act (FRPAA).... After his experiences on the battlefields of World War I, Alexander Fleming made a shocking discovery-bacteria could be an even deadlier force than enemy artillery. In the startling conditions of trench warfare, infection caused 15 percent of war-related fatalities, or roughly 5.5 million out of 37 million total deaths. Fleming returned to his London laboratory driven to find some way to prevent these deaths. His pursuit eventually led to the discovery that mold, specifically penicillin, could kill bacteria....[W]hen Fleming published his findings in the British Journal of Experimental Pathology in 1928, his work raised little interest and was nearly lost to scientific obscurity. It was not until 1938, ten years later, that British scientist Ernst Chain and Australian scientist Howard Florey rediscovered Fleming's article.... [I]n today's world, with information increasingly at one's fingertips, it is amazing to note that some of the very same barriers that resulted in the ten-year delay of penicillin research and countless other discoveries still exist.... Just imagine if Fleming could have sat down at a computer and told colleagues in England and beyond about the miracle mold that could knock out staph bacteria. In fact, the number of visitors to digital content on Web sites so far outnumbers traditional journal circulations that the potential to broadly, widely, and immediately impact the scientific community via publishing online is nearly limitless. Take, for example, the journal Science. Science is one of the most commonly cited journals and boasts 130,000 print subscriptions. Yet its Web site, which contains a mix of free and subscription-required portions, receives 1.8 million weekly visits.... [There] is a growing movement to grant taxpayers access to research that is funded with taxpayer dollars. Led largely by the Alliance for Taxpayer Access, an organization in which CSU is a founding member, the movement insists on developing open, online access to federally funded research. Its main advocates include universities, libraries, consumer groups, and perhaps most notably a long list of patient advocate groups including the Genetic Alliance, a coalition of 600 disease-specific organizations that advocates for better healthcare treatments. Sharon Terry became the coalition's president after she and her husband encountered astounding barriers to research literature that would help them understand the debilitating genetic disorder from which both of their children suffered. The Terrys worked around those barriers by volunteering at a hospital and gaining access to the hospital's library. Armed with the research that they were first denied, the Terrys became experts on their children's disorders and, working with a network of scientists, became co-discoverers of the gene responsible for the disorder. Although it is uncommon for lay individuals to make such a significant impact in the research community, 80 percent of taxpayers, according to a recent Harris interactive poll, support a right to "open access" and have a strong desire not necessarily to view research findings themselves, but rather to feel the real-world benefits reflected when their own doctors, pharmacists, and other practitioners have better access to cutting-edge discoveries.... Microsoft is going to release book search tool , a rival to google's book search

The digital archive will include books from the collections of the British Library, the University of California and the University of Toronto. Books from three other institutions will be added in January 2007. *Search full text * All the books currently included in the project will be non-copyrighted but later it will also add copyrighted work that publishers have given permission to include in the project. "We feel very strongly about copyright. We don't do any mass scanning of in-copyright works," said Danielle Tiedt, the general manager of Live Search Selection for Microsoft. Initially the database of available books will be searchable from the book search engine's home page or as a category on the main Windows Live Search page. Later Microsoft plans to integrate all the books scanned into its general search engine. "What we are focusing more of our efforts on for live searching is integrating all of those content types together to give you the most relevant results. If, for example, it's a search on historical content, chance are the most authoritative content may be found in a books search," said Ms Tiedt. The system has a feature called "search inside a book" which will allow users to search the full text of books. "We've focused on making the search experience really impactful...People will have full access to all of the text," said Ms Tiedt. A separate global digital library plan by Google is also under way. The search giant is spending $200m (�110m) to create a digital archive of millions of books from four top US libraries. It is also digitising out-of-copyright books from the UK's Oxford University. In contrast to Microsoft Google's plans include adding both copyright and non-copyright books from participating institutions.
