Under the digital and virtual environment the scholarly publications are increasingly demand but the the publishing policies and procedures of intellectual contents producers are charging heavily on information resources, Alternatively the Open Archives Initiatives (OAI), self archive, institutional archive etc., gaining momentum all over the world, Realizing the significance of digital libraries and digital initiatives, the Library and Information Centre of M.S.Ramaiah Medical College has organized a *"National Workshop on Institutional Repositories" * * * * * Today information revolution is being complimented by digital revolution Digitization is one of the technological advancements. It brings the resources nearer to the benefit of users. The digitized information .can be used in numerous ways to overcome the barriers of communication. The availability of right information can take study, teaching and research into a new horizon and can help the decision makers to take right decision. The digitization of library and information center's resources has its roots in library automation. But at the same time not all the resources of a library need to be digitized. Institutional Repository (IR) consists of formally organized and managed collection of digital content generated by faculty, staff and students of an institution. The content of these repositories can be made available for integration with on campus library and course management systems. The availability of right information can take study, teaching and research into a new horizon and can help the decision makers to take right decision. Therefore, This Workshop has been thought of with the following objectives: *Objectives of the Workshop* * * This workshop aimed to v Present an overview of institutional Repositories(IR) v Emphasise on the use of DSpace software in the development of IRs; and v Provide hands-on experience in the development of IRs using DSpace *Facets of Workshop * v Institutional Repositories v Infrastructure for IR v DSpace v Metadata and Standards To fulfill the stated objectives, Information Professionals with experience both in teaching and practice were invited to contribute Course materials for the various sub themes of workshop and share their rich experiences as guest faculty. I am sure that our Open Source champions will have some comments on this. ------------------------------------------------------------------------ ---- Open-access more harm than good in developing world Raghavendra Gadagkar1 Centre for Ecological Sciences, Indian Institute of Science, Bangalore 560012, India Sir The traditional 'publish for free and pay to read' business model adopted by publishers of academic journals can lead to disparity in access to scholarly literature, exacerbated by rising journal costs and shrinking library budgets. However, although the 'pay to publish and read for free' business model of open-access publishing has helped to create a level playing field for readers, it does more harm than good in the developing world. Authors by no means have a level playing field, even in the traditional publishing model. The dynamics of peer review make it hard to ensure that publication of an article is a function of only its quality, uninfluenced by factors such as topicality or the author's name and affiliation. The open-access model makes the playing field for authors even more uneven. Page charges may be waived for authors who cannot afford to pay, but a model that depends on payment by authors can afford only a few such waivers. And why should anyone want to survive on charity? The argument that it is the granting agency and not the author that pays does not wash either. If anything, the playing field for grants is even more uneven. Besides, this will undermine, rather than encourage, the whole area of grant-free research. Page charges make extra difficulties for authors, while the old problems associated with peer review persist. They could be disastrous for the underdeveloped world, encouraging people to remain as consumers (readers), rather than to become producers (authors) of knowledge. A 'publish for free, read for free' model may one day prove to be viable. Meanwhile, if I have to choose between the two evils, I prefer the 'publish for free and pay to read' model over the 'pay to publish and read for free' one. Because if I must choose between publishing or reading, I would choose to publish. Who would not? UNESCO's IFAP seeks comments on its Draft Strategic Plan 22-05-2008 (Paris) At its 5th session in April 2008, the Intergovernmental Council of the Information for All Programme (IFAP) considered the Draft Strategic Plan of its activities in 2008-2013 and finally decided to adopt it after an online public consultation giving all stakeholders an opportunity to comment and propose new ideas. The multi-stakeholder approach is at the heart of the global effort to create the information/knowledge society. It is hoped that opening the Draft Strategic Plan to a public consultation will allow to profit from the collective wisdom of everyone interested in the issue. In the coming years, the Information for All Programme of UNESCO will focus on the following overarching objective: to help Member States develop and implement national information policies and knowledge strategies in a world increasingly using information and communication technologies (ICT). IFAP can make the most effective contribution by assisting Member States develop and implement national information policy frameworks. Within this context, the Programme will focus on five priorities: information for development, information accessibility, information literacy, information preservation and information ethics. The Draft Strategic Plan sets out how to pursue these goals. There were three candidates for the two posts of Vice president. Ballot papers were given & members were asked to cast their votes. Mrs. Usha Mukunda, polled 31votes, Mr. Francis Jayakant polled 27 votes and Dr. S.B. Kittur polled 17 votes. Mrs. Usha Mukunda & Mr. Francis Jayakant were declared elected for the two posts of Vice President For the Executive Committee: Mr.Shivanna, Mr. Abdul Rehman, Dr.I.R.N.Goudar, MrV.L.Kalyan, Mrs. Poornima Ranganath, and Mrs.Gayathri Sen were elected unopposed. According to the Bylaws of KALA contestants seeking election for the Governing Body(GB) or Executive Committee(EC) must be physically present at the time of election. Therefore the nominations of Dr.K.N.Prasad and Mr.Chikkamallaiah for EC could not be considered, as they were not present at the time of polling. The following three candidates were elected to the Executive Committee by the members present by show of hands: Mr. Ramananda proposed by Mr. Rehman seconded by Mr.Kalyan was declared elected. Dr. S.B. Kittur proposed by Dr. I.R.N. Goudar &seconded by Dr Kemparaj was declared elected. Dr. P.V. Konnur proposed by Mrs.Gayatri Sen. seconded by Mr. Francis was declared elected.
