Preprint ban in grant applications deemed ‘plain ludicrous’ Australia’s major research funder has ruled more than 20 fellowship applications ineligible because they mentioned preprints and other non-peer reviewed materials. The decision sparked an outcry from scientists, who say the move is a blow to open science and will stymie careers. At a time when the COVID-19 pandemic has brought the use of preprints to the fore, researchers say the Australian Research Council’s stance is out of step with modern publishing practices and at odds with that of other funding agencies. Metric is not confined to drawing numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we have witnessed the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2020) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in the Science and Technology System. The goal of the tutorials is to enable the participants to familiarize themselves with theoretical as well as practical aspects and the application of metrics. The proposed conference consists of invited talks, presentations, tutorials, workshops, and discussions. The STMet has tracks on specialized topics. The STMet addresses the below themes, not limited. Citation-based metrics Ranking of Journals, Institutions, and Countries Discipline and Domain Analysis Economic factors Databases and datasets for evaluation Evaluation Tools and Indicators Web-based metrics Visibility and impact Internationalization Text-based Metrics Innovation indicators Wearable Devices Open data Scientific Collaboration and cooperation analysis National Evaluation Systems Open access and open publishing New indices for evaluation Altmetrics Web-based metrics Data Science and Digital Repositories Scientific Visualization e-Science in the Cloud Scientific Journalism Scientific Publications All submitted papers will be reviewed by a double-blind and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Paper review and publication process The committee will classify the papers as Theory, Methodological, Experimental, Seminal, review, replicability, reproducibility and repeatability. Repeatability papers will be rejected. The papers even after acceptance will be completely edited to ensure fair presentation.
