Google starts ranking journals
by Shamprasad Pujar 16 Apr '12

Dear Members, Google has started ranking journals! Through its new service called '*Google Scholar Metrics*' currently it cover articles *published between 2007 and 2011*, both inclusive. The metrics are based on citations from *all articles* that were indexed in Google Scholar as of *April 1st, 2012*. This also includes citations from articles that are not themselves covered by Scholar Metrics. To know which are the top 20 journals in a particular subject area just type the subject. For example; Economics, Statistics, Mathematics etc using the following URL address. Once you get Google Scholar search box replace 'Economics' with name of other subject. http://scholar.google.com/citations?hl=en&view_op=search_venues&vq=economics To know more about this new service, please go through Google Scholar at: http://scholar.google.com/intl/en/scholar/metrics.html Thanks to Garry for his posting on this. Open Access movement is gaining momentum
by Mailing List Admin 16 Apr '12

16 Apr '12

---------- Forwarded message ---------- Date: Sat, 14 Apr 2012 14:24:14 -0700 (PDT) From: Subbiah Arunachalam <subbiah_a(a)yahoo.com> To: "lis-forum(a)ncsi.iisc.ernet.in" <lis-forum(a)ncsi.iisc.ernet.in> Friends: The Open Access movement is gaining momentum. Here is what the European Science Academies want! 12.04.2012 - UNESCO Open Science for the 21st Century: Declaration of All European Academies At its 13th General Assembly, ALLEA, the umbrella organization of European Academies of Science, adopted a joint declaration on Open Science for the 21st Century. The Presidents urge science funders to implement open science principles for publications, research data, software educational resources and research infrastructures. They ask scientists, educators and students to embrace a culture of open science where sharing of publications and data is the norm, enabling scientific collaboration in Europe and beyond. The document quotes article 27 of the Universal Declaration of Human Rights that speaks about the “right to share in scientific advancement and its benefits”, and mentions the relevance of UNESCO’s Charter for the Preservation of the Digital Heritage, adopted in 2003. European Commissioner Neelie Kroes, who is responsible for the Digital Agenda, welcomed the ALLEA Declaration. With the ever-increasing production of data – the scientific community now produces every year a collection of data that is 20 times as large as the entire collection of the Library of Congress - we have entered into the era of open science. Big data need new forms of cooperation, for which the European Commission looks far beyond the borders of the European Union. Scientific results achieved under the new Horizon 2020 Programme will all be published in open access, and will benefit science in the whole world: “Let’s invest in the collaborative tools that let us progress. Let’s tear down the walls that keep learning sealed off. Let’s make science open, and not only science but also our way of thinking.” --- Please read this leader in The Economist of 14 April 2012. <http://www.economist.com/node/21552574>; Academic publishing Open sesame When research is funded by the taxpayer or by charities, the results should be available to all without charge. It argues clearly why open access should be adopted and why governments and others who fund research should mandate open access to all publicly-funded research. It also exposes the greed of commercial publishers of science journals who make as much as 37% profit - unheard of in any other industry. Arun

Support the annulment of IT Rules 2011, protect internet freedom in India
by Vasanth 15 Apr '12

15 Apr '12

Dear Sir/Madam, Apology for the cross-posting Please log-on to the following link and sign the petition against IT act 2011 for protecting the Internet Freedom in India. http://www.change.org/petitions/mps-of-india-support-the-annulment-motion-t… Read the letter posted by http://softwarefreedom.in (SFLC) Dear Member of Parliament, The Constitution of India praovides the citizens of this country the fundamental right to freedom of speech and expression subject to reasonable restrictions as laid down in the Constitution itself. Now, with the spread of the Internet and the availability of tools like blogs and social networks we are able to enjoy this freedom to the fullest and have a true participatory democracy. You, as legislators recognised the importance of intermediaries like Google, Facebook, Twitter and Internet Service Providers for e-commerce as well as for free expression, helping us to express ourselves and provided them protection from any legal liability that could arise out of content generated by users. Such a protection provided in the Information Technology Act, 2000 was important for these intermediaries to operate freely without threats of frivolous legal action. Now, the Government wants to impose restrictive, unconstitutional guidelines on the intermediaries via the Information Technology (Intermediaries Guidelines) Rules, 2011 notified in April 2011. The rules cast an obligation on the intermediaries to remove access to any content on receiving a complaint from an affected person that it falls under the category of a wide, vague, undefined list of “unlawful” content specified in the rules. This vague list includes content considered as ‘blasphemous’, ‘libellous’, ‘grossly harmful’, ‘harassing’, or ‘disparaging’. The rules mandate the intermediaries to decide whether content is “lawful”, thereby bye-passing judicial processes. The rules also allow Government agencies to access personal data of users without any legal safeguards. These rules are violative of our constitutional rights of freedom of expression and privacy and are also against the intent of the Parliament as stated in the Information Technology Act, 2000. We appeal to you to support the motion for annulment of the Information Technology (Intermediaries Guidelines) Rules, 2011 being moved in the Rajya Sabha and Lok Sabha and to ask the Government to draft new rules which will protect our freedom and privacy. Sincerely, [Your name] ------------------------- With best wishes Vasantha Raju N -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.
