Status of College Librarians in different Colleges of West Bengal
by Biswajit Chaudhury 13 Sep '13

Dear SUNNY JOSEPH's<http://lislinks.com/profile/SUNNYJOSEPH?xg_source=msg_mes_network> Thanks for Sending the two orders and the Order of Delhi High Court regarding the status of Librarians in Universities and Government and Non-Government Colleges in India. But it is a pity that most of the teachers as well as principals (so called educated persons) in different colleges of west Bengal denied to accept it rather they deliberately try to humiliate the college librarians now and then. There is neither any status nor any leave rule for the Librarians in different Colleges although they are recruited as per UGC norms. In this respect I am also posting an order of Inspector of Colleges of Vidyasagar University but the Principals as well as the teachers of different colleges Under the university denied to accept it as there is no any clearly defined status or leave rule given by State Govt. You will be surprised that after 1996 the librarians who got retirement did not get neither any leave encasement nor leave refusal in West Bengal. The Higher education Department as well as the State Govt.have no any headache for that. Let us unit together against this through this forum. Foreign varsities to set up campuses as companies, MHRD to change UGC
by Nitin S. Joshi Joshi 13 Sep '13

Foreign varsities to set up campuses as companies, MHRD to change UGC The Union Ministry of Human Resource Development (MHRD) has sent proposals to the Department of Industrial Policy and Promotion and the Department of Economic Affairs to permit foreign universities to open their campuses in the country as companies as provided under the Companies Act. As per the powers vested with the Central Government to make rules under the UGC ACT, the ministry is in the process of finalizing the UGC (Established and Operation of Campuses of Foreign Educational Institutions) Rules by which foreign universities can set up campus in India and issue foreign degrees. The Ministry had sought comments and observations of the Department of Industrial Policy and Promotion (DIPP) and the Department of Economic Affairs (DEA) on the Rules. Both DIPP and DEA have supported the proposal. Under the proposed Rules, Foreign Educational Institutions (FEIs) can set up campuses in India once the FEIs have been notified as Foreign Education Provider (FEPs) by the UGC. FEI have to fulfill of certain eligibility conditions. Any FEI which intends to set up a campus in India would do so through an association to be registered as a company under section 25 of the Companies Act, 1956. The FEI shall be ranked among the top 400 universities of the world as per the ranking published by Times Higher Education, Quacquarelli Symonds (QS) or the Academic Ranking of World Universities (ARWU) by Shanghai Jiao Tong University. A senior official of the MHRD close to the development on condition of anonimity said, " yes the proposal has been sent to the department of economic affairs for its approval and UGC rules are being reframed to allow quality foreign universties to open their campuses in India. It is expected to happen this year only and this will certainly imporve the quality of education being imparted in the country." All FEIs intending to apply under the Rules shall be not-for-profit legal entities, which have been in existence for at least twenty years and accredited by an accrediting agency of that country or in the absence of its accreditation in that country, by an internationally accepted system of accreditation. The FEP will offer programmes of study or courses to be of quality comparable to those offered to students in its main campus. Each FEI before being notified as an FEP would be required to maintain a corpus of not less than Rupees twenty five crores. The Rules also provide for penalties ranging from Rupees fifty lakhs to Rupees one crore for FEP who contravene any provision of these Rules or UGC Act, and the forfeited of corpus fund. The degrees awarded by these FEPs would be treated as foreign degrees only and the same shall be subject to the equivalence accorded by the Association of Indian Universities (AIU) as per their system. Last year, the MHRD had asked the University Grants Commission (UGC) to identify possibilities within the existing laws of regulating and allowing the foreign educational institutions. [ELF] Call for Papers: On Redefining Libraries in Electronic Age- National Conference at VTU, Belgaum, Karnataka, India
by Engg-Lib-Forum from India 13 Sep '13

13 Sep '13

Dear Sir/Madam, Sorry for the cross posting, I am happy to inform you that, Visvesvaraya Technological University (VTU) is organising a National Conference on “Redefining Libraries in Electronic Age (RLEA-2013)”, in the month of November, 2013. At VTU Campus, Belgaum. The role of Library and Information Centers in the present era is ever changing and the traditional services have taken a new shape in the light of developments in Information and Communication Technologies [ICTs]. Physical locations for ease of access to Library resources no longer an issue. Now Libraries are facilitating their users with 24 x 7 access using Internet Technology. Today physical use of libraries is declining drastically and most of the Librarians are expressing their concern over this development and are feeling insecure due to fall of user attendance in Libraries. This need not be the concern of Librarians. Today the users are techno-savvy and access more information than the earlier users. The libraries used to supply limited reference resources to their users earlier, but today's users will get multiple resources on their fingertips. Hence the concern for Librarians of these days should be to redefine the role of Libraries in reaching out the right information to the right user at a right time. Hence a National Conference has been organized to provide a platform for discussing following main issues: Conference Theme: Redefining Libraries in Electronic Age Sub Themes: Redefining library building ü Effective utilization of physical space ü Additional facilities for library users Redefining the organization of knowledge ü Classification ü Cataloguing Redefining collection development, Information sources and services ü Collection development ü Information sources and services ü Electronic sources and services ü Evaluation of Information Sources ü Library networking and consortia ü Open Access Redefining the management of library and information centers ü Planning ü HRM & HRD ü Financial management and budgeting ü TQM ü Knowledge management ü Leadership and Public relations & Advocacy ü Soft skills for librarians Redefining the ICT applications for libraries ü Integrated Library Management Software [ILMS] ü Digital library technologies and digital preservation ü Content Management Systems [CMS] ü Internet technology ü Open Source Software ü Web 2.0 applications ü Mobile technologies Redefining the User Education ü Information Literacy ü Computer literacy ü Digital literacy Redefining the information society and information science ü Dr.SR Ranganathan's school of thought ü Relevance of Five Laws of Library Science in the present Internet era Redefining LIS education ü LIS as an Applied science ü LIS curriculum ü Collaboration of Library and LIS departments ü Library as a laboratory for LIS education ü Online Courses in LIS ü Open Educational Resources (OER) How to submit papers: Papers using the following author guidelines may please be submitted over email at: krmulla(a)gmail.com or krmulla(a)vtu.ac.in on or before the due date.
